According to the report of citizen Lusik M., a criminal case was
instituted based on the materials prepared in the Special Investigation
Service under Part 1 of Article 184 of the Criminal Code, the SIS
Press Service reports.

According to the citizen’s report, the employee of Lori regional
administration of the Police gained her trust, suggested her to set
up a joint business for which her apartment was pledged to the bank.

The sums taken from the bank, as well as the sums granted by him to
the police officer later as a result of nonpayment by him to the bank,
the bank put up the above apartment for auction, as a result of which
he sustained a substantial amount of property damage.

A preliminary investigation is under way.

The suspect or the accused of the alleged offence is deemed innocent
unless his or her innocence is proved by virtue of the effective court
verdict in the manner prescribed by the Criminal Procedure Code of
the Republic of Armenia.

The 2nd Annual Business Innovation Forum kicked off in Dilijan today.

“The development of the national innovation system is one of the
government priorities,” Prime Minister Hovik Abrahamyan said in his
opening remarks.

“In the modern world it’s hard to overestimate the role of information
technologies in the development of technological innovations and
formation of knowledge-based economy,” he added.

According to the Prime Minister, Armenia is implementing a number
of programs targeted at the development of modern innovation
infrastructures – research and educational centers, techno-parks,
labs, accelerators that will promote the progress of the IT sphere.

“Today it’s hard to imagine a sphere of public relations, economy and
science where high technologies would not play a crucial role. When
implementing refomrs in any field, the solutions and products of the
IT sphere cannot but be taken into consideration. This is the only
way to increase the production and raise the competitiveness level,”
Hovik Abrahamyan said.

The 2nd Innovation Forum is held under the slogan “Armenia among 20
most innovative countries in the world in 2018.” The forum aims to
develop the targeted direction of innovative development in Armenia
and determine the necessary actions that will be put on the agenda
of the Armenian government, the private sector and international
organizations.

YEREVAN, OCTOBER 30, ARMENPRESS: The Armenian Jewelers Foundation,
established a year ago, is headed by the Canadian Armenian Pierre
Akkelian. Earlier he was the President of the Canadian Jewelers
Union and then he became one of the founders of the Armenian Jewelers
Association, established in 1997. Due to the efforts made by the AJA,
the 4 th gold exhibition Yerevan Show took place in the newly opened
Meridian free economic zone.

Armenpress presents an interview with Pierre Akkelian.

– What is the main aim of the Foundation?

– The Armenian Jewelers Foundation was founded a year ago and has
three objectives. First, it is the registration of the history of the
Armenian jewelers. For centuries we have had many prominent jewelers
in our nation, though we have little information about those parts of
our history. In times of the Byzantine or Ottoman Empires it was said
that this or that emperor or sultan presented a marvelous jewel to
somebody, though it was never mentioned who had made the jewel. This
history should be written down and be presented to the world. The
second part of our activities is devoted to the fact that today the
best jewelers of the world are Armenians. You will see it, when you
get acquainted with the biographies of the people, working inside
the famous brands. We must introduce our stars to the world. And out
third aim is to prepare the next generation.

– What activities implement the Foundation?

– At present we work on the organization of an exhibition of the
Armenian jewelers in Sankt Petersburg. A collection of treasures,
made by Armenian jewelers, has been discovered at the Sankt Petersburg
Demographic Museum, made in 1916 though then it was forgotten. Ahead
of the 100th anniversary of the Armenian Genocide we must show that
collection to the world. The collection was created by the Russians
with the funds of a person, named Miller. By the instructions of the
Russian Tsar, they came to collect samples to present the works of
the Armenians at the museum, as they were afraid that it could be
destructed. Thus, we must show these samples in token of our existence.

On Oct. 29, Ambassador of Germany to Armenia Rainer Morel praised
the meeting of the Presidents of Azerbaijan, Ilham Aliyev and Serzh
Sargsyan held Oct. 27 in Paris, Mediamax said.

“We were very happy with the initiative of the President of France
to organize a meeting, but we shouldn’t be too optimistic and expect
great results from one meeting,” said the ambassador, speaking at a
joint press conference with the British ambassador. “It is important
that the dialogue between the leaders continues, and it’s already
for the third time that they met this year.”

Rainer Morel said that the two leaders “should try to engage in
meaningful negotiations.”

The ambassador said that Germany supports the efforts of the OSCE
Minsk Group and believes that this is the only acceptable format for
the continuation of negotiations.

British ambassador Katherine Leach, in turn, welcomed the fact that
the presidents of Armenia and Azerbaijan began to meet more often.

Joint meeting of Azerbaijani President Ilham Aliyev and Armenian
President Serzh Sargsyan with the co-chairs of the OSCE Minsk Group
took place in Paris Oct. 27, the official website of the Azerbaijani
president said earlier.

The meeting took place at the initiative of French President Francois
Hollande. Then there was a meeting of President of Azerbaijan Ilham
Aliyev and President of Armenia Serzh Sargsyan.

Thereafter, a joint meeting of French President Francois Hollande,
Azerbaijani President Ilham Aliyev and Armenian President Serzh
Sargsyan with the co-chairs of the OSCE Minsk Group took place.

The conflict between the two South Caucasus countries began in
1988 when Armenia made territorial claims against Azerbaijan. As a
result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

Armenia and Azerbaijan signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations. Armenia has not yet implemented
four U.N. Security Council resolutions on the liberation of the
Nagorno-Karabakh and the surrounding regions.

During a visit to the South Caucasus region in May, French president
reaffirmed the commitment of France as a co-chairing country of the
Minsk Group to continue mediating to search for a peaceful solution
to this conflict, twenty years after the ceasefire agreement entered
into force.

Telethon 2014 Renews Push to Connect Northern Armenia and Karabagh

NEW YORK-Armenia Fund USA recently announced the start of the
telethon campaign season leading up to the Thanksgiving Day live
broadcast. It’s the time of year when donors worldwide show
their support for vital initiatives aimed at making Armenia and
Nagorno-Karabagh good places to live, work, and raise families.

Last year’s telethon raised more than $22 million to launch the
construction of the Vardenis-Mardakert Highway, designed to connect
communities on the northern border of both Armenia and Karabagh. Yet,
in a departure from previous years, which saw a different project
highlighted with each new telethon, the All Armenian Fund and
its affiliates will once more make this grand-scale project the
campaign’s centerpiece. Given the troubling twists and turns
with Azerbaijan this year, the border hostilities and geopolitical
complications have put national security back on urgent status. It
was decided that a second aggressive push to complete this massive
infrastructure project was warranted.

Khoren Bandazian, the chairman of the board of Armenia Fund USA, put
it into perspective: “Just as the Goris-Stepanakert Highway and
the North-South Highway were indispensable to the national security
and economic development of both republics in the early years of
independence, the 117-kilometer Vardenis-Mardakert Highway will
create access to a now isolated and vulnerable region. By linking
these communities with a modern roadway, we will strengthen economic
activity in the area and also fortify the defense of the region.

That’s why we are asking our Eastern U.S. region constituents
to think strategically and act generously.”

Since breaking ground last year, the reconstruction and renovation
of this critical route has been well under way. Earthworks are being
performed simultaneously across 12 sections of the highway. This
entails blasting rocks, leveling surfaces, widening roads, and
transposing existing engineering structures. In addition, crews are
installing gutters as well as building embankments and crash barriers.

This phase is expected to be completed before the new year, which
will allow for passenger cars to cross from the Gegharkunik region
in Armenia to the Mardakert region in Karabagh. As a result, travel
time will be significantly reduced and community interaction and
cooperation will be facilitated as never before.

Still to come are the final phases, including paving roadways and
installing traffic signage, painting lane indicators, and building
rest stations, due to be implemented with the funds raised from the
Telethon 2014 campaign.

Prior to the broadcast, Armenia Fund USA will reach out to Eastern
Region communities with a direct mail campaign soliciting “early
bird” donations, which can be contributed by phone, online, or
regular mail. These funds will be combined with those raised during
the broadcast and included in the final tally to be announced at the
end of the telethon broadcast.

The United States, as the co-chairman of OSCE Minsk Group, has made no
statements about the return of the occupied Azerbaijani territories
for over 20 years, deputy acting secretary of the ruling party Yeni
Azerbaijan, MP Siyavush Novruzov said Oct. 28 during the discussion
of current issues in the parliament.

He said that despite the repeated holding of democratic election in
Azerbaijan, the United States did not make such statements.

“This is another clear example of the dual policy of international
organizations, large states,” Novruzov said. “Therefore, we propose
to send an appeal to the co-chairman countries of OSCE Minsk Group
and demand to clarify these issues on behalf of the Milli Majlis.”

It has not been long since election in Ukraine finished, followed by
announcement of the results, and the US has already made a statement
that this election was fair, transparent and correct, the deputy said.

“We do not interfere in this election, it is their internal matter,”
Novruzov said. “But it is impossible to remain silent when we see such
attitude of the United States. We all know how parliamentary election
was held there. But the US leadership, which promotes democracy and
justice in the world, declared the validity of the election right
away and their readiness to help in the return of Crimea to Ukraine.”

Armenian and Azeri leaders have agreed to pursue talks over the
disputed Nagorno-Karabakh region after resuming direct contacts at
a meeting in Paris on Monday, the French government said.

“Status quo is not sustainable,” the office of French President
Francois Hollande said after he hosted talks between Azerbaijan’s
Ilham Aliyev and Armenia’s Serzh Sargsyan, following an increase in
clashes over the region during the summer.

The two leaders agreed to exchange information about people who
have gone missing in the fighting over Nagorno-Karabakh, Hollande’s
office said.

Fighting in Nagorno-Karabakh first erupted in 1991, when the Soviet
Union broke up. A ceasefire was called in 1994 after more than 30,000
people were killed in the fighting. The two sides have regularly
traded accusations of further violence around the region and along
the Azeri-Armenian border.

The presidents of Armenia and Azerbaijan “have agreed to continue
the dialogue, in particular with a new meeting in September 2015
in the margins of the United Nations General Assembly in New York,”
Hollande’s office said.

Energy-producing Azerbaijan, host to oil majors including BP, Chevron
and Exxon Mobil, frequently threatens to take Nagorno-Karabakh back
by force and is spending heavily on its armed forces.

Russia, like France, is one of the sponsors of international efforts
to find a solution to the conflict. In August, Russian President
Vladimir Putin had hosted a meeting between the two heads of state,
after more than a dozen people were killed in clashes.

The meeting had given him a chance to play a peacekeeping role in
the former Soviet Union at a time when the West is accusing Moscow
of backing pro-Russian separatists in Ukraine.

Harold A. Bagdasarian, a Sacramento entrepreneur, impresario and car
buff who founded one of the premier shows for custom-made vehicles
in the country, died Oct. 16 at 91.

Mr. Bagdasarian, who started in the cab business, was a showman with
an enduring passion for automobiles. As president of the the Capitol
City Auto Club, he persuaded members to put on an exhibition to settle
friendly arguments over who had the most beautiful roadster. The
contest drew 22 vehicles and fewer than 300 spectators to the Capitol
Chevrolet auto dealership at 13th and K streets in 1950.

Tapping into the popular California car culture that grew after World
War II, he promoted the show on his own and moved to bigger venues.

Held since 1970 at Cal Expo, the Autorama became the West Coast’s
biggest indoor custom-car and hot-rod show. Each year, tens of
thousands of fans gather to marvel at hundreds of exotic cars, trucks,
vans and motorcycles.

Besides vehicles from leading custom builders, the multiday event
features popular cars from movies and TV shows and guest appearances
by athletes, Hollywood entertainers and other celebrities.

“He had model cars for the kids, soap-opera stars for women, something
for everybody,” his daughter Linda Winther said. “He wanted the show
to be for the whole family, not just the guys.”

Mr. Bagdasarian was known nationwide as a car show promoter. He managed
and had ownership interests in several major Northern California
auto events, including the Grand National Oakland Roadster Show,
World of Wheels in San Mateo and the San Jose Autorama. He promoted
motorcycle races at Hughes Stadium, produced indoor midget car races
at Cal Expo and organized hydroplane races at Folsom Lake.

He sold his interest in the Sacramento Autorama to local auto legend
Don Tognotti in 1991. The event changed hands again and has been
owned since 2005 by Southern California promoter John Buck.

Mr. Bagdasarian “was so important to the custom-car world,” Buck said.

“The most important award at the Autorama is named after him – the
H.A. Bagdasarian World’s Most Beautiful Custom Award. He really was
a pioneer.”

Born in 1923 to Armenian immigrants in Fresno, Mr. Bagdasarian settled
in Sacramento with his family in 1940. He worked in his parents’
grocery store on Second Avenue in Oak Park and served as a gunner
aboard bombers in the Army Air Corps in World War II.

He started Capitol Cab Co. in 1947 and opened a five-minute car
wash on L Street with his brother Elmer, Winther said. He founded
a theatrical searchlight company, developed a battery-operated air
freshener and started a business renting cellphones for business trips.

“If somebody came to him with a good idea for a business, he was
interested,” his daughter said. “He knew a good thing when he saw it
and said, ‘I can help you.'”

In addition to his daughter, Mr. Bagdasarian is survived by his wife of
70 years, Willi; a son, Bud; a sister, Lucy Wheeler; two grandchildren;
and four great-grandchildren.

A service was held Oct. 24. In lieu of flowers, memorial donations
may be made to any charity.
