IRELAND INTENDS TO USE ITS OWN EXPERIENCE TO ASSIST RESOLUTION OF KARABAKH CONFLICT

VILNIUS. – Ireland intends to use its own experience to assist
resolution of the Karabakh conflict, said Irish Foreign Minister
Eamon Gilmore.

Replying to the Armenian News-NEWS.am correspondent’s question
regarding practical steps aimed at introducing mechanisms of
investigation of incidents in frontline, Gilmore said he had met with
Armenian and Azerbaijani FMs.

“I hope we will be able to use mission of good efforts to achieve
breakthrough in talks,” he said.

According to him, in the course of its OSCE presidency next year
Ireland will make contribution to resolution of the Karabakh conflict
based on its experience of conflict settlement in the Northern Ireland.

“The Karabakh conflict has national roots, we are well aware of it,”
he added.

Earlier Presidents of Armenia, Azerbaijan and Russia adopted a
joint statement agreeing “to strive to solve all contentious issues
through peaceful means and to conduct along the cease-fire line
an investigation with the participation of the parties under the
auspices of the OSCE Minsk Group Co-Chairs and with the assistance
of the Special Representative of the OSCE Chairperson-in-Office
regarding probable incidents.” However, this arrangement had not been
implemented yet.

The Armenian Foreign Ministry, European Commission and the
International Organization for Migration (IOM) have organized a
forum on partnership of the European Union for mobility, Armenia
Today reports.

The conference will stress on cooperation with members of the Eastern
Partnership and start of the partnership for mobility of Armenia-EU. A
related document was signed in October 2011.

Experts of the European Commission and the IOM have discussed
procedures of partnership with state structures and the Armenian
publicity. Moldova and Georgia presented their experience in
realization of the partnership.

Armenian Deputy Foreign Minister Zograb Mnatsakanyan made a speech
at the conference. He noted the importance of the partnership for
mobility. The forum is a great opportunity to form a clear image of
partnership through exchange of experience and information, realization
of purpose programs and initiatives, the deputy minister believes.

PanARMENIAN.Net – Turkey’s customs and trade minister says the Cabinet
is expected to approve the suspension of a free trade agreement with
Syria in retaliation for a similar move by Damascus.

Hayati Yazici said Friday, December 9, that Syria has unilaterally
suspended the 2008 agreement, which wiped out taxes on most goods.

Authorities say the suspension of the deal will lead to taxes of up
to 30 percent on some goods.

Yazici also says Turkey is planning to encourage trucks to favor
Iraqi and Jordanian routes for delivering goods to the Middle East
because of deteriorating relations with neighboring Syria over its
crackdown on the country’s nine-month old uprising.

He says cargo ships are also planned to bypass Syria, running between
Turkey’s Mediterranean port of Iskenderun and some Red Sea ports in
line with sanctions against Syria, The Associated Press reported.

Almost a thousand of young Armenians will increase their knowledge of
human rights and how to promote and protect them while participating
in events organized today by the UN, the Council of Europe and the
OSCE Office in Yerevan with the support of Armenian partners.

Young Armenian human rights activists-film makers Ani Poghosyan and
Aren Malaqyan won the prizes for the best movie at the Human Rights
Film Festival and received awards at the ceremony which was held
today in Yerevan.

Around 20 films were shortlisted for the award in the film festival
which was conducted for the first time simultaneously in Armenia,
Austria, Georgia and Ukraine and was aimed at promotion of youth
activism and understanding of human rights and at raising better
awareness among young people about their rights. It was jointly
organized by the UN Department of Public Information Offices in the
four countries in cooperation with local and other international
partners.

In Armenia the festival was a joint event organized by the UN
Department of Public Information, the Office of the High Commissioner
for Human Rights, the UN Population Fund, the UN Development Programme,
the OSCE and the Council of Europe Offices in Yerevan with the
support of the Armenian Ministry of Foreign Affairs and the Human
Rights Defender’s Office.

All the shortlisted participants of the film festival received
certificates of appreciation during the award ceremony and the best
films were shown and discussed.

The award ceremony continued with public debate on human rights
issues led by the Chairman of the Armenian Helsinki Committee, Avetik
Ishkhanyan. More than 60 young people discussed issues of human rights
and how they can play a more active role in promotion and protection
of their human rights and educate their peers.

The participants of the event had the opportunity to take with them
publications distributed by organizers / international organizations
dedicated to Human Rights issues.

The Human Rights Day activities will be concluded with an already
traditional Rock Concert, which aims at raising awareness on human
rights among Armenian youth through music. Three Armenian rock bands
will perform: “VOX”, “Exodus” and “Mher Manukyan and friends”.

Le Premier ministre, Tigran Sarkissian, a affirme mercredi que
l’Armenie n’a pas l’intention de rejoindre l’union douanière de la
Russie, de la Bielorussie et du Kazakhstan. Moscou espère pouvoir
constituer la base d’une ” Union eurasiatique ” avec les anciennes
republiques sovietiques.

Le Premier ministre russe, Vladimir Poutine, a propose la creation
d’une telle union dans un article de journal publie en octobre
dernier. Il a affirme qu’il s’appuierait sur l’actuelle Union dirigee
par la Russie des douanes, qui prevoit de supprimer tous les obstacles
au commerce et au mouvement syndical de l’annee prochaine.

Sarkissian a declare que l’Armenie est favorable a l’idee proposee
par Poutine, qui est consideree par certains critiques du Kremlin
comme une tentative de recreer l’Union sovietique.

Le premier ministre armenien a exclu cependant la possibilite
qu’Erevan adhère a cette union. Il a fait valoir que l’Armenie n’a
pas de frontière commune avec la Russie.

Les gouvernements successifs armeniens ont cite les memes raisons pour
ne pas rejoindre la Communaute economique eurasienne (CEEA). L’Armenie
a seulement un statut d’observateur auprès de la CEEA.

En octobre dernier, un accord de libre-echange multilateral avec la
Russie, l’Ukraine, la Bielorussie, le Kazakhstan, le Kirghizistan,
la Moldavie et le Tadjikistan a ete signe. Sarkissian s’est rendu a
Saint-Petersbourg pour assister a la ceremonie de signature dirigee
par Poutine.

Le gouvernement armenien a insiste sur le fait que la suite de
cet accord ne nuira pas avec celui prevu en accord avec l’UE. Les
fonctionnaires de l’UE ont confirme cette information.

Sarkissian s’est rendu a Bruxelles au debut de cette semaine pour
faire pression sur le debut des negociations officielles pour la
creation d’une ” zone d’echanges approfondis et libres “, ou DCFTA,
entre l’Armenie et l’UE.

Profitant de son sejour a Marseille où il participa au 20e Congrès du
Partie Populaire Europeen le 7 et 8 decembre et rencontra la communaute
armenienne a la Mairie de Marseille, le president armenien Serge
Sarkissian s’est rendu jeudi 8 decembre au futur Consulat general
d’Armenie a Marseille (8e) situee au 15 avenue Frederic Mistral. Le
president armenien etait accompagne d’Edouard Nalbandian, le chef de la
diplomatie armenienne, et de S.E. Viguen Tchitetchian l’Ambassadeur
d’Armenie en France. Sur place l’attendaient Vartan Sirmakes le
nouveau Consul general ainsi que Didier Parakian, l’Adjoint au maire
charge des relations avec les corps consulaires de Marseille. D’autres
personnalites telles que Khatchik Yilmazian ou Arden Sellefyan, un
proche conseiller de Vartan Sirmakes assistaient a la rencontre. Serge
Sarkissian visita le Consulat et marqua sa satisfaction de voir
l’Armenie disposer ainsi de locaux adaptes et spacieux en plein c~ur
du quartier diplomatique de Marseille. Il prit connaissance ses travaux
de renovation qui seront effectues pour l’ouverture du Consulat au
public dans les prochains mois. Le president armenien aborda avec
Vartan Sirmakes et Didier Parakian, de nombreux sujets economiques
et politiques lors de cette visite. Afin de saluer cette visite,
les invites levèrent quelques coupes de champagne a la reussite de
l’installation prochaine du Consulat general d’Armenie a Marseille.

Beirut: Sleiman Calls For Implementing National Dialogue Decisions

President Michel Sleiman said on Thursday that “it is important to
work on implementing the agreements reached in [past] national dialogue
sessions and resort to legal institutions to resolve all [problems].”

On the first day of his visit to Armenia, Sleiman said that he aims
to reinforce bilateral relations through a series of cooperation
agreements.

The National News Agency also quoted him as saying that “Lebanon’s
[defense] capacities must be reinforced and united in the face of
any aggression.”

Sleiman also brought up developments in Arab countries, voicing hope
that they lead to reform, democracy and modernization.

A wave of protests have stormed the Arab world since December 18,
2010. So far, the Tunisian, Egyptian, Libyan and Yemeni regimes have
fallen, while Bahrain and Syria have experienced massive civil unrest.

A senior presidential official has dismissed comments that Armenian
and Azerbaijan should resolve the Karabakh conflict themselves.

The head of the foreign relations department at the Presidential
Administration, Novruz Mammadov, made the comments as he reviewed
work done in 2011 to solve the conflict.

The international community, particularly the heads of the OSCE
Minsk Group co-chairing states, should change their position on the
Nagorno-Karabakh conflict, Mammadov said.

“We have witnessed all the processes of this conflict – the occupation
of Azerbaijani lands. Having witnessed this, the West says that
the sides should solve the problem themselves and the international
community will support them. And this sounds ridiculous in the system
of international relations. This cannot last long. They should take a
clear position, and get the Armenian troops withdrawn from the occupied
territories under the UN Security Council resolutions. If there is
international law, it must be applied. Then the co-chairs will know
what they need to do and take the necessary steps,” Mammadov said.

Speaking at the OSCE Ministerial Council earlier this week, ministers
from the Minsk Group co-chairing countries – France, Russia and the
USA – expressed regret that Azerbaijan and Armenia had been unable
to take the “decisive step” of finalizing the basic principles,
also known as the Madrid principles, for a settlement to the conflict.

Novruz Mammadov blamed Armenia for the failure to make progress.

“The OSCE Minsk Group co-chairs understand very well that the talks
and steps taken have not produced the desired results. Talks were
initially held based on the Prague process and later based on Madrid
principles for over seven years. There were great hopes for significant
progress in the conflict resolution in June this year.

“However in the course of the talks, the international community,
the co-chairs themselves and even the Russian president, who also
attended the talks, once again witnessed that the Armenian side uses
various pretexts to delay the negotiating process. All proposals
made by Armenia are unacceptable in the international community,”
Mammadov claimed.

“As you know, the heads of state of the OSCE Minsk Group co-chairing
countries issued various statements this year. In accordance with
these statements, the Azerbaijani side adopted the Madrid principles
and demonstrated the will to solve the problem. Therefore, the Minsk
Group co-chairs also believe that it is high time to take serious
steps,” he continued.

“The co-chairs have made unfruitful visits to the region for over 20
years. Is there is a need for this group to continue to operate if
professional politicians from each state fail to join this process and
take productive steps? I believe that given the above, the co-chairs
should work to develop new and serious steps.”

Asked about Armenian Foreign Minister Edward Nalbandian’s remarks that
Azerbaijan creates obstacles to monitoring in the region and that the
status quo should be maintained, Novruz Mammadov again blamed Armenia.

“It is commonplace for the Armenian side to make such remarks. They
often use similar tactics to delay the negotiating process. The
international community is also well aware that the Armenian side from
time to time spreads such false information to disrupt the process
to tackle the problem and puts forward unacceptable proposals.

“Despite Armenia’s statements aimed at conflict resolution, it does
not take any steps in that direction because they do not want to. If
the Armenian side believes that making such statements from time
to time is useful for it, it is wrong. Perhaps some members of the
Armenian government seek to stay in power through such methods. This
is a great tragedy for the Armenian people. What is most ridiculous
and absurd is that, aware of their tragedy, they remain committed to
this,” Mammadov said.
