INAUGURATION DU KHATCHKAR – PHOTOS

LUSIGNAN

En hommage a Leon V de Lusignan, dernier roi d’Armenie, a la memoire
des Armeniens morts pour la France et du genocide armenien de 1915,
le maire de Lusignan, l’association Ararat , l’association nationale
des anciens combattants et resistants armeniens et la mission 2015 du
CCAF ont procede samedi 13 decembre a l’inauguration d’un Khatchkar
dans la ville de Lusignan, dans le Poitou.

Heranouche Hakopian, ministre de la diaspora, a fait le voyage pour
rappeler en cette occasion les liens historiques qui lient la France
et l’Armenie. Rene Gibaut le maire de la ville a egalement pris la
parole au cours de cette ceremonie pour rappeler ces grandes heures
de l’histoire.

Antoine Bagdiguian a rendu honneur a Leon V de Lusignan et a evoque le
martyr des Armeniens et des chretiens d’Orient. M. Viguen Tchitetchian,
ambassadeur d’Armenie, le producteur Levon Sayan, Mgr Norvan Zakarian
et le pasteur Leonian ont egalement assiste a cet evenement qui s’est
conclu par des depôts de gerbes, le chant des partisans et l’affiche
rouge d’Aragon.

Gazprom Armenia May Apply For Gas Price Revision

GAZPROM ARMENIA MAY APPLY FOR GAS PRICE REVISION

If the Armenian dram goes on depreciating against the USD, the
Gazprom Armenia company will conduct monitoring and apply to the
Public Services Regulatory Commission for a revision of the gas price,

Shushan Sardaryan, Spokesperson for the Gazprom Armenia company,
told Tert.am.

“The company is conducting daily monitoring, and if the upward trend
continues during the following months, and the company continues
sustaining losses, it, on the basis of the monitoring results, will
decide to apply to the Regulatory Commission for a price revision.”

Ms Sardaryan reported earlier that the gas price remained unchanged
at the border – $189 for 1,000 cubic meters. The current price was
calculated at an exchange rate of $1/AMD 416.5.

aurait declare qu’il epouse la cause armenienne pour la reconnaissance
internationale du genocide des Armeniens.

Le concert de Erevan qui sera donne par les stars internationales
reunies a l’occasion de la centième commemoration du genocide de 1915
est entièrement gratuit.

Le groupe compose de musiciens d’origine armenienne, fort de plus de
31 millions d’albums vendus, a toujours ete aux avant-postes pour la
reconnaissance du genocide et ses reparations.

L’UE PREOCCUPEE PAR LA SERIE D’AGRESSION EN ARMENIE

L’Union europeenne a exprime sa preoccupation hier suite a une
serie d’attaques violentes contre des politiques et des militants
de l’opposition armenienne. Pour elle, ne pas punir leurs auteurs
pourraient approfondir “un sentiment d’impunite” en Armenie.

Dans un communique, la delegation de l’UE a Erevan a exhorte les
autorites a identifier et poursuivre les assaillants “sans delai”.

“La delegation de l’UE reitère sa preoccupation face a l’absence de
resultats concernant les enquetes sur des incidents similaires survenus
en 2013.” “La perception de l’application des lois inefficaces soulève
des inquietudes parmi la societe civile armenienne, les defenseurs
et les observateurs.”

Les cinq opposants qui ont ete agresses lors d’incidents separes
avaient activement participe a des manifestations anti-gouvernementales
organisees par le trio d’opposition. Deux d’entre eux sont des membres
superieurs de la HAK. Ce parti a accuse les autorites armeniennes
d’avoir orchestre cette violence a des fins politiques.

Les autorites nient toute implication. Elles affirment avoir deja
identifie les individus responsables de deux de ces incidents.

Des dirigeants du HAK ont discute de ces evenements avec les
ambassadeurs en poste a Erevan de la France, de l’Allemagne, de la
Grande-Bretagne ainsi que des Etats-Unis la semaine dernière. Ils ont
egalement rencontre deux representants de la delegation de l’UE lundi.

Le chef de la delegation, Traian Hristea, a reaffirme hier la volonte
de l’UE d’approfondir les relations avec l’Armenie d’une manière qui
n’est pas contraire a l’adhesion prochaine du pays du Caucase du Sud
a une alliance dirigee par la Russie. Il a dit que Bruxelles et Erevan
vont continuer a negocier sur une “nouvelle base juridique”.

Yesterday, around 70 citizens gathered for artist Ara Petrosyan’s
organized rally “Against State Terrorism,” which condemned the attacks
on HAK faction secretary Aram Manukyan and 3 veterans.

According to rally’s planned route, protesters were supposed to hold
a protest in front of the police building first, and then walk toward
the Presidential Palace. However, the rally’s plan changed; around
50 police officers stood on the sidewalk of Nalbandyan St. near the
police building keeping protesters away from the building for around
2 hours. The protesters on the sidewalk were chanting “Shame, shame,”
“Yeranosyan, Scarecrow.” Recall, that the Yerevan deputy-police chief
Levon Yeranosyan stated that “I have nothing to hold back; while I’m
on the job, if anyone in this country tries to say anything against
the Republic’s President I’ll cut their dog ears off,”

During the entire rally police did not answer the questions of either
protesters or journalists. They also did not explain the reasons
behind their actions. One of the journalists covering the rally called
the Police’s media service, where public relations department staffer
Armen Malkhasyan initially asked to “call back in 15 minutes,” however,
he did not respond to any calls afterward.

The activists called the Human Rights Defender’s office. The office
sent a few experts, to which an officer named Sargsyan explained to
them that they were not letting the protesters near the building
because they feel they have an “aggressive attitude.” When asked
if they saw aggressive behavior among all the protesters, Sargsyan
answered negatively saying that they predicted that the protesters
would not behave properly near the police building.

Police representatives also said that the organizer did not inform
them earlier about the rally. Note, that according to article 9 part
1 of the Law on the Freedom of Assembly “in order to conduct a public
protest the organizer must in written form inform an authorized body,
except for those with less than a 100 participants and those urgent
and spontaneous protests.”

The Ombudsman’s office staff said there was a contradiction to the
police’s responses, if the police are not allowing the protesters
near the police building, then how are the police securing their
freedom of assembly?

After waiting for two hours, the protesters decided to take the
rally to the Presidential Palace and to conduct a citizens’ meeting
about the protest and their future plans. The rally’s organizer Ara
Petrosyan stressed that this protest was the first step, “let them
know that we aren’t going to keep quiet.”

The experts about the next display of approximation of our three
neighbors On Wednesday, in Kars, foreign ministers of Georgia,
Azerbaijan and Turkey passed a joint statement, which reads:
“Exchanging views on recent situation in the region, reiterated their
firm support to each other’s sovereignty and territorial integrity,
and in this regard, renewed their call for the earliest settlement
of the conflict in and around the Nagorno-Karabakh region of the
Republic of Azerbaijan and the conflict in Georgian regions of
Abkhazia, and Tskhinvali region/South Ossetia, in accordance with the
fundamental principles and norms of international law, particularly
respect for sovereignty, territorial integrity and inviolability
of internationally recognized borders of the states.” Cited from
“Radio Liberty”. According to the same source, during the joint
press conference, Turkish Foreign Minister Mevlut CavuÃ…~_oglu said,
“Armenian must take steps to normalize the available problems in the
relations with neighbors. Armenia was left out of the mechanism due
to the existent problems. It is our wish for Armenia to join us too,
by respecting the borders of its neighbors. This way the missing link
will be completed. Turkey is expressing its support to Azerbaijan and
Georgia in the resolution of these conflicts within the framework
of their territorial integrity.” In hit turn, Azerbaijani Foreign
Minister Elmar Memmedyarov said, “Nagorno-Karabakh conflict should be
resolved on the basis of international agreements,” and the Foreign
Minister of Georgia Tamar Beruchashvili expressed hope, “The Kars
meeting may be vital to counter the existing threats in the region.”

In the passed joint statement, there was a reference to the
construction of the Baku-Tbilisi-Kars railway bypassing Armenia.

“Acknowledging the importance of the Baku-Tbilisi-Kars (BTK) railway
project as a competitive connection between Asia and Europe that will
contribute to the expansion of trade and economic development in the
region, and in this regard, the ministers strongly encourage their
relevant authorities to do their utmost to complete the project as
soon as possible.” To our request to interpret this Joint Statement
and in particular estimate Georgia’s position on this issue, former
NKR Foreign Minister Arman Melikyan replied, “In Kars, the meeting
of the foreign ministers of Azerbaijan, Georgia and Turkey became an
original affirmation of solidarity between these three countries right
after the state visit of Russian President Putin to Turkey. Turkey’s
conduct is interesting from the perspective that being one of the
member of the OSCE Minsk Group, this country, in fact, has neglected
the Madrid principles put into circulation by the MG co-chairs,
as together with Georgia and Azerbaijan, it had claimed that, among
others, the Karabakh conflict must be resolved by the principle of
priority of territorial integrity of Azerbaijan. In other words,
Turkey rejects the provision of the right to self-determination
composing a part of the Madrid principles. This is not a surprise,
but the important thing here is that the joint statement dedicated
to the principles of normalization of conflicts can become the next
act of Russia’s isolation. The Ukrainian crisis provided Russia’s
isolation of land from the west, while the Kars tripartite meeting can
become the beginning of the practical phase of blocking our northern
great neighbor in the south by Turkey-Georgia-Azerbaijan line. It is
important to note that Armenia, however, is left out of this line
thanks to the common border with Iran.” Turkologist, also senior
researcher at the Institute of Oriental Studies, Vahram Ter-Matevosyan
noted that the join documents passed by the three foreign ministers
singles out by the emphasis and suggested tasks. “This meeting was the
next event proving the Turkey-Georgia-Azerbaijan growing relations. In
the joint statement, we again witnessed the use of double standards
on the problems concerning Armenia and Nagorno-Karabakh and the facts
of selective interpretation of the international law. Interestingly,
how the Turkish foreign minister recognizes Georgia’s territorial
integrity, but at the same time, is considered to be an important
trading partner for Abkhazia, makes investments in Abkhazia, Deputy
Foreign Minister visits Abkhazia and so on? While Azerbaijan, in
the negotiations with Armenia, accepts the principle of the right to
self-determination, however, meeting the same fate-sharing Georgia,
falls into a stage of a “profound amnesia”. The reference to joint
plans in the document (in particular, the Baku – Tbilisi-Kars railway)
is an evidence of two undeniable realities. Turkey is becoming an
indispensable telecommunications and energy hub in front of our
eyes and is steadily moving in that direction; it was proved by
cancellation of the “South Stream” and directing it toward Turkey,
moreover, the fact of naming it a “Turkish Stream”. As formulated by
Miller, the Head of “Gazprom”, “Europe handed over the gas gate to
Turkey.” The second factor refers to Georgia. Since 2004, our friendly
and extremely important country for us has turned into a Turkey and
Azerbaijan joint impact zone. The political, economic, financial,
cultural, educational and humanitarian programs, which Turkey, and
to a lesser degree, Azerbaijan carry out in Georgia, in their turn,
give rise to some commitments that the Georgian authorities have
to exercise. I hope that during the planned visit of the RA Prime
Minister to Georgia, this and other related issues will be raised,
and there will be a mutually beneficial discussion. I fully hope that
the format of Armenia’s participation in the Kars-Tbilisi railway
will also be considered.” Johnny Melikyan, Political Scientist for
the Regional Research Center of Public Administration Academy, also
expert on Georgian Affairs, noted that the Kars meeting is sequential
in the format of Georgia-Azerbaijan-Turkey tripartite partnership
that has already become a traditional, which was started still under
the previous administration of Georgia, in 2012. “I must say that
nothing extraordinary has happened, and Georgia, having territorial
problems, always voted in favor of pro-Azerbaijani documents in various
platforms, be it the OSCE, the UN or other platform. It’s another
question that in addition to this tripartite format, there are also
Armenian-Georgian traditional friendly relations. Our countries are at
different integration systems, however, they still have a steady warm
relationships, both passed year’s results and the interstate visits
indicate that both sides have the conscious that the opportunities and
desire to deepen the relations between our countries always existed.”

Declaration Of Collective 2015: Reparations

DECLARATION OF COLLECTIVE 2015: REPARATIONS

Established in Paris, November 25, 2004.

Confronted with the prospect of the expansion of the European Union
to include Turkey and the occultation of the moral and material
obligations related to the genocide perpetrated against the Armenians
in Turkey, the adherents to this declaration, who were present at
the meeting organized by the Land and Culture Organization-France on
November 25, 2004, have established a body to be known as Collective
2015: Reparations. The chief advocacy of this Collective is that the
Armenian Question must be considered in its totality, taking into
account the following points:

1. The victims and survivors of the genocide had a homeland; they
were extirpated from it.

2. The Turkish State owes the Armenians reparations. These reparations,
to be determined by suffered losses, must include notably:

– The value of human lives lost, – The deprivation of civil and
moral rights, – The psychological suffering to the survivors of the
genocide and their descendants, – The restitution of confiscated
National properties and the rehabilitation of cultural monuments,
– Compensation for spoliated private goods, in particular, land and
buildings, – Restitution of bank savings and investments.

With this in mind Collective 2015: Reparations:

1. Has decided to publish a White Book as a legal and political tool
to enable Armenians to express their claims. A committee of experts
will be responsible for its preparation and will sollicit competent
organizations and institutions of the Armenian Diaspora and the
Republic of Armenia for their collaboration.

2. Consideres it indispensable to create an ad hoc representative
structure, which will have the ability to formulate all requests for
reparations, and to utilize all indemnizations for the reparation of
the losses and damages incurred.

3. Appeals to all authoritative European institutions to consider
the ineluctable nature the reparations due the Armenians.

4. Appeals to the conscience of Turkish people to reexamine history
to recognize the place the Armenians once had at their side, in a
kind of fraternity that is still possible.

ARFD INITIATES MEETINGS WITH PARLIAMENTARY FACTIONS

ARF Dashnaktsutyun parliamentary faction still considers it possible
that the parliamentary factions will issue a joint statement on the
assaults against Karabakh war veterans and Armenian National Congress
MP Aram Manukyan. For this purpose, ARFD has initiated meetings with
the other factions.

ARFD faction secretary Aghvan Vardanyan told reporters that ARFD has
already held a meeting with representatives of the non-government
parliamentary factions.

The 20 percent depreciation of the Armenian dram proves that the
government does not carry out its regulatory functions, Social
Democrat Hunchakian Party (SDHP) leader Narek Galstyan told reporters
on Tuesday.

Speaking about the recent price hikes in the country, Galstyan said,
“Prices for petrol are declining worldwide, while they are going up
in Armenia. We are again facing a regrettable situation when there
is a desire to become rich and get super profit.”

“I don’t think that the economic lawlessness can result in anything
good,” he stressed.
