Talks over the repatriation of the body of Armenian citizen Karen
Petrosyan are underway, but there has been no progress so far, head
of communication programs of the ICRC Yerevan Office Zara Amatuni
told Panorama.am.

“We keep in touch with Armenian and Azerbaijani authorities. Our
delegations offered to act as an independent mediator in the talks,
but an agreement of the two sides is necessary to proceed with the
talks and make progress,” she noted.

LE MOYEN-ORIENT NE DOIT PAS SE VIDER DE SES CHRETIENS

C’est un fait. Le Moyen-Orient se vide progressivement de ses
chretiens. Chasses de leurs propres terres, extermines, condamnes a
payer un impôt (la dhimmitude) s’elevant annuellement, comme c’est deja
le cas a Mossoul, au revenu mensuel d’une grande famille, sont-ils une
espèce en voie de disparition promise au sort des Armeniens crucifies
par le gouvernement turc en 1915 ?

Maintenant que le nationalisme arabe est en phase d’extinction
progressive, que le Khalifat a ete proclame en Irak et qu’il menace
de replonger dans un chaos sanguinaire la Syrie – chose qui semble
se confirmer suite a l’attaque perpetree il y a peu par Al-Nosra dans
les frontières memes du Liban, zone d’interet primordial francaise –
on peut se demander si la compassion attardee de l’Occident a encore
un sens, voire si cette compassion n’a pas trait a une hypocrisie
abyssale qui se confirme, contentons-nous d’un simple exemple,
par l’indifference glaciale du Vieux Continent a l’egard des coptes
egyptiens.

Revirement subit, feerique : messieurs Cazeneuve et Fabius se
disent prets a accueillir l’ensemble des chretiens persecutes
en Irak, plus specifiquement a Mossoul ou l’Emirat islamique fait
ravage. On se souviendra de l’accueil precedemment fait aux Syriens de
confession chretienne … jusqu’au moment où ceux-ci ne formèrent des
organisations militantes contre l’ingerence occidentale a la sauce
djihadiste en Syrie et en soutien a Bachar al-Assad. L’altruisme
repute sans fin du Quai d’Orsay montra alors ses limites.

Imaginons maintenant que les chretiens de Mossoul soient plus > et peut-etre meme, au regard de M. Hollande, moins > que leurs collègues syriens. Imaginons que la sensibilite
judeo-chretienne des hommes politiques francais connaisse un
eveil saisonnier. Quid a ce moment-la des ismaelites, des sunnites,
dirait-on, non-alignes sur les normes prônees par le Khalifat version
irakienne, des chiites et des kurdes, ces derniers etant en outre
particulièrement receptifs au malheur des chretiens ? Ne meritent-ils
pas, eux aussi persecutes, ne serait-ce qu’un humble refuge dans le
pays des droits de l’homme ? En plus, sur le plan pragmatique, voire
cynique, une telle invitation aurait ete une merveilleuse occasion
supplementaire de flirter avec la population musulmane locale. Mais
la realite est toute autre. Il serait temps de dire pourquoi.

L’invitation francaise intervient a deux moments precis. Premièrement,
alors donc que les consciences occidentales se debarrassent
massivement de leurs illusions quant au schema pathetiquement
caricatural du mechant nationaliste arabe a la solde d’Assad et que
par consequent l’amalgame nationalisme/tyrannie ne passe plus. Le
djihadiste est redevenu ce qu’il est : une creature financee par des
oligarchies cosmopolites servant corps et âme le petrodollar et que
l’on instrumentalise donc a satiete. Deuxièmement, au moment où le
Hamas donne bien du fil a retordre aux Israeliens alors que le nombre
de civils tues côte palestinien rend insignifiant le nombre de tues
côte israelien, sachant notamment qu’il s’agit dans ce dernier cas
de militaires. Nouveau bouleversement de l’opinion publique brisant
le modèle manicheen classique, voire surexploite dans lequel on
inscrivait jusqu’ici, non sans succès, toute la complexite du conflit
israelo-palestinien.

Les conclusions s’imposent d’elles-memes. Les largesses de la France
vis-a-vis des chretiens d’Irak servent a justifier les injustices
perpetrees par l’armee israelienne a l’egard de Gaza en faisant du
musulman nationaliste le mauvais musulman a combattre. Le problème,
c’est que le Hamas, si discutables soient ses origines, n’est en
rien comparable aux islamistes de l’EI a l’oeuvre a Mossoul. Pas
plus que le Hezbollah. Pas plus que tous ses leaders nationalistes
parmi lesquels Assad, suivi (certainement) de Rohani, semble etre le
dernier des Mohicans.

Cette instrumentalisation assez flagrante, les premières emotions
passees, de la cause chretienne par Paris, n’a pas vocation a aboutir.

Aux dernières nouvelles, soutenus par leurs paroisses, les chretiens
d’Irak n’ont pas l’intention d’abandonner une terre teinte de leur sang
depuis voila 2000 ans. Et bien pas de chance pour les deracines de la
nouvelle France qui auront certainement beaucoup de mal a comprendre
leur etrange obstination.

Après sa comedie Soul Kitchen, le realisateur germano-turc, Fatih
Akin revient, dans The Cut sur le parcours d’un survivant au genocide
armenien.

Connu pour ses positions qui font toujours polemique (la vie des kurdes
en Turquie, la rentree de la Turquie en Europe, la discrimination des
femmes en Turquie, le racisme que connaissent les Turcs en Allemagne,
etc.) le realisateur Fatih Akin vient de s’attaquer a un nouveau tabou,
celui du genocide armenien durant les dernières annees de l’empire
ottoman (1915-1917). Avec ce film, il est le premier realisateur turc
a ouvrir cette boîte de Pandore du genocide armenien que la Turquie
ne veut pas reconnaître.

Après la parenthèse de Soul Kitchen, une comedie, Fatih Akin revient a
son cinema de predilection, a savoir le drame. The Cut, oeuvre epique
et historique, raconte l’histoire d’un jeune Armenien (interprete
par l’acteur franco-algerien Tahar Rahim) qui a survecu au genocide.

Apprenant que ses deux soeurs jumelles ont egalement survecu, il part
a leur recherche. S’ouvre alors devant un lui un long periple.

Retrouvailles de Fatih Akin avec le road movie

Le personnage principal va etre oblige de decouvrir la Mesopotamie,
la Grèce, Cuba ou encore le Dakota du Nord. Sur son chemin, il va
egalement faire la connaissance de personnages divers (des Arabes,
des soldats britanniques, des Americains) avec qui il va temoigner
de l’horreur qu’il a vecu.

Comme dans son documentaire sur la musique stambouliote, Crossing
the bridge, ou son film prime a Cannes, De l’autre côte, Akin evoque
les thèmes qui lui sont chers : le deracinement, l’amour, la quete
et la mort. De meme, il montre sans concession la violence dont a
fait preuve l’armee turque a l’encontre des Armeniens. Il nous offre
egalement l’occasion de decouvrir, de belle manière, les splendeurs de
la Mesopotamie, les couleurs de l’Orient et les paysages grandioses
du Dakota. Avec The Cut, Fatih Akin achève sa trilogie sur l’amour
qui comporte Head On (Ours d’or de Berlin en 2004) et De l’autre côte
(Prix du meilleur scenario au Festival de Cannes en 2007).

And only Azerbaijan remains a threat to peace

As is known, on July 23, in Vienna, the OSCE Minsk Group co-chairmen
issued a joint statement, in which they expressed their serious concern
about the growing tension in the Karabakh conflict zone. They urged
the parties to assume the commitment to avoid casualties and to make
every effort to defuse the tension and to adhere to the terms of the
ceasefire agreement.

Meanwhile, contrary to the hopes and expectations of the mediators,
less than a week later the situation in the Azerbaijani-Karabakh
conflict became extremely tense. The information by official structures
of the parties resembled military reports from the front line. In
fact, there are grounds for such estimates, as local clashes, with
the use of not only small arms and with human victims, took place in
different sections of the contact-line. Such sharp aggravation of the
situation both at the Line of Contact between the armed forces of the
NKR and Azerbaijan and at some sections of the Armenian-Azerbaijani
border prompted experts and political analysts to talk about the high
probability of resumption of a full-scale war.

I must say, a really explosive situation was developed, in connection
with which UN Secretary-General Ban Ki-Moon, the Ministries of
Foreign Affairs of Russia and France, the U.S. Department of State,
the European Union, the OSCE Chairman-in-Office, the OSCE Minsk
Group Co-Chairmen, and the NATO officials expressed their concern. In
general, their statements urged the parties to the Karabakh conflict to
respect the ceasefire and to refrain from violence, to take immediate
steps to reduce the tension and to resume the negotiations in order
to achieve the soonest and peaceful settlement of the issue.

Almost all the statements highlighted the idea that a military
solution to the conflict was excluded. Expressing the viewpoint of
the mediators, the American Co-Chair of the OSCE Minsk Group, James
Warlick, noted that “it is time to begin negotiations that can lead
to a peace agreement”. Alas, we think that “thanks” to the aggressive
policy of Azerbaijan, this time has gone, and gone for a long time.

The concern and anxiety of the international structures are quite
clear, but in this situation, their equal attitude to the parties to
the conflict is not quite clear. We believe that for the effective
stabilization of the situation in the region it is more logical to
identify the real culprit of the present pre-war situation and to
use appropriate international sanctions against them. The answer
to the question “Who is to blame?” lies in the answer to another,
no less important question “Who benefits from this?” Official Baku
represented by its MFA, in its familiar manner to put everything
upside down, hurried to accuse Armenia of the ceasefire violation
and of the escalation of tension. However, the facts undeniably prove
the contrary.

The chronological restoration of the events of late July-early August
at the contact-line testifies that it is Azerbaijan that has taken a
series of sabotage and intelligence operations, which were harshly
suppressed by the NKR Defense Army servicemen. The fact that the
losses of the Azerbaijani party, according to Armenia’s Minister of
Defense Seyran Ohanyan, are 8-10 times greater than the losses of
the Armenian forces convincingly indicates that the initiator of the
offensive actions is exactly the Azerbaijani party.

It is also noteworthy that even in Azerbaijan an opinion was expressed
among deputies of the local Parliament that “today, Armenia is mostly
focused on defensive and not offensive tactics”. As for Armenia and
the NKR, they do not absolutely need to escalate the situation. But,
the actions of Azerbaijan, which permanently threatens to unleash a
new war, just give the unambiguous answers to the notorious question
“Who benefits from this?”

It isn’t excluded that on the eve of the announced meeting of the
Presidents of Armenia and Azerbaijan scheduled for August 8-9 in Sochi,
the Baku authorities thus decided, according to the “tradition”, to
subject to blackmail both the international mediators and Armenia. They
apparently believe that by threatening to “unfreeze” the conflict
they will be able to create a favorable-for-them background for
negotiations in order to obtain political dividends.

Such a practice has been repeatedly used by Azerbaijan, but it
has not given the desired results. Second, the top leadership of
Azerbaijan has flaunted to increase its military potential for many
years, stating its readiness to start a new war. Surely, official Baku
realizes the failure and the impossibility to realize such statements,
its non-readiness for a large-scale war (by the way, this opinion
is shared by most experts), so, in order to reinforce its militant
rhetoric with concrete actions, it resorts to sabotage and adventurous
actions. But, as we see, even the subversive actions end in failure
for it, confirming that the allegations of Azerbaijan on the power
of its army are contrived. The following fact cannot either be ignored.

Perhaps, amid the acute crisis in Ukraine, the Azerbaijani authorities,
given the unconditional Western support for the actions of official
Kiev, count on similar support for its policy towards Artsakh. But,
we believe that Baku has miscalculated. The West, which is extremely
interested in the smooth transportation of Azerbaijani energy resources
to Europe, will not allow Azerbaijan to jeopardize its interests.

In accordance with the operative data of the Defense Army of the
Nagorno-Karabakh Republic, within the period of August 13 to August
14, the enemy violated the ceasefire regime for about 60 times on the
line of contact of Karabakh-Azerbaijani opposing armies. More than
450 bullets were fired towards the Armenian troops during this period.

The Press Service of the Ministry of Defense of the Nagorno-Karabakh
Republic informed “Artsakhpress” that the Defense Army’s frontier
units remained committed to the ceasefire regime and continued their
military duty along the line of contact.

In an interview with Tert.am, Artsakh war hero, Major General Arkady
Tadevosyan spoke of the recent tensions on the Armenian-Azerbaijani
border, probability of hostilities, Armenian army’s preparedness and
weak points of the Azerbaijani armed forces.

“You had better ask the enemy if they are ready for war. Do you think
[Azerbaijani President Ilham] Aliyev is a perfect fool to pay for
war from his profit? They are on the oil, and if anything is blown up
Azerbaijan will find itself underground. True, our people will suffer
as well, but we have no such facilities to suffer such losses. I
am well aware of this. And war does not depend on either Azerbaijan
or us. Rather, it depends on those in control of everything. It is
absurd to say that Azerbaijan want war. Tension will continue for a
long period, and we should not be panicky.”

Azerbaijan has no national army.

“They have no national army. We are a nation and want to defend our
homeland. Just hear what Azerbaijani mothers are saying. ‘We do not
need Karabakh, we need our children.’ But our soldiers’ fathers were
soldiers themselves, soldiers of a victorious army. Their soldiers’
relatives lost that war. And one more factor: relations between
soldiers and officers in their army. Minister Seyran Ohanyan improved
the situation in our army. He has done tremendous work. But they have
numerous problems in this field.”

Dear Assemblymember Gray,

I am sorry that I am unable to join with members of the Joint
Legislative Audit Committee (JLAC) today to testify in support of
Assemblymember Adrin Nazarian’s request for a statewide forensic audit
of the Magnolia Education and Research Foundation (MERF) and Magnolia
Charter Schools. The Los Angeles Unified School District (LAUSD) is
home to eight such Magnolia Charter schools, several of which will
come up for renewal in this next school year.

In two separate audits conducted by LAUSD’s Office of the Inspector
General, significant issues were uncovered; ones that extend beyond
LAUSD’s boundaries and into your statewide jurisdiction. Both
investigations found chronic fiscal issues, questionable personnel and
H-1 visa use, concerns about curriculum, exclusion of more challenging
students, and other core issues.

As authorized charter schools, the Magnolias have availed themselves
of millions of dollars of California school facilities money, claimed
classroom space on LAUSD campuses through Proposition 39 and siphoned
students away from the District. Nationally, the one hundred-plus
Gulan schools, such as the Magnolia Charter Schools here in
California, appear to operate as a loosely affiliated syndicate, thus
it is almost impossible for one school district to fully appreciate
their operations.

My concern is for the well-being of the students and their families in
this community and for the taxpayers who support their public
education. In closing, I encourage the Joint Legislative Audit
Committee to do as other states have done and conduct an extensive
investigation and forensic audit of Magnolia Charter Schools and
Magnolia Education and Research Foundation to ensure their oversite
and accountability.

Aznavour propose que les communautes persecutees du Moyen-Orient
s’installent dans les villages francais “a l’abandon” avec pour
obligation de les recontruire, pour les faire revivre, dans une
tribune publiee dans Le Figaro mercredi.

“Dans la situation actuelle, ces chretiens, ces Kurdes, ces yazidis,
ces musulmans et ces Armeniens doivent, comme tant d’autres, quitter
ce pays le plus vite possible”, ecrit l’artiste, ambassadeur d’Armenie
en Suisse et representant permanent d’Erevan auprès de l’ONU et de
l’Unesco en evoquant l’Irak ou encore la Syrie.

Charles Aznavour propose ainsi de confier les villages francais
“aujourd’hui totalement a l’abandon” et qu’il qualifie de “fantômes”
a ces “chretiens, ces Kurdes, ces yazidis, ces Armeniens” avec pour
“obligation de les reconstruire, de les faire revivre, de labourer
a nouveau des terres dont la fertilite ne fait aucun doute”.

Pour lui, il suffirait juste de “degager des sommes, relativement
modestes, pour acheter le materiel dont ils ont besoin pour se mettre
au travail. C’est tout”, assure le chanteur.

La France, dit-il, doit “confier ce dossier, le plus rapidement
possible, a un charge de mission officiel”. “Je suis pret a soutenir
personnellement et physiquement s’il le faut, une action qui se veut
resolument apolitique”.

Ces dernières semaines en Irak, l’avancee des jihadistes de l’Etat
islamique a jete des centaines de milliers de personnes sur les routes,
notamment des chretiens chasses de Mossoul et de Qaraqosh, mais aussi
des dizaines de milliers de membres de la minorite kurdophone et non
musulmane des Yazidis.

ARS volunteers continue to work on the “Hot Meal” Program in Syria

Despite the dire socio-economic conditions in Aleppo, Syria, and
specifically in the Nor Kiugh suburb, the ARS/Syria has been able to
continue its mission of implementing humanitarian assistance to the
needy thanks to the support of the Armenian Relief Society, Inc.

Central Executive Board and ARS entities worldwide.

Through the initiative of the ARS, Inc. Central Executive Board,
the “Hot Meal” program, which started during the initial phases
of the war in October 2012, provides nutritious meals to 300 needy
individuals on a weekly basis. The meal program continued despite
the city’s blockade and shortage of food supplies, but had to be
temporarily suspended due to the damages the ARS/Syria socio-medical
center experienced during the military operations in Nor Kiugh. On
June 19, 2014, through the efforts of the ARS/Syria Regional Board,
the program was revived at the “Simon Vratsian” Center’s “Karni”
Hall, once again providing meals to those in need twice a week.

The third phase of the “Sponsor a Syrian-Armenian Family” project of
the ARS USA Eastern Region was implemented on July 3, 2014 at the
“Aram Manougian” Center’s “Levon Shant” Hall. In total, $4,000 was
provided to forty needy families with newborn children.

With regard to the need for on-going aid, for two consecutive years the
ARS Central Executive Board has been financially assisting ARS/Syria’s
shelter. On a monthly basis, 250 families receive food baskets and
other significant items. On July 25, 2014, in place of baskets,
the families received financial assistance.

Through the continuing support of the ARS Central Executive Board
and the efforts of ARS entities worldwide, the ARS/Syria continues
to reach the needy despite the challenging socio-economic conditions.

In addition to the aforementioned assistance programs, the ARS, Inc.

provides financial support to the Armenian schools through the
“School” fund. Also, the “Warm Home” project, initiated in 2013,
provides financial assistance to supply families with fuel and help
them warm their homes during the cold winter days.

The ARS Central Executive Board appreciates the fundraising activities
of the ARS entities among supporters and community circles for the
benefit of Syrian-Armenians and highly encourages the efforts of
all ARS entities for the successful implementation of all assistance
programs.

L’Armenie devrait remonter a la 36e place au classement de la FIFA
qui sera publie le 14 août selon le site Totalfootball.am. Pourtant en
juillet la selection nationale d’Armenie n’a dispute aucune rencontre.

Le meilleur classement de la selection armenienne au tableau de la
FIFA etait la 30èmelacplace. L’Allemagne est en tete du classement,
suivie de l’Argentine, les Pays-Bas, la Colombie, la Belgique,
l’Uruguay, le Bresil l’Espagne, la Suisse et la France.
