Rebirth of Armenian statehood only way to real independence – opinion

Armenia’s independence cannot be considered an accomplished fact
unless the country manages to reinstate its one-time big statehood, a
veteran of the Nagorno-Karabakh (Artsakh) war has said, commenting on
the achievements and losses of the post-independence period.

“My evaluation of the achievements will be regressive a little bit. As
far Artsakh is concerned, we haven’t gained a full victory there. I
ask a taxi driver, for example, if we live in an independent country,
and the answer is ‘no’,” Arthur Buniatyan told reporters on Saturday.

“We are on the brink of extermination, with [Russian President
Vladimir] Putin saying that Armenia is in Russia,” he added.

The war hero said he finds the reinstatement of the historical
statehood the only way out of the current situation.

Levon Poghosyan, the Armenians’ Unanimity Movement’s chief also
attending the news conference, said the Armenians’ success in the
Artsakh liberation war marked a victory for not only the nation but
also the statehood. “If those in power today do not have a sovereign
country, then they do not have anything to rule. So what can it have
to do with independence?” he asked.

Poghosyan said he doesn’t think that even the best efforts by the
authorities can bring about positive changes in Armenia today, with
the entire Soviet-time heritage (factories etc.) havng being
destroyed. “Our statehood has been sold,” he concluded.

Florida’s House Delegation Split on Supporting President Obama’s Call to
Arm Syrian Rebels

Senate Confirms Next U.S. Ambassador to Turkey; Vote on Nominees to
Yerevan, Baku Expected in December

This week, the House and Senate considered measures concerning the Armenian
American community. Congress was expected to pass a Continuing Resolution
(CR) to avoid a government shutdown on September 30th, when current funding
is set to expire. However, after President Obama’s primetime address on
September 10th calling for the arming of Syrian rebels, the House voted on
a measure to do just that and attached it as an amendment to the CR,
setting up a complex and very interesting pattern of voting.

In what Roll Call described as a vote `fractured along untraditional
[party] lines,’ the House approved the CR 319-108, and 273-156 on the
amendment to arm Syrian rebels. 143 Democrats joined 176 Republicans in
support of the CR, while 55 Democrats and 53 Republicans opposed. On the
Syria amendment, 159 Republicans were joined by 114 Democrats in support of
the measure, while 85 Republicans and 71 Democrats opposed.

According to several interviews with Armenian American community leaders
across the United States, an overwhelming majority support US airstrikes
against ISIL. However, they do not support President Obama’s call to train
and arm Syrian rebel factions, especially in the wake of the Turkish-backed
rebel assault on the Christian Armenian town of Kessab, Syria earlier this
year.

An analysis by Florida Armenians reveals that House Veterans Affairs
Committee Chairman Jeff Miller (R-FL), and Congressmen Alan Grayson (D-FL),
and David Jolly (R-FL) voted against arming Syrian rebels, yet supported
the CR.

Republican Congressmen Ted Yoho (R-FL), Ron DeSantis (R-FL), Bill Posey
(R-FL), Richard Nugent (R-FL), Tom Rooney (R-FL), and Curt Clawson (R-FL)
voted against both the amendment arming Syrian rebels and the CR.
Interestingly, Democratic Congressman Alcee Hasting (D-FL), a member of the
Congressional Black Caucus, and Rep. Lois Frankel (D-FL), opposed President
Obama on both the Syrian amendment and the CR.

Everyone else stood with President Obama in supporting the amendment to arm
Syrian rebels and for the CR.

While it is clear that Armenian Americans support the President’s vow to
`destroy and ultimately defeat ISIL,’ they are wary of training and arming
Islamic rebel factions with known ties to al-Qaeda and that have a record
of attacking Christians just like ISIL.

Florida Armenians have an important role to play in this debate. Many
Armenian American families in Florida emigrated from Syria, mostly
descendants of the 1915 Armenian Genocide. Some still have relatives there.
They are uniquely familiar with the regional dynamics and can provide
critical insight into what groups truly respect and protect and respect
religious minorities, be they Christian Armenian, Assyrian, or Yezidi.

Ambassador Nominees to Armenia, Azerbaijan, and Turkey

On Wednesday, the Senate voted 98-0 to confirm John R. Bass as the next
U.S. ambassador to Turkey. Senate Foreign Relations Committee Chairman
Robert Menendez (D-NJ), and Senators Barbara Boxer (D-CA), Mark Kirk
(R-FL), and Ed Markey (D-MA) submitted to the nominee questions on the
Armenian Genocide and Turkey’s blockade of Armenia. “We commend Chairman
Menendez, and Senators Barbara Boxer, Mark Kirk and Ed Markey for their
stance on issues concerning Turkey’s denial of the Armenian Genocide, the
Turkish-Azerbaijani blockade of Armenia, and other critical issues
affecting the region,” stated Armenian Assembly of America Executive
Director Bryan Ardouny. “Following in the footsteps of Henry Morgenthau,
the U.S. ambassador to the Ottoman Empire who in 1915 alerted the world to
the Armenian Genocide, it is important that our Foreign Service officers
execute a foreign policy that appropriately reflects America’s values,” he
said.

Both Florida Senators Bill Nelson (D-FL) and Marco Rubio (R-FL) supported
Bass’ nomination without question.

Also on Wednesday, the Senate Foreign Relations Committee heard testimony
from President Obama’s nominees to be the next U.S. ambassador to Armenia
and Azerbaijan, Richard M. Mills and Robert F. Cekuta, respectively. Both
are expected to be confirmed by the full Senate sometime during the
lame-duck session, which is scheduled to begin on Wednesday, November 12th.

Armenian Eye Care Project, Orange Foundation Continue Free Eye Care

ARMENIAN EYE CARE PROJECT, ORANGE FOUNDATION CONTINUE FREE EYE CARE SERVICES IN SYUNIK

Results of the joint initiative of Orange Foundation and Armenian
Eye Care Project (AECP) have been summarized in Syunik province. As
part of this initiative, free eye screenings have been performed for
inhabitants of provinces, as well as medical treatments and surgeries
implemented. Free surgeries are delivered to inhabitants based on
social criteria.

1,500 adults have benefited from free of charge eye-care services
and 337 free of charge surgeries have been performed in Mobile eye
hospital (MEH). During the month of October, special classes on eye
care will as well be organized in 9 schools.

“By its large scale, this project, which we have been implementing
together with our partners, is probably one of the most impressive
of Orange Foundation as it improves concretely lives of thousands
of people. We are very proud that since 2011, when we started our
cooperation with AECP, more than 66,000 people have already received
free of charge eye-care services. We are going to continue this
cooperation, making sure that eye-care services are available for
inhabitants of all regions,” said Francis Gelibter, Chairman of the
Board of Orange Armenia Foundation.

“This is our 6th visit to Syunik province. We are glad that this is
the second time the visit is made together with Orange Foundation.

Although the number of inhabitants in Syunik province is not very high,
still it has a strategic importance, considering the distance from the
capital city where eye-care service is more available, while in Syunik
the lack of such is still obvious. Therefore, the implemented works
were in particular necessary for the socially vulnerable population
of the region,” said AECP Armenian office director Nune Yeghiazaryan.

As part of this large-scale joint initiative between Armenian Eye
Care project and Orange Foundation, this year overall in 5 regions of
Armenia medical examinations of 11,300 adults and 4 600 children and
provision of around 2,000 eye glasses are foreseen. Works, planned for
2014, have already been completed in Ararat, Vayots Dzor, Gegharkunik
and Syunik provinces. Mobile hospital will perform in total more
than 1,000 surgeries and laser treatments. At the same time, the
comprehensive special classes on eye care are being organized in
regional schools.

The next phase of the project will cover Armavir province.

Since 2011 due to cooperation of AECP and Orange Foundation more
than 66,000 people (54,000 adults and 12,000 children) have received
eye screenings, 8,487 people passed in-depth medical examinations in
MEH, 5,044 operations and laser treatments have been performed and
23,631 eye glasses distributed. The project has been implemented in
9 regions of Armenia, moreover, Shirak, Aragatsotn, Ararat, Vayots
Dzor and Syunik provinces have been visited twice.

les eglises deux jours après le debut d’une grève de la faim demandant
la demission du president Serge Sarkissian.

L’homme politique âge de 65 ans, qui etait un rival de Serge Sarkissian
dans la course a la presidentielle de 2013 et a meme ete blesse dans
une tentative d’assassinat au cours de la campagne, a dit que la
decision du president de se joindre a l’Union economique eurasienne
dirigee par la Russie n’allait pas.

Il a rappele qu’a l’epoque, 94 pour cent des citoyens ont rejete

Hayrikyan estime que l’ecrasante majorite des gens en Armenie ne
veulent pas rejoindre le bloc dirigee par la Russie. Selon ses donnees,
quand le 3 Septembre 2013 Serge Sarkissian a annonce la decision
d’adherer a l’Union douanière de 77 pour cent des citoyens en Armenie
etaient en faveur du pays de lier son avenir a l’Union europeenne,
tandis que seulement 23 pour cent etaient pour aller avec la Russie.

Selon Hayrikyan, après la propagande du gouvernement en faveur de
l’union douanière un nouveau sondage a ete realise, montrant que
seulement 40 pour cent aimerait voir l’Armenie rejoindre le bloc
economique de la Russie tandis que 60 pour cent voulaient encore une
alliance avec l’Europe.

UNE COMMISSION DES DROITS DE L’HOMME DE L’ONU SUSPEND SA VISITE EN AZERBAÏDJAN EN RAISON D’OBSTRUCTIONS

PREVENTION DE LA TORTURE

La Sous-commission des Nations Unies pour la prevention de la torture
(SPT) a decide de suspendre sa visite en Azerbaïdjan, en raison des
obstacles qu’elle a rencontres dans l’exercice de son mandat fonde
sur le Protocole optionnel de la Convention contre la torture et
autres peines ou traitements cruels, inhumains ou degradants (OPCAT),
dont l’Azerbaïdjan est signataire.

La delegation a ete empeche de visiter plusieurs endroits où des gens
sont detenus et a ete empeche de terminer ses travaux sur d’autres
sites, en depit des tentatives repetees d’obtenir des autorites
azerbaïdjanaises l’accès sans restriction a tous les lieux de privation
de liberte.

À la suite de ces violations graves des obligations de l’Azerbaïdjan
dans le cadre du Protocole optionnel, la delegation a conclu que
l’integrite de sa visite qui devait se deroule du 8 au 17 septembre
avait ete endommagee a un point tel qu’elle a dû etre suspendue.

Les membres de la delegation ont interrompu leur travail le 14
septembre, mais certains de ses membres sont restes en Azerbaïdjan pour
demander un complement d’engagement des autorites azerbaïdjanaises sur
la base des informations actuellement a leur disposition. Le chef de
la delegation, Aisha Shujune Muhammad, a rencontre le vice-ministre
des Affaires etrangères le 16 septembre.

Le SPT attend de l’Azerbaïdjan qu’il respecte ses obligations
internationales en vertu du Protocole optionnel et entre dans un
dialogue constructif avec le SPT en vue de prevenir la torture et
les mauvais traitements.

Le SPT dispose d’un mandat en vertu du Protocole optionnel
qui l’autorise a effectuer des visites sur place et a faire des
recommandations aux autorites des Etats membres afin qu’ils offrent
des garanties contre le risque de torture et de mauvais traitements
dans les lieux de privation de liberte.

La delegation du SPT a la Republique d’Azerbaïdjan comprend les
membres suivant : Mme Aisha Shujune Muhammad (chef de delegation), M.

Milos Jankovic, Mme Margarete Suzuko Osterfeld, M. Miguel

Loud noise from vehicle honking and music late at night in Yerevan
lately has also been accompanied by the noisy sounds of motorcycles
which, especially during hot summer days, enter people’s homes from
open windows, disturbing citizens’ peace.

Motorcyclists were not a frequent sight in the streets of the Armenian
capital before, but in recent years their presence has been more and
more established. The riders of mostly expensive and powerful bikes
prefer making the most of their machines as they won’t take their
feet off the accelerator pedals, annoyed citizens complain.

Apart from being dangerous for pedestrians and other motorists, the
bikers make a hell of a noise in the capital’s streets, drawing a lot
of curses from people hoping to spend a quiet night in the comfort
of their homes.

“Late at night when everyone is asleep there seems to be a horrible
army of them passing by chaotically, even children wake up terrified
from that noise,” complains Gayane Simonyan, a 34-year-old resident
from Bagratunyats Avenue in Yerevan. She says last summer was
particularly noisy in terms of bikers.

Smbat Sukiasyan, a taxi driver in Yerevan, is also worried about the
appearance of so many motorcyclists that he says are often ignorant
about traffic rules and are an accident waiting to happen.

“Many are not skilled in riding, but when they see a bike, they want
to ride it immediately, at very high speed, breaking traffic rules.

They are a real nuisance,” the 40-year-old taxi driver says.

Photojournalist Gagik Shamshyan, who is known for his reporting on
road accidents and their causes, tells ArmeniaNow that he has seen both
disciplined and poor motorcyclists in Armenia while covering accidents.

“There are some who ‘wake up’ after midnight, like bats, to disturb
people’s tranquility, especially in downtown Yerevan. These apologies
of motorcyclists are also responsible for a lot of accidents. Often
they ride their motorcycles without driving licenses, without helmets,
just to show off with their bikes, but there are also some who are
not after such things and ride properly,” the photojournalist says.

Only during the first ten days of September, according to the Armenian
Police’s official website, motorcyclists were involved in two of
the several dozen traffic accidents reported for the period. Another
two accidents with the involvement of motorcyclists were reported in
August, when one rider was killed. Four similar road accidents were
reported in July.

Shant Kirakosyan, 23, says he has a four-year experience in riding
a motorcycle. He says it is not that easy to be a motorcyclist in
Yerevan. For his part, he blames the car drivers for being inattentive
to them.

“They [car drivers] do not use their rear-view and side-view mirrors,
they do not expect there to be a motorcyclist. But bikes are becoming
more and more frequent sights on the roads, so perhaps they will
gradually learn it,” says Kirakosyan, adding that even though he
also drives a car, he also likes his motorbike that he learned to
ride from his father.

The biker rights movement that originated in Great Britain entered
Armenia in the late 1990s and today there are already a few groups
of bikers with their various gathering spots.

Gagik Mkhitaryan, 35, has seven years’ bike riding experience. He
tells ArmeniaNow that years ago when he first started to learn how to
ride a motorbike various trainings and events were organized, whereas
today riding a motorcycle is mostly an act of showing off for many.

Mkhitaryan says not all can afford to buy a motorbike in Armenia as
prices for them may range from $2,000 to $50,000.

“For instance, a good motorbike made in 2007-2008 could cost you
$7,000. We should remember that a good motorbike is more expensive than
a good car, and now, despite the price, more and more motorcyclists
appear in the streets, as after getting a good car people also decide
to have a good motorbike, just for showing off, without experience,
and thus accidents happen,” Mkhitaryan says, adding that Yerevan is
not at all convenient for riding a motorbike and that for the reason
he has not much ridden his motorbike recently.

“Nobody respects motorcyclists. There are also poor riders, but
responsible riders suffer as a result. And so, despite my favorite
hobby, I now prefer driving a car.”

Aznavour To Give Concert In Moscow

AZNAVOUR TO GIVE CONCERT IN MOSCOW

World-famous French-Armenian singer and song-writer Charles Aznavour
is going to give a concert in Moscow on October 3, ITAR-TASS reports.

Speaking to the agency, the musician said that he continues thinking
about the release of a CD in Russian. He expressed a desire to listen
to the songs in French before recording them in the original Russian
version.

He described Russia as a country that gives him a unique sense of
pleasure upon every visit.

Over the course of his career that over decades, Aznavour has released
more than 100 CDs and played in 60 movies. In 1997, the he was honored
with the French Academy’s Cesar Award for his contribution to the
cinema art.
