Lu dans Le Monde.fr : Paris serait pret a abriter une commission
historique armeno-turque. C’est du moins ce qu’a declare lors d’une
conference de presse Alain Juppe a Ankara le 18 novembre provoquant la
consternation dans les rangs armeniens. Quelle mouche a en effet bien
pu piquer le ministre francais des Affaires etrangères pour reprendre
a son compte, comme si elle allait de soi, une des propositions les
plus pernicieuses du negationnisme turc ? : la fameuse antienne de la
commission historique. Un stratagème utilise depuis près de six ans
par Ankara pour riposter au mouvement mondial de reconnaissance du
genocide des Armeniens en 1915. Et qui rappelle l’offre d’Ahamadinejad
relative a une “commission d’enquete internationale” sur la Shoah.

‘Armenian ordinary residents suffer from unwise policy of their elite’

News.Az interviews Milli Majlis deputy, political scientist Rasim Musabayov.

International rating agency Moody’s Investors Service has reduced the
forecast of Armenia from stable to negative. How will the economic
problems of Armenia affect the internal political situation in this
country?

Decreased country rating of Armenia means that authorities and banks
of this country should not hope for any huge borrowings from
international financial markets. The time of paying old debts is near,
while Armenia has nothing to pay for them. It will be difficult to
restructure the debts. Consequently, the authorities will reduce the
extremely low payments and take money to pay debts from the poor
Armenian budget. I do not believe that the working government will
dare to press on oligarchs and seize their revenues before elections.

In such a situation the only way out for Serzh Sargsyan is to play the
nationalistic card and raise military hysteria. The team will likely
stake on the slogan: Armenia should tighten the belt, accept
difficulties to keep occupied lands’. Armenian military and criminal
elite can take any provocative action to make it seem more persuasive.

It is still unclear whether the National Congress headed by former
president Levon Ter-Petrosyan dare to raise the issue of war and
peace, the need to disavow the unrealistic plans of territorial
invasions and adoption of compromises in Karabakh settlement amid run
for elections. It is unclear whether he will be understood among
Armenian voters.

Personally, Serzh Sargsyan can take a cautious position, bringing the
pal of Kocharyan and dashnaks to the foreground as opponents to Levon
Ter-Petrosyan. Depending on the response of the population, Sargsyan
will build its own presidential campaign after parliamentary
elections.

It is clear that Armenia is to have a strained and unclear political
year, complicated with the inevitable worsening of socioeconomic
situation.

Deputy of the National Assembly of Armenia from the Republican Party
of Armenia Ayk Sanosyan was outraged with the fact that the Armenian
budget does not envisage any significant spending to support the
predominantly Armenian province of Georgia-Javakheti. How can you
comment on this statement and how it fits the logic of upcoming
economic problems of Armenia?

This example illustrates what I have already said. Instead of
searching solutions to sharp socioeconomic and financial problems,
Armenian politicians rival in playing the nationalistic card.

There is no money for essential things but they make absurd and
provocative proposals such as for example the recently voiced proposal
in Armenia to release criminals sentenced to long terms in prison for
grave crimes in exchange for readiness to settle in the occupied lands
of Azerbaijan with their families. We will likely face new initiatives
of this kind.

Meanwhile, the fourth congress of Armenians of `Western Armenia’
starts in Paris on 25 November. It is to last for three days. The main
issue on the agenda is to create the parliament of `Western Armenia’.
How can you comment on the very fact of the congress and speculations
on Western Armenia issue?

This is an old idea. It is attempted to actualize before the
anniversary of the so-called `genocide of 1915′. The aim of the mark
the role of Armenia as a party organizing international pressure on
Turkey and set as this not the amorphous diaspora (it contains many
people who left Armenia for economic reasons) but a pseudopolitical
structure in a form of a self-appointed parliament of `Western
Armenia’. It is difficult to mislead anything by these tricks. But
Armenians are masters in historical and political mystifications. If
this does not work, they will make up anything else.

Turkish FM Ahmet Davutoglu stated Turkey’s readiness to form a joint
commission to study events of 1915. Official Yerevan, as expected,
rejected the proposal, stating in the face of Edward Nalbandian that
the proposal of the Turkish Foreign Ministry is the attempt to
question the fact of recognition of the so-called `genocide’ by
countries and international organizations. How can you comment on the
position of official Yerevan?

Nalbandian and his patron Sargsyan have been harping on for long. But
the United States and European countries treat Ankara’s position with
understanding.

In conclusion, is it possible to say that it was the Armenian
diaspora’s stance which led Armenia to its current pitiful state?

Economy and finances set the limits of irrational policy. Political
games are limited to economy, which revenges seriously to those who
ignore its imperatives. Those who cultivate `historical hatred and
revenge’ instead of peace and cooperation with neighbors make
financially and demographically insufficient claims, which have no
legal grounds. The ordinary citizens of Armenia suffer from such an
unwise policy. They need to listen to the rare voices of reasonable
Armenian politicians and intellectuals. But I can hardly believe that
they will do so.

The head of European Parliament Jerzy Buzek strongly criticized the
`unusually high number of journalists imprisoned and arrested in
Turkey,’ Hurriyet Daily News reportes.

`The argument that journalists are active against the government is
unacceptable. It is typical for journalists to write and question the
government. That should not be surprising,’ he said at a press
conference in Ankara.

He stressed that the European Parliament is concerned with the current
state of affairs in Turkey regarding freedom of the press and freedom
of expression.

`I understand that your authorities say it is an issue of
antiterrorism and not an attempt to stifle freedom of expression
issue. But we disagree,’ Buzek said stressing the need to amend
Turkish anti-terror laws and media laws.

Prosecutors Investigate Corruption Allegations Against Armenian Prime Minister

The Inspectorate General of Criminal Investigations of the Armenian
police has launched a probe into corruption allegations against Prime
Minister Tigran Sargsyan. The allegations were made by pro-government
politician Harutyun Araqelyan, who sent an open letter to Avghan
Hovsepyan, Armenia’s Prosecutor General on 21 November. In his letter
he claims that Sargsyan, together with dozens of other individuals,
siphoned off nearly USD31 million from the USD70-million loan received
by Armenia’s largest chemical plant Nairit from a Moscow-based bank in
2006. At the time, Sargsyan held the post of the Chairman of the South
Caucasian republic’s Central Bank, and his brother Ashot Sargsyan is
currently the deputy executive director of Nairit. The Prime Minister
has denied these accusations as blackmail, and his office revealed
that on 17 November prior to publicly launching the allegations,
Araqelyan sent a letter to Sargsyan as well as Justice Minister Hrayr
Tovmasyan threatening to go public with his accusation unless he was
reinstated as the chairman of the Liberal Democratic Party, a small
pro-government party.

Significance:It is highly unusual to see Armenian prosecutors
launching an investigation involving an incumbent prime minister. It
is unclear what the outcome of the probe will be, however media is
taking an increasingly active role, while the political scene is set
to become more vibrant ahead of May 2012’s parliamentary election. Not
only the opposition but also the ruling coalition is showing signs of
weakness, with smaller pro-government parties searching to realign
themselves ahead of the important vote which is likely to be much more
transparent than the previous election.

OSCE OFFICE ORGANIZES POLICE OPEN DAYS IN ARMENIA

VANADZOR, Armenia

The following information was released by the Organization for
Security and Co-operation in Europe (OSCE):

The first in a series of police open days to enhance trust between the
police and the public will be held tomorrow in Vanadzor, a northern
city in Lori province of Armenia.

Organized by the OSCE Office in Yerevan together with the Armenian
Police and the National Centre for Legal Research non-governmental
organization, the open days are mainly aimed at young people, giving
them an opportunity to better understand police work

Lilian Salaru, the Politico-Military Officer of the OSCE Office in
Yerevan, said: “Police open days are intended to be an ice-breaker in
the relations between the police and the young Armenian citizens. The
event is part of the continued efforts of our Office to support the
development of democratic policing in Armenia and is the first such
event to be held in the Armenian provinces.”

Throughout the day, some 30 high school students will visit Vanadzor
police department to learn about the day-to-day activities of the
police and to discuss with police officers the challenges of their
work, raising issues of concern with regard to the local security
situation. They will also have an opportunity to try on police
equipment and sit in patrol cars.

A number of experts will deliver presentations on various topics,
including drug addiction, trafficking in human beings, corruption and
the community policing model. Specially designed brochures to
highlight these topics, as well as promotional items, will be widely
distributed.

Assisting the police to organize open days is part of an ongoing
multi-year OSCE project to introduce community based policing in
Armenia.

An Azeri soldier was killed in a clash with Armenian forces near the
breakaway region of Nagorno- Karabakh, bringing to three the total
number of deaths in the conflict between the two former Soviet
republics in the past week, Baku-based news service APA reported,
citing Azerbaijan’s defence ministry.

Oil-rich Azerbaijan fought a war with Armenia over Nagorno- Karabakh,
a majority Armenian-populated enclave that broke free of Azerbaijan’s
control following the disintegration of the Soviet Union in 1991. The
territory remains a potential flash point in a region where Russia
fought a five-day war with Georgia in 2008 after separatist tensions
flared up over the breakaway regions of Abkhazia and South Ossetia.

Teymur Abdullayev, a spokesman for the Azeri Defense Ministry,
couldn’t be reached for comment when called on his mobile.

Le Haut Karabagh ne restera pas en marge de l’Arménie quant au
développement des technologies de l’information et des communications.
Mercredi 23 novembre, lors d’une conférence de presse, Ralf Herikian,
le directeur de l’opérateur de téléphonie mobile « VivaCell-MTS » a
affirmé que les prix des communications tant de la téléphonie que de
l’internet baisseront pour favoriser leur développement au Haut
Karabagh. Ces prix suivent la courbe de la baisse de l’Arménie. Hovig
Moussayelian, le directeur de « Synopsis-Armenia » a de son côté
insisté sur l’importance du développement de l’équipement en PC et
portables dans les écoles du Haut Karabagh. Un équipement auprès des
établissements scolaires du Haut Karabagh avec un enseignement qui
serait soutenu par de jeunes formateurs venus d’Arménie. L’unique
objectif étant de donner à la population de la République du Haut
Karabagh les mêmes moyens que celle de l’Arménie.

Visite des prisonniers Arméniens détenus en Azerbaïdjan

Les représentants du Comité International de la Croix Rouge ont rendu
visite aux 3 soldats arméniens qui se trouvent dans des prisons
d’Azerbaïdjan ainsi qu’une famille arménienne de 5 personnes. Cette
famille, pour des raisons inconnues à ce jour, avait traversé en 2010
la frontière arméno-azérie pour se réfugier au Nakhitchevan. Tandis
que les 3 militaires Arméniens s’étaient égarés lors de l’exercice de
leur service et s’étaient retrouvés en Azerbaïdjan. La Croix Rouge
Internationale a remis à ces prisonniers des courriers de leurs
familles tout en s’informant sur les conditions de leur enfermement.

The story of the speech of the drunken prime minister who attended
the concert of Tata, the rabis (folk pop) singer, is already past but
there is still a light impression. Most people criticized the prime
minister not because he was drunk but because he attended the concert.

Instead of raising the level of his favorite party, he reduced his
level to that of the party. If there are people who pay attention to
this, it means not everything is lost.

The Republican Party is walking towards the election with the image
and philosophy of Tata. It is the Asian philosophy the ultimate goal
of which is to satisfy one’s instincts using all the possible ways.

Gluttony, luxury, lust, criminal pseudo-values become ultimate goals,
part of political activities. But the worst thing is that these
low values are preached as norms, and have become the “ownership”
of public in large.

There is no need to understand one’s wishes, it is necessary to
fulfill them through all the possible ways. This is the greatest
tragedy in Armenia.

The Western culture was able to curb low wishes by intellect, which is
the meaning of the European civilization. It has not rejected instincts
but is able to control them successfully. The instincts are not allowed
to prevail over the rest to enjoy them without becoming their prisoner.

The music which the political party chooses as its own brand can tell
a lot to voters. The ARF Dashnaktsutyun chose Ruben Hakhverdyan’s
“The Red Poppies”, the song about the soldiers who got killed in the
Karabakh war for their independence. It gives some hints about this
party. It is difficult to judge about the other political parties.

What is their philosophy? What do they want to bring to the society?

The Republican Party tried to make Tata a brand but lost more than
won. But the society suffered the most because the idea of following
low desires instead of intellectual analysis was imposed on it.

Because such analysis is not dangerous only for intellectual parties.

Secretary of the Writers Union of Armenia, Hovhannes Grigoryan will
soon be transported to Israel. Doctors discovered he had lung cancer.

“Grigoryan gone through four stages of chemotherapy in Armenia, now
he is sent to Israel to receive radiation therapy,” – said theChairman
of the Writers’ Union Levon Ananian to “Yerkir” daily.

He added that he already has an agreement with the hospital, and writer
will immediately be taken to hospital as soon as the plane lands.

“The fact that the hospital has agreed to accept him is already good.

Hovhannes is optimistic, “- said Ananian.
