Les architectes de la diaspora et d’Arménie, invités à exposer leurs
projets d’architecture à Erévan du 6 octobre au 6 novembre

Le ministère arménien de l’Urbanisme organisera du 6 octobre au 6
novembre prochain à Musée national d’Arménie, une exposition
pan-arménienne sur l’architecture avec pour thème >. L’objectif de cette manifestation est de
réunir les forces créatives en matière d’architecture des Arméniens
d’Arménie et de la diaspora et donner à l’urbanisme un niveau
international en développant conférences, études et transmissions de
savoirs. Le ministère de l’Urbanisme informe que les participants à ce
concours-exposition doivent s’inscrire au plus tard le 6 septembre et
présenter leurs travaux pour le 15 septembre dernier délai. Avis aux
architectes ou étudiants en architecture de la diaspora.

Partout où ils sont entrés, à Mossoul, Shengal, Qaraqosh, Makhmour,
les djihadistes de l’EI ont commis des crimes atroces contre la
population, notamment contre les non-musulmans, comme les Chrétiens et
les Yézidis : ceux qui refusent de se convertir à l’islam sont
massacrés, les femmes sont enlevées, violées et vendues comme
esclaves.

Chaque avancée de l’EI jette des centaines de milliers de personnes
sur les routes. A Shengal, ceux qui n’avaient pas les moyens d’aller
loin se sont réfugiés dans les montagnes et sont confrontés à la
famine. Des centaines d’enfants yézidis sont morts de déshydratation
dans le mont Shengal. Des milliers de personnes sont encore coincées
dans la montage aride, sous des températures dépassant les 40°.

Malgré la résistance acharnée des combattants kurdes venus de toutes
les parties du Kurdistan pour défendre la région, l’EI continue à
avancer et à menacer des populations entières.

Dernièrement, on a appris que près de 600 hommes yézédis avaient été
massacrés par les djihadistes dans le village de Kocho, dans la région
de Shengal. Voici le témoignage d’un des trois rescapés de ce massacre

Par ailleurs, l’Observatoire Syrien des Droits de l’Homme a fait
savoir que 700 membres d’une tribu arabe avaient été exécutés par l’EI
en Syrie, au cours des deux dernières semaines.

Caliphate–A Century, Compact and Simple

We often forget that the Islamic Caliphate last resided in
Constantinople in the person of the ruling sultan of the Ottoman
Empire. With Ataturk’s abolition of the Ottoman monarch and state, the
caliphate, too, disappeared, only to “reappear” a few weeks ago in the
proclamation of the (Sunni) “Islamic State” as the latter’s murderous
minions swept out of the territories they had occupied in Syria and
“conquered” a significant segment of Iraq.

How did all this happen? What are the precedents? What connects these
two caliphates? Who shares responsibility for these developments? How
is all this connected, or relevant, to Armenian concerns (beyond the
obvious immediate threat to the lives of those Armenians who fall
under the rule of the “Islamic State”)?

A century ago, as its dying act, the last caliphate liquidated the
Armenian population under its control. Far more than any other
massacre of Christians by Muslims (or even vice-versa), this was a
precedent-setting policy. It screamed, “From now on, states may
eradicate human beings as suits their needs.” Thus was modern genocide
born. No longer sufficed the slow-moving, decades- or centuries-long
process of decimating the native populations of the Congo or Americas,
nor the ancient “tradition” of wiping out the population and physical
existence of city-states (think of what Rome did to Carthage), nor
even the Mongol/Turkish tradition of conquest-by-carnage.

Unfortunately, the winners of World War I were still in a colonialist
mindset and created artificial states over the ruins of the Ottoman
Empire to suit their divide-and-conquer needs. Not only did the
Armenians get shafted, but so did the Kurds, Arabs, and everyone else.
I suspect part of the reason that Armenians were treated relatively
well in the Arab countries was the budding Arab nationalism and its
attendant decency. It was a non-religious movement, but a threat to
European colonialists who set up monarchies and pseudo-democracies in
countries constructed to maintain mutual tension. One need only look
at Syria, Lebanon, and Iraq to see this reality. Then came Israel,
established (at least partially) as atonement for the genocide Jews
had just suffered.

After some three-quarters of a century of triple indignity, Arab
populations have had enough. First, their legitimate national
aspirations were perverted, strangled, and/or subverted through the
bogus state boundaries created to divide them. Second, they were
subjected to misrule in those states by tyrants (often successive,
where a revolution promising liberation was co-opted by darker forces)
who were often puppets of one or more of the great powers. Third, they
perceived the creation of Israel (rightly or wrongly is not relevant
at this point) as a dagger in their heart.

In tandem, Iran’s people experienced similar disappointments. The
pre-World War I constitutional revolution (in which Yeprem Khan, an
ARF member, played a key role) ultimately was subverted with any
progress/modernization made by the Pahlavi dynasty being rendered
meaningless by the 1953 American-British engineered coup that toppled
Prime Minister Mosaddegh. This ultimately led to religious forums
becoming the venue and source of hope for liberation, as people saw
nowhere else to turn, leading to the creation of an Islamic republic.

Similar religion-oriented ferment was present in the Arab world,
probably inspired to some degree by the “progress” made in Iran
through religion. In the Arab case, the most extreme ideologies had
the most financial support because of the oil wealth of the countries
hosting them (e.g., Saudi Arabia and its Wahhabis). Plus, the less
extreme Muslim Brotherhood was brutally and repeatedly “contained” in
Egypt and Syria. Add to this the context of the Cold War in which the
West saw an advantage to using radical Islamists as proxies against
the Soviet Union (primarily in Afghanistan), and you get a perfect
storm developing.

People’s frustration (failure of Arab nationalism, despotic rulers,
aborted “Arab Spring”), battlefront experience (Afghanistan, Iraq, and
Syria), ideological context (decades of religion-based inspiration),
financial support (Arab Gulf states), and rivalries among Arab states
plus between Shias and Sunnis (and, in parallel, with Iran) led to the
mess in Syria. Of course, Turkey, with its reborn Ottomanism (starting
in the days of Prime Minister Turgut Ozal) being implemented as policy
over the past decade by the AKP’s Erdogan and Davutoglu, had its
fingers in the Syrian pie. It supported the Islamist radicals (think
Kessab) and probably has a good relationship with them, much as it may
be diplomatically convenient to pretend otherwise.

Now, we have Abu Bakr al-Baghdadi anointing himself as caliph. His
forces are doing rather well, using the same murderous terror tactics
(might we be witnessing the beginning of a genocide of Christians?) as
the last caliphate (Ottoman) did to spread and maintain its control.
Erdogan is president of Turkey, and likely will be for the next
decade. How far can a rapprochement between Turkey and the “Islamic
State” go? Consider that the latter is also fighting the Kurds who are
also the Turkish regime’s perceived enemy (regardless of recent
improvements and ongoing negotiations with jailed PKK leader Apo
Ocalan).

If the West and current Arab leadership don’t wake up to this danger,
there’s a good chance the latter will be wiped out and a new monster
empowered by oil wealth, Turkey, and sheer enthusiasm born of ongoing
victories will be pounding at the gates of Kurdistan, Israel, probably
Iran, and possibly even further. The new caliphate’s overt and covert
supporters will live to regret their support of the Ottoman Empire’s
new heirs, and Armenians will continue to be “collateral damage” in
the Middle East, and may even confront some problems on our twin
republics’ borders as a result of this resurgent religious extremism.

Let’s start getting the word out before it’s too late for all concerned.

Hovhannisyan responded to Azerbaijani Deputy Prime Minister Ali
Hasanov’s statement on exchange of captives noting that ”we are not
on the Baku market and we are not trading”.

“We strongly adhere to humanitarian principles and do not advance or
accept preconditions. Merely respecting Red Cross Society’s efforts to
this end, we periodically turn to the latter’s assistance to organize
the return of Armenian and NKR citizens. The statement made by the
Azerbaijani official is vulgar misinformation”, noted Artsrun
Hovhannisyan on his Facebook page.

Azerbaijani media report that Ali Hasanov stated that the Azerbaijani
side offered the Armenian Defense Ministry to exchange an Armenian
family of 5 members and the body of the Armenian captive (Karen
Petrosyan’s body- edit.) for the captives Shahbaz Guliyev and Dilgam
Askerov as well as the body of the killed Hasan Hasanov.

Mediamax recalls that the above mentioned persons are Azerbaijani
subversives. They were disarmed and arrested in Karvachar on July 10.
Armenian Defense Minister Seyran Ohanyan noted on this occasion that
they can not be considered as prisoners of war as they are criminals
and should be convicted under the NKR and international law.

YEREVAN. – The Government of Armenia and Anaklia IEP Holding Ltd. on
Friday signed the fundamentals of an agreement.

The agreement envisions the construction and operation of a 540
MW-capacity gas electric-power station in Armenia.

To implement the project, Anaklia IEP Holding will invest around $600
million, and General Electric-model gas turbines will be installed in
the station.

The Armenian government will assist in a variety of matters.

Construction of the gas electric-power station will help raise
Armenia’s energy security and ensure its viability, develop the
country’s production capacity, and increase the volume of Armenia’s
electricity export.

YEREVAN. – Armenia is committed to principles of humanity, and is not
putting forward or accepting preconditions, spokesperson for Armenian
Defense Ministry said commenting on Azerbaijani official’s statement.

Head of Azerbaijani committee on refugees and displaced persons Ali
Hasanov said Azerbaijani Defense Ministry offered Armenia to exchange
a five-member Armenian family and the body of Karen Petrosyan for
Azerbaijani saboteurs Shahbaz Guliyev and Dilgam Askerov, as well as
the body of dead saboteur Hasan Hasanov.

“We are not yet in Azerbaijani market and we are not engaged in
bargaining. We are committed to principles of humanity, and are not
putting forward or accepting preconditions. Respecting ICRC efforts,
we occasionally appeal for organization’s help to return the citizens
of Armenia and NKR. Such a statement by Azerbaijani official is
misinformation,” Artsrun Hovhannisyan said.

Karen Petrosyan, a resident of Chinari village, was taken captive on
August 7, and on the next day Azerbaijani side reported about his
death of “a heart failure”. Armenian investigation committee has
launched a criminal case.

National Assembly of the Republic of Armenia Galust Sahakyan received
the delegation led by the Prime Minister of Georgia Irakli
Garibashvili, who paid an official visit to Armenia. The Deputy of the
National Assembly of the Republic of Armenia Eduard Sharmazanov, the
Secretary General of the National Assembly of the Republic of Armenia
Hrayr Tovmasyan, MPs of the National Assembly of the Republic of
Armenia, as well as the Ambassadors of the two countries attended the
meeting. The Information and Public Relations Department of the
National Assembly of the Republic of Armenia informed “Armenpress”
that the Chairman of the National Assembly of the Republic of Armenia
Galust Sahakyan welcomed the guests and stated that this visit proves
once again the willingness of the two countries to strengthen and
expand the comprehensive cooperation.

The Prime Minister of Georgia Irakli Garibashvili greeted the Chairman
of the National Assembly of the Republic of Armenia and
the attendees and noted that the visit of the Georgian delegation
targets to further develop the friendly ties with the neighboring
country and contribute to strengthening of the economic and cultural
relations. Among other things, the Prime Minister of Georgia Irakli
Garibashvili highlighted the steps aimed at expanding cooperation
between the Armenian and Georgian Parliaments.

Armenia’s Minister of Agriculture Sergo Karapetyan had a meeting with
reporters on Friday to present the data on Armenia’s agricultural
sector for January-July, 2014.

According to him, Armenia’s exports of agricultural produce are
expected to double this year.

“Our policy has been aimed to create favorable conditions for economic
entities and resolving a number of problems,” he said.

According to official data, despite the damage caused by natural
disasters, AMD 316.1bn gross agricultural output was recorded in
Armenia this January-July – a 3.22% increase as compared with last
year, with a 5.4% growth rate recorded this January-May.

Among the achievements of this year is the improved use of cultivable lands.

“Sown areas total 332.7 thousand hectares – 14.6 thousand hectares
more as compared with last year, which means 74.2% of cultivable lands
are used against 71% last year,” the minister said.

“We export about 70% of our food to Russia. Our accession to both the
Customs Union and the Eurasian Economic Union will create more
favorable conditions for us. We can double our exports and we will do
so this year,” Mr Karapetyan said.

As regards the sanctions against Russia, the minister said Armenia has
no problems entering Russia’s market.

“We are now providing the Russian side with the data on our exports. I
do not think agricultural produce will rise in price in Armenia.”

de la Jeunesse à Nanjing (Chine)

Alors que l’Arménie attend toujours sa première médaille d’or aux Jeux
Olympiques de la Jeunesse qui se déroulent à Nanjing (Chine), une
Arménienne vient de conquérir une médaille d’or. La très jeune Seta
Toutkhakian a remporté pour la Russie, le titre olympique au concours
général individuel de gymnastique avec 54 900 points. Seta Toutkhalian
qui a fait une forte impression occupe donc la première place du
podium devant Flavia Lopez (Brésil) et Elisa Down (Grande-Bretagne).
Rappelons que lors de ces J.O. de la Jeunesse de Nanjing-2014,
l’Arménie avait remporté une médaille d’argent au tir carabine air 10
mètres.
