LE PRESIDENT DU PARLEMENT ARMENIEN VA EFFECTUER UNE VISITE OFFICIELLE EN GEORGIE

Le president de l’Assemblee nationale armenienne Galust Sahakyan
va effectuer une visite officielle en Georgie, a indique le chef
du departement des relations de presse du Parlement armenien, Arsen
Babayan. Cette visite devrait avoir lieu entre le 6 et le 8 octobre,
a ajoute M. Babayan, qui n’a toutefois pas precise la composition
de la delegation que devrait conduire M. Sahakyan a Tbilissi. Cette
visite, qui intervient après celle que vient d’effectuer le ministre
georgien de la defense a Erevan, illustre la volonte des deux pays
voisins du Caucase du Sud de resserrer leurs liens, en depit de leurs
divergences persistantes, concernant notamment les relations avec
la Russie et aussi avec la Turquie et l’Azerbaïdjan, avec lesquels
Tbilissi entretient une etroite cooperation.

KARABAKH SOLDIER WOUNDED BY AZERI FIRE

STEPANAKERT. – Due to the violation of the ceasefire by Azerbaijani
side, a soldier of Nagorno-Karabakh Republic was wounded, Armenian
News -NEWS.am reports.

According to preliminary information, the incident occurred on Sept.

29 in the neighborhood of Martuni. Karabakh soldier Narek Darbinyan
was shot in his back. The wounded soldier was taken to Yerevan,
at the moment his condition is good.

OPPOSITION ABOUT GOVERNMENT’S REPLY: NO DEMAND HAS BEEN MET IN EARNEST

Members of the Armenian opposition remain skeptical about the
government’s statement that some of the demands made by four minority
parties still in early summer have been addressed. They say that no
demand has been complied with and that their struggle will continue.

One day after the deadline of September 30 set to it by the Prosperous
Armenia Party (PAP), the Armenian National Congress (ANC), Heritage
and the Armenian Revolutionary Federation (Dashnaktsutyun) still in
June, the government replied by saying that some of the demands of
the opposition have already been addressed, others are part of the
government’s mid-term program and still others are unrealistic and,
in fact, unacceptable as they fall short of the requirements of
international standards and the Armenian Constitution.

In their demands the four political parties known as Quartet
specifically referred to the country’s social and economic problems
– starting from abolishing the mandatory component of the funded
pension law till reducing the sales tax and fines for traffic rules
violations, including those recorded by many cameras and speed radars
in the streets of Yerevan.

The Quartet said that they would hold a public rally in autumn to
assess progress of the government in fulfilling their demands and if
the demands were not met, they would decide on further actions. The
rally is scheduled for October 10. The agenda of the rally will
also include another issue – the controversial constitutional reforms
initiated by the current administration. As unlike its quartet partners
Dashnaktsutyun supporters the reforms, it decided not to take part
in the upcoming rally.

“What we want is not words. It is clear to everyone that concrete
things have not been done, they in reality did not address even
those few points that they say they did,” Hertiage’s deputy chairman
Armen Martirosyan told ArmeniaNow. “They claim to have complied with
the demand regarding the pension reform, but in reality they did an
even more disgraceful thing. Or let’s take the sales tax. Small and
medium-sized businesses are up in arms against this law today. It
is clear that the government’s reply is another series of sentences,
there is no new situation.”

Speaking at the National Assembly on Wednesday Prime Minister Hovik
Abrahamyan, replying to a question by one of the PAP lawmakers,
called on the Quartet to cooperate with the government.

“We invite you, phone the National Assembly chairman, propose meetings
with factions to present our packages before bringing them to the
National Assembly. If necessary, we can come to the National Assembly,
or the meeting can be held in the government building. The National
Assembly chairman says you have no desire for that. What is it that
you desire then? Do you want a change of power, a revolution to
take place in this country? Do you want a second ‘March 1’ [deadly
post-election riots] in this country?”

Martirosyan considers this statement to be a threat and thinks that
such words by the prime minister even more reveal the fears of the
authorities and the degree of danger as with such statements they
“try to intimidate the society”. But the oppositionist does not think
the government will succeed in doing that.

“This means that the authorities unequivocally admit that it was
illegal and now they are trying once again to intimidate people with
illegal violence and want to remain in power forever with illegal
means. Of course, this should be a signal to the society that such
authorities must be removed as soon as possible,” said Martirosyan,
adding that despite the obstacles created by the authorities, they
will continue their gatherings in provinces in preparation for the
big joint rally in Yerevan.

Since September 25 representatives of the three of the Quartet’s
four parties have been making trips to the provinces where they hold
rallies and urge people to turn out for the October 10 rally in the
capital. By October 8 they plan to have visited a total of eight towns,
including Vanadzor and Gyumri. Today, October 3, the opposition forces
have scheduled rally in Ararat, where, however, the mayor’s office
did not accept the notification about the event. The three forces
called it a “political order”.

“The position of the mayor’s office is another display of
unlawfulness. There is no ground for rejecting the bid for holding
that rally, simply it is their whim not to allow it. But the rally
will be held and I think that the population of Ararat should be very
active in participating in it,” the Heritage representative concluded.

AIR ARMENIA CHIEF SAYS BANKRUPTCY RULED OUT DESPITE FINANCIAL PROBLEMS

In an interview with Tert.am, Air Armenia CEO Arsen Avetisyan agreed
that damping policies by Russian airlines may be the reason behind
the company’s financial difficulties, but he denied the report about
a possible bankruptcy.

Mr Avetisyan, reports say that the company has debts amounting to
5 million Dollars and may be declared bankrupt soon. Also, problems
with the purchase of aircrafts were reported.

I don’t know who commissioned [such a report], as this is the second
time I hear disinformation. Perhaps they feel happy that we have
problems … I don’t know who does it.

So you actually confirm that you have problems.

We have technical problems; our A320 aircraft has flown to Amsterdam
through Paris for a planned technical maintenance checkup. The second
plane was due to leave for a shorter period, and it is there at the
moment. I don’t have an aircraft in Dubai, as the report said, so
the second plane will return after the checkup. The other plane will
be there for 21 days. It wasn’t planned, so we are not able to serve
the scheduled flight with only one aircraft. Hence we have merged two
flights. Yes, we do have problems, and I have to borrow a plane from
partner companies to secure the flight till my aircraft returns.

And what about financial problems?

Any air company around the globe has financial problems, but given
that we have enough means in circulation, we manage to resolve our
financial problems. So bankruptcy is out of the question.

You say any air company has financial problems. So don’t you attribute
that to damping policies by Russian airlines?

Yes, those statements may be linked to certain steps by the
competitors. And the letter which I received from Rosaeronavigatsia
was very conscientiously and affably written. But the information
published was absurd. And it caused financial problems, as all debitors
now avoid paying money to us. They say we may not be able to serve
flights, causing them to cover the return [costs] of air tickets on
their own. So they all began demanding the money back, afraid that
our company may go bankrupt. But we will not; yes, there are really
problems, as we are not able to secure our proceeds in time to pay
creditors’ debts.

DES MEMBRES DU CONGRES DES ETATS-UNIS CONDAMNENT L’ATTAQUE CONTRE UNE EGLISE ARMENIENNE

Le Comite National Armenien d’Amerique (ANCA) rapporte de plus en plus
de condamnations de la part de membres du Congrès suite a l’attaque
par l’EI contre l’Eglise armenienne et le memorial du genocide a Deir
ez-Zor, en Syrie, au milieu d’une “preoccupation croissante concernant
les relations de la Turquie avec l’organisation terroriste, son
obstruction aux operations de la coalition menee par les Etats-Unis,
et son rôle dans le ciblage de l’un des sites les plus importants
dans le monde pour le souvenir des crimes encore impunis contre les
Armeniens et les autres nations chretiennes. ”

“Cet acte toxique d’intolerance, visant a effacer un site sacre du
souvenir du genocide armenien a la veille de son centenaire, porte
la marque de la Turquie sur elle,” a declare le Directeur executif
de l’ANCA Aram Hamparian.

“Les Armeno-Americains se joignent aux gens de foi a travers le monde
pour exprimer notre indignation face a la profanation et la destruction
de l’eglise armenienne de Saint-Martyr et lieu commemoratif du genocide
armenien a Deir-es-Zor, en Syrie.”

Le representant du Congrès Adam Schiff (D-CA) a qualifie l’attaque
“d’autre exemple de la barbarie revoltante qui a terrorise des millions
de personnes a travers l’Irak et la Syrie. Le fait que l’eglise ait
ete consacree a ceux qui ont perdu la vie dans le genocide est a la
fois particulièrement poignante, et une prefiguration de la facon dont
l’EI veut traiter les chretiens de la Syrie si elle devait etendre
ses acquis territoriaux “.

la representante du Michigan Sandy Levin (D-MI) a tweete : “Je condamne
fermement la profanation d’un monument sur le genocide armenien en
Syrie par #EI”.

L’ambassade americaine a Erevan a egalement emis une declaration plus
tôt cette semaine condamnant fermement la destruction de l’eglise
armenienne de Deir ez-Zor, en Syrie.

“Cet acte insense de destruction demontre encore une fois encore
le mepris total de l’organisation terroriste EI pour la richesse du
patrimoine religieux et culturel du Moyen-Orient.

Aram Hamparian a reagi a l’evitement du terme “genocide” dans la
declaration. Le directeur executif de l’ANCA a dit :

PARIS, 1 octobre 2014 (AFP) – La France a condamne mercredi la
destruction d’une eglise armenienne emblematique dans une ville du
nord de la Syrie sous contrôle des jihadistes, soulignant que les
patrimoines religieux syrien et irakien etaient en peril.

“Je condamne la destruction de l’eglise des Saints-Martyrs a Deir
Ez Zor, lieu hautement symbolique pour la communaute armenienne”,
a declare le ministre francais des Affaires etrangères, Laurent Fabius.

“Les patrimoines syrien et irakien, notamment religieux, sont en
peril”, a ajoute le ministre, soulignant qu’avec l’UNESCO, la France
etait “mobilisee afin que les conventions relatives a la protection
du patrimoine culturel soient mises en oeuvre, notamment en situation
de conflit arme”.

Selon Rami Abdel Rahmane, directeur de l’Observatoire syrien pour
les droits de l’homme, le groupe de l’Etat islamique “a detruit le
21 septembre l’eglise armenienne” de Deir Ez Zor, qui a ete bâtie en
1928 a la memoire des victimes du genocide armenien.

Un activiste qui a recemment fui cette ville de crainte d’etre
persecute par le groupe de l’EI a precise a l’AFP que les jihadistes
avaient dynamite l’eglise. “L’eglise armenienne etait situee près de
la ligne de front entre le regime et les rebelles”, a explique cet
activiste, Mohammad Al-Khleif.

Selon lui, le front Al-Nosra, relevant d’Al-Qaïda, en a ensuite pris
le contrôle mais ne l’a pas endommagee. Quand le groupe de l’EI a
deloge le front Al-Nosra du secteur, “ils ont plante des explosifs
dans l’eglise et il ne reste plus que le clocher”, a-t-il ajoute.

L’activiste a souligne que le groupe extremiste avait egalement
detruit des sanctuaires musulmans dans la region.

Ndlr : Le CCAF appelle a un rassemblement devant l’Assemblee
Nationale Francaise le 7 octobre a 19h pour marquer l’indignation
de la communaute armenienne devant cet evenement ignoble. Avec pour
l’instant le soutien du PCF, du CSCI France (Comite de soutien aux
Chretiens d’Irak, le Conseil Democratique Kurde de France (CDKF),
et la presence de nombreuses autres parlementaires.

TURKISH INTELLECTUALS CONDEMN ANTI-ARMENIAN STATEMENTS IN TEXTBOOKS

A group of Turkish academics, journalists, artists and intellectuals
have released a statement condemning in the harshest terms what
they define as expressions that include “open hatred and hostility”
towards Armenians in Turkish schoolbooks, which were recently exposed
by the newspapers Agos and Taraf, Today’s Zaman reported.

The two newspapers recently published reports on hateful remarks
targeting Armenians in the textbooks used in history classes.

A letter accompanying the text of the condemnation, written by
historian Taner Akcam, notes that including such expressions as lesson
material to teach children is a disgrace.

The signees said textbooks in schools should seek to encourage feelings
of peace, solidarity and living together over inciting hatred towards
different religious and cultural groups, Akcam said. He further wrote:
“Standing with integrity in the face of history is the prerequisite for
establishing the future on the foundations of friendship and peace. I
do hope that this signature campaign will be taken as a scream from
all of us for the publication of textbooks that we would like to see.”

The statement said: “The revolutions history and history textbooks
should be collected immediately, with an apology issued to everyone
and particularly to Armenian students. This is where the path to
Turkish-Armenian peace lies, at this time when we are approaching
2015.” Revolutions history classes teach students the reforms carried
out by the first government of Turkey after the end of the Ottoman
Empire.

The signatories include some of Turkey’s most respected writers
and journalists.

PRESIDENCE DU SENAT : LE CANDIDAT UMP EST GERARD LARCHER

La nouvelle est tombee a 16 h 30 mardi après une primaire UMP pas
aussi serree qu’attendue entre le sarkosyste Jean-Pierre Raffarin et
le filloniste Gerard Larcher. C’est finalement Gerard Larcher qui a
remporte la mise au premier tour pour tenter de prendre la presidence
de la Chambre haute demain mercredi. Une issue sans suspens par la
prise de majorite de la droite issue des dernières senatoriales.

Ainsi, après avoir laisse la place a Jean-Pierre Bel (PS) en 2011, le
president du groupe d’amitie France-Turquie reprend le >
du Senat par 80 voix contre 56 pour Jean-Pierre Raffarin.

Quoi qu’il en soit, pour la communaute franco-armenienne, on prend les
memes et on recommence… sachant que Gerard Larcher s’etait prononce
en janvier 2012 contre le texte de loi de Valerie Boyer penalisant
la negation du genocide des Armeniens.

averti Larcher. Notons que Jean-Pierre Raffarin y etait egalement
oppose, de meme que le suppose candidat a la presidentielle de 2017
Alain Juppe, et Bruno Lemaire, candidat a la presidence du groupe UMP.

Dans tous les cas de figure ces chefs de file de l’UMP devraient de
nouveau faire entendre leur voix en se prononcant contre la proposition
d’un troisième projet de loi. Projet, semble -t-il toujours en attente
dans les cartons du gouvernement, promis par le president Francois
Hollande le 24 avril 2012.

A sept mois du centenaire du genocide des Armeniens de 1915,
l’impatience se fait entendre de part et d’autre. Gageons que le dit
texte soit revele, affirme et vote sans ambages au plus tard debut
2015. Un rendez-vous que les franco-armeniens ne manqueront pas.

A ce propos, une initiative citoyenne a mis en ligne une petition

IRAK : LES TROUPES KURDES LANCENT UNE OFFENSIVE CONTRE L’EI SUR TROIS FRONTS (OFFICIERS)

Les forces kurdes, appuyees par un soutien aerien, ont lance mardi
une offensive sur trois fronts contre les jihadistes du groupe
Etat islamique (EI) dans le nord de l’Irak, ont annonce a l’AFP des
responsables peshmergas.

Les operations, qui ont debute avant l’aube, se deroulent au nord de
la ville de Mossoul, contrôlee par les jihadistes, au sud de la ville
petrolière de Kirkouk et contre une ville a la frontière syrienne,
ont-ils precise.

Un haut grade a indique que des peshmergas, les combattants kurdes,
etaient entres dans la ville de Rabia, a la frontière syrienne,
après avoir pris deux villages, As-Saudiyah et Mahmoudiyah.

“Les soldats sont en train de se battre dans le centre de Rabia”,
situee a une centaine de km au nord de Mossoul, deuxième ville d’Irak,
a-t-il precise.

Soutenus par des frappes aeriennes, les peshmergas ont egalement
attaque la ville de Zoumar, a environ 60 km de Mossoul et a proximite
du lac du barrage de Mossoul.

L’officier, qui s’exprimait sous le couvert de l’anonymat, n’a pas
donne de details sur la nature du soutien aerien.

Les appareils de l’armee irakienne effectuent des missions
quotidiennes au dessus du pays, tandis que ceux de la coalition,
notamment americains et francais, mènent des raids cibles sur des
installations de l’EI.

“Nous avons evince l’EI de 30 positions que ses combattants occupaient,
y compris dans les secteurs de Zoumar et Rabia”, a declare un
porte-parole des peshmergas Halgord Hekmat.

Rabia et Zumar sont deux localites dont les forces kurdes avaient
pris le contrôle lors de la vaste offensive lancee en juin par l’EI
qui avait mis en deroute l’armee irakienne, notamment a Mossoul.

Deux mois plus tard, les combattants jihadistes avaient mene une
offensive contre les positions des peshmergas qui avaient ete
contraints de reculer.

Selon Halgort Hekmat, une “progression dans la localite de Rabia
facilitera la reprise du contrôle de Sinjar”, une ville prise en août
par les jihadistes, provoquant la fuite de leur foyer de plusieurs
dizaines de milliers de civils, en grande majorite des Yazidis,
une minorite kurdophone non musulmane.

Plus au sud, les forces kurdes ont repris des villages autour de
Daquq qui etaient contrôles par l’EI depuis juin. “Ils ont libere les
villages de Saad et Khaled, et ont pris le contrôle total de la zone
après de durs combats”, a souligne le general kurde Westa Rasul.

Il a precise que les peshmergas faisaient face a une forte resistance
en avancant vers un autre village, Al-Wahda, a une trentaine de km
au sud de Kirkouk.

D’après un responsable medical de Kirkouk, deux peshmergas ont ete
tues et 18 autres blesses dans les combats.

LES PRESIDENTS ARMENIEN ET GREC DISCUTENT D’UN LARGE EVENTAIL DE QUESTIONS

Le president Serge Sarkissian a tenu des negociations avec son
homologue grec Karolos Papoulias. Un certain nombre de documents
ont ete signes entre les deux delegations basees sur les resultats
de negociations.

Dans une declaration le President Sarkissian a indique que les deux
parties avaient discute de toutes les questions de l’agenda bilateral
ainsi que des moyens d’elargir la cooperation. >,
a declare Serge Sarkissian, selon son service de presse.

Le president armenien a particulièrement salue le >

Dans le meme temps, il a dit que les liens commerciaux et economiques
dans le contexte general des relations armeno-grec doivent etre
stimules au niveau de l’Etat. Au cours des negociations, selon le
president Sarkissian, les deux parties ont reaffirme leur volonte
d’approfondir la cooperation dans les plates-formes multilaterales,
y compris dans le cadre du partenariat entre l’Armenie et l’Union
europeenne. Les parties ont egalement discute des questions regionales.
