Davit Babayan

Yerevan /Mediamax/. Spokesman for the President of the Artsakh Republic
Davit Babayan said there are two preconditions for final NK conflict
settlement.

“First of all, we should restore the full format of the negotiation
process – official Stepanakert does not take part in it. It’s not
right to determine our fate without us. The second precondition is
the review of Azerbaijan’s approach”, he said.

Davit Babayan noted that Azerbaijan’s rhetoric and steps and the
tension ahead of Sargsyan-Aliyev meeting do not provide a ground for
us to expect a breakthrough.

“However, we value any initiative since such meetings grant us a
chance to preserve peace and stability”, he said.

Mercury Has Penetrated Armenian Food Chains: Ecolur.Org

MERCURY HAS PENETRATED ARMENIAN FOOD CHAINS: ECOLUR.ORG

10.27.2014 12:46 epress.am

A dangerous situation has been created by mercury having penetrated
into the Armenian food chains. According to Ecolur.org, Armen
Saghatelyan, Director of the Institute of Ecological Noosphere Studies,
discussed the issue at the introductory seminar of “Initial Evaluation
of Minimata Convention on Mercury in Armenia” project.

“While investigating the level of environmental pollution, we began to
come across different chains of mercury pollution in the biosphere,
and in some areas we discovered that mercury has already penetrated
into the food chains,” said Saghatelyan. He noted that the presence
of mercury has been registered in the north and south of Armenia,
primarily in mining areas, as well as in Yerevan, where mercury is
present in the dust, dirt, and even on mulberry fruit. On 10 October,
2013, Armenia together with 91 other countries signed the Minamata
Convention on Mercury in Kumamoto City, Japan, however, it has not
been ratified yet.

During the seminar, Armenian Minister of Nature Protection Aramayis
Grigoryan gave importance to the studies of the issue of mercury in
Armenia, the results of which would make Armenia’s decision to ratify
the convention more clear.

Ecolur.org notes that “Armenian Women for Health and a Healthy
Environment” NGO’s research results reveal that there is mercury in
cosmetic products and children’s toys sold in the Armenian market,
as well as the sales of flourescent lamps have also increased in
the market.

Mercury has a toxic effect on the nervous, digestive, and immune
system, lungs, kidneys, skin, and on the eyes. Mercury and its
compounds are especially dangerous for pregnant women, because they
threaten the child’s development.

France to host Karabakh talks

The Local, France
Oct 26 2014

France to host Karabakh talks

French President Francois Hollande hosts leaders from Armenia and
Azerbaijan Monday as Europe makes a fresh push to end the festering
conflict over Nagorny Karabakh.

Germany’s Foreign Minister Frank-Walter Steinmeier visited both
countries last week after a sharp escalation in violence over the
disputed region in recent months as war raged in Ukraine.

Although few expect a breakthrough after more than two decades of
bloodshed, it is “important to bring the two presidents together, to
call on them to work together, to get back to the table to reduce
tensions,” a French diplomatic source said ahead of the summit.

Armenian separatists backed by Yerevan seized the mountainous region,
which is mainly inhabited by ethnic Armenians, from Azerbaijan in a
war in the 1990s that left some 30,000 people dead.

Despite years of internationally mediated negotiations since a 1994
ceasefire, the two sides have not yet signed a final peace deal on
Karabakh, still internationally recognised as part of Azerbaijan.

Oil-rich Baku, whose military spending exceeds Armenia’s entire state
budget, has threatened to take back the region by force if
negotiations do not yield results.

Armenia — heavily armed by Russia — says it could crush any offensive.

Last August saw a dramatic surge in violence across the countries’
border and along the Karabakh frontline as more than 20 troops died in
the deadliest clashes since the ceasefire.

Tensions between Azerbaijan and Moscow-allied Armenia have escalated
as Russia confronts the West over Ukraine, where government forces are
battling pro-Russian separatists.

“What happened in Ukraine has had a direct impact” on the conflict, a
source in Hollande’s entourage said, adding that Russia’s annexation
of Crimea “exacerbated the climate”.

Azerbaijani analysts say an increasingly assertive Russia is pursuing
a divide-and-rule policy and has an interest in keeping the Karabakh
conflict in a frozen state to retain its influence over its Soviet-era
vassal Caucasian states.

“Moscow holds the keys to the conflict’s solution, but is
intentionally not using its levers as it has an interest in keeping
the status quo, in maintaining its influence over Azerbaijan and,
especially, Armenia,” Shahin Abbasov, an independent Azerbaijani
analyst, told AFP.

Abbasov said that by hosting talks in Paris, Hollande “aims at
depriving (Russian President Vladimir) Putin of his role as an
exclusive arbiter” in the conflict.

A French diplomat admitted that Hollande will face an uphill battle in
his efforts to facilitate the Armenian-Azerbaijani dialogue.

“It would be extremely surprising to have concrete progress. But there
is a will from President Hollande to make progress with both parties,
to have a dialogue,” the diplomat said.

Hollande will hold separate meetings with Azerbaijani President Ilham
Aliyev and Armenia’s Serzh Sarkisian.

During his talks with Azerbaijan’s strongman Hollande will also have
to deal with Baku’s poor human rights record.

Rights groups say there are dozens of political prisoners in the
tightly-controlled Caspian Sea country and the government has clamped
down on opponents since Aliyev’s re-election to a third term last
year.

Prominent rights activist Leyla Yunus and her husband Arif have been
held and accused of spying for Armenia — charges denounced by the
couple and Human Rights Watch as “bogus”.

The ailing 57-year-old activist’s three-month pre-trial detention was
extended by four months on Friday, despite protests from France and
the United States.

The couple’s daughter, Dinara Yunusova, has urged Hollande to ask
Aliyev to free her parents.

“I would like to ask President Hollande to ask President Aliyev to
free my parents and all other pro-democracy activists still in prison
in Azerbaijan,” she told AFP.

Armenia should be more active over Armenian Genocide problem – MP

Armenia should be more active over Armenian Genocide problem – MP

15:33 * 26.10.14

In an interview with Tert.am, Armenian crossbencher Edmon Marukyan
spoke of the approaching centennial of the Armenian Genocide.

“The government has its functions, but is should not always raise
problems that could cause harm to its international relations.

Relevant organizations represent the interests of Armenians in the
west and raise the problem of their rights,” the MP said

The organizations in question would act correctly if their raised
their problems within law, in Turkey’s judicial bodies, he added.

“I am not naïve to believe that Turkey’s courts will uphold the
claims. However, it would be a start. That is, by employing the
mechanisms they could take their cases to the European Court of Human
Rights. Numerous verdicts against Turkey have been returned in
Cyprus-related cases,” Mr Marukyan said.

It is important to record seizure of property and murders.

“As a state, Armenia could raise the problems at the United Nations,
but the way of doing it should be different from that of
organizations,” Mr Marukyan said.

Certain issues need to be raised jointly, others do not. Since Armenia
is negotiating re-opening of border with Turkey, raising such problems
could prevent the negotiation from producing results.

“Let the border be opened and diplomatic relations established, and
organizations defend their rights.”
