MOSCOW. – Commonwealth of Independent States (CIS) countries avoid
giving public response to the Putin-Medvedev substitution in Russia.

But among the post-Soviet countries’ leaders solely Armenian President
Serzh Sargsyan could be delighted with Putin’s return, Moskovskiye
Novosti Russian daily writes.

“And this is not because Medvedev’s era did not bring Yerevan
noticeable dividends in settlement of the Karabakh issue. This [era]
was not beneficial for Baku, too. The problem is something else. In
recent years, Armenia’s leadership was able to establish relations with
Moscow which, by and large, do not depend too much on who the Kremlin’s
master is. But Yerevan’s tradition of directing the vector more
towards Putin and his team has remained,” Moskovskiye Novosti writes.

During recent congress of Russia’s ruling Yedinaya Rossiya Party,
it was decided to nominate current PM Vladimir Putin as candidate
in the country’s presidential elections and, if he wins, to appoint
current President Dmitry Medvedev as PM.

New gas deal might warm up Caucasus politics further

Those interested in a new natural gas field with an incredible 50
billion to 100 billion cubic meters of reserves in the Azeri quarters
of the Caspian Sea are to submit their offers by the end of today,
Oct. 3, to the Shah Deniz-2 Consortium.

The Nabucco Consortium submitted theirs yesterday. The Nabucco project
had aimed to bring Caspian gas to Central Europe to break the
dependency on Russian gas and meet the continuous rise of demand
there.

Things did not go as planned for the shareholders. At first the United
States-led embargo on Iran made it practically impossible for them to
build a pipeline passing from the Iranian territory to reach Turkey
and then further west. Secondly, in order not to lose its upstream
advantage, Russia had a deal with Turkmenistan to buy all of its
existing reserves.

That was not a good time for Nabucco executives; there was a pipeline
project with no gas to fill it. Yet an agreement was signed in 2004
between Turkey, Bulgaria, Romania, Hungary and Austria companies with
equal shares. The Americans were encouraging them by saying that the
invasion of Iraq started, which in 2003 was going to end with success
soon, and they could use rich gas fields there to bring Nabucco back
to life.

In the meantime a pipeline crossing the Black Sea under water was
constructed and started pumping Russian gas to the Turkish port of
Samsun in 2005. It is called the Blue Stream project and together with
the Western Route (passing through Ukraine, Romania and Bulgaria) that
was a second tie to increase Turkish electricity production to Russian
gas.

Vladimir Putin, Russian president, then told Turkish Prime Minister
Tayyip ErdoÄ?an that they could actually built the Southern Corridor
through Turkey to meet the European needs and even fill Nabucco; a
great irony, since the idea of Nabucco was an alternative to Russian
offerings.

Then something more interesting happened. After retiring from being
chancellor of Germany, Gerhard Schroder started to work for Gazprom
and in the Northern Corridor project to pump more Russian gas to
Europe. (Nobody could rely on the possibilities in Moammar Gadhafi’s
Libya then.)

Now Nabucco is seeking its future in Azeri gas. If they can convince
the Shah Deniz Consortium (BP and Norway’s Statoil having more than
half of the shares and with a small Russian Lukoil presence), then
Nabucco can live.

Nevertheless, it is important for Azerbaijan to find another route to
sell its natural gas to outer markets with a route not passing through
Russia; an improvement started with the Baku-Tblisi-Ceyhan oil
pipeline carrying Caspian oil to Turkey’s Mediterranean coast. As Shah
Deniz will enrich and empower Azerbaijan and bring the country closer
to the western system, it will put Armenia, its rival in the
Nagorno-Karabakh conflict, under more pressure.

Speaking of rising political tensions and pressure, a day after
ErdoÄ?an’s meeting with Schroder on Sept. 29, 2011, that is last week,
Turkish Energy Minister Taner Yıldız announced that the Western Route
agreement with Russia was terminated. That will not affect the
Turkish-Russian trade or political relations, but leave Ukraine alone
in its gas fights with Russia and put Kiev under pressure for sure.

A new ruling, which was introduced last month, was brought in by the
AIBA to allow every home boxer in a championship to be seeded.

The news comes in the wake of an investigation by Olympic boxing
– officials into allegations, made on the BBC’s Newsnight last week,
that gold medal bouts at next summer’s London Games could be rigged in
a $9?million (£5.78? million) corruption operation.

Newsnight claimed to reveal secret payments of at least $9?million
from an Azerbaijani source to an AIBA subsidiary, World Series Boxing,
and aired allegations that WSB’s chief executive claimed the money was
conditional on Azerbaijani fighters winning two gold medals at London
2012. The world championships, which started yesterday, also act as a
qualifying tournament for the Olympics.

The seedings see the Azerbaijani super-heavyweight Magomedrasul
Medzhidov ranked No?2, despite never having fought in a major
tournament at that weight. He is not ranked in the top 50 in the world
in the division. Of the eight other boxers, four are seeded at No?8 in
their respective weight categories although that does not reflect
their world ranking.

A boxer who is seeded is likely to avoid another seed in the early
rounds. Last night AIBA officials had not responded to a request for
an explanation of the seeding system.

In all weights bar the heaviest two, the eight quarter-finalists are
guaranteed places in London. At heavyweight and super-heavyweight,
where the Azerbaijanis are seeded three and two respectively, only
semi-finalists will qualify for the Games.

There were fears within the British and Irish camps that the Newsnight
investigations, and reporting by the British media, could impact on
the country’s boxers in – – the tournament.

In Azerbaijan there was fury over the allegations of bribes.
Kamaladdin Heydarov, the emergency situations minister who also heads
Azerbaijan’s boxing federation, said the corruption allegations were
lies. The AIBA president, Taiwan’s Wu Ching-kuo, has also rejected the
allegations as `totally untrue and ludicrous’ but confirmed that the
organisation would launch an investigation.

Last night the governing body closed ranks over the allegations with
executive committee members signing a declaration `to fight against
any type of groundless and intentionally harmful accusations against
AIBA’.

Meanwhile, the father of the Bolton boxer Haroon Khan, who is Amir
Khan’s younger brother, has said the family will appeal against the
decision not to allow him to represent Pakistan at the London
Olympics.

*PanARMENIAN.Net* – Possible return of former President *Robert
Kocharian*to politics has been one of the most debated topics
recently. The latest
developments in Russia, where the current President openly declared his
support to Prime Minister at the next presidential race, poured oil on the
flames.

In one of his recent interviews, Kocharian said that his return to politics
will depend on three major factors: 1. Absence of sustainable progress and
emigration growth, 2. Demand for his return and 3. His inner confidence of
ability to radically improve the situation.

Judging by the above-mentioned, we can presume that the first condition for
Kocharian’s return is obvious and in case he wishes, the second one will
become a reality as well. However, it’s evident that return of Kocharian
will be a harder process than return of Putin. If the latter left the
presidential post to occupy the seat of Prime Minister and did not conceal
his being the master of Russia, the former faces a different situation.
Kocharian left the post amid bloody confrontation between the authorities
and opposition that resulted in death of 10 people on March 1, 2008.
According to experts, this was the main reason why Kocharian did not assume
the Prime Minister’s duties, as many held him responsible for the bloodshed.

Besides, Serzh Sargsyan, whose positions were stronger than Medvedev’s, did
not wish to have a powerful Prime Minister like Kocharian.

Rumors about Kocharian’s return have pushed the ruling coalition (Republican
Party of Armenia, or RPA, Orinats Yerkir party and Prosperous Armenia party)
to initial a memorandum pledging support for the incumbent Sargsyan during
the next elections. However, if Orinats Yerkir causes no problems to the
ruling RPA and President Sargsyan, the situation with Prosperous Armenia is
different, should we recall that it signed the memorandum under heavy
presidential pressure.

Undoubtedly, the main opposition force – the Armenian National Congress –
will spare no effort to prevent return of Kocharian, whose extremely
negative attitude to ANC leader Levon Ter-Petrossian is not a secret for
anyone.

However, despite obstacles, Kocharian stands a good chance to regain the
presidential post, with possible support of Prosperous Armenia and ARF
Dashnaktsutyun. Besides, there is powerful Armenian Diaspora, which always
sympathized with the second President for his tough position on Turkey and
the Armenian Genocide issue.

Besides, all remember that the socio-economic situation in Armenia
considerably improved under Kocharian’s rule, although it was partially
conditioned by the global economy growth. An ordinary citizen will not think
much of global recession that followed. He or she will remember than life
was better when Kocharian was the President.

And last but not least, the Kremlin’s support may also have role in Armenian
presidential race, given friendly relations between Kocharian and Putin.

COSTA MESA – Mazda Press has announced the publication of Dr. George
Bournoutian’s new book: The 1823 Russian Survey of the Karabagh
Province: A Primary Source on the Demography and Economy of Karabagh
in the Early 19th Century.
At the end of 1822, following the flight of Mahdi-qoli Khan of
Karabagh to Iran, Russia annexed the province and sent two officials
to conduct a survey of the population of Karabagh and the taxes
collected by the last khan. The survey, composed of 35 registers in
Russian, was completed in the spring of 1823 and send to Tiflis, the
Russian headquarters for the Caucasus. In 1866 the government printing
office in Tiflis published a very small quantity of the survey for
official use. The document became rare and, for all intents and
purposes, unobtainable.
Following the demands of the Armenians of Nogorno-Karabagh for
self-determination, Azeri historians, led by the late Ziya Buniatov,
started a campaign to deny the Armenian historic presence in the
region. First, they prepared new editions of books by local
Persian-speaking Muslim chroniclers (written in the 18-19th centuries
and published in Baku in Russian and Azeri translations between 1921
and 1970), and blatantly deleted most references to the Armenians.
Second, they sent the new editions free of charge to many university
libraries in Europe, Russia and the US. Third, they announced that the
Armenians of Mountainous Karabagh had arrived there only after 1828,
when Russia, following the Treaty of Turkmenchay had encouraged the
settlement of thousands of Armenians from Iran into the region. This
became and remains the official Azeri view (see the Azerbaijan Embassy
in DC website).
Although, Bournoutian in his three previous books, as well as two
articles has totally refuted the Azeri claims, the absence of concrete
population figures for Karabagh presented a problem. One either had to
rely on Armenian sources (written between the 16th and 19th centuries
and unacceptable to the Azeris as biased) or the abovementioned
out-of-print Russian and Azeri unadulterated versions. Although both
sources mention an Armenian presence in the region, they either
present unsubstantiated and exaggerated figures or have no demographic
information whatsoever.
The 1823 Russian Survey of Karabagh, conducted by neutral officials,
lists the number of families and their ethnicity in some 300 villages
and 300 nomad pastures. It also lists the various taxes paid to the
khan’s treasury by each group. It proves conclusively that, in 1822,
six years prior to 1828, the Armenians formed the overwhelming
majority (some 97%) in the five districts, which later formed Nagorno-
Karabagh. Furthermore, the Armenian villages were larger, more
productive and the Armenians paid more taxes per capita than the
Muslims. The high economic productivity of the Armenian villages is a
further indication of their long presence in the region.
Bournoutian’s annotated translation (first in any language) from the
Russian original edition (located at the former Lenin Library in
Moscow) of this 380-page survey, has a great deal of other information
on the demography and economy of Karabagh, which will be of primary
interest to scholars of Transcaucasia. It includes a lengthy
introduction and commentary, an appendix and maps and should, once and
for all, end the discussion regarding the Armenian historic presence
in or claims to Nagorno- Karabagh. The book (xiv+467pp. $45.00),
available in mid-October can be ordered from Mazda Press, Amazon,

La presse arménienne continue de couvrir la visite officielle du
Président Sarkissian en France et sa rencontre avec les entrepreneurs
français au MEDEF. Le chef de l’Etat arménien s’est félicité de ce que
la France soit le deuxième investisseur en Arménie, après la Russie
(les investissements français se montant, en juillet 2011, à environ
700 MUSD). Le chef de l’Etat a rappelé que 155 sociétés
franco-arméniennes opèrent aujourd’hui en Arménie et que les
investissements français touchent plusieurs domaines, dont le secteur
bancaire, la production de boissons alcoolisées, la pharmacie, la
médecine, l’agriculture, la communication etc. Des sociétés françaises
aussi importantes que « Orange », « Crédit Agricole », « Pernod Ricard
», « Alcatel », « Grant Tornton Amyot » sont aujourd’hui représentées
et travaillent avec succès en Arménie. Toutefois, le Président
Sarkissian a estimé que le niveau des relations bilatérales exigerait
que la France figure parmi les dix principaux partenaires économiques
et commerciaux de l’Arménie. Il a rappelé que l’Arménie réalisait des
grands projets routiers et énergétiques de quelques milliards de
dollars comme la construction du corridor « Nord-sud » et celle du
nouveau réacteur nucléaire et a exprimé le souhait de voir les
sociétés françaises y participer activement. Le Président Sarkissian a
noté avec satisfaction que les sociétés « Alstom » et « Areva »
étaient intéressées par les secteurs routier et énergétique arméniens.
Enfin, il a exhorté les entrepreneurs français à établir une
coopération active avec leurs collègues arméniens. Les quotidiens
couvrent également la rencontre du Président Sarkissian avec le maire
de Paris, suivie par une rencontre avec la communauté arménienne à
l’hôtel de ville. Le Président arménien s’est félicité de la
coopération décentralisée entre la France et l’Arménie, dont celle
entre les deux capitales. Il a remercié le maire de Paris en lui
exprimant sa « reconnaissance particulière pour son soutien claire et
net » à cette coopération. Enfin il s’est adressé aux Français
d’origine arménienne pour leur dire combien ils ont « joué un rôle
important dans les relations bilatérales ». « Vous êtes des citoyens
exemplaires et un pont entre nos deux peuples. J’espère que vos fils
le seront également, tout en préservant leur identité culturelle ».

la ptisserie autrichienne établit un record de longueur au Sud Caucase

L’hôtel « Armenia Mariott » et la compagnie « Ausrtia Airlines » ont
proposé aux habitants d’Erévan de goûter au plus long strudel du
Caucase. Cette ptisserie autrichienne, spécialité d’Euope centrale
avait 36 mètres de long et pesait 150 kg. Jeudi dernier, toute la
journée, les habitants de la capitale arménienne avaient la
possibilité de goûter une part de ce strudel près de l’hôtel « Armenia
Mariott », moyennant 500 drams. Pour préparer ce gteau génat, trois
ptissiers travaillèrent quatre jours pour réaliser ce studel de 36
mètres. Lors de la dégustation de cette ptisserie, les paticipants
pouvaient gagner deux billets d’avion en direction de Vienne
(Autriche) et un séjour au « Vienna Mariott ».

He was nicknamed ‘Dr Death’ for helping dozens of people commit
suicide in the 1990s and spent eight years in prison for second-degree
murder.
Now, the late Jack Kevorkian’s paintings, writings and iconic blue
sweaters are being sold in a controversial auction in New York this
month.
Many of the 20 paintings by the pathologist, who died in June aged 83,
depict death or dying, and are often intended to provoke or disturb.

One of those up for auction is entitled ‘Genocide,’ and features a
bloody head being dangled by the hair and held by the hands of two
soldiers.
One wears a German military uniform from World War II and the other a
Turkish uniform from World War I to depict the mass killings of
Armenians and Jews during World I and World War II, respectively.

Kevorkian painted the frame with his own blood and wanted to have a
skeleton with an IV flowing through it next to the painting, according
to Suburban Detroit art gallery owner Anne Kuffler.

Ms Kuffler, who had previously exhibited the pathologist’s work, put
him off the idea however.
‘He said: “I want to show how horrible it is, I want people to be
upset by it,”‘ she said.

‘I said: “If you haven’t portrayed it in your painting, then you
haven’t succeeded.”‘
The gallery owner revealed there had already been interest in the
paintings up for auction.
Ms Kuffler, who sells signed and numbered lithographs of six of his
works for $500 apiece, said she was offered $100,000 for one of his
original paintings in 1994 and believes the value of work would have
increased since then.
Kevorkian’s lawyer Mayer Morganroth, said he didn’t know the value of
the collection but most of the proceeds will go to the doctor’s sole
heir – a niece – and the charity Kicking Cancer for Kids.

Morganroth said the timing was right to sell the items, since there
was interest from several auction houses and the broader art world, as
well as a desire to settle the estate.
Many of the paintings have been hanging at the Armenian Library and
Museum of America in Watertown, Massachusetts, which also has a
collection of his compositions and writings.

Kevorkian was also a keen musician and composer.

‘I think the legacy is showing the many facets of him and his
capabilities,’ Morganroth said. ‘He was a multi-talented man.’

BOX: DR DEATH’S 1999 CONVICTION
As an advocate of voluntary euthanasia, he helped dozens of people to
end their lives in the 1990s and famously said that dying was not a
crime.
But, it wasn’t until 1999 that Jack Kevorkian was charged with
second-degree murder.
In September 1998, he’d helped Thomas Youk, who was in the final
stages of Lou Gehrig’s disease – a form of motor neuron disease – to
end his life by administering a lethal injection.
This was significant as it was reported Kevorkian’s earlier clients
had administered the drugs themselves. On November 22 a videotape of
Youk’s death was broadcast on U.S. programme 60 Minutes. In the tape
Kevorkian dared the police to try to convict him or stop him from
carrying out mercy killings.
They didn’t hang around. Just four months later Kevorkian was charged
with second-degree murder. Later in his trial Kevorkian dismissed his
lawyers to represent himself, and after two days the jury found him
guilty. He was sentenced to 10-25 years in prison.

He served eight and, after being repeatedly turned down, was granted
parole in 2007, on condition he would not offer suicide advice to
anyone.
He died in June this year aged 83.

Turkey deplores French presidential candidate over Armenian issue

Paris, 1 October: Turkey has harshly reacted to French Socialist
presidential candidate Francois Hollande who promised Armenian
diaspora to bring a draft about the incidents of 1915 back to the
agenda of the Senate.

Turkish Ambassador in Paris Tahsin Burcuoglu sent a letter to Hollande
and expressed Turkey’s harsh reaction.

In his letter, Burcuoglu said that the enactment of the draft, which
envisaged to consider denial of 1915 incidents as a crime, would badly
affect Turkey-France relations.

Burcuoglu said that the draft had already caused a serious uneasiness
in Turkish public opinion.

If enacted, it will cause a serious damage in the bilateral relations, he said.

The Turkish diplomat referred to view of French intellectuals and of a
French parliamentary inquiry commission that history was written by
historians, not by politicians.

Lately, Hollande met representatives from Armenian associations in
Alfortville, 7.5 km from the centre of Paris. He promised to bring the
draft back to the agenda of the Senate.

Earlier, French Senate rejected to debate the draft.

Iran, Armenia to build anti-hail devices factory in West Azarbayjan Province

West Azarbayjan Province and Armenia’s Armavir region have signed an
agreement on the construction of a joint factory to manufacture
anti-hail devices.

At the end of the meeting between the governors-general of West
Azarbayjan Province and Armenia’s Armavir region, Jalalzadeh and Ashot
Qahramanyan, in Orumiyeh today, the sides signed an agreement on the
construction of an Iranian-Armenian factory to manufacture anti-hail
devices in West Azarbayjan Province.

During his visit to Armenia this year [Iranian year starting on 21
March], the governor-general of West Azarbayjan Province visited a
factory manufacturing anti-hail devices in Armenia and issued an order
to purchase several devices and test them in some regions of the
province.

According to the head of the West Azarbayjan Agricultural Jihad
Organization, Asqari, eight anti-hail devices have been purchased from
Armenia and installed in the cities of Orumiyeh, Mahabad, Salmas and
Miyandoab so far.

Hail in West Azarbayjan Province causes damage worth 70m dollars to
the agricultural sector of the province [annually], and the use of
these devices will play an effective role in reducing the volume of
damage.
