The year of 2008 is very important for Azerbaijan, since the
presidential election is to take place in the country this
year. Besides, the year of 2008 is important for the entire South
Caucasus. The Russian-Caucasian relations may break new horizons,
and this can concern Georgia, Azerbaijan and even Armenia. I believe
that Russia and the Caucasian states will understand each other better
in spite of the current strained relations between Moscow and Tbilisi.

As for the Russian-Azerbaijani relations, I think that they will
develop within the framework of the diversification of Azerbaijan’s
foreign policy and economic relations. In Russia this new trend is
being adapted to, it is understood that the new independent states
are guided by the national interests rather than by nostalgic feelings.

Moscow and Baku will continue getting used to each other. Something
will be taken painfully. For example, new oil and gas routes through
Azerbaijan will meet with Russia’s rejection.

The parties will pin their great hopes on new Russian President Dmitry
Medvedev. Anyway, he does not make strongly-worded statements that
we used to hear. Of course, this is good.

The important question is how the territorial conflicts will be
settled. This year drastic decisions will not be taken. I do not know
when they will be taken. But I feel that pragmatism tells.

One can say that formerly Russia could use the Nagorno-Karabakh
conflict to influence the participants of the conflict – Armenia and
Azerbaijan. But I believe that now these countries are likely to use
the conflict to influence Russia. For example, when it is said that
if Russia does not change its position on the conflict, Azerbaijan
will bring about a rapprochement with the West.

hopes or apprehensions of the experts who believe that after the
change of power in Russia the Kremlin’s foreign policy will be changed
drastically are unlikely to be realized. In the short term the policy,
which Vladimir Putin conducted during his second presidential term,
will be followed.

How is that connected with the South Caucasus? I think that neither
Russia nor the Western states have produced the new rules of the game
that should be clearly formulated due to the dynamic development of
the situation in the South Caucasus as well as in Central Asia.

The chaotic processes, which will be still more intense after the
Kosovo precedent, result from the unbalanced strategy of the Russian
Federation. It is not clear if we should proceed from the "closed
concepts", namely the South Caucasian problems should be resolved
within the region with Russia acting as a moderator, or we should go
over to "open strategies" and say that the EU and NATO have certain
interests in the South Caucasus and Central Asia. If that is so,
we must sit down at the negotiating table together with the Western
politicians and draw up the rules of the game.

For today Russia’s foreign policy, there are no synchronous actions
in different areas. That’s why the policy pursued towards Abkhazia
and South Ossetia differs from the policy pursued towards the
Nagorno-Karabakh conflict.

are not settled, the relations between the regions’ states and with
Russia are unlikely to become stable. Azerbaijan’s foreign policy must
focus on elimination of consequences of Armenia’s aggression against
Azerbaijan that led to the occupation of not only Nagorno-Karabakh
but also the territory where there were six times as many people as
there were the Nagorno-Karabakh Armenians.

I believe that this is the major impediment to the development
of the Azerbaijani-Russian relations. When Vladimir Putin was
the Russian President, those relations became much better and
much more pragmatic. The economic relations’ potential is not
exhausted. Azerbaijan is the largest market in the Caucasus. Many
Azerbaijanis speak Russian.

As regards the security issues, Azerbaijan does not try to reduce the
problems to the mass media squabbles. I believe that if Azerbaijan
does not see the change of Moscow’s attitude in the Nagorno-Karabakh
conflict settlement, it will be extremely difficult to stop
Azerbaijan’s drift in the Western and NATO direction.

The stage when Russia tried to prevent Azerbaijan from developing
the Caspian Sea energy resources became a thing of the past. This
country implemented the large-scale projects concerning the oil
and gas exploitation and supplies to the world markets sidestepping
Russia. Today Azerbaijan is getting Russia’s competitor as oil and
gas exporter, though not very serious, in the international markets.

There is a different kind of interest in building the relations
with Azerbaijan. Gazprom displays an interest in the purchases
of the Azerbaijani gas. This is reasonable and can be negotiated
pragmatically.

At present there is a clash of positions on the Transcaspian projects
of the energy supplies. If Azerbaijan reaches the agreement with
Kazakhstan and Turkmenistan, this will be difficult to stave off. If
there are consumers and suppliers of those energy resources, it will
be almost impossible to prevent those projects from being implemented.

Rashad RZAQULIYEV, head of the Foundation of Social Developments,
Baku We should view the Russian-Azerbaijani relations in the context
of shaping the Eurasian policy. It is Russia that plays a certain
role in the formation of a new fair order in Eurasia. In this respect
Russia’s position on the Nagorno-Karabakh conflict settlement will
be an important and serious part of the big geopolitical game.

If Russia fails to stop a split of the Eurasian space by the foreign
forces, then at least the Nagorno-Karabakh issue can change the
geopolitical situation in the South Caucasus.

The past experience does not allow us to hope that Russia will
change its position on the Nagorno-Karabakh issue. In my opinion,
Azerbaijan itself should be concerned about its territorial integrity
and sovereignty. I’m sure that Azerbaijan is able to resolve those
problems or will be able to do that in the near future.

The problem is different. The global political situation is formed
by a small group of the states. The Russian political elite must
continue to be conscious of their responsibility for their country
as well as for the large area that is historically and culturally
connected with Russia. The maintenance of order in the South Caucasus
should proceed from Russia’s national interests.

PROSPECTS OF IT APPLICATION TO BE PRESENTED AT DIGITEC BUSINESS FORUM IN ARMENIA

YEREVAN, May 19. /ARKA/. Prospects of IT application to business in
Armenia will be presented at DIgiTec Business forum scheduled for June
26 and 27, Karen Vardanyan, the director of Union of IT Enterprises
(UITE), said last week.

He said that Armenia has companies using information technologies in
their business, however many other organizations do without them.

Vardanyan said that the aim of the forum is to offer possible solutions
to business.

This will be a closed forum. Presentations of leading companies and
tête-a-tête meetings between businessmen will be held.

Some 3,000 entrepreneurs and statesmen are expected to attend the
forum.

DigiTec forum is organized by UITE under support from Armenian
Government, Union of Armenian Manufacturers and Businessmen (Employers)
and Union of Banks of Armenia.

350.3 BLN WORTH BANKNOTES, COINS PUT INTO CIRCULATION IN LATE 2007

YEREVAN, May 16. /ARKA/. The Central Bank of Armenia (CBA) says
350.3bln drams worth banknotes and coins were in circulation in
Armenia in late 2007 54.4% increase as compared to early 2007.

The share of non-bank cash was 47.2% in total money supply last
year against 43.5% in 2006. Both cash balance and money circulation
hit a record high of 35.7% in the reporting period. Last year,
CBA territorial cash offices ensured 25.1% growth of total cash
circulation against 18.9% in 2006.

Notes for 20,000 and 50,000 drams secured cash balance growth outside
CBA, with their share rising 2.5pct and 1.8pct correspondingly.

Circulation of notes for 10,000 drams increased by 26.6% in 2007. Notes
for 5,000, 10,000 and 20,000 drams had the lion’s share in cash
circulation last year (85% against 83% in 2006).

During the reporting period, coin circulation grew 17% with 34%
increase of 500 drams. ($1 – AMD 307.58)

region, should take an active part in the resolution of Nagorno
Karabakh conflict. Russia should not reject the responsibility for what
has happened there and should give up its empire ambitions, the former
prime minister of Russia Mikhail Kasyanov says in an interview with
Day.az.

In response to the question that Russia supports Armenia in this issue
and considers it its main ally in the South Caucasus, frequently
ignoring international resolutions on the status of Nagorno Karabakh,
M. Kasyanov says: ‘I do not think that Russia supports Armenia, I think
this is an artificially raised topic. I would repeat that Russia does
not take the due active participation in the problem, because the
government has no time to establish order in its own country. I am not
an expert in the issue of arabakh but I can say that the resolution of
this problem is extremely important both for the region and for
Russia’.

‘But, I consider that Russia should become the main partner of
Azerbaijan in the resolution of the territorial conflict and I hope
that if there is nothing negative, Azerbaijan and Armenia will settle
the problem peacefully’ M. Kasyanov says.

Honor. Afeyan was given the medal by the National Ethnic Coalition
(NECO) during a special ceremony held on May 10 in New York City.

The Ellis Island Medal of Honor is awarded to outstanding Americans
who have distinguished themselves as citizens of the United States
and have enabled their ancestry groups to maintain their identities
while becoming integral parts of American life.

"Law-enforcement bodies are not charitable organizations, they
are power structures", noted Chairman of the "United Labour Party"
Gourgen Arsenian. Note that after April 12-13, 2004 the latter had
thanked the law-enforcement bodies for their observant and careful
operation. In reply to an A1+ question how he assesses the current
work of the police forces Arsenian stated that only the investigation
body is competent to answer the question.

On March 1 Gourgen Arsenian was abroad and he learnt about the
events in Armenia only from the foreign broadcasts of Public
Television. The picture confused him and he could not even imagine
what was really going on in his home-country. He could see only part
of the events-broken and looted stores, burnt cars…

According to Arsenian the whole Armenian Community was shocked. Only
back in Armenia could Arsenian realize what had really happened.

Today Arsenian finds it difficult to assess the work of either the
opposition or the law-enforcement bodies. Instead, he announces that
at the moment in isolation cells there are people who, though accused
of criminal offence, are persecuted for changing their political views.

Gourgen Arsenian mentions Sasoun Mikayelian’s case as an example. He
reminds about the Republican Party Assembly organized in 2007, when
Sasoun Mikayelian welcomed the fact of Serzh Sargssian’s nomination
to the post of the President. "He is now under arrest.

Doesn’t it mean he has changed his political views?", wonders Arsenian.

"I can’t believe Karapet Roubinian is a transgressor.

I know him well enough not to believe it. Isn’t it strange that such an
"Armenia-oriented" and "pro-Armenian" person as Michael Hayrapetian
is has to act from underground now?"

"The progress towards democracy that we had made at Parliamentary
Elections completely fell to the ground at the Presidential elections",
notices Arsenian regretfully.

Armenian sportsmen of full contact karate too part in Europe
championship in May 6-13 in Odessa, they have received 31
medals. Armenian team consisted of 35 sportsmen. Six of Armenian
sportsmen received golden medals, nine- silver and the rest –
bronze. In the team account Armenian occupied third place.

Note that Armenian team will take part in the World Championship
in autumn.

ArmInfo. The European Union will monitor fulfillment of provisions
of PACE Resolution by Armenia, EU Special Representative for South
Caucasus Peter Semneby told the Radio "Liberty".

He said that fulfillment of the Resolution will become a basis
for further decision- making on development of relations with
Armenia. P. Semneby emphasized that sufficient problems, requirements,
for example, recovery of basic freedoms, which were restricted during
the state of emergency, are apparent. In particular, the matter
concerns a freedom of holding rallies and demonstrations, as well as
release of the persons arrested for their political activity. There
are problems which are more part of the process, for example, a
dialogue between the authorities and the opposition or investigation
on March 1 events. P. Semneby said that their position is as follows:
it is better to do all this as soon as possible and added that he
had rather long discussions on PACE Resolution with representatives
of both RA authorities and the opposition. Peter Semneby also said
that he talked to RA new president several times both before and
after his inauguration speech. EU Special Representative said that
Serzh Sargsyan assured him of dealing with these issues. Despite
this, he said, he has no illusions that there are people, forces and
structures of another opinion and added that one have to wit and see
weather these problems are solved or not.

As for Levon Ter-Petrosyan and the forces he supports, P. Semneby
thinks that RA first president with his supporters is getting ready to
play a serious role in Armenia’s political field. He also said that
part of the authorities have a fear that Ter-Petrosyan together with
his supporters will take illegal street actions. However, he thinks
that Ter-Petrosyan and his supporters intend to conduct a political
