Seulement 64 900 sans-emploi recensés en Arménie…

Alors que l’on estime à plusieurs centaines de milliers le nombre de
chômeurs en Arménie -première cause de la forte émigration qui ravage
le pays- selon les statistiques officielles, l’Arménie comptait 64 900
sans-emploi soit une baisse de 6,5% en un an. Selon Ardak
Mangassarian, l’un des responsables du département > au
ministère arménien du Travail et des affaires sociales, la majeure
partie des sans-emploi sont des femmes. Elles seraient 46 600. Tandis
que les jeunes représenteraient 15 800 personnes. Au regard de ces
chiffres, nous pourrions penser que l’économie arménienne est en bonne
santé et qu’elle serait presque à l’heure du plein-emploi…

YEREVAN. – Georgia will not raise its goods’ transit fee due to its
European integration, Armenia-based Trans Logistic Caucasus company
director Yeghishe Hovhannisyan toldArmenian News-NEWS.am.

In his words, moreover, this will not apply to automobile transit of
goods because, with a joint agreement between Armenia and Georgia, a
transit fee is not charged on automobile-based transit of goods.

Hence a raise in the goods’ transit fee applies solely to
railway-based transportation of goods.

“And the tariff increases here [in the railway-based transportation of
goods] are independent of politics; this is a general trend in the CIS
countries.

“And it is not beneficial–purely in the economic sense–for the
Georgian railways to raise the tariffs too much.

“In recent years, we transport lot more products from railways to
automobile,” Hovhannisyan concluded.

As reported earlier, Georgia and Moldova on Friday have signed the
European Union Association Agreement.

The treaty on Armenia’s accession to the Eurasian Economic Union
(EaEU) is not going to be ready by July, the paper has learned.

Citing the decision adopted after the Eurasian Supreme Economic
Council’s session, the paper points to the indicated “technical”
problems which are thought to be the reason of the delay.

“No one speaks of the reasons behind the uncertainty; the members of
the ruling Republican Party are not only unaware but also have no
idea as to what ‘technical’ problems mean and why the document is not
ready yet. They avoid speaking of the EaEU, saying that only a part of
the treaty will not be ready by July 1,” writes the paper.

YEREVAN. – An Armenian Genocide international recognition world youth
movement will be formed.

The aforementioned was noted at Friday’s meeting between the members
of the newly formed “Ahead of Armenian Genocide 100th Anniversary”
youth committee, Ministry of Diaspora Chief of Staff Firdus Zakaryan,
and Armenian Genocide Museum-Institute Deputy Director Suren Manukyan.

The youth presented the new challenges in the lead-up to the centennial
of the Genocide, and the preservation of the Armenian identity in
the diaspora was at the focus of numerous questions.

The objective of this program is to raise the level of Armenian
Genocide awareness among youth and international organizations.

As a result, the Armenian Genocide International Recognition and
Condemnation World Youth Movement is expected to be formed.

Bien que par la Constitution l’education en Armenie soit censee etre
laïque, le sujet et les methodes de l’enseignement de l’Histoire de
l’Eglise sont consideres comme un problème majeur par certains experts
qui disent qu’ils sont arrives a cette conclusion après avoir examine
de près les manuels scolaires et le processus d’enseignement.

Neanmoins, les auteurs des manuels insistent pour que les meilleurs
specialistes soient impliques dans la preparation du materiel et
qu’ils n’ont pas recu de plaintes sur le cours durant les 12 annees
de son application.

L’eveil des sentiments religieux qui a commence en Armenie dans
les dernières annees du regime sovietique et a continue après que
l’Armenie ait obtenu son independance en 1991 est utilise pour la
propagande de la religion dans les ecoles par le biais de l’objet de
l’Histoire de l’Eglise armenienne a fait valoir Satenik Lazarian,
une jeune chercheuse a l’Institut d’archeologie et d’ethnographie de
l’Academie nationale des sciences d’Armenie au cours d’une discussion
a ce sujet mercredi.

LA JEUNESSE ARMENIENNE EN GALA AU MOULIN

Le week-end dernier, les 500 personnes presentes au Theâtre du
Moulin ont ete conquises par un spectacle de danse et de musique
un peu particulier. Ce sont en effet les 150 enfants des ecoles de
danse – Ecole Vanouch Khanamirian – et de musique Ecole Khatchadour
Avedissian de la Jeunesse Armenienne de France (JAF) qui presentaient
leur 14e gala. En ouverture, la chorale des enfants accompagnee par
les elèves de l’ecole de musique traditionnelle armenienneadonne
le ton de ce spectacle. Avec l’enchaînement de danses rythmees,
et de prestations musicales etonnantes, les elèves âgees de 5 a 17
ans, se sont epanouis sur scène en montrant le fruit d’une annee
de travail. Un final eblouissant tout en couleurs a clôture ces 2
heures de bonheur. Un spectacle de très grande qualite servi par des
costumes merveilleux et un professionnalisme digne de leurs aînes
d’Araxe Sassoun. Un immense bravo aux deux directeurs d’ecoles Marion
Chamassian, et Michaël Vemian, qui avec leurs equipes de professeurs,
transmettent l’art de la danse et de la musique armenienne, et font
naître des vocations.

L’enthousiasme des enfants et le rendu scenique laisse a penser que
le pari des ecoles de la JAF est largement gagne. En bref, un vrai
succès pour ces petits passeurs de culture, qui après avoir tout
donne au Moulin, iront applaudir les 40 danseurs professionnels du
Ballet National D’Armenie “Paregamoutyoun”.

GEOPOLITICAL WATERSHED: ARMENIA’S EASTERN PARTNERSHIP NEIGHBORS SIGNING EU ASSOCIATION AGREEMENTS

Today, June 27, marks a geopolitical watershed for the Eastern
Europe region, including for Armenia, as three members of the Eastern
Partnership program, including Ukraine, Moldova and Georgia, are due
to sign Association Agreements with the European Union in Brussels.

Armenia, which is a member of the program that also includes Belarus
and Azerbaijan, was on track to initial the deal during last November’s
summit in Lithuania after more than three years of negotiations
with Brussels on the Association and Deep and Comprehensive Free
Trade Area Agreements with the 28-nation bloc. But about three
months before that Yerevan effectively decided to walk away from the
process after announcing its plans to join a Russia-led trade bloc –
the Customs Union.

Many then said that Armenia’s decision had been the result of massive
pressure from Russia that also appeared to have put similar pressure
on Ukraine which was originally due to sign the deal with the EU in
November. After the change of government in Ukraine as a result of
pro-EU protests the new authorities in Kyiv reaffirmed their commitment
to sign the agreement.

The main question that had been of concern to many is whether
Russia would try to prevent the signing of the deals by its former
Soviet allies. Ukraine has accused Russia of fueling and supporting
separatist sentiments in the east of the country and the EU and the
United States have prepared a new package of sanctions against Moscow
– U.S. Secretary of State John Kerry warned on Thursday that these
sanctions could be imposed as early as Friday if Russia did not call
the separatists in eastern Ukraine to peace.

The main question reverberating in Armenia after the events of recent
months in Ukraine is how things would have turned out for Armenia
had it not abandoned the Association Agreement last September and
not declared its intention to accede to the Customs Union of Russia,
Belarus and Kazakhstan.

Many believe that Russia would have provoked a new escalation
of tensions in the Karabakh conflict zone that would have caused
enormous damage to Armenia. Then the West was not ready to defend
its post-Soviet partners, and the events in Ukraine, including the
annexation of the Crimea by Russia, is evidence of this. If Ukraine,
a much larger country having common borders with Europe, was unable to
withstand the Russian onslaught, then Armenia could simply be erased
from the world map.

Another important question is how the balance of forces in the larger
Eurasian region will change after the entry of three post-Soviet
countries into the European space and their separation from the Russian
imperial zone. No doubt, accession to the Free Trade Area of the EU
will give these countries a powerful incentive to development, but
more important will be their appearance under the security umbrella
of NATO. On June 25, a NATO ministerial meeting was held and it was
stated during that meeting that “no third country” would prevent the
expansion of the alliance. And although no start was given to the
process of Georgia’s membership, a new package was given to it and
that package may include the deployment of some NATO infrastructures
in the territory of this country bordering on Armenia.

There are also NATO plans for Ukraine and Moldova.

Armenia continues its cooperation with NATO, moreover, an Armenian
peacekeeping brigade has for many years been involved in international
missions of the Alliance and is considered an informal NATO base
in Armenia. Secretary General of the Russia-led Collective Security
Treaty Organization (CSTO) Nikolay Bordyuzha arrived in Yerevan on
June 26 and on July 1-2 Yerevan is due to host a CSTO forum on the
inclusion of CSTO peacekeeping forces into international peacekeeping
processes. In this regard, Armenian experts do not rule out that
Russia will demand the transfer of the Armenian peacekeeping brigade
from under the aegis of NATO onto the framework of the CSTO. This
will finally isolate Armenia, which has already become marginalized
in the region.

Apart from the fact that Russia, together with Azerbaijan and Turkey,
has done everything to isolate Armenia from regional communication
projects, Georgia’s entry into the Free Trade Area of the EU, as it
appears now, will become an insurmountable obstacle to Armenia’s
membership in the Eurasian Union. Armenian Prime Minister Hovik
Abrahamyan on Thursday again said that Armenia’s membership may be
delayed, but stressed that Armenia will by all means become a member
of the Eurasian Union.

In Armenia, there seem to be little worries in this regard, as
membership in the Eurasian Union appears to promise little benefits,
but big losses for the country’s economy. During his recent talks in
Georgia President Serzh Sargsyan apparently got assurances that Tbilisi
would maintain a free trade regime with Yerevan after association
with the EU. The EU is not going to cancel the preferential customs
regime for Armenia either, but only if Armenia does not enter the
Eurasian Union.

The inactive tailing dumps constitute a serious environmental threat,
Hakob Sanasaryan, Head of the Green Union of Armenia, told ArmInfo.

The environmentalists have repeatedly pointed out that the
recultivation of the inactive tailing dumps is not done properly.

Along with the lack of isolation of the bottom of the tailing
dump, this contributes to penetration of the heavy metals into the
groundwater systems. Moreover, the surface dust of the tailing dumps
spreads in the environment.

Sanasaryan pointed at 3 inactive tailing dumps in Agarak, where the
toxic dust raises in the air in a windy weather due to the lack of
recultivation. He also pointed out the negative effects of the lack of
control over the abandoned dumps on the River Vokhchi such as Darazam,
Pkhrut and Vorotan.

The expert said that in the area of Darazam tailing dump the local
residents grow potatoes and cabbages. Pkhrut and Vorotan are actually
half-ruined, but notwithstanding this, one can see cattle grazing
there. Thus, the heavy metals penetrate into the human body through
the dairy and may cause serious diseases.

Sanasaryan said that like other tailing dumps, the territory of the
Dastakert tailing dump is not fenced either. This means that any may
enter the dump of the mining wastes without any obstacle.

Another two 30 year old inactive tailing dumps are located at the
territory of Alaverdi town. Wind spreads dust full of heavy metals
from the surface of these dumps and intoxicates gardens and grazings
with dangerous elements. Sanasaryan said that the government has to
tighten control over this sphere and take measures for recultivation
of the tailing dumps.

To note, according to the data of Armenia’s Emergency Ministry, there
are 19 active and inactive tailing dump in Armenia with a total area
1400 ha.

Baku Smooth Its Rights Record With A Thick Layer Of Caviar

Some caviar and a lot of oil have a long way to go together.

In recent years, Baku has spent millions of dollars to convince
politicians in Europe and the United States as the country’s oil-rich
Caucasus is a reliable partner – and deflect criticism that the
country is authoritarian and does not respect basic human rights.

On October 30, some 600 influential Washington met in the halls of the
National Museum for a five course dinner and sponsored by the Alliance
Azerbaijan-USA show. The evening was hosted by the President of the
Alliance and former U.S. Congressman Dan Burton. The “Honorary Host
Committee” of the event included four U.S. senators and 13 members
of Congress.

Joshua Noonan, analyst Azerbaijan “The Conway Bulletin” who attended
the gala in Washington said: “It was a useful exercise for them
because they were former members of Congress and people the media
establishment in Washington, a lot of people who lobby for them were
also there. It was pretty interesting. It was a great event. ”

The event took place in the sumptuous surroundings of the aggressive
strategy of Baku “caviar diplomacy”, using a wide range of gifts and
other incentives to change the opinions of decision makers in favor
of Azerbaijan.

Diplomacy Caviar

Former U.S. Ambassador to Azerbaijan Richard Kauzlarich told RFE /
RL that “such events only underline the contrast between reality and
fiction about Azerbaijan.”

The term “caviar diplomacy” has become the title of a report
published in May 2012 by the European Stability Initiative (ESI),
a think tank specializing in Southern Europe and the challenges of
the EU enlargement.

Gerald Knaus, president of ESI and an author of the report Azerbaijan,
told RFE / RL how the project was born.

“As the situation of democracy and human rights in Azerbaijan
continued to deteriorate, the Council of Europe – whose role is to
ensure European standards of democracy and human rights – has become
less audible and more silent in his review, “said Knaus. “This applies
to elections, political prisoners, the general monitoring obligations
of Azerbaijan to the Council of Europe with regard to the rights of
man. So we decided to try to understand and describe how this process
to silence this institution was actually used and how it worked. ”

Rebecca Vincent, activist Human Rights based in London and a former
U.S. diplomat in Baku, said the offensive public relations of
Azerbaijan has made his job more difficult.

“From the point of view of a defender of human rights, it makes our job
very difficult in some of these European institutions, including the
Council of Europe – I think it also aa place at EU level European –
when we raise concerns about issues relating to human rights, there
clearly was the politicians who have been balanced in the opposite
direction, “said Rebecca Vincent.

Gerald Knaus ESI adds that the efforts of Baku were “very aggressive.”

“The [diplomacy Caviar] includes a systematic approach to build
friends, invite people in large numbers. Dozens of members of the
Parliamentary Assembly of the Council of Europe (PACE) are invited
to Baku by pro-government NGOs or directly by the government every
year, “said Knaus.”It takes a very aggressive lobbying, promising
and offering positions as lobbyists people who occupied prominent
positions in the Council of Europe before sending a clear signal – if
you’re on our side, you could become a well-paid lobbyist. ” The ESI
report mentions, among others, former German Christian Democrat and
former member of PACE Eduard Lintner, who was part of a delegation
of the PACE noted Azerbaijani referendum in March 2009, abolished
presidential term limits and paved the way for President Aliyev to
remain in his office indefinitely.

The report of the PACE delegation stated that the widely criticized
referendum “showed the will of the people of Azerbaijan have greater
stability and elements for greater democratization.” At the end
of 2009, PACE Lintner left to become president of the Society for
the Promotion of German-Azerbaijani Relations (GEFDAB) – a shadowy
organization described as a de facto group lobbying for Baku.

For the presidential election last month in Azerbaijan, where Aliyev
received the third term GEFDAB sponsored a mission to observe the
elections by a Belgian NGO registered. The mission found the election
“fair, democratic and transparent.”

Think Tanks

Lobbying efforts Baku also seem to extend to the use of focus groups
to change public opinion. One month before the presidential election,
the European Strategic Intelligence and Security Center (ESISC) in
Brussels, published a report entitled “Azerbaijan Republic: a model
of good governance.”

In broken English, the report praised the “stable social welfare”
in Azerbaijan, explains the rights of women, “comparable to that
of EU Member States” and notes Baku “absolute respect for religious
minorities. ”

The site ESISC stresses “produces custom reports, analysis and …

briefings to meet the exact needs of each client in the industry.” The
center does not say who the “client” in the case of the report on
Azerbaijan.Efforts Baku in Europe seemed to bear fruit in January when
PACE rejected – by a vote of 175 against and 79 in favor – a stern
report by Christoph Strasser Special Rapporteur on the identification
of 85 political prisoners in Azerbaijan and calling for their release.

German MEP Strasser has not received a visa to enter Azerbaijan since
he was appointed Special Rapporteur in 2009.

In many ways, the offensive diplomacy caviar Baku seems related to the
presidential election last month. According to ESI, which this week
published a report on the election and its aftermath, no less than
50 organizations sent observation teams during the elections in Baku.

Forty-nine of them – especially obscure and many of them are connected
with the Azerbaijani NGOs funded as GEFDAB Lintner and welcomed
the vote.

Only the Organization for Security and Cooperation in Europe (OSCE)
criticized the election as undemocratic and non-compliant with
international standards. Baku has since threatened to significantly
reduce its cooperation with the OSCE.

Former U.S. diplomat Vincent does not hesitate to describe the actions
of many MEPs as “unethical”.

“It sends a bad impression. I think, especially for policymakers in
democratic countries where they enjoy human rights and fundamental
freedoms to replenish an authoritarian regime that does not respect
the rights of its citizens while their constituents at home have
no idea really what they are abroad – it is not quite reasonable,
“said Rebecca Vincent.

The work of the Azerbaijan America Alliance seems to be a geographical
extension efforts Baku in Europe. Although officially an NGO, it was
created by Anar Mammadov, Azerbaijan oligarch and a son of the Minister
of Transport Ziya Mammadov. Even a glance at the website of the group
says it strictly follows the positions of the Azerbaijani government.

One of the main goals of the alliance is to develop the Azerbaijan
Caucus in the U.S. Congress. This group, which was founded in 2004,
now has 46 members.

According to the website Opensecrets.org public interest, which
monitors lobbying in Washington, the Alliance has paid the lobbying
firm Fabiani & Company $ 1.8 million so far in 2013, more than half
of total revenues lobbying. In 2012, Azerbaijan America Alliance
Fabiani paid $ 2.4 million in 2011 and 1.8 million.

The analyst Noonan, who attended the recent gala, said the public
relations efforts of Baku are unlikely to be as influential in the
United States they appear to have been in Europe. Ultimately, he
said, must understand that Baku congressmen react more strongly to
their constituents.

“The [public diplomacy Baku] is useful for reaching higher-level
individuals in Washington lobbying effort but this will not be a
long-term success if voters representatives are not engaged. Without
this commitment, it is only linkages. You are not going to influence
policy at a deep level, “said Noonan.

YEREVAN, June 26. /ARKA/. Hrachyan Hakobyan will replace Beatrice
Schomber as financial director of Axel Springer Russia. Schomber will
leave the post on July 18, axelspringer.ru reported. Hakobyan will
take over on July 21.

CEO of Axel Springer Russia Regina von Flemming expressed gratitude
to Schomber for her fruitful work and wished her further success. At
the same time, she welcomed the new financial director.

The Russian division of the German publishing concern was founded in
