A l’heure où Nicolas Sarkozy revient en sauveur, il n’est pas inutile
de dresser le bilan de sa politique étrangère.

Avec la Turquie, le bilan est plus consternant encore. Comme cela
était à prévoir, le blocage névrotique des négociations d’adhésion de
cette dernière à l’Union européenne l’a encouragée dans une diplomatie
de substitution.

Triomphalement élu à la présidence de la République au mois d’août,
Recep Tayyip Erdogan se sent pousser des ailes. La tentation sera
grande pour lui de faire cavalier seul, sans trop d’égards pour les
intérêts et la sécurité de l’Europe. L’agressivité de Nicolas Sarkozy
à son encontre n’a pas favorisé son dialogue délicat avec l’Arménie,
contribuant à rejeter celle-ci dans les bras de la Russie et à
cimenter la collusion entre la Turquie et un Azerbaïdjan fort de ses
pétrodollars. Le scandale du 17 décembre 2013, qui a impliqué,en même
temps que l’entourage de M.Erdogan et la banque publique Halkbank, un
homme d’affaires iranien, également détenteur des citoyennetés
azerbaïdjanaise et turque, dans le contournement des sanctions contre
l’Iran, à grand renfort de trafics d’or et de devises, donne un avant
goût des potentialités de l’économie de l’ombre que conforte le rejet,
par l’Union européenne, de la candidature d’Ankara.

L’énormité de ce > vis-à-vis de la Turquie ne doit pas
dissimuler une autre erreur d’appréciation, plus lourde encore,
peut-être, de conséquences. Nicolas Sarkozy est parvenu à faire passer
sa médiation entre la Géorgie et la Russie, en 2008, pour un grand
succès de son volontarisme diplomatique. Or, c’est oublier que cet
accord bclé,dont la traduction en russe n’avait même pas été vérifiée
– elle parlait de > des troupes russes, et non de leur >, comme dans les versions française et anglaise -,a permis à
Vladimir Poutine de s’emparer de l’Ossétie du Sud à la faveur d’une
guerre d’agression dont il reconnaîtra ultérieurement qu’elle était
préméditée. Venant après la satellisation par Moscou de l’Abkhazie
sécessionniste, l’invasion de la Géorgie ouvrait la voie au
démembrement de l’Ukraine.Nous y sommes. Certes, il ne s’agit pas
d’imputer à Nicolas Sarkozy la responsabilité de ces crises qui se
sont enchaînées et imbriquées.Néanmoins,il y a répondu avec une
désinvolture qui fait douter de sa stature d’homme d’Etat. Sa
politique étrangère a été la plus mauvaise qu’ait connue la Ve
République. Est-il encore besoin d’ennemis, avec un tel > ?

Les atrocités de Dahesh sont une gifle, notre indifférence en est une
plus grande

Alors que les jihadistes de l’Etat islamique livrent un combat acharné
aux Kurdes et aux Yezidis en Irak, notre contributeur enjoint François
Hollande à agir pour mettre un terme au massacre en cours.

Monsieur le Président de la République,

Le 6 juin dernier, nous avions célébré le soixante-dixième
anniversaire du “Jour J”, jour du débarquement des forces alliées en
France. Nous rendîmes ainsi hommage à l’engagement désintéressé de
troupes venues par millions des États-Unis, du Canada, du Mexique,
d’Australie, d’Afrique et du Moyen-Orient.

Nombre de ces soldats moururent pour libérer la France de l’occupation
Nazie. En une journée, 2 500 d’entre eux furent tués pour le seul lieu
d'”Omaha Beach”, sur les plages de Normandie.

Soixante-dix ans plus tard, et devant les atrocités commises par les
forces de Dahesh à Qaraqosh et Sinjar, nous autres occidentaux sommes
satisfaits par le modeste parachutage de nourriture et d’eau aux
survivants, qui fuient un nouveau génocide.

Les membres de l’État Islamique ne sont pas plus tolérants que ne
l’étaient les Nazis. Ils sont cependant bien plus barbares et beaucoup
plus audacieux. Et alors que les Nazis cachaient au monde entier
l’existence des chambres à gaz, les forces de Dahesh sont, elles,
fières d’exhiber leurs atrocités.

Nous, français civilisés du XXIème siècle, ne consentîmes à une
implication militaire que lorsque nous avons craint une attaque
terroriste contre la France. Mais là encore, notre Président, suivant
les pas du président des États-Unis Barack Obama, a promis qu’il n’y
aurait “pas de troupes sur le terrain”.

Quelles sont les raisons qui nous empêchent d’intervenir pour sauver
les victimes de la barbarie et d’un génocide ? Les forces de Dahesh
sont-elles supérieures à celles des Nazis, ou bien les Yezidis et les
Kurdes sont-ils des êtres humains de seconde zone comparés aux
Français, qui eux, pourtant, furent libérés par les forces du monde
entier, et précisément par les combattants de la liberté de Syrie et
d’Irak ?

La société occidentale serait-elle devenue honteusement égoïste, ou
bien manquons-nous de dirigeants comme Eisenhower ou le général de
Gaulle qui savaient guider et inspirer les populations, plutôt que de
suivre les sondages pour prendre une décision ?

Quelle honte pour nous de rester spectateur de villes tombant les unes
après les autres sous le joug de la barbarie

Quelle honte pour nous de regarder les citoyens Kurdes, surpassés en
nombre, défendre la dernière ville de Kobane

Quelle honte pour nous de laisser la Turquie – qui a permis aux
djihadistes de Tchétchénie, d’Afrique du Nord et même d’Europe
d’entrer quotidiennement en Syrie par bus entiers – fermer ses
frontières avec la Syrie pour empêcher les Kurdes d’aller aider leurs
frères de Kobane et défendre leurs maisons !

Où sont nos dirigeants ? Où sont nos chefs ? Pourquoi les journalistes
ne se contentent-ils que de retransmettre modestement ces informations
? Les médias et l’ensemble de la France ont été bien plus touchés par
la décapitation d’un seul Français innocent, que par les milliers de
victimes civiles en Irak et en Syrie.

L’homme, autrefois assassin et cannibale, n’est aujourd’hui
qu’assassin. Nous avons néanmoins foi en l’amélioration de l’humanité.
Nous avons foi en l’espèce humaine, et malheureusement, parfois, nous
sommes brutalement remis à notre place par des gifles. Les atrocités
de Dahesh sont une gifle ; notre indifférence en est une plus grande.

Lors du procès de Nuremberg, nous pensions que l’horreur que fut
Auschwitz ne pourrait plus avoir lieu ; et pourtant le Dahesh nous
ramène un siècle plus tôt en utilisant les mêmes méthodes barbares que
ceux qui ont perp̩tr̩ le g̩nocide arm̩nien en 1915 Рd̩capiter les
adultes et les enfants Рironiquement dans cette m̻me r̩gion.

La semaine dernière, les forces de l’État Islamique ont détruit le
mémorial de Deir ez-Zor – le “Auschwitz du génocide arménien”. Je
suppose que les dirigeants occidentaux n’ont pas remarqué ce petit
“détail de l’histoire” du haut de leur trône, ou peut-être sont-ils
bassement occupés à étudier les sondages d’opinion de popularité, pour
commenter ou condamner cet évènement.

Monsieur le Président, malgré ma frustration devant notre inaction et
notre indifférence, je reste respectueux de l’initiative que vous avez
prise au Mali et en République centrafricaine, ainsi que de vos
engagements à défendre les valeurs humaines et le droit à la mémoire
et à la vérité.

On 24 October Artsakh Republic President Bako Sahakyan visited the
Tonashen village of the Martakert region and partook there in a solemn
ceremony of opening the memorial of Artsakh prominent political and
military figure Shahen Meghryan.
The President granted posthumously the highest Honorary Title of the
“Hero of Artsakh” to Shahen Meghryan for exclusive services, courage
and valor shown during the organization of the Nagorno Karabagh
Republic’s defense and handed in the Golden Eagle Order to Shahen
Meghryan’s son.
The Head of the State appreciated Shahen Meghryan’s role in the
Artsakh national-liberation struggle, the state building process in
Artsakh, underlining that his life and activity were among the finest
examples of faithful devotion and service to the Motherland.
President Sahakyan also decorated with awards a group of
freedom-fighters of the Shahoumyan self-defense detachment for courage
and personal bravery shown in the course of the combat activities
defending the Motherland. Two servicemen were awarded with the “For
Courage” medal, six servicemen with the “For Service in Battle” medal,
three of them posthumously.
Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, defense minister Movses Hakobyan,
representative of the Armenian Revolutionary Federation
(Dashnaktsoutyun) Party Bureau Hrant Margaryan, other officials,
guests from Armenia and abroad partook in the event.

Krikor Sevag Mekhitarian at American Continental Championship

Grce au service volontaire européen, les deux jeunes Manceaux vont
passer dix mois dans ce pays.

Pierre (24 ans) et Morgane (21 ans) se sont envolés il y a quelques
jours pour l’Arménie, où ils séjourneront dix mois. À l’occasion d’un
service volontaire européen. Ce service s’adresse aux jeunes de 17 à
30 ans, et l’Union européenne prend en charge les frais de transport,
hébergement et nourriture.

Dr. Titley : With social media comes opportunities for hate speech

Ä°STANBUL (CÄ°HAN)- Irish scholar Dr. Gavan Titley spoke to an audience
addressing “hate speech” in social media at BoÄ?azici University in
Ä°stanbul in a program presented in partnership with the Hrant Dink
Foundation on Thursday.

His presentation entitled, `The circulation of `hate `in a hybrid
media environment: System, context and content,’ addressed hate speech
in popular media, particularly social media. Titley’s research focused
on not just the use of hate speech but the qualifications for hate
speech.

Titley explained that social media is commonly accepted as the largest
and most accessible platform for hate speech. Most common social media
websites, especially Twitter and Facebook, which are becoming sources
for news and are free for anyone with access to internet, the hegemony
over who addresses the general public is naturally disintegrating.
Although, Titley argued that there is still hegemony to some degree
within social media that comes from the `power’ or `importance’ of a
person ` as measured by their followers.

With the boom of social media also comes a grey area between what is
professional, what is social and what is political, explained the
scholar. Another aspect about the uncertainty of hate speech is that
while hate speech is a legal matter, it is also a sensual matter,
according to Titley. He explained that if there is a statement that
one sees on the internet and if that same statement was written on a
wall and you see it when walking down the street, and it is offensive
and discriminatory to the extent that it infringes on one freedom or
the right for security, then it should be considered hate speech.

The issue of hegemony in social media and hate speech is a matter that
occurs often in Turkish politics. Only last week, Ankara Mayor Melih
Gökçek made provocative remarks concerning Kurds, Armenians and
atheists on his Twitter page.

The mayor tweeted, `Peace to the Kurds in the east who are putting
their lives on the line for the nation [Turkey] and solidarity and for
Islam.’ In his next tweet, Gökçek continued, `But there are those
posing as Kurds that are actually Armenian atheists… (By the way, I
absolve our Armenian brothers and sisters that are citizens of their
nation.)’ In this message, the Mayor referred to `hidden’ Armenians
who pretended to be Muslim Kurds in the Dersim mountains to avoid
persecution during the massacres of Armenians in 1915.

Mayor Gökçek received a lot of negative feedback and was criticized
for making discriminatory remarks against Armenians and atheists.
Gökçek also illustrates the hegemony that Titley referred to for
although Gökçek is using Twitter — a free, social media platform —
he currently has 2.09 million followers; therefore he holds a greater
chance of being heard, and to be heard is to have power, according to
Titley.

In August, a similar incident involving racist comments came from
President Recep Tayyip ErdoÄ?an. During a television broadcast on Star
TV and NTV, President ErdoÄ?an said: `Let all Turks in Turkey say they
are Turks and all Kurds say they are Kurds. What is wrong with that?
You wouldn’t believe the things they have said about me. They have
said I am Georgian … they have said even uglier things — they have
called me Armenian, but I am Turkish.’ Criticisms were raised about
ErdoÄ?an’s assertion that being Armenian is `uglier’ than being
Georgian.

In his comments, ErdoÄ?an defends his Turkish identity by debasing
remarks that called him Georgian or Armenian, therefore taking pride
in his Turkish identity. Dr. Titley explained on Thursday, that hate
speech is often the result of love. He remarked: `Hate in terms of
nationalism, or hate in terms of anti-feminism, always starts from a
declaration of love. I don’t actually hate them, but I love my country
or I love my identity or I love my language and I’m forced to hate
them because what they [foreigners] have done to me.’ In this way,
ErdoÄ?an is putting down other ethnic groups because he shows that he
holds his Turkishness at greater value and to be considered an
Armenian would be insulting for him.

Armenian Community Hosts Annual Picnic

Malibu’s Armenian community held its second annual picnic on Sunday at
the La Costa Beach Club.

About 75 people attended the event, which was organized by Coldwell
Banker Realtor Ani Dermenjian and her husband, Raffi Dermenjian.
“After several years of planning, we finally launched the first picnic
just last year and since it was such a smashing success with all of
the guests demonstrating enthusiasm, gratitude and high attendance, it
was definitely a motivating factor to make this an annual event,” Ani
Dermenjian said.

Germany to send Kurds weapons in northern Iraq

German Foreign Minister Frank-Walter Steinmeier has said Germany would
also “most likely” provide military training to the Kurdish militant
groups

Germany will send weapons and “most likely” also provide military
training to Kurdish groups in northern Iraq, German Foreign Minister
Frank-Walter Steinmeier said Thursday.

Steinmeier, who is on an official visit to Azerbaijan, said Germany
had been sending humanitarian aid to the Kurdish groups, but noticed
that it was not enough.

“We will send weapons to fight” the Islamic State of Iraq and the
Levant, or the ISIL, he said at a joint press conference with
Azerbaijan Foreign Minister Elmar Mammadyarov.

“We are also discussing military training for the armed Kurdish
groups,” he added.

The German minister said Germany had sent a research commission to
Erbil in northern Iraq and would decide about training of the fighters
upon its return.

He said Germany hoped for positive results in the upcoming meeting of
Azerbaijani and Armenian presidents on October 27 in Paris to discuss
the disputed territory, Nagorno-Karabakh, between the two countries.

Mammadyarov said there was a need to increase the trade volume between
the two countries from the current levels of $3 billion.

Steinmeier also met with Azerbaijan President Ilham Aliyev.

Armenia and Azerbaijan signed a ceasefire agreement in 1994, but it
has been periodically disrupted by cross-border incidents.

Air route to open between Armenia, Crimea

SIMFEROPOL. Oct 23

Grozny Avia airline will open a route from Simferopol-Yerevan on
November 16, Crimean Republic Transport Minister Anatoly Tsurkin told
Interfax on Thursday.

He said that it would be the second international route to open at the
Simferopol Airport after Crimea’s reunification with Russia. In
contrast with charter flights between Simferopol and Istanbul, which
started in July, Simferopol-Yerevan tickets are sold by every booking
network.

“Booking started today, and the first tickets were sold,” Tsurkin said.

According to the minister, flights will be weekly, on Sundays, and
departure from Simferopol is scheduled for 9 a.m. local time (the same
as Moscow time). The duration of the flight is 1 hour and 45 minutes.

Ukrainian airlines stopped flying to and from Crimea in connection
with Crimea’s reunification with Russia in March of this year.

GERMANY INTENSIFIES NAGORNO-KARABAKH PEACE PROCESS WITH RUSSIA

German Foreign Minister Frank-Walter Steinmeier concluded his visit to
the South Caucasus yesterday with a meeting with Armenian President
Serzh Sargsyan and Foreign Minister Edward Nalbandian. Steinmeier
expressed hope that the next round of presidential talks set for
Paris next Monday will bring progress. Nalbandian stated again that
Armenia was ready to settle the problem based on the declarations of
the OSCE Minsk Group.

Heiko Langner, a political analyst in Berlin, said that Germany should
take practical steps towards settlement of the problem. The German
government expressed support for Russia’s efforts as a co-chair of
the OSCE Minsk Group in response to The Left Party, according to
the analyst.

He reminded that Germany mistrusted Russia over the Ukraine conflict.

On the other hand, Russia’s position coincides with the German
stage-by-stage solution for Nagorno-Karabakh.

Langner reminded that Steinmeier had plenty of other topics to discuss
in Armenia and Azerbaijan. In his words, Azerbaijan became reluctant
to sign the EU Association Agreement after Armenia had declared plans
to join the Customs Union of Russia, Belarus and Kazakhstan. Berlin
will try to minimize losses in cooperation with both countries of
the Eastern Partnership.

Steinmeier discussed Armenian-German cooperation with Serzh Sargsyan.

He emphasized plans to activate political dialogue between the two
states and intensify cooperation in the political and economic sectors,
News.am reports.
