Approbation unanime pour la construction d’une Eglise arménienne

La Commission de planification de San Diego a approuvé à l’unanimité
la construction de l’Eglise Saint Garabed, une église arménienne
devant être construite à l Camino Real.

Les plans sont travaillés depuis six ans.

La dernière étape de ce long processus sera l’approbation par la
commission de l’état.

Au fil des ans, le projet a rencontré des difficultés en raison de sa
proximité avec des terres protégées dans le cadre du programme de
conservation des espèces de la ville ainsi que des questions d’accès.

Le site est de 13,4 hectares, et les btiments de l’église seront
construits sur 4,2 hectares en préservant 9,18 hectares du site. Les
plans comprennent une église de 350 places et un sanctuaire construit
dans le style arménien, atteignant 93 mètres de hauteur au sommet de
la croix. Le lieu comprendra également un centre de loisirs pour les
jeunes, une salle polyvalente de 500 places et un btiment culturel /
éducatif.

In an interview with Tert.am, Head of the Armenian delegation to the
OSCE Parliamentary Assembly Artashes Geghamyan commented on the
statements by Thomas de Waal, Senior Associate, Russia and Eurasia
Program, Carnegie Endowment, and Armenian President Serzh Sargsyan.

According to Mr Thomas de Waal, the “incidents are an illustration of
the increased militarization of the Nagorno-Karabakh ceasefire line
over the last 20 years – the most militarized zone in Europe.”

On the other hand, Armenia’s president stated that no war was going to
break out.

Even if any plans to provoke war in the region are being devised, it
is certainly being done by Turkey because it is seeking to destabilize
the South Caucasus to divert the international community’s attention
from the activities of the Islamic State of Iraq and the Levant along
the border of Turkey, Syria and Iraq.

“Mr Thomas de Waal must have certain grounds for his conclusions. He
studied at Oxford and later wrote a most interesting paper, Black
Garden: Armenia and Azerbaijan Through Peace and War, which showed a
more or less impartial approach. He has more contacts with Western
experts and, as Senior Associate at the Carnegie Endowment, must have
arrived at this conclusion. It is suggested that such plans may be
devised, but President Serzh Sargsyan’s statement ruling our war in
the region is based on much more reliable data. We should not forget
the detailed talks over the problem between the Russian and
Azerbaijani Presidents, Vladimir Putin Ilham Aliyev, in Sochi, between
US Secretary of State John Kerry and Ilham Aliyev in Newport, Wales,
and between the Armenian and Azerbaijani presidents in Paris, mediated
by French President François Hollande. In other words, the last two
months and a half have seen talks between the Armenian and Azerbaijan
presidents and the leaders of the OSCE Minsk Group co-chairing states.
Moreover, following the Paris meeting our FM Edward Nalbandian noted
positive aspects of the meetings. Therefore, the Armenian president
stated (doing so during large-scale military exercises in
Nagorno-Karabakh) there was no threat of war. I think that one of the
reasons for Serzh Sargsyan’s statement is the fact that by unleashing
war after the Minsk Group co-chairing states’ leaders reached certain
agreements Azerbaijan would show its disrespect for the Russian
president, the US Secretary of State and the French president. Another
question is that our supreme commander-in-chief’s statement foiled the
plots to destabilize the South Caucasus devised by Azerbaijani and
Turkish strategists. Azerbaijan wanted Armenia to retaliate in such a
way as to neutralize the extremely negative reaction to Azerbaijan’s
act – downing a Nagorno-Karabakh MI-24 helicopter, which had not
actually reached the Line of Contact. This is evidence that, even
after Azerbaijan resorted to such a provocation, that their plot was
foiled, and that country is in an unfavorable situation now. It is
clear that Azerbaijan is well aware it cannot any more avoid honoring
the agreements reached during the last two months and a half at the
meetings with the Minsk Group co-chairing states’ leaders.

As supreme commander-in-chief, President Serzh Sargsyan is well
informed of the military potential and morale in the armed forces of
Nagorno-Karabakh and Armenia. A man who saw war, a victorious
commander and hero of Artsakh [Nagorno-Karabakh] will never say
anything absurd about such a serious matter. Moreover, by his
statement he re-affirmed Armenia’s commitment to the agreements
reached in Sochi, Newport and Paris.

MOSCOW, November 14 (RIA Novosti) – The acknowledgment of the facts
behind the Armenian genocide are in the interests of both Turkey and
Armenia, the United States’ newly appointed ambassador to Turkey said
Friday.

“We continue to believe that a full and frank acknowledgment of the
facts behind those horrible events and this terrible set of massacres
and tragedies that occurred is in the interest of both Turkey and
Armenia,” John Bass said in an interview with the Hurriyet newspaper.

According to the ambassador, this acknowledgment is “important to
building the kind of the relationship going forward between the two
countries that we believe is in the interest of both countries and in
the end, our shared interest with Turkey and building and
strengthening stability in this region”.

There are currently no diplomatic relations between Turkey and
Armenia, and the border between the two countries has been closed
since 1993.

The strained relations between the countries are largely due to
Turkey’s open support for Azerbaijan’s position in the
Nagorno-Karabakh dispute, as well as its unwillingness to recognize
the killings of Armenians by the Ottoman Empire as genocide.

An estimated 1.5 million people were killed as the Ottoman government
massacred the Armenian male population and sent Armenian women,
children and elderly on so-called death marches during the First World
War.

office in Russia

“In reference to documents adopted by the Russian Ministry of Foreign
Affairs, I say that the socalled “NagornoKarabakh Republic” has no
office in Moscow”, Polad Bulbuloglu, Ambassador Extraordinary and
Plenipotentiary of Azerbaijan to Russia, said in an interview to Radio
Kommersant, Azerbaijan’s Embassy in Russia told APA.

The ambassador commented on broadcasting the statement of a person
whom the illegal NagornoKarabakh Republic called its representative in
Moscow, adding that the broadcast of that person by such a leading
channel has caused surprise in Azerbaijan:

“As the OSCE Minsk Group cochair country, the Russian Federation
recognizes Azerbaijan’s territorial integrity. NagornoKarabakh,
occupied by Armenian Armed Forces, is a part of Azerbaijan. I ask you
to coordinate your editorial policy with your state policy, because as
the OSCE MG cochair country, Russia’s state policy does not recognize
the socalled “NagornoKarabakh Republic”. I have an official note of
the Russian Foreign Ministry which points out that Russia does not
recognize the socalled “NagornoKarabakh Republic” and NagornoKarabakh
has no representation in Russia,” he said.

Russia-led bloc warns against escalation after helicopter downed in Azerbaijan

Collective Security Treaty Organization (CSTO) Secretary General
Nikolay Bordyuzha has said that the situation in Nagornyy Karabakh
cannot be allowed to escalate following the downing of an Armenian
helicopter by Azeri troops on 12 November, privately-owned Russian
military news agency Interfax-AVN reported on 13 November.

“We are deeply convinced that this situation cannot be allowed to
escalate. This turn of events can be staved off primarily by refusal
to use force, meticulous compliance with ceasefire agreements and the
deliberate denial of provocative actions,” Bordyuzha said.

“The destruction of the helicopter was a dangerous show of violence,”
the CSTO secretariat said in an official statement, in which it
described the situation in the south Caucasus region as “becoming more
and more critical”.

The statement from the CSTO secretariat said that the helicopter had
been shot down while conducting a training exercise and that none of
its crew had survived; however, in an official statement the Azeri
Defence Ministry had said that the helicopter had attempted to attack
Azeri military emplacements.

Downing of helicopter increases risks of retaliatory attacks against
Azerbaijani military helicopters patrolling LoC

Azerbaijan’s Ministry of Defence (MoD) issued a press release on 12
November regarding the shooting down of a Mi-24 helicopter gunship
(NATO designation: Hind). The Azerbaijani MoD claims that it was an
Armenian military helicopter and it had been shot down after it
“attempted to attack” Azerbaijani positions. The incident took place
in the airspace above the eastern part of the Line of Contact (LOC)
separating Azerbaijan proper from the breakaway Nagorno-Karabakh
region. The helicopter crashed 1.7 km northeast of Kengerli village in
Agdam district on the Azerbaijani-controlled territory and 500 meters
from LoC. All three pilots on board are presumed dead. The Armenian
MoD claims that the helicopter belonged to the Nagorno-Karabakh army.
According to the Armenian MoD, it was carrying out a training flight
as part of the large-scale (involving 17,000 Armenian troops and
30,000 Nagorno-Karabakh soldiers) joint operational-tactical exercises
“Unity 2014”, which have been under way since 6 November in the
eastern part of Nagorno-Karabakh. A spokesperson for the Armenian MoD
called the incident an “unprecedented provocation” and vowed “grave
consequences” for Azerbaijan. The European Union and the Organization
for Security and Co-operation in Europe called on both sides to show
restraint.

Significance:This is the second major escalation along the LoC this
year and the first time an aircraft has been shot down in the area
since combat ended in 1994 (seeAzerbaijan: 5 August 2014:Major
ceasefire violation likely intended to put pressure on mediators of
Azerbaijan’s Nagorno-Karabakh conflict with Armenia). Azerbaijan’s
action is likely in response to Armenia’s joint manoeuvres with
Nagorno-Karabakh forces. In the context of Azerbaijan’s considerable
defence procurement, it reflects the country’s increased willingness
to assert more control over its airspace without necessarily
increasing interstate war risks. However, the incident considerably
raises the risk of the downing of Azerbaijani military helicopters,
which resumed aerial patrols along the LoC in August, by
Nagorno-Karabakh forces. The incident in Nagorno-Karabakh is highly
unlikely to have an impact on civilian aviation in Azerbaijan proper.

Armenian President Serzh Sargsian is visiting the self-proclaimed
Republic of Nagorno-Karabakh on Thursday, the head of state’s press
service has told Interfax.

“President of Armenia and Supreme Commander-in-Chief of the Armenian
Armed Forces Serzh Sargsian is paying a working visit to the Republic
of Nagorno-Karabakh today. Sargsian will visit a number of units of
the Nagorno-Karabakh Defense Army together with Nagorno-Karabakh
President Bacho Saakyan, the defense ministers of Armenia and
Nagorno-Karabakh and representatives of the supreme command as part of
the Unity 2014 joint tactical exercises of Armenia and the Republic of
Nagorno-Karabakh. He will also assess the combat readiness of the
armed forces and will watch a demonstration performance,” the press
service said.

Earlier today, Sargsian watched live-fire exercises at a training
range in northern Armenia.

Azerbaijan’s Consul General in Istanbul met with the management of the
Turkish CNN Turk TV channel upon the Azerbaijani foreign ministry’s
instructions, acting spokesman for the Azerbaijani foreign ministry
Hikmet Hajiyev told reporters Nov. 14.

He expressed Azerbaijan’s discontent in connection with the mistake
made while broadcasting an incident with Armenian downed military
helicopter.

“Euronews TV channel management was also informed about the Azerbaijani
side’s discontent,” he said. “It also spread inaccurate information
in this regards.”

Hajiyev said that CNN Turk TV channel has already corrected the
mistakes in the report.

The report, prepared by the TV channel earlier, stated that
the helicopter allegedly belonged to the so-called “Army of
Nagorno-Karabakh” and Nagorno-Karabakh of Azerbaijan was presented
as a separate area.

On Nov. 12, at 13:45 (UTC/GMT +4 hours) a Mi-24 helicopter flying 1700
meters northeast of the Kengerli village of Aghdam district attacked
the positions of the Azerbaijani army. The Azerbaijani side shot down
one helicopter. The debris of the downed helicopter fell on an area,
located 500 meters away from the frontline.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

As a result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the US are currently
holding peace negotiations.

Armenia has not yet implemented four UN Security Council resolutions
on the liberation of the Nagorno-Karabakh and the surrounding regions.
