(RUEA) believes that Russia is trying to revalue its national currency
both inside the country and in transactions with other states.

“We will not henceforth have a right to sign agreements based on
currencies other than the Russian rouble. Our exporters and importers
must know well if it is convenient for them to sign contracts based
on the Russian rouble,” he said. The USD appreciation is creating
serious problems.

“We are a USD-dependent economy, and most of our exports are from
states other than Russia, while we export oil and gas from Russia.

Three of the 4.3 billion US dollars is the share of the states
using the Euro and US dollar,” Mr Makaryan said. Russia, Kazakhstan
and Belarus cannot ensure this amount for Armenia. “As a result,
our economy will be divided into two parts: on the one hand, it
will remain USD-dependent, and on the other hand, it will become
rouble-dependent. But they will not counterbalance each other
because the rouble will be dependent on the USD. Russia’s economy is
not so strong for the rouble to appreciate. In any case, Armenia’s
economy will remain USD-dependent,” Mr Makaryan said. He noted that,
irrespective of membership in the EEU, Russia is major importer from
Armenia, and the economic situation in Russia is decisive in Armenia’s
case. “It is Russia’s economic situation that plays a decisive role
in further results, but Russia is not in such a favorable situation,
and if it continues for a long period, Russia will get economically
weak,” he said. Armenia’s exporters to Russia working with the Russian
currency are facing problems. “Russia is inclined to reduce the USD
supply and is trying to sign contracts based on the Russian rouble
with other states. I think that Russia will try to raise the rouble’s
role in the EEU through persuasion or even force,” Mr Makaryan said.

It poses a threat to Armenia because Russia’s economy does not inspire
hopes now.

Vazgen Safaryan, the chairman of the Union of Native Commodity
Producers, says he believes that applying Rouble to import deals
from Russia would be more reasonable in a situations as this. “If we
conduct the trade with Russia and other EEU member states in Roubles,
it will offer us advantages in that we will not have to covert Rouble
into Dollars and later exchange the Dollar into Rouble. We’ll pay
Rouble at once,” he told Tert.am, noting that the Russian transfers
count for 85% financial flows to Armenia.

The economist nonetheless expressed his concerns over possible
dependence on the Russian currency. “The weaker the Dram, the more
active our economy will be. And that will boost the export volumes.

But because we export goods worth about 300 million Dollars to Russia,
the undermining [of Russia’s economy] does not contribute to an growth
in our export volumes. On the one hand, the weakening Dram necessitates
boosting the exports, but on the other hand, our entrepreneurs who
realize products in Russia suffer losses,” he added.

Safaryan said he hopes that the fluctuations on the currency market are
temporary. “I think all this bears a temporary character, so Russia
has diversify its economy with prompt efforts,” he said, adding that
the Central Bank of Armenia last month injected 92 million US Dollars
into the market to maintain the stability of the Rouble.

“If our imports were wort $4.5 billion instead of $1.5 billion –
as it was last year – we would be facing the contrary scenario. We
would have a dollar surplus and a positive pay balance,” he noted.

Armenia’s Minister of Labor and Social Affairs Artem Asatryan and
IBM CEO for Eastern Europe and Asia Kirill Korniliev have signed
Tuesday in Yerevan a memorandum of understanding aimed at exploring
possibilities for integration of technology and computer systems for
the needs of the country’s social sector.

The Armenian government said the memorandum has been signed during a
meeting of the IBM delegation with Minister for International Economic
Integration and Reform Vache Gabrielyan.

The memorandum calls for the development of effective options of
applications of technology in the social state.

Gabrielyan was said to have emphasized the importance of establishing
long-term cooperation with IBM, which offers comprehensive solutions
for the automation of social services simplifying the accessibility
of analytical data and various sources of information, as well as
helping develop more advanced high-quality services by using the
latest technology .

IBM is one of the world leaders in the development of technology
solutions for the social sector. Its solutions are effectively used
in Ireland, Canada, China, many European countries and the USA. 2014

Not many people can claim to have shattered a major American record at
13 years, 10 months and 27 days. But chess prodigy Samuel Sevian can.

At a chess tournament in St Louis on Nov 23, Samuel Sevian won all
four of his games to push his World Chess Federation rating past 2,500
points – enough to secure himself the title of America’s youngest-ever
Grandmaster, easily besting the country’s previous record holder by
more than a year.

“I feel really good and somewhat relieved. This was one of my best
tournament performances,” says the teen, noting that he had beaten
three Grandmasters during the event in only 20-25 moves.

His father Armen – a scientist born and raised in Armenia who later
emigrated to the United States – is bursting with pride. “He really
outplayed his opponents in three games. But the fourth, it was really
back and forth, it wasn’t clear,” he recalls. “It was like a blitz,
it came down to the last seconds. Both players were shaking.”

The previous record for the youngest US Grandmaster was held by Ray
Robson, who achieved the title two weeks before he turned 15. American
legend Bobby Fischer also once held the record.

The young chess wizard is well accustomed to setting US records,
having become the youngest American Expert (another ranking) shortly
before his 10th birthday. At 12 years and 10 months, he became the
country’s youngest International Master.

The chess star’s father says he is the sixth-youngest Grandmaster in
the world. The youngest person to win the status is Russia’s Sergey
Karjakin, who became a Grandmaster when he was just 12 years and
seven months old.

Sevian’s next target is to get to 2,600 points, which would secure
him invitations to the most prestigious tournaments.

Ultimately, however, his dream is to become world champion. The
question is when he will be ready to tackle the challenge. “It’s way
out in the future and I don’t want to busy my head with it now. First,
I would need to improve my game,” he says. “After my big win in St
Louis, my confidence level is high. This definitely helps.”

Overwhelmed

Samuel, who lives in the Boston area, says he was overcome with
emotion when he realised he was about to achieve elite status in
the chess world. “The pressure was enormous when I played my fourth
game, which I needed to win to go over the 2,500 mark,” he says. “I’m
suddenly a Grandmaster and felt overwhelmed.”

In the coming weeks, Samuel will spend three days in New York at the
Gary Kasparov Foundation. The chess legend is one of Samuel’s regular
trainers and will be present for the three-day visit. The foundation
hails his achievement, saying he is “the world’s first Grandmaster
born in this millennium.”

After celebrating his 14th birthday on December 26, Samuel will
participate in another tournament in the Netherlands. “We want to go
more to Europe. There’s stronger competition over there,” says Armen

Welcoming the guest, the Armenian President said that Mr. Mikuriyas

implemented in member countries. Serzh Sargsyan expressed the hope
that during his visit, Kunio Mikuriya will manage to record and
assess the effectiveness and achievements of the reforms that have
been carried out in Armenia in the last 5 years with the help of the
WCO. The President underlined that Armenia highly appreciates its
many years collaboration with the WCO and thanked the organization
for keenly supporting our country in responding to the challenges of

Kunio Mikuriya expressed satisfaction with the fact that in terms
of all types of customs reforms, Armenia has carried out extensive
work, and its progress is obvious. He especially underscored the works
that have been successfully accomplished, inter alia, in the areas of
the use of high technologies in customs procedures, modernization of
border customs checkpoints, human resource management and improvement
of legislation. In Kunio Mikuriyas opinion, these reforms have brought
perceptible results and have been highly assessed in his report.

He noted that he was also aware of the positive change in the World
Banks Doing Business 2014 rankings which has been made partly owing
to the works carried out by Armenia in the spheres of tax and customs
administration.

The RA President and the WCO Secretary-General also discussed the
upcoming programs designed to deal with the reforms and challenges
facing the RA Customs Service, in that context attaching great weight
to customs officer-businessman cooperation, continued efforts aimed
at improving the business climate and the competitiveness of Armenias
economy.

Last month, the Turkish government hosted a group of Latin American
Muslim leaders at a summit in Istanbul. On the closing day of the
summit, Turkish President Recep Tayyip Erdogan gave a televised speech,
where he told the assembled delegates that, “The introduction of
Islam into the American continent dates back to the 12th century.”

According to Erdogan, “314 years before Columbus, in 1178, Muslim
sailors reached the American continent. Indeed, in Columbus’ diaries
there is a reference to a mosque on a hill near the sea shore. We
can have a talk with my Cuban brother here…. A mosque would suit
well on that hill today, if they allow it.”

Any serious historian of the Americas, including representatives of
North American indigenous groups, cannot endorse Erdogan’s speech.

Commenting on similar ahistorical claims made by the Arab World Studies
Notebook – a project that tries to inject like-minded fabrications
into the American school curriculum – Peter de Gangi, the director
of Canada’s Algonquin Nation Secretariat, dismissed these kinds of
claims out-of-hand.

Let us take a brief look at the document upon which Erdogan based
his speech. It was written by Youssef Mroueh in 1996. It starts off
innocuously with the title, “Precolumbian Muslims in the Americas.”

However, on the next line, the immediate bias of the piece is
revealed, for the article was written for “the Preparatory Committee
for International Festivals to celebrate the millennium of the Muslims
arrival to the Americas (996-1996).”

Upon reading the article, there seems to be some evidence that Muslim
sailors may have sailed west from Spain and North Africa into what
they then called the “ocean of darkness and fog” and brought back
interesting things. We know from more reliable historical sources that
they visited the Canary Islands and they may even have reached the
Caribbean. This is within the range of anthropological possibility,
but then the claims of the article become totally unsupportable.

Here is just one example from Mroueh’s article:

“Dr. Barry Fell (Harvard University) introduced in his book
‘Saga-America’ 1980 solid scientific evidence supporting the arrival,
centuries before Columbus, of Muslims from North and West Africa….

Engraved on rocks in the arid western U.S., he found texts, diagrams
and charts representing the last surviving fragments of what was once
a system of schools … the language of instruction was North African
Arabic written with old Kufic Arabic scripts … the descendants of the
Muslim visitors of North America are members of the present Iroquois,
Algonquin, Anasazi, Hohokam and Olmec native people.”

Mroueh clearly has not studied New World archeology. Had he done so,
he may have noticed that archaeologists believe that the Olmec ceased
to exist as a people by 400 BC, so they could not have met these
Muslim explorers or intermarried with them. Indigenous peoples of
Central America, such as the Aztecs and the Maya, had to wait more
than a thousand years to confront the visiting, conquering Spaniards
who came in the wake of Christopher Columbus and never left.

If Erdogan’s speech has no basis in fact or history, and Mroueh’s
understanding of American archeology makes new-age pseudo historians
look empirical by comparison, we must ask ourselves why he gave
it and to what end? Before doing so, we must also ask ourselves if
there is a precedent for this kind of pseudo history in the once,
largely secular Turkish educational system, within which Erdogan and
his colleagues were raised, before he became the latest advocate of
state-sponsored fundamentalist Islam.

When Turkey entered the First World War with the Germans against
the allied powers, it was a barely modernizing agricultural empire
ruled by a Sultan in Istanbul who, as Caliph of Islam, was also the
religious leader of the world’s Sunni Muslims.

According to Islamic theology, the basis of the Ottoman Empire was
its sharia-based legal code, in which Muslims came first, while Jews
and Christians were treated as second-class citizens under the law.

Non-Turkish Muslim ethnic groups, such as the Kurds, were equal, but
only as Muslims, not as representatives of a distinct ethnic group
or nation. The many Turkish-speaking Shia Alevi, were not accepted as
“true Muslims” by the Ottoman bureaucracy.

When Turkey lost the war, the allies began to carve up Asia Minor. A
group of soldiers and ideologues under the charismatic leadership
of former Ottoman military officer Mustafa Kemal (who would later
be known as Ataturk) fought a war against the allies and eventually
reclaimed authority over Asia Minor. In the early 1920s, he and his
supporters established the Republic of Turkey.

Ataturk is often described by historians as an authoritarian, secular
modernizer who in essence became dictator of Turkey until his death
in 1939. Soon after taking power, he orchestrated the end of the
caliphate, the exile of the Sultan, changed the Turkish alphabet to
a Latin script, expunged the Persian and Arabic vocabulary from the
Turkish language, made the veil illegal, forced men to give up the
turban and wear hats, and encouraged the study of engineering and
science in the newly founded Turkish universities. One of the areas
of study, which was disproportionately important to the new regime,
was anthropology.

Nazan Maksudyan is a historian of ideas based at Sabanci University
in Istanbul. She has carried out groundbreaking historical research
on the rise of anthropology in Turkey during the 1920s and ’30s,
its pseudoscientific basis and how it not only supported, but was
most probably directed by, the ruling political and bureaucratic
elite of the early Turkish republic. At one point, one of these
prominent anthropologists became an influential member of the national
parliament.

>From 1925 until the late ’30s, the Turkish Review of Anthropology
became the academic journal of the Turkish Institute of Anthropology.

In one of Maksudyan’s articles in the contemporary academic journal

Cultural Dynamics, she analyses one of the first studies published
in the journal, called the “Comparative Analysis of the Turkish Race
and Other Races Living in Istanbul.”

She begins by pointing out that many of the academics linked to the
institute and the journal came from the medical profession and that
the institute itself was linked to the Faculty of Medicine at the
University in Istanbul. She points out that in the ’20s, Turkey did
not have any trained anthropologists. But later, a small number of
Turks were sent by the state to study anthropology in Europe. These
included women such as Seniha Tunakan, who in 1935 was sent to Germany
to study under scholars such as Dr. Eugen Fischer at the Kaiser
Wilhelm Institute for Anthropology, Human Genetics and Eugenics. In
1933, Adolf Hitler made sure that Fisher was appointed rector of the
University of Berlin.

We now know that during the ’30s, German anthropology was dominated
by social Darwinism, a pseudo scientific theory that proclaimed that
the reason European nations dominated the world, was because of their
supposed (but unproven) biological superiority. At the same time,
German scientists and anthropologists believed that the Nordic races,
with the Germans at the top, were the dominant culture in the world.

The reason that eugenics was attached to anthropology was because of
the growing Nazi belief that other races were akin to biological germs
that needed to be cleansed from the body politic. These included Jews,
Gypsies and other inferior “Asiatics.” Thus, German anthropology and
anthropologists were one of the major ideological building blocs of
the Holocaust.

We can only imagine what it must have been like for an aspiring medical
student and student of anthropology from the newly independent,
newly “secularized” Turkish republic coming to Germany during the
’30s and being accosted by these outlandish racial theories, that
suggested that the Turks might not be the racial equals of their
German academic hosts.

For centuries, Turkish Muslims had lived under a theological worldview,
which put Turkish-speaking Sunni Muslims at the top of creation.

Adding to this implied German insult of a visiting Turkish student
would be the fact that just a few years earlier, the Germans were
the allies and equals of the Turks and had encouraged them to turn
the First World War into a Jihad against England and France.

Clearly, the challenge of these visiting students was to create a
Turkish anthropology that would portray the Turks as a master race.

And that is exactly what the Turkish Institute of Anthropology did.

They created their own version of social Darwinism with the Turks on
top of the ladder of human creation.

Maksudyan’s article shows that on a supposed survey of Turkish,
Greek, Armenian and Jewish residents of Istanbul, the researchers
sufficiently cooked the data to suggest that the Turks were the
superior race. Oddly, the researchers suggested that the Jews were
“mongrels,” a mixed race, and they questioned whether the Greeks
of Istanbul were even related to the Greeks of what had become the
independent state of modern Greece.

Maksudyan clearly shows that neither the sample, the categories or the
correlations were clearly laid out. This foundational study had only
one goal in mind: To demonstrate that Turks were the dominant race
in Asia Minor, “the masters of the country,” and that all minorities
should be subservient to them on the basis of this supposed biological
superiority. Not to be outdone by anthropologists, Turkish historians
during the early republic were at work rewriting history to suggest
that the Turks were at the origins of the rise of civilization in
the ancient, pre-Islamic Middle East. So both Turkish anthropology
and Turkish history during the rise of the republic were based on
pseudo science and a translated form of German-inspired racial theory,
applied to the Turkish situation.

Despite the rise of Turkish pseudo science and history, during the
20th century, a number of distinguished Turkey-based institutions
(such as Roberts College) provided a small minority of Turks with a
haven for rational thought, science and the study of Western and world
civilizations. With the growth of secondary and university education
in Turkey, there have emerged thinkers who have not been poisoned by
either the pseudo science of the past or the renewed Islamism of the
present Erdogan government.

So why does Erdogan now claim that Muslims discovered America? The
answer lies in his return to the Sunni theology supported by the former
Ottoman Sultans. According to interpreters of sharia, any land that
was once settled by Muslims must be reclaimed and returned to Muslim
sovereignty, soon and by force.

If Erdogan can persuade enough Muslims that they discovered and
settled America, then any kind of Islam-inspired violence or terror
carried out in North or South America is simply a form of grass roots
activism designed to reclaim lost territory for Islam. We have already
seen what this means here in Canada, as Islamic terror is no longer
a stranger to our country. Erdogan is simply its most absurd and most
highly placed advocate.

Perhaps the government of Canada needs to give Erdogan’s speech a
bit more thought, as Turkey is still a member of NATO.

Turkey Will Not Leave Russia Alone

World politics have seen a lot of changes in the year 2014. One
of the most significant developments was the Ukraine crisis and
the subsequent EU-USA alliance against Russia. According to Putin,
this is the result of a 25-year-old policy that seeks to isolate
and push Russia towards East, and Putin believes that there would be
another excuse for this behavior. Gorbachev also drew attention to the
problem, stating that the world was on the brink of a new Cold War,
and went on to say, “…We must make sure that we get the tensions
that have arisen recently under control.”[1] This policy of isolation
following the Ukraine crisis turned into threats in the recent G20
Summit. For example, British Prime Minister David Cameron said that
Russia was bullying smaller countries and that the sanctions against
Russia would intensify. Obama claimed that the stance of Russia was
almost as bad as the Ebola threat. Putin, on the other hand, having
arrived with two warships, left early after having delivered his show
of strength. However, neither the economic sanctions nor the suspension
of Russia’s membership of the G-8 brought about any changes in Russia’s
Ukraine policy. This unwavering stance of Putin’s only increased his
popularity in his country, which had already been around 80%.

Putin, since the first day he took over, made concrete steps for
political, economic and military integration with the EU and the USA.

He chose to side with the EU and the USA with respect to Afghanistan,
Iran, Iraq, Palestine and Libya. The only thing Putin wanted in
return was being able to maintain Russia’s historical bonds with
countries such as Ukraine, Crimea, Georgia, Belarus and Moldova,
which he considers as Russia’s gateway to Europe and of which
Russia feels protective. He wanted respect from the Western world
in this quest and to end their policy of isolating Russia. However,
the Western world didn’t pay any heed to such requests and started
a race to take those countries under their own control and weaken
Russia’s influence over them. It is very clear that it is not only
Russia who will be hurt by this isolation policy, but EU countries as
well. The domination of Russia over energy corridors and its close
relations with the Middle East, the Far East and Turkey make Russia
one of the indispensable players in world politics. Turkey is the
one country that is most aware of this fact, which makes Putin’s
trip to Turkey in December crucial for not only Turkey and Russia,
but also for the USA, the EU and their neighbors.

Turkey is the only option available to Europe, if she doesn’t want
to need Russia with respect to multiple issues such as ending the
recession, energy matters, trade movement and market integrity. Russia
is also keenly aware of the importance of Turkey. Everyone can see
that significant changes are about to take place in the global balance
of power from Eastern Europe to the Middle East if the visit of Putin
yields concrete results.

Even though the two countries have differing opinions on several
matters like Syria, Crimea and Nagorno-Karabakh, the relationship
between Turkey and Russia is shaped by the historical respect
and friendly ties they have enjoyed so far: Both sides take the
necessary precautions to prevent these disagreements from impairing
their friendly ties. They both make efforts to act carefully so that
communication channels remain open. This desire was also evident in
Ankara’s refusal to take part in the sanctions of the West against
Russia. Turkish deputy Prime Minister Yalcın Akdogan, in an interview
with the Russian news agency also pointed out to this detail, “We
have strong ties with Russia, ties coming from our history… We are
cooperating in multiple areas. So we will not give up on that for
the sake of others..”[2]

In the time leading up to Putin’s visit, the commercial relations
between the two countries have reached their peak. After Turkey’s
markets diminished following the ongoing Middle East problems, and
Russia’s following the Ukraine crisis, the two countries moved closer
in their trade relations as well. After the sanctions against Russia,
she stopped buying many commodities from the EU and turned to Turkey.

The officials from both sides will discuss increasing the current
trade volume of $35 billion to $100 billion by 2020. They have also
decided to cooperate in the areas of energy, natural gas and nuclear
energy. Russia is now the fourth biggest exporter of oil to Turkey
and also meets 60% of its natural gas needs. The “Blue Stream” project
that commenced in 2005 is one of the most significant projects between
the two countries.

The most sensitive topic between Russia and Turkey is Crimea. Yet,
both sides approach the issue with a calming styleThe fact that Putin
declared Eid al-Fitr and Eid al-Adha official holidays for Crimea,
allocated $250 million so that the Tatars can readjust, appointed
young Tatar politician Ruslan Balbek as the Deputy Prime Minister
of Crimea Autonomous Republic, the continuance of the construction
of mosques in the region and the decision to grant titles which were
denied by Ukraine for the past 18 years, is putting both the region
and the Turkish government at ease.[3]

This approach of Russia to Crimea highlights the importance that Russia
attaches to Turkey. Turkey doesn’t refrain from taking concrete steps
to maintain its strong ties with Russia, without being affected by
other developments in global policy. The next step should be Turkey
assuming the role of a broker between Russia and NATO. Russia,
no doubt, can greatly help solve the problems in the Middle East,
as long as it closely interacts with world countries and is embraced
warmly by them.

The spokesperson of the US Department of State has expressed deep
concerns over the Azerbaijani authorities’ continuing pressures
against civil society representatives.

“We are increasingly concerned that the Government of Azerbaijan
is not living up to its international human rights commitments and
obligations. We urge the government to respect the universal rights of
its citizens and allow them to freely express their views. They will be
best able to ensure their future stability and prosperity by allowing a
more open society. We’ve certainly expressed this to officials there. I
can check and see if there’s anything in the last couple of days on
this front,” Jen Psaki cited at the daily press briefing on Monday.

LYDIAN RECEIVES COMPREHENSIVE MINING RIGHT APPROVAL FOR AMULSAR GOLD
PROJECT

The Ministry of Energy and Natural Resources has granted to Geoteam
CJSC, Lydian International’s 100% owned subsidiary, Mining Right for
the Amulsar Gold Project. This represents the final stage of the
mining permitting process and grants the Company the right to develop
the Amulsar Project in line with the parameters detailed in the
feasibility study. The approval covers i) all project infrastructure,
including the location for crushers, the conveyor and heap leach
facility, ii) a mining permit applicable to the pits, iii) definition
of the area within which operating activities may take place, and iv)
a mining agreement that outlines the nature and duration of mining
operations.

Granting of the Mining Right follows an extensive application,
consultation, and review process. Previously, Lydian received approval
of its environmental impact assessment (`EIA’) from the Armenian
government’s Ministry of Nature Protection, acting under the Armenian
Mining Code and EIA Law, based on expert reviews and public
discussions. In parallel, the Ministry of Emergency Situations
approved the Technical Safety Program (`TSP’).

Howard Stevenson, President and CEO, said `The previous EIA and TSP
approvals, and now this most recent approval of the Mining Right, were
the subjects of intensive and thorough interaction with the Armenian
authorities, local communities, members of civil society, and

progresses into construction and production. Lydian intends that
Amulsar will become an exemplary mining and investment project in
Armenia, beneficial both for the country and for our investors. Lydian

throughout the project’s duration.’

US$420 million investment project that represents tangible

communities. It will offer around 1500 jobs during the two years of
construction and over 700 permanent jobs for at least 10 years of

The EEU countries could switch to national currencies in mutual
payments by 2025-2030, the chairman of the board of directors of
Russia’s National Payment Council, told the Izvestia newspaper.

Transactions in dollars and euros could be banned within the
member-states of the Eurasian Economic Union (EEU) — Russia, Belarus,
Kazakhstan and Armenia, the Izvestia newspaper reported on Tuesday.

The EEU countries could switch to national currencies (ruble,
Belarusian ruble, Kazakhstani tenge and Armenian dram) in mutual
payments by 2025-2030, the chairman of the board of directors of
Russia’s National Payment Council, Alexander Murychev told the
newspaper.

“It is necessary to raise a question before the national banks of the
member-states on excluding the US dollar and the euro from interstate
payment transactions,” said Murychev, detailing a concept for the EEU
development, which was unveiled during a meeting in Kazan on Friday.

Statistics shows that around a half of mutual payment operations
between the EEU member-states account for the US and the euro, thus
increasing the dependence of the trade bloc on the foreign countries’
economies.

The new concept envisages that the EEU member-states should create a
joint payment space allowing carrying out transactions with due regard
to the compatibility of national card systems, including BelCard
(Belarus), Armenian Card (Armenia) and their Russian counterpart,
which is currently under development.

Natalya Burykina, who chairs a committee on financial market of the
State Duma, Russia’s lower house of parliament, said the initiative
of switching to the national currencies makes sense as the idea
is to create a single economic space in the framework of the EEU,
according to the report.

Le chef emprisonne du Parti des travailleurs du Kurdistan (PKK)
Abdullah Ocalan a estime dimanche qu’un accord pouvait etre signe
dans un delai de quatre a cinq mois avec le gouvernement d’Ankara
pour mettre fin a la rebellion entamee en 1984.

“Si les parties poursuivent avec determination et responsabilite
le processus engage, une solution democratique d’importance pour
l’avenir de tout le Moyen-Orient peut etre trouvee d’ici quatre a
cinq mois”, a declare M. Ocalan cite dans un courrier publie par le
Parti democratique populaire (HDP, prokurde).

Dans cette lettre rendue publique au lendemain d’une rencontre avec
des elus du HDP sur son île-prison d’Imrali (nord-ouest), le fondateur
du PKK ajoute qu’un accord a ete trouve avec les autorites d’Ankara
sur un “cadre de poursuite des negociations” qui, a-t-il dit, devrait
etre rendu public prochainement.

Le PKK, engage dans un conflit avec les autorites d’Ankara qui a
fait quelque 40.000 morts depuis 1984, a decrete depuis mars 2013 un
cessez-le-feu qui est globalement respecte.

Mais des tensions sont apparues au cours des dernières semaines
entre Ankara et les rebelles kurdes de Turquie, outres du manque
d’empressement du gouvernement islamo-conservateur turc a venir en
aide aux defenseurs de la ville syrienne kurde frontalière de Kobane,
assiegee par les jihadistes de l’organisation Etat islamique (EI).

De violentes emeutes prokurdes ont fait plus de trente morts debut
octobre en Turquie, menacant de faire capoter les pourparlers de paix.
