Farewell Puzzle By Stefan Fule

Unian.net informed that Commissioner Stefan Fule has announces it is
time to set up formal relations between the EU and the Eurasian
Economic Union and create a Free Trade Area. His statement had been
preceded by another interesting event. The EU and Ukraine agreed to
postpone the implementation of DCFTA. It is an EU-Russia agreement
rather than an EU-Ukraine agreement which was achieved in the recent
discussion on the crisis in Ukraine.

Some controversy is seen. On the one hand, the EU joins the United
States to toughen sanctions against Russia and, on the other hand,
agrees to slow down the implementation of the Association Agreement,
which is, in fact, Russia’s demand. Russia threatened Ukraine that
implementation of DCFTA will be followed by restrictions on imports of
Ukrainian products to Russia.

DCFTA postponement seems to be the response to those threats. At the
same time, Fule’s statement seems to indicate “legitimization” of
Russian threats. In fact, Fule offers the European Union to recognize
the Eurasian Union and interact, which will, for its part, legitimize
Russia’s actions against Ukraine. After all, Putin himself suggested
creating a unified economic area from Lisbon to Vladivostok.

Fule seems to be speaking about this. He may be driven by the fact
that soon Fule will leave his office. The composition of the EU
commission will be changed, and Fule is not in the new commission
introduced by the newly-elected president of the European Commission
Jean Claude Junker. The composition of the new Commission has already
been approved. Therefore, it is difficult to tell to what extent
Fule’s statement expresses the moods of the European Union and whether
it is the personal opinion of the leaving commissioner.

It should not be ruled out that the commissioner is already
considering his future role in Europe and is therefore trying to make
an attractive proposal to Russia and act as the representative of the
Russian lobby to Europe. After all, there is such practice among
European political personalities. Gerhardt Schroder who was the
chancellor of the European great power actually became a Gazprom staff
after leaving his office. Hence, there is nothing strange about this.

At least, for the time being it is not understood what Fule is
speaking about in terms of content and mechanism. What interaction
with the Eurasian Union is meant when the members of the Eurasian
State have not managed to specify and clarify relations between their
states, and mutual claims and disagreement constantly occurs between
them?

On the other hand, it is not ruled out that by recognizing the
Eurasian Union and setting up formal interaction the European Union
expects to deepen the crisis and controversies with the Eurasian
Union. The point is that interaction with the European Union will
result in a negotiation process where the members of the union that
has not formed yet will start competing for getting the maximum from
the relations with the European Union, which may be another apple of
discord among them. It is not ruled out that Fule’s proposal is based
on the following plan: the EU sets up interaction with the Eurasian
Economic Union and thereby slows down the full formation of this body
and prevents the formation of Putin’s empire.

Perhaps this is the EU’s expectation from a concession regarding
Ukraine, trying to cause deep controversies and a new object of
competition among the members of the Eurasian Economic Union.

At the same time, there is no doubt that Russia is trying to play
according to the controversies within the European Union, using the
circumstance of certain clash of interests among several countries. It
is not a secret the leaders of the European Union have significant
controversies, especially the United Kingdom and Germany which have
formed camps that are not strong but have clear-cut positions.

OF course, the controversies inside the Eurasian Union and those
inside the European Union differ in nature and are not similar but it
is beyond doubt that both expect to use the other’s controversies for
a longer time and more efficiently.

And, in this case, the core issue is the economic and political
isolation of Russia because Western controversies refer to the
dynamics and extent of isolation, not the being or not being of the
process.

Budaghyan was killed and his brother- Artak Budaghyan was wounded as a
result of fire near Syunik former Governor’s house. Surik
Khachatryan’s son- Tigran Khachatryan was imprisoned and then set
free.

Helsinki Association Head, Human rights defender Mikayel Danielyan
reminds that underage Shahen Harutyunyan fights for freedom and future
of all of us.

“Surik Khachatryan’s son doesn’t fight against these authorities, he
is a part of them,”- he said to A1+.

Helsinki Association Vanadzor office Head Arthur Sakunts adds they
want to pressure on Shant and his friends through the child.

Human rights defenders are sure that the verdict of the court depends
on the instruction the judge will receive.

Political technologist Karen Kocharyan thinks that there is no
domestic policy in Armenia and a lot depends from inside.

Unfortunately, these events are more likely to affect our domestic
political life than the developments inside,” Kocharyan said.

Speaking about the upcoming rally on October 10, the speaker said that

goal the change of power? But I do not see any of the leaders of the

impact on our country, Kocharyan said, “Our political figures must
adopt right policy. We must not be loyal to someone but try to benefit
from all at maximum.” The speaker noted that until meeting in Sochi
our position differed but after it some things changed. According to
him, the president’s speech on that day was quite dictating and a lot
of positive changes happened after Sochi meeting. Before it, the
situation was shameful.

If united, the Armenian nation can overcome all threats and
challenges, Armenia’s Defense Minister Seyran Ohanyan told
Armenia-Diaspora Forum participants on Saturday.

He said that there are lots of such challenges: the oppressions of
Armenians in Egypt and Syria, the crisis in Ukraine, which has divided
the Armenians living in that country, the genocide of Iraqi Yazidis,
whose pain, as a nation that suffered a similar crime 100 years ago,
the Armenians share.

Ohanyan said that the Armenia-Diaspora Forum has discussed all these
challenges and has proved the Armenians worldwide are well aware of
the problems their homeland is facing.
“The presence of several hundreds of Diaspora Armenians at the forum
proves that Armenians worldwide care for the future of their nation,”
the Armenian DM said.

The domestic political life in Armenia is laughable: it is impossible
to understand what the political forces demand or want, the political
engineer Karen Kocharyan told reporters today.

As for a change of power, he found it difficult to say whether
something will change in the country after it.

“At the moment I don’t see public demand for a change of power. No
change of power will occur in Armenia unless a palace revolution takes
place. A palace revolution is possible today only at the level of some
personal ambitions. No systemic changes will take place in Armenia,”
K. Kocharyan said.

As regards the upcoming joint rally of the four non-government
parliamentary political forces, Karen Kocharyan said confidently that
nothing will come out of it.

“Who must prevent what – Armenian National Congress, Prosperous
Armenia or Heritage Party? This is the reason of an internal struggle
within these parties because some want it, the others don’t. So it
turns out that the “four” non-government political forces turned into
two and a half,” Kocharyan noted.

Speaking about the ARFD’s refusal to participate in the joint rally,
Kocharyan noted that ARF-Dashnaktsutyun has always been an honest
political force because it openly supported the constitutional
reforms.

“ARFD is the only honest political force among the parties. It
withdrew from the ruling coalition because of the Armenian-Turkish
protocols. This issue has been facing the authorities for several
years. I can’t say if ARFD will go into a coalition later,” the
political engineer said.

In his words, ARFD always supported constitutional reforms and
parliamentary government since it has never had a prominent leader –
“this force is strong thanks to its structures in its format, rather
than its leaders,” Kocharyan said.

A war is underway between ARF-Dashnaktsutyun Party and the trio of
non-government parliamentary parties of Armenia. It all started when
ARFD took a decision not to participate in the joint rally on October
10. The websites close to Prosperous Armenia Party (BHK) and Armenian
National Congress (HAK) launched a large-scale campaign against this
member of the “group of four”, ‘Hraparak’ writes.

“Yesterday the mass media reported that the deputy chairman of HAK
Aram Manukyan “exposed” ARFD during a meeting with HAK supporters. He
cited concrete facts of ARFD’s venality, noting that privileges
related to the organization of the Armenian Genocide centennial events
and financial revenues stemming from it will be given to
ARF-Dashnaktsutyun and this is the reason of their pro-government
orientation.

Manukyan also hinted that he does not rule out that Serzh Sargsyan had
sent ARFD into the group of four parties so that it would assume the
role of an opposition force. An article with the same underlying
message was also posted on the websites defending BHK Party’s
interests,” ‘Hraparak’ notes.

Aram Manukyan told the paper’s correspondent that he didn’t say such a
thing and that one can learn about his opinion about ARFD by watching
Urvagits program on Kentron TV Channel.
