ARMENIA TO TREAT CANCER WITH ATOMS

Armenia will receive state-of-the-art equipment and methodology for
applying nuclear technologies in oncology.

This is what member of the Armenian delegation to MAGATE Ashot
Martirosyan said at the MAGATE sitting in Vienna.

According to him, MAGATE’s sitting was devoted to not only nuclear
energy security issues, but also discussions on using nuclear
technologies in healthcare, particularly the treatment of cancers.

“In response to the request of the RA Ministry of Health, MAGATE has
given consent to include Armenia in the existing pact. As a result,
Armenia will have the opportunity to take advantage of the innovations
in this sphere,” said Mr. Martirosyan.

RA Minister of Energy and Natural Resources Armen Movsisyan, his
deputy, other ministry officials and employees of the Armenian
Atomic Energy Station participated in the 55th MAGATE sitting held
on September 19-23.

On the Freedom Square, Nikol Pashinyan opened the rally of the Armenian
National Congress. He reminded that twenty years ago on September 23
the Supreme Council of Armenia declared the independence of Armenia.

The rally began with the national anthem.

Armenia has ranked 44th in the FIFA World Rankings – a record
for Armenian football. Talking to ArmSport.am, Ruben Hayrapetyan,
President of the Football Federation of Armenia (FFA), said:

“I am glad to know that our national team ranks 44th now. It ranked
much lower when I became FFA president.

“What can we benefit from it? First of all, we must retain this rank
and move forward to rank even higher during the next casting of lots.

“Moreover, the Armenian national team attracts more interest. We have

Residents of Yerevan woke up Friday morning to the news of a major
police operation near the center of their city in which cops chased
a suspected gang on the road, killing at least one in the fray.

A police report said several other people suspected of committing
heavy crimes were “neutralized” in that same operation that culminated
in Myasnkiyan Avenue, a thoroughfare connecting Nor Nork, a large
Yerevan suburb, to the city center.

According to unofficial data, the members of the “neutralized” group
were responsible for a series of high-profile robberies against former
and current officials that rocked the city earlier this year.

The part of the avenue near the Yerevan Zoo, where the incident took
place (and where one dead body and a crashed Mercedes remained), was
sealed off in the morning, causing traffic congestions on the highway
and interfering with the morning schedules of a lot of commuters.

One of the members of the suspected gang, according to the preliminary
information reported by NEWS.am, is a son of a senior law-enforcement
official – deputy head of the Special Investigatory Service Marcel
Matevosyan. No official information on this account is available yet.

The man who reportedly died during the operation had taken to flight
and fell to his death from a cliff that flanks the avenue.

“Operations on the neutralization of persons suspected of grave crimes
have been on since early in the morning. We will report on the nature
of the crimes involved later on,” Police spokesman Ashot Aharonyan
told ArmeniaNow.

But different media quoting their own sources have alleged that the
suspected criminals are members of a gang that committed a series
of high-profile robberies against former and current officials. Many
have been calling this gang “Robin Hood”.

The last crime committed by that group was reported on August 25, with
the target being ex-MP Napoleon Azizyan. Threatening with guns, the
gangsters stole 3 million drams (about $8,000 dollars), $20,000, gold
jewelry and valuable paintings from the former parliamentarian’s home.

Earlier, in July, the “Robin Hoods” robbed former community head and
current State Cadastre Committee official Aghvan Grigoryan, and still
before that former road construction programs director at the Lincy
Foundation Edward Bezoyan.

In all cases the criminals beat and tied their victims, all members
of their families, then escaped with their loot in cars owned by
the victim.

These events caused a major stir in the law-enforcement agencies and
prosecutors and police officials held special consultations, inviting
the best personnel to neutralize the gang. Armenia’s Police Chief
Alik Sargsyan stated that he did not rule out that former employees
of the law-enforcement system were also involved in the gang.

President of the Football Federation of Armenia (FFA), MP Ruben
Hayrapetyan could not not sue local daily Haykakan Jamanak (“Armenian
Times”), since the newspaper published a report accusing him of
having committed serious crimes. Hayrapetyan said this himself,
while meeting with journalists in Yerevan today.

“The news agency uses blackmail, discredits [me], accusing me of
committing very serious crimes – narcotics business, the purchase
and sale of arms, human trafficking… That is to say, for such an
article, they decide to take at least one shot per hour…,” he said.

The Republican Party MP said he contacted the newspaper on several
occasions, asking for a retraction, but his request was not granted.

“Please tell me, if it was you, what would you do? How could I be
involved in narcotics, arms sales and human trafficking and no one
know about it?” he asked journalists rather rhetorically.

Hayrapetyan said he also contacted Haykakan Jamanak after the paper
published a piece in which it claimed the MP had assaulted a police
chief.

“I contacted them; I said, publish a retraction. They didn’t. I
appealed to the courts. They come to court and say, ‘Let’s reconcile;
we’ll publish a retraction.’ I say, ok; I pull back from the court
case, [but] they don’t publish a retraction,” he said.

When journalists pointed out that the comments published in the
Haykakan Jamanak article were made by president of Moscow-based
Armenian club Miabanutyun (“Unity”) Smbat Karakhanyan, Hayrapetyan
said he doesn’t know who Karakhanyan is and that you shouldn’t believe
everything you hear.

“And I heard that they did something very bad [referring to Haykakan
Jamanak chief editor Nikol Pashinyan] in Artik [penitentiary], which
is not becoming for a man. But I don’t believe it – I honestly don’t
believe it. Well, I’m not going to stand up and say that it’s true,”
he said.

The deputy repeated that accusations of his being involved in the drug
trade offend him because “he has a bad attitude toward drug addicts.”

“You can ask in Avan – when I find out there’s a drug addict, what
I do,” he declared.

Journalists then asked him to elaborate: what does he do when he
finds out about a drug addict?

“I call him, talk with him – I say you’re doing something very bad,”
Hayrapetyan said laughingly. Journalists likewise began to laugh.

“You don’t know what I have to do? I have to punish [him], hit [him].

Or you think that I would avoid [doing that]? If I say that I played
the violin, that’s when you can be surprised,” he continued.

Hayrapetyan said he can spend the 2 million 44 thousand drams he is
expected to receive from the daily in different ways: he can donate
the money to seniors’ homes or orphanages, or provide assistance to
former player of Armenia’s national team Karapety Mikayelyan, who is
need of a heart transplant.

“I will ask my colleagues [fellow plaintiffs in the case, MPs Samvel
Aleksanyan and Levon Sargsyan] to combine our funds, add something
more and give it away,” the FFA President said.

The Governments of Qatar, the United Arab Emirates and Armenia
have recently passed decrees approving the idea of using Armenian
manpower in Qatar and the United Arab Emirates (UAE). The agreements
are expected to be signed by the end of the year.

Deputy Premier of Armenia, Armen Gevorgyan who is also territorial
administration minister, stated at a recent government session that
Armenian citizens work in those countries regardless of whether the
government likes it or not, so the purpose of signing such agreements
is to regulate their activities.

“Every company finds a way to enroll and employ the personnel they
need, so the issue now is to make that process more organized. There
won’t be permanent residency or citizenship issues, considering the
specifics of those countries. We are not encouraging migration,
but rather regulating the existing labor migration processes and
activities,” he said.

Romik Matchkalyan, a 53-year-old pilot, who has just returned
to Yerevan from Dubai, told ArmeniaNow that he is satisfied with
the working conditions offered there. Matchkalyan flies cargo to
neighboring countries. Before, he was a professor at Yerevan’s aviation
academy where he taught air navigation and aviation legislation. He
says that, although he enjoyed working with students, he gave
preference to hard night work in hot Dubai (technical characteristics
of his IL-76 aircraft make it impossible to fly in the daytime),
away from his family, since the salary here was very low. He has
signed a one-year contract, according to which he works three months
and if off two.

“I had no desire to leave here [Armenia], however, but I had to. My
salary there is ten times the one I was getting here, plus the living
conditions,” says the pilot, whose employer has provided him with
five-star hotel accommodation with all its facilities and full-board
included.

He says, however, that even without state agreements, he is quite
well protected by his employment contract.

Gagik Yeganyan, heading the state migration service at the ministry of
territorial administration, says that when the state agreements are
signed, information on available vacancies will be sent to Yerevan,
and then professionals in the proper fields from those countries
would interview Armenian job-seekers in Yerevan.

Yeganyan says that it would be available only to highly
qualified professionals: doctors, engineers, IT specialists,
construction-engineers, etc. He assures that attractive conditions
would be offered to Armenian professionals in Qatar and UAE, with
salaries even higher than what’s commonly paid in European states.

While the government assures that this would not trigger migration,
and that this is only temporary labor migration, public figures
and politicians that have repeatedly raised the issue of alarming
migration trends, express their concerns.

According to the state migration service data, 67,000 people have left
Armenia this year and have not yet returned; however, the service
doesn’t want to rush and call it migration, since the majority of
them are labor migrants and will return, they believe, by the end of
the year.

Governance specialist Harutyun Mesrobyan told ArmeniaNow that signing
such agreements means that Armenia continues to be a “poor quality
state”.

“It means that the government cannot provide proper employment to
qualified personnel so that they don’t have to leave the country,”
says Mesrobyan, who believes that the only solution to the issue is
in uprooting the oligarchic economy. “When the competition field
is free, and the state takes up reforms of infrastructures, tax,
legislative and other fields, there will be no migration.”

The Azerbaijani myth about its military privilege is just an illusion,
military psychologist David Jamalyan told a press conference today.

According to him, the military parade in Armenia blew up this myth.

“In reality, it’s already clear that no one has an essential privilege
in the ratio of power,” the expert said.

David Jamalyan spoke about the weapons demonstrated at the parade,
which the Azerbaijani propaganda stubbornly refuses to notice. “Those
in Azerbaijan are not speaking about this, since the existence of
these weapons creates a military balance. Besides, they never speak
about the production of the Armenian military industrial complex or
the modernization of the old weapons.”

The military expert said, however, that no changes should be expected
in the bellicose rhetoric of Azerbaijan, mostly because of the domestic
situation in the country. The Aliyev regime benefits from presenting
Armenians as enemies.

Minister Recep Tayyip Erdogan addressed the Karabakh conflict, calling
for an end to what he called the occupation of Azerbaijani lands.

“It is the moral and political obligation of each of us to find

to the continuing occupation of Azerbaijani lands. It is unacceptable
the Karabakh issue remains unresolved,” he said.
