LES VOISINS ET LES COALITIONS : L’ARMENIE FAIT PARTIE DE L’EQUATION DES SOLUTIONS RECHERCHEES POUR > LA REGION

Les Armeniens ont suivi avec prudence les developpements en Turquie
la semaine dernière où le parlement a adopte une loi proposee par le
gouvernement permettant aux troupes du pays d’intervenir dans les
affaires des pays voisins et aux troupes etrangères d’utiliser le
territoire turc pour la lutte contre les organisations terroristes.

la Turquie, qui entretient des relations hostiles avec l’Armenie et
garde sa frontière avec son voisin oriental ferme, a ete accuse par
l’Armenie d’avoir une main dans un certain nombre de developpements
en Syrie, y compris l’attaque par des militants islamistes contre
la ville peuplee armenienne de Kessab en Mars et l’explosion d’une
eglise armenienne a Deir ez-Zor.

Pendant ce temps, l’adoption de la loi mentionnee en Turquie a ete
consideree par les experts internationaux comme un choix difficile pour
Ankara, qui a donc decide de rejoindre la communaute internationale
dirigee par les Etats-Unis qui a decrit l’Etat islamique de Syrie et
d’Irak (EI ) comme l’une des menaces qui pèsent sur le monde. Avant
la Turquie avait non seulement refuse de se joindre a la coalition,
mais aussi, selon les rapports, finance la fourniture d’armes a l’EI
et aussi ne pas laisser la coalition utiliser la base militaire de
l’OTAN qu’elle accueille a Incirlik.

Et maintenant, avec la coalition, la Turquie lutte contre les
islamistes. Le ministère des Affaires etrangères de la Syrie, qui
avait deja preconisees des frappes contre l’EI par la coalition
non seulement en Irak, mais aussi en Syrie, a accuse la Turquie
d’intervenir dans les conflits internes du pays. L’Iran a egalement
proteste contre les agissements turcs. Teheran estime que la Turquie
poursuivra ses interets en Irak et en Syrie et sera elle-meme derrière
certains developpements indesirables.

Le vice-president americain Joe Biden la semaine dernière a directement
accuse la Turquie de financer le terrorisme ce qui a pousse le
president turc Recep Tayyip Erdogan a exige des excuses. Des excuses
ont ete envoyees. Cependant, il est devenu evident qu’aux Etats-Unis
et dans le monde occidental en general, ils considèrent l’entree de
la Turquie dans la coalition non pas sans equivoque et qu’elle n’a
pas abandonne ses plans.

Des experts internationaux n’excluent pas qu’ après la Syrie et l’Irak
des troubles pourraient se propager a la Turquie et l’Azerbaïdjan. La
presse mondiale accuse ces deux pays de soutenir les terroristes
islamiques, surtout après que l’Azerbaïdjan ait fait un rapprochement
sans precedent avec Moscou.

En Azerbaïdjan, ils accusent les Etats-Unis et l’Europe de partialite
et de servir les interets armeniens. A Bakou, les journaux ont
deja fait des hypothèses que certains pays peuvent soutenir les > de djihadistes vers la Turquie et l’Azerbaïdjan dans
le but de construire un nouvel alignement de l’ordre dans la region.

Maintenant, une region plus large que le Caucase est fermee en raison
du blocus de l’Armenie par la Turquie et l’Azerbaïdjan. Ce blocus
est un obstacle non seulement pour la survie et le developpement de
l’Armenie, mais aussi pour la construction de communications regionales
et des liens sans entraves. Il est evident que celui qui parvient a > la region deviendra son maître.

Ce n’est pas un hasard si une entrevue avec l’expert pro-Kremlin
Sergueï Markov est apparu dans les medias azerbaïdjanais affirmant que
les diplomates russes, armeniennes et azerbaïdjanaises sont en train de
negocier pour que le Karabagh cède sept districts de l’Azerbaïdjan

MONTSERRAT CABALLE PERSISTE ET CHANTE AU KARABAGH

Nullement impressionnee par l’inscription sur la liste noire des
personnes indesirables en Azerbaïdjan que lui avait value une première
visite au Haut Karabagh en 2013, la cantatrice catalane mondialement
connue Montserrat Caballe se rendra une nouvelle fois en Artsakh, où
elle donnera un recital en plein air sur la place de la Renaissance,
a Stepanakert, le 14 octobre. La Converse Bank a prete son concours a
cet evenement musical qui ne manquera pas de faire grincer des dents
a Bakou. En 2013, Montserrat Caballe avait visite le Haut-Karabagh
en qualite d’emissaire de la paix des Nations unies. Durant cette
première visite, elle avait rencontre le president de la Republique
du Haut Karabagh, Bako Sahakyan, ainsi que plusieurs personnalites
locales. De cette visite, etait ne l’album, intitule > de Montserrat Caballe, qui avait
ete presente au public le 12 decembre 2013 a Paris.

TOMISLAV NIKOLIC IS THE 27TH PRESIDENT WHO HAS A SPECIALLY NAMED BARREL IN YEREVAN BRANDY COMPANY

In the frames of the official visit to the Republic of Armenia the
President of the Republic of Serbia

Tomislav Nikolic visited also Yerevan Brandy Company. Information
on this is posted on the official Facebook page

According to the visit program the delegation headed by the President
Tomislav Nikolic visited the Ageing Cellar of the Yerevan Brandy
Company, where he was introduced to the rich history and production
process of the Armenian brandy Ararat.

The President stopped at the Peace Barrel, founded in 2001 in honor of
the co-chairs of the Minsk Group of OSCE, visited factory in 2001. The
barrel is called “Peace” as it will be opened when Karabakh conflict
is resolved. Tomislav Nikolic also signed in Ararat memory book.

As part of tradition, a special barrel was founded in the honor of
the President of Serbia. Mr. Tomislav Nikolic is the 27th President
who has a specially named barrel in Yerevan Brandy Company.

At the end of the tour, a bottle of Exclusive Ararat Brandy made from
the rarest spirits of the company has been presented to the President.

Yerevan Brandy Company is the exclusive producer of ARARAT Brandies
is the direct successor of Armenian brandy-making traditions,
established in1887. Yerevan Brandy Company is the biggest taxpayer
of the field and the biggest grape buyer in Armenia. In 1999 Yerevan
Brandy Company joined the Pernod Ricard Group, the world co-leader
of the Wine & Spirits industry, which unites such brands as Chivas,
Absolut, Martell, Jameson and others.

Armenia’s urban development minister, who was formerly the chief
architect of Yerevan, expresses his disagreement to the widespread
belief that the capital city is losing it one-time local color.

In an interview with Tert.am, Narek Sargsyan said he sees that Yerevan
is implementing much more serious civil projects than Tbilisi and Baku,
the capitals of the neighboring Georgia and Azerbaijan. He said the
local architects always demonstratie a unique care for their capital.

“Regardless of the opinions about Yerevan’s image, I definitely hold
the view that Yerevan is developing. I am happy to see that the ideas
about Yerevan, which I and many colleagues of mine share, is that
the identifiable image, including the national features, must by all
means be preserved to help at least central Yerevan to develop. Trends
of modern architecture must exist of course, but we must work to the
best of our efforts to make central Yerevan different from the central
parts of many world cities. This is a task of paramount importance,”
he noted.

Asked why then the Yerevan city authorities did not manage to preserve
the original image of the Covered Market (which was registered as an
architectural monument), with the Zvartnots International Airport’s
old building now being under threat, the former chief architect said
he thinks that a lot more positive has been done in the past decades
against the backdrop of what is widely seen as a failure.

“No decision for pulling down the Airport’s building has been made yet,
but there have been deformations and botched alterations … And the
example you bring [that of the Market] is one of them, but I think
a great deal of work has been done over these years. If I enumerate
the urban development errors of the Soviet years, that’s an incredible
figure. We now have a state with a history of 20-25 years, so it isn’t
possible to do everything within just a fraction of a second. What
we need to consider further is that urban development, as a sector,
has a clear demand in terms of shaping a civil society. So they all
are interconnected with one another,” Sargsyan added.

PRESIDENT SARGSYAN HOSTS CATHOLICOS OF ALL ARMENIANS AND PATRIARCH OF SYRIAC ORTHODOX CHURCH

President Serzh Sargsyan today hosted His Holiness Karekin II, Supreme
Patriarch and Catholicos of All Armenians and His Holiness Moran Mor
Ignatius Aphrem II, Head of the Syriac Orthodox Church and Patriarch
of Antioch and All the East, President’s Press Office reported.

Welcoming the Patriarchs of the Armenian Apostolic and the Syriac
Orthodox Churches, the Armenian President attached importance to
developing relations between the two sister churches and promoting
cooperation. Serzh Sargsyan expressed the hope that the visit of the
Patriarch of the Syriac Orthodox Church will give a new stimulus to
conducting constructive dialog between the two sister churches.

The interlocutors agreed that rooted in the same Christology and
holy tradition, the Armenian and Syriac sister churches have been
operating side by side for centuries making a unique contribution to
strengthening ties between the two friendly peoples. They attached
great value to further reinforcing friendly relations between the
Armenian and Syriac peoples and churches having deep historical roots
and considered the visit of the Patriarch of the Syriac Orthodox
Church as a mutual desire to enhance ties.

According to President Serzh Sargsyan, the loyalty to spiritual values
and traditions is the guarantee of the Armenian and Syriac peoples’
millennial existence.

The Patriarch of the Syriac Orthodox Church underlined with
satisfaction that it is his first post-election foreign visit and he is
happy to arrive in the Republic of Armenia being hosted in the Mother
See of Holy Echmiadzin since he has enjoyed an unconditional friendship
with the Armenian people and the Armenian Apostolic Church for years.

Touching upon the difficult situation in the Middle East, particularly
in Syria, caused by the long-lasting crisis and military operations,
the interlocutors noted that both the Armenian and Syriac peoples
feel very sorry for that situation because Syria is a second homeland
to numerous Armenians and Syriacs. They were sorry to mention that
together with the local population, the Armenian and Syriac communities
in Syria continue to suffer casualties and material losses.

President Serzh Sargsyan underscored that since the very beginning of
the Syrian crisis Armenia has favored a rapid and peaceful resolution
based on nationwide dialogue and it is doing its best to make a
modest contribution to that by permanently speaking out against the
barbarities of Islamic extremists towards religious and national
minorities as a result of the crisis in the Middle East.

NKR PRESIDENT, MEP ELENI THEOCHAROU DISCUSS EUROPE-ARTSAKH COOPERATION

On 12 October Artsakh Republic President Bako Sahakyan received member
of the European Parliament, head of the EU-Armenia Parliamentary
Friendship Group Eleni Theocharous.

A number of issues related to the Europe-Artsakh cooperation,
regional processes and the Azerbaijani-Karabakh conflict settlement
were touched upon during the meeting.

President Sahakyan said the development of relations with Europe is
among the most significant directions of Artsakh’s foreign policy and
added that official Stepanakert is interested in further deepening
of cooperation.

LA ZONE TAMPON VOULUE PAR ANKARA VISE AVANT TOUT A MAETRISER LA QUESTION KURDE

La zone tampon reclamee par la Turquie dans le nord de la Syrie a des
objectifs humanitaires, face a l’offensive des jihadistes sur Kobane,
mais Ankara cherche surtout a empecher l’emergence d’une region
autonome kurde a ses frontières, selon le directeur de l’Institut
kurde de Paris Kendal Nezan.

Q- Pourquoi la Turquie reclame-t-elle depuis 2011 l’etablissement
d’une zone tampon dans le nord de la Syrie ?

R- Cette proposition a en fait un triple objectif : humanitaire, pour
permettre la protection en Syrie meme des populations deplacees par la
guerre et soulager la Turquie (qui accueille deja plus d’1,5 million
de refugies syriens, ndlr). Strategique, pour proteger l’opposition
armee au regime de Bachar al-Assad, qu’Ankara veut voir tomber, et
avoir ainsi une carte maîtresse dans les negociations lorsque viendra
la periode post-Assad. Mais l’objectif politique crucial, pour Ankara,
est d’inclure les zones de peuplement kurde dans cette “buffer zone”
(zone tampon) afin d’empecher toute possibilite d’emergence d’une
region autonome kurde en Syrie.

Q- Paris a soutenu cette proposition de zone tampon, Washington affirme
qu’elle n’est pas a l’etude, comment analysez-vous l’attitude de la
coalition face a la situation actuelle a Kobane ?

R- La communaute internationale n’a rien fait pour ces malheureux
Kurdes de Syrie. On les abandonne, en sous-traitant la question a
Ankara. Les chancelleries occidentales font le service minimum. Après
tous ces grands discours sur “la menace globale” que represente
l’Etat islamique, et sur la necessite et l’urgence de la mobilisation
internationale, on abandonne aujourd’hui des hommes et des femmes qui
se battent desesperement sur le terrain contre les jihadistes. Cela
montre toute l’incoherence de cette politique. On est dans de la
pure rhetorique.

Q- Quelles sont les perspectives ?

R- Si Kobane tombe, les jihadistes s’attaqueront ensuite a un autre
objectif, la region d’Afrin, une enclave kurde au nord d’Alep, qu’on
appelle la “montagne kurde”. Et personne ne fera rien, car les Kurdes
syriens sont consideres comme des dommages collateraux.

Ecologist: Negative balance of Sevan may exceed 12 sm by the end of
the current year

The negative balance of Lake Sevan may exceed 12 sm by the end of the
current year, the head of “EcoLur” NGO, Inga Zarafyan, told Arminfo
correspondent.

In March 2014 Hydrometcenter predicted worsening of the water regime
of rivers because of low rainfall in autumn 2013, especially in
October-November, as well as low snowfall in winter.

Zarafyan said that when voicing the forecast on Sevan level, Hydromet
took into consideration only the climate and weather conditions. “If
we add legal and illegal water release from the lake, in that case the
negative balance will exceed 9-12 sm”, – she said and recalled that
according to the decision of the government, water release from Sevan
Lake were increased up 170 million sq/m.

She said that such a pressure on the lake contains serious risks to
the ecological system, including fish and plants. “We already have
some disappeared ecosystems, for instance, such rivers as Akhtala,
Karchevan and Vokhchi died because of the mining industry development.
And now we shall have another disappeared ecosystem called Lake
Sevan”, – the expert concluded.

Iran hosts retrospective on Loris Tjeknavorian’s music arts

Iranian Artists Forum (IAF) has held a retrospective of works by the
world-renowned Iranian composer Loris Tjeknavorian.

A number of Iran’s leading music artists and cineastes attended the
opening gala held on October 9.

“Tjeknavorian is a professional conductor who is well aware of his
job. He is also a painter, a musician, or perhaps a filmmaker in the
future,” said Iranian composer Hushang Kamkar at the ceremony.

Tjeknavorian was also honored with the lifetime achievement award
during the gala.

Tjeknavorian has made nearly 100 recordings and written more than 75
compositions, including symphonies, operas, requiems, chamber music,
ballet music, concertos, choral works and an oratorio.

He has conducted international orchestras throughout the world in
numerous countries including Austria, the UK, the US, Canada, Hungary,
Finland, the former USSR, Armenia, Thailand, Hong Kong, South Africa,
and Denmark.

The literary opera, Rostam and Sohrab and the requiem Departed and the
Survived are among his best-known works.

Tjeknavorian has received numerous international awards such as
Austria’s Cross of Honor for Science and Art First Class.
