YEREVAN, September 1. /ARKA/. Petrol and diesel prices in Armenia
rose 24.6% and 29.9% respectively in August 2011, compared with the
same month a year earlier, National Statistical Service of Armenia
reported on Thursday.

According to the statistical report, petrol prices went 0.1% up and
diesel prices added 0.2% in August, compared with July.

In August 2011 compared with December 2010, diesel prices climbed 22.7%
and petrol prices 25.5%.

As a whole, nonfoods in Armenia became 3% more expensive in August
2011 than in August 2010, but 0.1% cheaper than July 2011.

The outcome of the Nagorno Karbakh peace talks will depend upon
incumbent Russian President Dmitry Medvedev’s decision to run for a
second term, a political analyst has said.

Karen Bekaryan, the president of an Armenian NGO called European
Integration, told a news conference on Thursday that Medvedev’s
decision to run for presidency in 2012 would marl a positive signal
in the conflict settlement process, creating a positive opinion both
for his personality and the country.

“In the run-up to the presidential election we will feel thrilled to
work with the parties, using all possible tools to record a positive
result,” the expert said, adding that current pause in the process
will likely last until November or December.

In the meantime he ruled out the possibility of any vacuum, saying
that American or European initiative might replace the Russian factor
in case the letter retreats.

Le Gouvernement donne son feu vert pour la restitution des proprietes
saisies aux Fondations Non-Musulmanes

Le gouvernement turc a adopte un decret pour la restitution de tous
les biens immeubles appartenant aux fondations de minorites de Turquie,
une etape prevue depuis longtemps tendant a l’accroissement des droits
des minorites dans le pays.

Selon ce decret, qui a ete publie dans la Gazette Officielle ce samedi,
les fondations de minorites pourront reclamer la restitution des biens
immobiliers qu’elles avaient declarees en 1936. Tous les immeubles,
cimetières et fontaines seront retournes a leur proprietaire en
droit. Les biens immeubles appartenant actuellement a des tiers feront
eux aussi l’objet d’un paiement.

La decision du gouvernement de restituer les proprietes saisies aux
fondations non-musulmanes a ete annoncee juste avant un dîner de fin
de jeûne (iftar) au cours auquel participait le premier ministre
Recep Erdogan, avec les representants des communautes de Turquie,
au Musee Archeologique d’Istanbul dimanche soir.

“C’est une première dans l’histoire de la Republique Turque et un
changement très significatif,” a dit Kezban Hatemi, une avocate
specialiste des droits des minorites.

“C’est le retablissement d’un droit. C’est une evolution qui correspond
a une disposition du Traite de Lausanne qui permet a nos citoyens
non-musulmans de se sentir egaux aux autres en Turquie,” a dit Hatemi
a Zaman aujourd’hui.

Elle a egalement releve que restituer les proprietes des fondations
non musulmanes saisies est la chose la plus importante qui soit
arrivee après la fin de la tutelle militaire en Turquie.

Les fondations de minorites devront deposer leur dossier auprès des
autorites turques dans les 12 mois pour recuperer leurs biens.

La confiscation des proprietes des fondations de minorites remonte
aux premiers jours de la Republique Turque. La loi de 1936 sur les
fondations, connue sous le nom de declaration de 1936, ordonnait a
toutes les fondations de soumettre une declaration de propriete listant
les immeubles et autres biens possedes par chacune d’elles. A la
suite de la mort du fondateur de la nation Mustafa Kemal Ataturk, ces
declarations de propriete sont passees dans l’oubli. Lorsque le conflit
de Chypre s’est aggrave dans les annees 1970, le Directorat General
des Fondations avait demande a nouveau aux fondations non-musulmanes
de soumettre leurs statuts. Pourtant, ces fondations n’etaient pas en
possession de tels statuts a cause d’une pratique remontant a l’empire
ottoman selon laquelle ces fondations ne pouvaient se creer que sur
decret du sultan du moment. Ayant recu et pour cause, des reponses
negatives de ces fondations, le Directorat General des Fondations
emit un règlement selon lequel les declarations de 1936 seraient
considerees comme leurs statuts. Dans les cas où ces declarations ne
mentionnaient pas une disposition particulière autorisant la fondation
a acquerir des biens immobiliers, le Directorat General expropriait
tous les biens immobiliers acquis après 1936.

Ces actes d’expropriation violaient a la fois le traite de Lausanne
et le droit a la propriete.

Le geste du gouvernement a ete accueilli très favorablement par les
communautes non-musulmanes. Markar Essayan, un journaliste d’origine
armenienne, a dit que ce changement revet une importance particulière
parce qu’il revèle, en plus de la compensation des pratiques injustes
qui ont ete imposees aux non-musulmans par l’etat pendant longtemps,
que la mentalite de l’etat subi une transformation.

“La decision signifie plus que la simple elimination d’une pratique
injuste envers des groupes minoritaires. La mentalite de l’etat
est en train de changer. L’etat ne voit plus ses citoyens grecs,
armeniens et juifs comme ‘l’autre’ ou comme une menace”, a dit Essayan.

La population de Turquie est de près de 70 millions, principalement
musulmane, incluant près de 60 000 Armeniens chretiens orthodoxes,
23 000 Juifs et moins de 2 500 Grecs chretiens orthodoxes.

Meme si selon Orhan Kemal Cengiz, avocat et collaborateur de ToDay’s
Zaman, la decision du gouvernement de restituer les proprietes des
non-musulmans confisquees est tardive, elle est tout de meme d’une
importance cruciale pour mettre fin a une politique injuste envers
les questions relatives aux minorites.

“La nouvelle loi a ete etablie après des decisions sevères de la Cour
Europeenne des Droits Humains qui avait condamne la Turquie a payer
des compensations aux victimes. La cour avait par la suite decide que
la situation ne pouvait plus etre reglee par les seules compensations.

Cette loi est le signe d’un changement dans la mentalite de l’etat.

Les biens immeubles des communautes de minorites seront rendues du
fait de la nouvelle codification de la loi sur les biens immobiliers’,
a-t-il declare.

Plus recemment, la Cour Europeenne des Droits Humains avait ordonne
au gouvernement turc de reaffecter un vieil orphelinat historique
au Patriarche grec Fener residant a Istanbul et ordonne en outre a
Ankara de payer 26 000 euros au total au patriarche pour prejudice
non materiel et pour compenser ses frais de defense. La Turquie avait
restitue l’orphelinat au Patriarche grec orthodoxe en novembre 2010.

La Turquie a jusqu’ici ete condamnee a payer des centaines de milliers
d’euros a des fondations de minorites a la suite de jugements de
la Cour Europeenne. Avec le dernier changement du gouvernement, la
Turquie aura restitue la propriete des fondations de minorites avant
que soit rendus les jugements dans quelques affaires actuellement
pendantes a la Cour Europeenne des Droits Humains.

Le professeur Ayhan Aktar, auteur de divers livres sur les minorites,
disait que la decision sur les proprietes de minorites est une
decision revolutionnaire qui merite d’etre applaudie, ajoutant
que cette evolution pourrait encourager le gouvernement a prendre
d’autres dispositions pour accroître les droits des minorites qui
ont ete longtemps privees de leurs droits.

“La chose la plus importante est que la Turquie l’ai fait par elle-meme
avant d’etre soumise a la pression etrangère. Si le gouvernement
n’avait pris aucune initiative, la Turquie aurait dû faire face a des
sanctions sevères de la part de la Cour Europeenne dans les procès
en cours”, a dit Aktar a ToDay’s Zaman.

Quelques unes des proprietes qui seront rendues a la fondation de
minorite : le Pub Gulbenkian Selamet, l’Ecole Protestante Armenienne
Gedik Pacha, une maison, un refectoire et un terrain de jeu appartenant
a l’Ecole Protestante Armenienne Gedik Pacha, six maisons, un local
commercial et divers immeubles appartenant a l’Hôpital Armenien Saint
Sauveur de Yedikule, l’Eglise Yenikoy Panaia, deux maisons et un
lot de terrain a Sariyer, un cimetière, des proprietes appartenant
a l’Hôpital Grec Baliki – comprenant cent cinquante sept maisons,
vingt et un complexes d’habitation, une usine, trois cimetières et
trois boîtes de nuit – et des biens appartenant a la Fondation de
l’Eglise Yenikoy Aya Nicola.

L’Armenie est convenablement protegee par le système de defense
aerien S-300 mais pourrait l’etre davantage a l’avenir grâce a un
systeme russe sophistique, a affirme mardi le ministre de la defense
Seyran Ohanian.

Ohanian a fait reference au celèbre systeme russe S-400 qui a ete
mis en place il y a 10 ans et dont les missiles ont une portee de
tirs de 400 kilometres.

” Chaque annee, nous ameliorons nos capacites, la quantite d’armement
et notre materiel militaire ” a-t-il annonce aux journalistes. ”
Le systeme de defense aerien est modernise chaque annee, le systeme
S-300 que nous avons est aujourd’hui operationnel “.

” Un jour, le système S-400 sera deploye au sein de notre territoire
“, a affirme Ohanian après avoir rendu visite aux troupes dans la
province de Tavush, region frontalière avec l’Azerbaïdjan.

Moscou a transfere les systèmes de missiles longue portee a l’armee
armenienne. Les autorites ont confirme etre en possession de ces
systèmes depuis decembre. Un reportage diffuse a la television
armenienne a montre ce système de tirs S-300 mais le lieu est tenu
secret.

Une batterie peut traquer simultanement jusqu’a 100 cibles, y compris
les aeronefs et les missiles de croisière, et abattre une douzaine
d’entre eux a une distance de 200 kilomètres. Ces caracteristiques
font du système S-300 l’un des plus puissants au monde concernant
les armes antiaeriennes.

La Russie a annonce la semaine dernière qu’elle arreterait bientôt la
production des series S-300 et qu’elle equiperaient les forces armees
du système S-400 ainsi que du S-500 pour les prochaines generations.

La signature d’un traite de defense armeno-russe prevoit que Moscou
aide Erevan a se moderniser en matière d’armement militaire. Le traite
prevoit egalement l’envoi de troupes russes dans la region du Caucase
du Sud jusqu’en 2044.

Lors d’une interview a RFE/RL, Ohanian a affirme que l’Armenie a
acquis des quantites d’armes modernes l’annee dernière et continuera
le renforcement du dispositif militaire jusqu’en 2011. Il a refuse
de donner des precisions sur ces acquisitions.

Un officier et un soldat ont ete arretes mercredi après la mort de
l’un d’eux dans les rangs de l’armee armenienne. Cette mort a declenche
un tolle public contre les abus chroniques sur le personnel militaire.

Le ministère de la defense a refuse d’identifier les detenus pour
proteger les familles. Il a ajoute que certaines arrestations
pourraient avoir lieu dans les ” prochains jours “.

Le porte-parole Davit Karapetian a affirme lors d’une interview
accordee a RFE/RL que deux hommes sont suspectes d’avoir cause la
mort d’Aghasi Abrahamian, un conscrit âge de 18 ans.

Abrahamian, qui etait dans le service militaire près de
Nagorno-Karabagh, est decede peu après avoir ete hospitalise vendredi.

Le soldat etait inconscient lorsqu’il a ete transporte dans un
hôpital militaire.

Les autorites militaires a Erevan ont entame une enquete criminelle
pour homicide involontaire. La famille d’Abrahamian pense que le
jeune militaire a ete battu jusqu’a la mort et souhaite que les
investigateurs mènent une enquete serieuse.

Selon Karapetian, les deux suspects qui ont ete arretes pourraient
faire face a de graves accusations.

Le procureur, Gevorg Kostanian, et le chef du ministère de la defense,
Armen HArutiunian, se sont deplaces pour faire avancer l’enquete
samedi. Le vice-ministre de la defense, Vladimir Gasparian, se rendra
a Karabagh jeudi.

Le ministre de la defense Seyran Ohanian a affirme mardi que l’armee
fera ” tout ” pour resoudre cette enigme. ” Nous avons identifie
certaines personnes susceptibles d’avoir battu le jeune soldat,
et un travail serieux est en cours pour regler ce cas juridique “.

Ces declarations ont ete faites au sein d’une vague d’indignation
qu’a declenchee la mort d’Abrahamian. Les journalistes locaux et
les militants ont exprime leur colère envers l’armee qui ne parvient
pas a maîtriser la dangerosite du bizutage ainsi que les violences
commises au sein de l’armee.

Selon des donnees non verifiees d’associations pour les droits de
l’homme, 20 soldats ont ete tues lors de service militaire. Certains
se sont suicides ou sont decedes pour diverses raisons.

Ohanian n’a pas confirme ces donnees. Il a seulement affirme que la
première moitie de 2011 a ete marquee par une baisse du nombre de
soldats morts dans ces conditions.

Il a maintes fois promis cette annee d’etre plus sevère pour punir
ces crimes au sein de l’armee.

Parliamentary State Secretary to the Minister of Defense Christian
Schmidt on Wednesday.

The sides discussed issues of Armenian-German cooperation in the
military sphere. Christian Schmidt thanked Armenian MOD for exemplary
service of Armenian peacekeepers in Afghanistan. At the end of the
meeting the sides signed agreement on training of Armenian soldiers
and MOD officials in the institutes of German Armed Forces.

VAN NUYS. – A number of Armenian community leaders and activists
met with Congressman Howard Berman (CA-28-D-Van Nuys) on Wednesday,
August 17, to discuss a broad range of issues that are of concern to
the Armenian American community.

The event took place at Berman’s Van Nuys District Office, where the
member of Congress briefed Armenian American community leaders from
the Armenian National Committee of America-Western Region (ANCA-WR),
Asbarez newspaper, the Armenian General Athletic Union (Homenetmen),
the Armenian Youth Federation (AYF), the Armenian American Chamber of
Commerce, and the Armenian Assembly of America (AAA) on the work that
he and his staff have done to address issues ranging from American
affirmation of the Armenian Genocide to advancing US-Armenia relations.

He reiterated his strong support of the Armenian American community
throughout the United States, and encouraged those in attendance to
candidly discuss with him any further issues of importance that he
might pursue.

“I want to thank the community leaders who attended this event. Your
commitment to civic engagement is unparalleled,” said Congressman
Howard Berman. “I have long been passionate about the issues of
importance to the Armenian-American community, and I am proud that we
are partners in so many critical causes. Our meeting, if anything,
strengthened my commitment on these issues. It was informative and
productive, and I look forward to taking the thoughts and concerns
shared during our open discussion back with me to Washington.”

Berman is presently the ranking member of the House Foreign Affairs
Committee, of which he was the former chairperson. During his tenure
as the committee’s chairperson in the 111th Congress, he shepherded
H.Res.252, the Armenian Genocide Resolution, to a successful vote
in committee.

Most recently, he was instrumental the passage of the Berman-Cicilline
Amendment to the State Department Authorization Bill which calls on
the Republic of Turkey to respect religious freedom and urges the
return of church properties in present-day Turkey to their rightful
Christian owners. The amendment was inspired by H.Res.306 a resolution
on the same subject jointly authored by Congressional Caucus on
Armenian Issues co-Chair Congressman Ed Royce (CA-40-R-Orange) and
Congressman Berman.

“We welcome this effort by Congressman Berman to proactively engage
the Armenian American community,” said Zareh Sinanyan, a member of
the ANCA-WR Board of Directors who attended the meeting. “The ANCA-WR,
working with community organizations – especially youth organizations
such as the AYF and Homenetmen – feels that these opportunities to
connect Members of Congress with their constituencies are a vital
part of our community’s ever growing civic engagement.”

Berman represents California’s 28th Congressional District, which
comprises much of the San Fernando Valley, including the city of
San Fernando, and the communities of Pacoima, Arleta, Panorama City,
Sylmar, North Hollywood, Encino, Sherman Oaks, Van Nuys, Studio City,
and the Hollywood Hills at the east end of the Santa Monica Mountains.

The 28th Congressional District encompasses a number of vibrant and
thriving Armenian enclaves; several Armenian day schools and Armenian
churches; a host of Armenian-owned business, and tens of thousands

YEREVAN. – Nagorno-Karabakh could have declared its independence from
Armenia in 1991, professor of Yerevan State University Aleksander
Manasyan told at a press conference on Wednesday.

That step would have introduced the conflict differently, having
solved many issues, which came forward later.

“Passed 20 years was indeed a torture for Karabakh, who survived with
honor. It may serve for a sample of a state in the region with various
criteria, state, society, democracy, and politics among them,” Manasyan
told. “When former Minsk group mediator, U.S. incumbent Ambassador to
Azerbaijan Matthew Bryza claimed that Karabakh belongs to Azerbaijan,
we told him to present a document and Armenians will grant him $
5 million. However, no such legal document exists.”

In response to Armenian News-NEWS.am reporter’s question, why
the conflict is still pending in case there is no legal document,
professor replied that first, international community may not wish to
see the conflict solved. Second, not even Armenians are aware of all
nuances and details of the conflict, let alone other foreign experts.

Manasyan also added that Azerbaijan has never declared
self-determination of nation, even after the collapse of the Soviet
Union.

Washington now needs Muslim support which she so rashly lost due
to the fall of Hosni Mubarak. After all, Egypt and not Turkey was a
staunch U.S. ally in the Arab world.

Before 1915 there used to be around four thousand operating churches
in Western Armenia, of which only 44 in Istanbul and 6 in Anatolia now
operate underneath the Armenian Patriarchate of Constantinople. All
the rest were either destroyed or converted into mosques, warehouses,
sheds. Most of the churches are simply ruined, and they can be
recognized only by the few extant photographs. And U.S. Ambassador
to Turkey Francis Ricciardone, appointed by Barack Obama during the
Congressional recess, cannot but know all of this.

PanARMENIAN.Net – However, in response to a written inquiry from
Senator Robert Menendez about how many of the Christian churches
functioning prior to 1915 on the territory of present-day Turkey
are still operating today as churches, the U.S. diplomat answered:
“Most of the Christian churches functioning prior to 1915 are still
operating as churches.” The statement is once again dictated by the
policy of the U.S. State Department, which still considers Turkey
an important strategic ally in the Middle East, and is reluctant to
spoil relations with it. This statement also clearly fits into the
pattern of declarations of the U.S. presidential candidates promising
to recognize the Armenian Genocide and successfully forgetting
about their promises, once settled in the White House. The Armenian
National Committee of America (ANCA) sharply criticized the “recess”
ambassador and compelled him to apologize, which Ricciardone did,
asserting that his ignorance of the fact was a purely technical
mistake. However, fact of the matter remained unchanged, since even
in his latest statement the diplomat stayed true to his unconditional
support for Ankara’s denial policy. “Most of the Christian churches
functioning prior to 1915 are no longer operating as churches. Many
churches do not offer services due to insufficient clergy, others
have fallen into disrepair or have been converted into mosques,”
ambassador’s corrected response read. It seems the diplomat has
“forgotten” about the destruction of architectural monuments – not
only Armenian, but also Greek, Assyrian and Catholic. The website of
Asbarez daily gives the list of Armenian and Greek churches that have
survived to our days, but no divine service is provided in them; the
churches are in bad shape. The list includes 60 Armenian and 75 Greek
churches, not to mention the numerous Armenian and Greek schools,
which no longer exist. Most of the destroyed churches were recorded
in the vilayet of Van – 322, Mush – 148, Sivas – 110, Trabzon – 89,
Erzurum – 65, Tunceli – 93… There were churches and chapels in
almost every village of Western Armenia.

“Ambassador Ricciardone’s demonstrably false assertion betrays a
callous disregard for Ottoman Turkey’s wholesale destruction of
Christian churches, and for the fate of the millions of Christians
faithful, who worshipped in their homeland within these holy sites
until their genocidal annihilation,” said Aram Hamparian, Executive
Director of the ANCA. “Whether his response is due to a truly
remarkable lack of awareness or, instead, to a willful distortion
of the facts of history to fit Ankara’s genocide denial narrative,
this nominee has clearly shown he’s unable to effectively advance U.S.

interests or American values as our nation’s representative in
Ankara.” But, judging by the events in Libya and Syria, it should
be noted that the ambassador pictures the U.S. interests in Turkey
quite well. Democracy and human rights, as practice shows, end where
national interests begin. But Washington now needs Muslim support
which she so rashly lost due to the fall of Hosni Mubarak. After
all, Egypt and not Turkey was a staunch U.S. ally in the Arab world,
and a fairly reliable one, unlike Turkey.

The issue of confirmation of the ambassadors to Turkey and Azerbaijan
is still in the U.S. Senate and a new hearing may still be held. The
latest statements of Francis Ricciardone will hardly add to his
credit and to a quick confirmation of his candidacy, but if the Obama
administration decides that he should be the one representing the
United States in Turkey, so will it be. Although the case with Richard
Hoagland, whom the senators did not approve as the U.S. Ambassador
to Armenia, should remind diplomats that the President’s decision is
not a final say, especially in a country like the United States.

PanARMENIAN.Net – VivaCell-MTS announced the closing of the 2011
Spring Inspiration project embracing culture houses and arts and
crafts schools of Armenia.

Altogether over 3,000 school students from about 100 houses of
culture and schools of arts from 10 provinces of Armenia and Yerevan
participated in the project. The closing ceremony was hosted by
Medzamor Culture House which brought together about 700 students and
instructors from about 60 winning institutions.

The event kicked off with an exhibition that was followed by a
gala-concert during which the awarding ceremony for the winners of
the national contest took place.

means of engaging in arts, and we pass on our heritage to the younger
