Newly-drafted conscript commits suicide in Vanadzor

An Armenian conscript has committed suicide in a military unit in
Vanadzor city, according to a press release by the Defense Minsitry.

Narek Davtyan, who was drafted this summer, is reported to have
committed suicide at around 8pm on Friday.

A civil society movement called Chenk Lrelu (meaning `No Silence’)
issued a statement late on Saturday, condemning the situation in
military units.

The movement said that this trend cannot continue any longer. It also
called on President Serzh Sargsyan to immediately take measures to
establish discipline in the army.

The motivation for the suicide is not clear yet.

Today the first ever official Junior Eurovision Song Contest stamp was
introduced in Yerevan, Armenia, the official webpage of Junior
Eurovision Song Contest informs.

A special ceremony was held in the press centre of this year’s contest
with officials from the Armenian government as well as the European
Broadcasting Union.

The police have arrested an Armenian citizen over abduction charges,
according to a press release issued by police.

The law enforcers brought Artyom Aidinyan from Moscow to Yerevan at
around 8pm on December 2.

Aidinyan, 31, is accused of abducting a person and has been arrested.

An investigation is underway.

The intrigue of elections in Karabakh

The preparations of the parliamentary elections in Armenia shaded the
presidential elections in Karabakh in summer 2012. Perhaps the
internal situation in Armenia is so predictable and considered as
dependent on Yerevan that analysts do not even bother to address this
issue, considering it as solved. In the meantime, the total social and
political degradation in Karabakh promises interesting developments,
and the Karabakh society shows signs of waking up.

The ex-chief of staff of the NKR government won the mayoral election
in Stepanakert. Suren Grigoryan got 8500 votes. One fourth of voters
voted for Edward Aghabekyan, the ex-mayor. It means that at least one
fourth of the population of Karabakh would like to change the vector
of constant apathy and take part in decision making.

In 2005, Edward Aghabekyan was the only mayor in the region who was
elected through democratic vote. We must acknowledge the role of the
president of NKR then Arkady Ghukasyanwho actually guaranteed the
right of the citizens of Stepanakert to vote. Aghabekyan was
opposition member of parliament and succeeded because people felt the
freedom of vote.

Later, though, the government boycotted the City Hall, refusing to
subsidize development programs, but Aghabekyan stayed till the end of
his three-year term and «survived» Prime Minister Anushavan Danielyan.

The administration of the next president Bako Sahakyan appointed
Edward Aghabekyan as advisor to the prime minister. Bako Sahakyan’s
brother-in-law Vazgen Mikayelyan was the next mayor.

Recently Edward Aghabekyan’s resignation has been reported. He was
said to be replaced by Vazgen Mikayelyan. Aghabekyan has not spelled
out his plans yet but voters say if he runs in the presidential
elections in summer, he will be a real alternative.

Masis Mayilyan’s nomination will be a clear intrigue who ran in 2007
and got 13 percent defying tough and violent use of the administrative
resource.

Arkady Ghukasyan, the ex-president, may also announce about his
presidential ambitions, who did not violate the constitution and run
for a second term in 2007.

If they try to reduce artificially the temperature of the society to
zero, and freeze the vital functions of the society, the society
either dies or explodes. If 25 percent of voters in Stepanakert voted
for Edward Aghabekyan, it means considerations of death of the society
in Karabakh are exaggeratedm and the explosion must be expected.

People cannot live long deprived of liberty to make decisions by
intimidation through resumption of war and abstract world
conspiracies. Once the brain wakes up, the former monsters look like
dwarfs.

Marseille, France, where he will attend the 20th Congress of European
People’s Party on December 7-8.

According to Nouvelles d`Arménie, President Sargsyan will also visit
the city administration on invitations of Mayor Jean-Claude Gaudin.

The Armenian delegation will include Foreign Minister Edward
Nalbandian and a number of high-ranking officials.

very effective, according to sexologist Vrezh Shahramanyan.

As Mr. Shahramanyan told a press conference, the method may cause
increased aggressiveness along with sex drive reduction.

`Chemical castration may result in a number of health problems,’ the
expert said calling for psychotherapy as a solution.

For her part, Karine Khodikyan noted that society should condemn such
people by isolating them.

A resolution envisaging compulsory treatment or voluntary chemical
castration for pedophiles was adopted at December 1 Armenian

Azerbaijani armed forces were recorded over the last week at the

Deputy Minister Shavarsh Kocharyan answered the question of Armenpress
news agency

Question: Mr. Kocharyan, please comment on the attempts of the
Azerbaijani officials to launch intercommunity dialogue in order to
place the Azerbaijani community of Nagorno-Karabakh and the population
of Nagorno-Karabakh Republic at equal levels.

Answer: If official Baku is interested in an intercommunity dialogue,
it must first take steps toward organizing an intercommunity dialogue
between hundreds of thousands of Armenians displaced from Azerbaijan
and the Azerbaijanis living in Azerbaijan. That would grant the
Azerbaijani authorities the moral right to address to the NKR
authorities to initiate an intercommunity dialogue.

The Armenian sides attach importance to confidence building measures,
which is a package comprising a number of components. These components
are rejection of state propaganda of hatred and hostility between
peoples and militaristic rhetoric, preservation rather than
destruction of the historical and cultural heritage of their
neighbors, observance of the ceasefire, withdrawal of snipers,
cooperation in different spheres, as well as contagions and dialogue
between the publics.

Azerbaijan has a selective approach to the existing problems, singling
out the components which favor it and distorting the essence of the
problem in prejudice of confidence building necessary for a
comprehensive settlement, and the settlement process itself. It is
evidence to selective and distorted interpretation of the principles
of Madrid, which led to the failure of the proposals of Madrid due to
the efforts of the Azerbaijani government.

The leader of the Ramkavar Azatakan party Harutyun Arakelyan has
appeared with a number of rhetorical questions to Prime Minister of
Armenia Tigran Sargsyan.

As far as Arakelyan knows, some $35,000,000 were transferred from the
accounts of the Nairit Plant to the accounts of different
organizations in Mar 2009. $22,000,000 were given to an unknown Danish
financial group, $8,000,000 – to Rhinoville Property Limited. The
remaining sum was paid to the plant’s employees.

Arakelyan wonders where this money is from and if the managers of the
plant had so much money, why they didn’t spend just $150,000 to repair
the workshop that later blew up.

Besides, Naitit owes almost 7,000,000 AMD to the Yerevan-TPP company.
The debt accrued in 2007-Mar 2010 when the plant was idle. As regards
Yerevan-TPP, it has repaid all of its debts to ArmRusgasprom.

Arakelyan’s question is: has the state-owned Yerevan-TPP actually
provided Nairit, a company owned by the private off-shore Rhinoville
Property Limited, a non-interest perpetual loan? The point is that
during the same period Yerevan-TPP borrowed 12% loans for repaying its
debts to ArmRusgasprom.

Representative of the Armenian Revolutionary Federation Supreme Body
of Armenia Armen Rustamyan doesn’t exclude the cooperation of ARF
and the Armenian National Congress.

Commenting on Levon Ter-Petrosyan’s announcement about the enlargement
of the opposition, Rustamyan said during his interview with “People”
daily, “I see now that they come to agree with our opinion”.

Demanding resignation a day before and the announcements about extra
elections were all in vain. Armenian National Congress (ANC) might
cooperate with “Vote is power” movement. If we make the elections
legal and through them reach to the total change of the authorities,
of course, we have no problem with that”.
