ANCA executive director Aram Hamparian asked a question to the OSCE
Minsk Group US co-chair James Warlick on his Twitter page.

“Dear Ambassador JamesWarlick: What are the values you believe
Americans share with Azerbaijan’s president Aliyev”, was the question.
This post is a reaction to Warlick’s another post on Twitter where he
wrote: “The Presidents of Armenia and Azerbaijan are attending today’s
NATO Summit, a strong statement about our shared values and goals”.

Ministry of energy package of solutions for Armenian Nairit expected
in mid September

YEREVAN, September 4. /ARKA/. Armenia’s ministry of energy and natural
resources will by September 15 submit a package of proposals to solve
issues related to Nairit chemical plant, to the future of the plant
and salary arrears in particular, head of the ministry Yervand
Zakharyan told the activists protesting outside the government
building on Thursday.

Unfortunately, not everything has been clarified with Rosneft so far,
but it is not the only option, the minister said adding possible
solutions will be suggested under the package to come soon.

At the end of December 2013, Russian Rosneft, Pirelli Tyre Armenia and
Rosneft-Armenia signed a memorandum to set up a joint venture for
production of styrene-butadiene rubber.

Earlier, ex-premier of Armenia Tigran Sargsyan said Rosneft was
planning to invest some $400 million in a new chemical plant where
Nairit’s professional staff could find jobs.

The minister also assured the protesters one month salaries will be
paid to the staff within the deadline set.

Nairit was the only plant in the Soviet Union to produce chloroprene
rubber. The plant was closed in 1989 for environmental reasons and
resumed operating partially in 1992. In 2001, some production
facilities were separated from the plant for producing chloroprene
rubber and a debt-free enterprise based on them was established.

In 2006, 90% of Nairit’s shares were sold to British Rainoville
Property Limited for $40 million. The remaining 10% belong to the
Armenian government. The plant has been at a standstill since April
2010; the salary arrears were about $12 million as of November 2013.

Nairit employees stage protest near government building

Workers of Nairit plant gathered for a protest near the government
building on Thursday, demanding their unpaid salaries.

They said the plant owes them salaries for 18 months. The protesters
also demanded the re-operation of the plant.

Armenian Minister of Energy and Natural Resources Yervand Zakharyan
talked to the protesters. The official said that a new package of
proposals regarding the plant’s future will be presented by September
15. He promised that the workers’ salaries for one month will be paid
in the coming days.

Lors du match amical d’hier soir à Riga entre la Lettonie et
l’Arménie, le sélectionneur national arménien Bernard Challandes
désirait un jeu défensif en alignant cinq joueurs sur la ligne arrière
et laissant uniquement Henrikh Mkhitaryan à l’attaque. Mauvais calcul.
L’Arménie a brillé par son inoffensivité et la Lettonie s’est imposée
2-0, buts de Valéri Chabala à la 16e et 75e. L’Arménie qui avait
pourtant démarré la rencontre avec quelques belles attaques pouvait
revenir au score à la fin de la première partie de jeu. Mais les trois
tirs de Kevork Ghazaryan le joueur de l’Olympiakos n’ont pas atteint
leur cible. Après la pause, la Lettonie jouait également un jeu
défensif avec cinq arrières ne permettant pas aux Arméniens de
franchir cette ligne défensive. A la 71e pourtant, Arthur Sarkissov
pouvait égaliser et quelques minutes plus tard le tir d’Henrikh
Mkhitaryan était renvoyé par le poteau des cages de la Lettonie…A la
75e Valéri Chabala doublait le score sur un corner. L’Arménie
repartait de Riga pour Copenhague avec une défaite. L’Arménie, privée
des joueurs de classe tels que Yura Movsissian et Araz Ozbiliz
blessés, qui affrontera le Danemark dimanche 7 septembre pour le
compte des qualifications de l’Euro 2016.

“On these days our young people had a chance to tell false authorities
from real heroes who were at the focus of military actions modestly
and silently, without demonstrative actions.” This is from the speech
made by the minister of defense Seiran Ohanyan on September 1.

This is about the days when Azerbaijan declared a commando war against
Armenia, at the same time bombarding and firing at the border villages
of Armenia.

Real heroes are the soldiers and commanders who carry out daily
service at the border and protect Armenia and Artsakh. And who are the
false heroes? Are they the officials who have not served a single day
in the army, are involved in campaigns and use the army to get MoD
medals and awards?

Aren’t the false authorities those who have turned their positions
into platforms, armor for their own businesses and are increasing
their wealth at the expense of the army and the society and whose
inefficient governance has resulted in frequent non-combat deaths and
whose crime, as a rule, remains undisclosed?

Recently a serviceman died in the Armenian army and he was not killed
by the enemy. A criminal case has been launched. During August not
only did the Armenian army respond to the enemy but also some
important questions relating to the development and security of the
Armenian state, its role and importance in geopolitical developments.

And obviously it is not limited to how the army acts at the border for
foreign challenges. The Armenian armed forces cannot fulfill their
role efficiently without internal qualitative changes. The solution of
problems is not less urgent and relevant than the settlement of
problems on the border.

And in this regard, the actions of the army and achievements cannot be
less eloquent and be inferior to the achievements at the border.
Difference between results deprives the army of institutional ground.
And that basis is a key factor of security for both the army and
national security, in particular, when the armed forces demonstrated
that it is the only adequate institution that can serve the state and
public interests in Armenia’s public governance system.

And this supposes not only military-patriotic speeches and complements
to the army but is also public demand and responsibility before the
public. There is no other option. Otherwise, internal challenges will
carry out what the external enemy has not been able to achieve.

And it is time to get down to serious systemic work. At least, the
tragic news from the border immediately after the success at the
border in August was the worst continuation in the army, especially
with the unprecedented high inspiration and confidence.

This reserve is always favorable for systemic changes in the army and
a substantial change. Real heroes are known but they are in the status
of showcase for false heroes. It is necessary to retrieve them from
this status and trust them not only in times of crisis, emergency and
tensions but also bring them to the steering wheel of day-to-day
governance replacing the false heroes standing there. Missing the
chance will be equal to criminal inaction which will result in even
more losses.

Azerbaijan is panic-stricken by the Lithuania-Artsakh Parliamentary
Friendship Group delegation’s visit to Artsakh.

According to APA, Azerbaijani Ambassador to Lithuania Hasan
Mammadzadeh said that the Lithuanian MP’s visit to Armenia and then to
Karabakh triggered serious public condemnation and criticism in
Lithuania itself.

He noted that he held meetings with the Vice-Speaker of the Lithuanian
Seimas, the Chairman of the Parliament’s Foreign Relations Committee
and the Deputy Foreign Minister. “Friendly relations between
Azerbaijan and Lithuania were especially emphasized at each of those
meetings. Lithuania’s parliamentary and governmental leaders,
intellectuals, the country’s leading media outlets and MPs strongly
condemned the visit. Each of them stresses Azerbaijan being an
important strategic partner for Lithuania during the meetings with me
and criticizes this visit”, he said.

Mammadzadeh noted that as a protest against this visit, Lithuania’s 15
well-known public organizations are going to appeal to the President
of Lithuania with a joint statement.

In the meantime, in response to APA’s request, the Foreign Ministry of
Lithuania said that Dalia Kuodyte is a member of the Lithuanian
Parliament and that at the moment she is on a personal trip to Armenia
and Nagorno- Karabakh on her own initiative.

The Ministry points out that Dalia Kuodyte’s trip will not affect
Lithuania’s stance on the Karabakh peace process and the
Azeri-Armenian relations. The Foreign Ministry of Lithuania believes
that the MP’s personal trip will not harm the actively developing
friendly ties between Lithuania and Azerbaijan.

To note, on September 1 the members of the delegation of the
Lithuania-Artsakh Parliamentary Friendship Group headed by Dalia
Kuodyte visited Nagorno-Karabakh and held a number of meetings there.

Former U.S. Senator James Jeffords of Vermont passes at 80

On August 18th, the political world was saddened by the death of former
U.S. Senator James Jeffords of Vermont. His death was widely noted as he
represented a principled voice in United States national politics for over
30 years before retiring in 2007 because of health problems. Those
familiar with modern American politics recall when in 2001 the Senator left
the Republican Party to become an Independent, effectively handing control
of the Senate to Democrats in the first year of President George W. Bush’s
administration. Senator Bernie Sanders of Vermont who declined the
opportunity to run against Senator Jeffords but later succeeded him after
his retirement stated, `Jim was one of the most popular elected officials
in the modern history of the state – serving at the local, state and
federal levels. Vermonters admired him because of his low-key and
down-to-earth qualities, and because of his obvious and strong love of the
state and the Vermont way of life. He was an effective champion of
education, disability rights, the environment and the arts – and millions
of Americans have benefited from his efforts.”

For Americans of Armenian descent, however, Jeffords was also a part of a
different political history. In the 101st Congress, Senator Jeffords was an
original cosponsor of S.J.Res. 212, a bill marking the 75th anniversary of
the Armenian Genocide reaffirming the U.S. record. In 1990, S.J. Res. 212
made it to the floor of the U.S. Senate. Introduced by Senator Robert Dole
(R-KS), the bill garnered 54 cosponsors. From February 20-27, 1990 a
lengthy debate and two votes to invoke cloture on Senator Dole’s motion to
proceed took place. During that week, national and international media such
as ABC News, CSPAN, and the Associated Press were covering the bill’s
prospects while openly discussing the 1915 Armenian Genocide. Even though
he did not have a large Armenian constituency in Vermont, Senator Jeffords
supported the resolution and opposed efforts to deny the United States’ own
history to help save the survivors of the Armenian Genocide. Senator Robert
Byrd (D-WV) opposed the bill with a filibuster and ultimately blocked
passage of this important human rights issue. But, the entire Armenian
American community and their friends took note of Senator Jeffords’ help
and willingness to stand up for what was right. Armenian Americans
remember his legacy and mourn his passing.

After Jeffords became an Independent in 2001, he also signed consecutive
letters to President George W. Bush calling on him to officially
acknowledge the Armenian Genocide.

Putin approves government proposal for Armenia’s accession to the
Eurasian Economic Union

Russian President Vladimir Putin has submitted the agreement on the
Eurasian Economic Union to the national parliament for ratification,
Itar-Tass reports, quoting the information on Kremlin’s website.

The agreement on the establishment of the Eurasian Economic Union was
signed by the presidents of Russia, Belarus and Kazakhstan on May 29,
2014 in Astana.

The agreement is the basic document defining the accords between
Russia, Belarus and Kazakhstan for creating the Eurasian Economic
Union for the free movement of goods, services, capital and workforce
and conducting coordinated or common policies in key sectors of the
economy, such as energy, industry, agriculture and transport.

The agreement stipulates the transition of Russia, Belarus and
Kazakhstan to the next stage of integration after the Customs Union
and the common economic space.

The agreement on the Eurasian Economic Union is set to come into force
on the territory of the Customs Union of Russia, Belarus and
Kazakhstan from January 1, 2015.

Putin has also approved the government’s proposal for Armenia’s
accession to the treaty on the Eurasian Economic Union.

The Russian president approved the government’s proposal on signing
the corresponding agreement with Armenia, the Kremlin website said.

The Russian president’s instruction “deems it expedient to sign the
Agreement at a session of the Higher Eurasian Economic Council at the
level of the heads of state,” the document said.

Armenian Prime Minister Hovik Abrahamyan addressed a congratulatory
message to Nagorno-Karabakh Prime Minister Ara Harutyunyan on
Nagorno-Karabakh Independence Day, the Armenian government’s press
service reports.

“Artsakh’s independence is one of the greatest achievements in the
Armenian history, which became possible thanks to the unity of all
Armenians, invincible morale of Armenian soldiers and the Armenian
people’s firm will to master their own fate.

“I am sure that the determination of the Artsakh people and the
consistent steps by the republic’s authorities will lead to the
international recognition of the Nagorno-Karabakh Republic in the near
future, particularly as long ago it gained the right to become a
member of the large global family through the establishment of a
democratic system and respect for the norms of international law,” the
Armenian PM said.
