AUDITIONS AU PARLEMENT RELATIVES A L’ADHESION A L’UNION ECONOMIQUE EURASIATIQUE

Alors que l’accord d’adhesion de l’Armenie a l’Union economique
eurasiatique est actuellement soumis a l’AN pour approbation,
deux commissions parlementaires, celles des AE et des questions
economiques, ont organise des auditions consacrees aux enjeux de cette
adhesion. Chavarche Kotcharian, vice-Ministre des AE, a ecarte toute
installation de poste douanier entre l’Armenie et le HK a la suite
de l’adhesion de l’Armenie a l’UEE, indiquant qu’aucune negociation
a ce sujet n’a eu lieu. Lors des negociations d’adhesion, l’Armenie a
precise sa position concernant le HK, a savoir qu’elle ne considerait
pas le HK comme un territoire administratif de l’Armenie et que
celle-ci construisait ses relations avec cette entite de facto, en ne
la reconnaissant pas de jure. Selon M. Kotcharian, contrairement aux
trois autres membres de l’UEE qui auront droit a trois votes au sein
de l’UEE, l’Armenie disposera d’un seul vote jusqu’au 3 fevrier 2016,
mais ce vote sera decisif pour la prise de decision. Par ailleurs,
le vice-Ministre a indique que lors des negociations, l’Armenie a
reussi a trouver une solution s’agissant de l’avenir commercial des
relations avec la Georgie et l’Iran. Il a ete decide que tous les
accords relatifs aux droits de douane et au libre-echange signes avec
ces pays jusqu’au 1er janvier 2015 resteront en vigueur. M. Kotcharian
a considere ce point comme un acquis important pour l’Armenie. Un
vice-Minisre des Finances, Souren Karayan, a presente les enjeux
economiques de cette adhesion. L’Armenie beneficiera de 1,13% des
recettes douanières de cette union, ce qui representera environ 250 M
USD. Elle doit egalement verser une cotisation annuelle de 2 M USD a
cette Union. Un vice-Ministre de l’Economie, Emil Tarassian, a pour
sa part indique qu’au cours des cinq prochaines annees, les droits
de douane pour 500 produits sur une liste de 750 produits resteront
inchanges pour l’Armenie. En ce qui concerne la structure de l’UEE,
celle-ci sera constituee d’un Conseil supreme (Presidents des pays
membres), d’un Conseil intergouvernemental (PM) où les decisions seront
prises par consensus et d’une Commission economique eurasiatique
(Collège de Ministres et de vice-Ministres) où l’Armenie disposera
d’un seul vote. L’UEE aura egalement son tribunal où chacun des pays
membres, dont l’Armenie, aura deux juges nommes pour neuf ans par le
Conseil supreme.

Plusieurs quotidiens observent que les auditions ont suscite un très
faible interet des deputes d’opposition, qui, soit n’y ont pas pris
part, soit n’ont pose aucune question aux representants de l’executif.

Hermès ou le carre de solidarite

Il ne reste que quelques jours pour souscrire a cette belle initiative
entre la maison Hermès et Solidarite Protestante France-Armenie
(SPFA). Soit l’acquisition d’un carre de soie “Lettres d’Erevan”
cree par Karen Petrossian. Un très beau foulard en edition limitee
en faveur de l’action de cette association qui defend non seulement
les plus defavorises, jeunes enfants et personnes âgees, depuis le
tremblement de terre en Armenie en 1988, mais tente de reveler aussi la
richesse d’une “culture toujours pleine de vitalite” comme le souligne
Pierre-Alexis Dumas, directeur artistique de la maison. Ce nouveau
carre dessine d’un abecedaire ornemental est un hommage evident a
l’alphabet armenien cree en 405 par ce moine erudit et visionnaire,
Mesrop Machtots. Lettrines et frises sont calligraphies et enlumines
dans le style des anciens manuscrits. En 2005, Hermès avait deja
propose une première edition speciale du carre avec “Les Jardins
d’Armenie”, un trait d’union et de soie pour soutenir l’amitie entre
les deux peuples.

Pour toutes les conditions d’acquisition, il suffit d’aller sur

L’Armenie n’a pas encore decide si elle participera au premiers
Jeux europeens en Azerbaïdjan l’annee prochaine a declare le Comite
olympique national armenien contredisant les declarations faites par
les dirigeants sportifs europeens.

Patrick Hickey, le president du Comite olympique europeen (COE), a
exprime sa confiance a propos de la participation armenienne dans la
suite d’une conference du COE qui s’est tenue a Bakou. >
a dit Patrick Hickey après des entretiens avec les responsables
armeniens presents a la conference.

Le communique indique que le president de l’ACNO, Gagik Tsarukian,
l’a clairement dit a Patrick Hickey et Thomas Bach, le chef du Comite
international olympique, quand ils ont visite Erevan le mois dernier.

Hickey et Bach ont egalement discute de la question avec le President
Serge Sarkissian. Selon Yuri Alexanian, un porte-parole de l’ACNO,
la decision finale sera basee sur des discussions de l’ACNO avec le
ministère armenien de la Jeunesse et des Sports et diverses federations
sportives nationales.

Burbank woman turns 108 proving life is good in the San Fernando Valley

If there’s one person who might prove that living in beautiful
downtown Burbank is good for your health, it’s Theresa Alexian who
celebrated her 108th birthday on Thanksgiving 2014 with her family.

According to the Burbank Leader, Alexian’s birthday gave her family
members, who described her as a “living saint,” a reason to be
especially thankful. The Leader article said that Alexian, who was
born in Iran to a priest of Armenian Apostolic Church, is the youngest
of four children. Although she never wed sh Alexian devoted her life
to raising a neice and the nieces’s three sons. According to her
neice’s son Raffi Brandarian, she loves to sing, cook and keep a nice
home for her family.

“If I had one… I would tell them that I loved them very much,” he
recalled her saying.

The first phase is completed in the construction of Armenia’s first
penitentiary that meets European standards, and which will hold 1,200
convicts.

A total of 400 prisoners will be transferred there in a foreseeable future.

President Serzh Sargsyan, Minister of Justice Hovhannes Manukyan, and
US Ambassador John Heffern were on hand at Saturday’s official opening
of the Armavir Penitentiary.

“We [hereby] commission the first penitentiary which is built in
independent Armenia. With the operation of the facility, we will try
to improve the prisoners’ rights and living conditions by making them
meet the European standards and the mandatory requirements of the
European Convention for the Prevention of Torture [and Inhuman or
Degrading Treatment or Punishment],” the Armenian minister
specifically noted at the event.

The second phase of the commissioning of this prison will take place
next year, when 800 more convicts will be transferred there.

The US Embassy in Yerevan has provided assistance with the technical
equipping of this penitentiary.

In Ambassador Heffern’s words, half a million dollars were allocated
from the US taxpayers to build this penal complex.

“We [, the US,] have worked with Armenia on justice reforms. We see
that there is a commitment to make these reforms,” the American
diplomat told reporters.

The Secretary of the Wisconsin Department of Corrections of this US
state, Edward Wall, also attended the official opening. He noted that,
owing to collaboration with the penitentiary system of Armenia, they
have conducted training courses on the regulation of prison work.

The Armavir Penitentiary also will have a hospital to provide
in-patient medical treatment for 120 convicts at the same time.

The modern prison covers an 11.5-hectare area.

Dans cet État laïque de 77 millions d’habitants, il n’existe pas de
statistiques religieuses officielles et les statistiques
démographiques ne recensent pas les étrangers, notamment les réfugiés.
De plus, certaines communautés chrétiennes disséminées préfèrent vivre
discrètement. Selon les estimations, les chrétiens en Turquie seraient
entre 90 000 et 100 000.

On estime à 60 000 le nombre d’arméniens, majoritairement (55 000)
apostoliques, c’est-Ã-dire rattachés à l’Église apostolique arménienne
(autocéphale), et à 25 000 le nombre de catholiques, se partageant
entre les quatre rites latin, arménien, syriaque et grec. On compte
aussi 2 000 à 3 000 grecs-orthodoxes et à peine 1 000 anglicans et
protestants.

Les arméniens vivent surtout (45 000) à Istanbul, les autres à Antakya
et Kayseri. Parmi les 18 000 syriaques, on compte 15 000 orthodoxes
principalement dans la région de Tur Abdin (sud-est) et 2 000
catholiques à Istanbul et Mardin. Quant aux 5 000 catholiques latins,
ils sont concentrés à Istanbul et Izmir. Enfin, les grecs-orthodoxes
se trouvent surtout à Istanbul, Gökçeada, Bozcaada et Antakya.

Deux Patriarcats prestigieux?ont leur siège à Istanbul? : celui des
grecs-orthodoxes au Phanar, avec à sa tête Bartholomeos Ier ,
patriarche Å`cuménique de Constantinople depuis 1991? ; et celui des
arméniens à Kumkapı, avec à sa tête Mesrob II depuis 1998, gravement
malade depuis 2008. C’est l’archevêque Aram Atesyan, vicaire
patriarcal arménien d’Istanbul, qui assure le gouvernement du
Patriarcat. Mi-novembre, il a annoncé la tenue de prochaines
élections. Jusqu’Ã présent, les lois turques interdisaient qu’un
nouveau patriarche arménien puisse être élu tant que son prédécesseur
était encore en vie.

Le groupe de hard-rock américain System of A Down, dont les membres
sont d’origine arménienne, se produira l’an prochain à Erevan pour
commémorer le centenaire des massacres d’Arméniens par les Ottomans,
que Erevan qualifie de génocide, un terme que la Turquie rejette
fermement.

Le concert gratuit des Californiens, connus pour leurs guitares tout
en distorsions, aura lieu sur la Place de la République, au centre de
la capitale arménienne, le 23 avril, la veille des cérémonies qui
doivent avoir lieu dans tout le pays.

Depuis toujours, System of A Down est très impliqué dans la campagne
pour la reconnaissance des massacres d’Arméniens en 1915.

chanteur du groupe, dans une vidéo publiée lundi.

Les massacres commis en 1915 par l’Empire ottoman ont fait 1,5 million
de morts selon Erevan, et empoisonnent depuis des décennies les
relations diplomatiques entre la Turquie et l’Arménie.

La Turquie rejette fermement le terme de génocide, estimant que 300
000 à 500 000 Arméniens ont été tués, un chiffre équivalent aux Turcs
morts lors des violences qui ont suivi le soulèvement des Arméniens
contre l’Empire ottoman.

Avant son concert à Erevan, System of A Down jouera notamment à Lyon,
le 14 avril.

Former police chief Ali Fuat Y�±lmazer was called to testify as part of
an investigation into the killing of Turkish-Armenian journalist Hrant
Dink as a suspect.

Prosecutor Yusuf Hakk�± Do��an is supervising the investigation and
summoned Y�±lmazer, who was on duty at �°stanbul Police Intelligence
Unit. Y�±lmazer previously said he was on duty abroad when the killing
took place and denied any responsibility. The prosecutor reportedly
also called Ogün Samast, the hit man in the murder of Dink, who was
fatally shot outside the Agos weekly office in 2007, as a witness.
Former �°stanbul Police Chief Celalettin Cerrah will also be summoned
as part of the investigation.

Y�±lmazer is currently behind bars on wiretapping charges.

Gulf between blocs delays electoral law

BEIRUT: A political consensus among the country’s rival factions is
essential for reaching an agreement over a new electoral law. This was
the conclusion after four meetings held by a parliamentary
subcommittee tasked with considering several draft electoral
proposals. The 11-member subcommittee, representing March 8 and March
14 lawmakers, met Thursday in Parliament for the fourth time in a bid
to bridge the wide gulf over what electoral law to adopt to replace
the 1960 electoral system deemed unfair by the Christian community.

Following Thursday’s meeting, there were no signals indicating that
the panel would be able to successfully accomplish its mission during
the one-month deadline set by Speaker Nabih Berri, which expires at
the end of December.

Subcommittee members all agreed that in the absence of a political
agreement among the March 8 and March 14 blocs, it would be difficult
to approve a new electoral law.

“If a political consensus is reached, a new electoral law can be
approved in one day,” Future MP Serge Torsarkissian, a subcommittee
member, said after the meeting.

MP Robert Ghanem, who chaired the subcommittee’s meeting, said the
lawmakers had begun discussing, as per Berri’s request, a proposal
presented by MP Ali Bazzi, which calls for the election of half of
Parliament’s 128 members on the basis of proportional representation
and the other half according to the winner-take-all system. Bazzi
belongs to Berri’s parliamentary bloc.

“From this proposal, we raise opinions and ideas and we might reach a
consensus or an amendment of this proposal by consensus, which would
then mean we have achieved a result,” Ghanem told reporters after the
meeting.

Ghanem, the head of the Parliamentary Justice and Administration
Committee, said the subcommittee was not a decision-making body and
the final decision would be made by Parliament’s general assembly by
the end of December.

Subcommittee members have been voicing their opinions about a new
electoral law, which would take into account firstly the necessity for
fair representation for Sunnis, Shiites and Druze, and secondly the
special stature of the Christians, Ghanem said.

“These concerns or special statures should be taken into account when
approaching any electoral law or proposal,” he added.

Ghanem said the panel would meet in the middle of next week when MP
Marwan Hamade, a subcommittee member, returned to Lebanon.

He said the panel would begin discussing next week the issues of how
many electoral districts Lebanon should have in any electoral law, and
how proportional representation and a winner-takes-all system could be
combined.

“If we agree on the districts, we will be able to decide on the issue
of proportional representation and the winner-takes-all system in
every district, after which we move to the governorates,” Ghanem said.

Speaking to reporters after the meeting, MP Hagop Pakradounian, a
subcommittee member representing the Tashnag Party, said the panel’s
members respected sectarian balances and the special stature of the
Sunnis, Shiites, Druze and the Christian representation.

“As we respect the special stature [of all sects] … we call on the
other parties to respect the Armenian special stature and the Armenian
political parties in areas where Armenians live,” he said.

MP Michel Aoun, head of the Free Patriotic Movement, has asked Berri
for a Parliament session to interpret Article 24 in the Constitution
pertaining to equality in parliamentary representation between Muslims
and Christians before discussing any electoral law.

The subcommittee has resumed its meetings, after lawmakers earlier
this month extended Parliament’s mandate for two years and seven
months. It had failed in several rounds of talks in the past to reach
agreement on a new electoral law due to the rival factions’
conflicting views.

SAINT PETERSBURG, 28 November (BelTA) – MPs of Belarus and Armenia
should pay more attention to building up trade between the two states,
Speaker of the House of Representatives of the National Assembly of
Belarus Vladimir Andreichenko said following the meeting with Chairman
of the National Assembly of Armenia Galust Sahakyan.

“The parties agreed that the trade between Belarus and Armenia does
not meet the potential of the two countries. MPs should pay more
attention to this issue. First of all, it pertains to Belarusian
mechanical engineering products: Amkodor road building vehicles, MAZ
heavy haulers. Armenia has confirmed that it needs them,” Vladimir
Andreichenko said.

In his words, the countries enjoy partner relations. There is an
inter-parliamentary commission, regular meetings. The countries
support each other in the international arena and within
inter-parliamentary organizations. “The states hold regular visits and
election observation missions. The countries also have a
well-developed commodity distribution network: for example, the
Belarusian-Armenian Trading House,” the Speaker added.

As for Armenia’s accession to the Eurasian Economic Union, Vladimir
Andreichenko expressed confidence that the country has a potential for
joining the EEU. “Armenia has a good business environment, a number of
advanced companies. I think together we will be stronger,” he said.

However, according to the Speaker, the agreement on Armenia’s EEU
entry has not been submitted to the House of Representatives yet. “As
soon as we have it, we start working on it immediately,” Vladimir
Andreichenko said.
