PACE President to visit Armenia

Baku. Tamara Grigoryeva `APA. Lluà – s Maria de Puig , the
President of Parliamentary Assembly of the Council of Europe will
visit Armenia on July 22-25, APA reports quoting PACE website

Meetings are foreseen with the President of the Republic, the Speaker
of the National Assembly, the Prime Minister and Foreign Minister,
among others, as well as Armenia’s Human Rights Defender and the
members of the ad hoc committee looking into the causes of the events
in March. Mr de Puig will also meet representatives of parties in the
parliament, including the Heritage faction, and former President Levon
Ter-Petrossian. The meetings will discuss socio-political situation,
political prisoners, implementation of the Assembly’s Resolutions 1609
and 1620.

NKR Foreign Minister Georgi Metrosian at the request of the journalists
commented on the theme of settlement of Karabakh-Azerbaijani conflict
based on principles of provision for territorial integrity and border
inviolability. The theme had also its reflection on the declaration
of friendship and military cooperation signed between Russia and
Azerbaijan.

"NKR proclaimed its independence strictly following the international
norms and the valid legislation of the USSR which heir is the present
Russian Federation.

It is impossible to turn back both the history and the time. The
Azerbaijani leaders’ efforts to restore the "borders" demarcated by
the Stalin regime only increase the tension in the Karabakh issue
and may only deepen the conflict.

At the end of the 1980s and at the beginning of the 1990s, the
international community recognized the results of the Azerbaijani
"referendum", in which by the way the Karabakh population did not
participate. But the same community refused to recognize the results
of a similar referendum held in Nagorno Karabakh though it was held
before the Azerbaijani "referendum".

Similar attitude of the international community encouraged the
Azerbaijani pretentiousness to Nagorno Karabakh and was the reason
for the Azerbaijani aggression against the population of Karabakh.

It is not once that we have announced – any attempt to return Karabakh
and its population to the past with this limiting their freedom is
inefficient and doomed to failure.

Independence has uppermost value for Karabakh and we are not going to
renounce it. We presume that the responsible international community
is fully aware of this", said Georgi Petrosian.

Washington welcomes the commitments of Presidents Serzh Sargsyan of
Armenia and Ilham Aliyev of Azerbaijan to reinvigorate the Minsk
Group peace process for the Nagorno Karabakh conflict resolution,
said Matthew Bryza, U.S. Deputy Assistant Secretary of State.

He said he intends to meet with Armenian Foreign Minister Edward
Nalbandian in Washington and discuss the current stage of talks.

In addition, the Minsk Group Co-chairs are planning to meet with the
Foreign Minister of Azerbaijan, Elmar Mammadyarov, in the near future.

"I hope to elicit the Ministers’ views on some provisions of the
Basic Principles that still remain unresolved, as Presidents Aliyev
and Sargsyan requested the Co-chairs to do during their June 6 meeting
in St. Petersburg," Mr Bryza said.

The diplomat said that Minister Nalbandian had Monday a productive
meeting with Secretary of State Condoleezza Rice, during which the
latter expressed her readiness to support the efforts of the Co-Chairs
to help Armenia and Azerbaijan to bridge the gap in compliance with
the Madrid Document, Trend Azeri news agency reports.

Washington. Husniyya Hasanova -APA. US Sidon Travel & Tourism
Company, showing Nagorno Karabakh, an integral part of Azerbaijan,
as an independent country, is owned by Glendale-based Armenians in
Los Angeles.

The company’s office manager Carlo Vakian told APA US bureau that they
show Nagorno Karabakh as an independent country because the "president"
of this "country" is the Armenian. Vakian gave an absurd response to
the question about expulsion of Azerbaijanis from this territory and
non-recognition of separatists’ "presidential elections". The manager
said Nagorno Karabakh was shown in the map, hanged over his head,
as an independent country and it was enough to consider it so. Vakian
said that nearly thousand clients traveled to Nagorno Karabakh through
their agency.

Glendale is the most Armenian-populated town in the United States.

Yerevan, 15 July: Armenian Foreign Minister Edvard Nalbandyan and
US Secretary of State Condoleezza Rice have signed a joint action
plan on fighting trafficking of nuclear and radioactive materials
in Washington.

A statement of the [US] Department of State says that this "political
agreement expresses the intention of the two governments to cooperate
in the development of the capacity of the Republic of Armenia in the
sphere of prevention, disclosure and efficient response to attempts
to traffick nuclear or radioactive materials".

According to the signed document, the sides will take 28 steps to
achieve the set goals.

The USA previously signed similar documents with Ukraine, Kazakhstan,
Georgia and Kyrgyzstan.

In May 2007 the Armenian government announced its decision to become
a partner-state for the Russian-US Global Initiative to Combat Nuclear
Terrorism. [Former] Russian President Vladimir Putin and US President
George Bush announced the launch of the Global Initiative to Combat
Nuclear Terrorism in St Petersburg on 15 July 2006.

Commissioner Peter Lyons of the US Nuclear Regulatory Commission
visited the Armenian nuclear power plant in January this year.

The visit was aimed at getting acquainted with the Armenian nuclear
power plant and the plans of the Armenian government for the
construction of a new nuclear power unit. Lyons discussed with his
Armenian colleagues the US Nuclear Regulatory Commission’s possible
assistance in the establishment of a regulating infrastructure
necessary for licensing the new nuclear power plant.

Armenia and the USA signed a cooperation agreement on the feasibility
study of the construction of a new nuclear power unit of the Armenian
nuclear power plant and its [possible] impact on the environment on
21 November 2007. The Armenian government will use the results of
the 2m-dollar worth studies to select the best technical solutions
and principles of organizing a programme for the construction of the
new nuclear power unit.

Seyran Ohanian Receives Indian Ambassador

Armenian Defense Minister Seyran Ohanian received today Indian
ambassador to Armenia Rina Pandei.

Spokesman for the Armenian defense minister Seiran Shahsuvarian
told Armenpress that during the meeting the minister expressed his
condolences to the ambassador on the death of the Indian citizens
during the explosion near the Indian embassy in Kabul and strictly
condemned that terrorist act.

During the meeting the sides referred to the political, trade-economic,
cultural and educational cooperation between the two countries and
particularly pointed out the necessity of starting cooperation in
military-industrial and defense spheres.

S. Ohanian noted that Armenia-India ties also reflect the strive of
the two peoples to continue the historic traditions. The minister
also underscored the cooperation in the military-education sphere,
pointing out the existing wide opportunities.

At the end of the meeting the sides expressed hope that the
Armenian-Indian relations will expand more involving new spheres
of cooperation.

Russia, U.S. Simultaneously Launched Exercises In Caucasus

Nowadays, the Caucasus is the venue of large-scale military
exercises. The United States and former Soviet republics train their
military to the south of Russia’s border, while the troops of the
RF North Caucasus Military District hold exercises in its northern
portion.

Russia’s exercises, Caucasus 2008, involve units of the North Caucasus
Military District, Airborne Forces, Air Forces, Air Defense Forces as
well as the military of the RF Black Sea Fleet, FSB Regional Frontier
Department and Interior Force Command of the RF Interior Ministry.

"The key aim of exercises is to evaluate capability of military
control bodies for join actions in the environment of terror threat in
Russia’s South," said Colonel Igor Konashenkov, who is in charge of
the information and public relations department of Moscow District’s
Land Forces.

Some 8,000 servicemen take part in the exercises of Russia’s military.

In its turn, Pentagon appropriated $8 billion to fund the U.S.-Georgian
Immediate Response-2008, which also involves military of Armenia,
Azerbaijan and Ukraine. The strength of that war-game is 1,650.

Georgia and Russia are exchanging assaults, thus increasing the threat
of war in the region.

On July 10 Georgia recalled its ambassador Erosi Kitsmarishvili from
Russia to discuss recent developments in the Republics of Abkhazia
and South Ossetia. According to Georgia’s Foreign Minister Yekaterina
Tkeshelashvili, this move of Russia exposed the latter’s demonstrative
approach and political attitude towards issues of international law,
as well as international security and stability. The Ambassador was
recalled immediately after the Russian Air Force sent aircraft flying
over South Ossetia to "defuse the situation in the Georgian-Ossetian
conflict zone", the RF Foreign Ministry explains.

of a new war in the Caucasus between Georgia and Russia. However,
neither U.S. Secretary of State Condoleezza Rice nor "allies
of the Secretary-General of UN" (Russia, USA, France, Great

are exchanging assaults, thus increasing the threat of war in the
region. U.S. Secretary of State Condoleezza Rice rebuked Russia for
its efforts to destabilize situation in the Region and arrived in
Tbilisi either to show Washington’s support for Georgia or to withhold
further steps on the part of Russia. If we believe President of the
unrecognized Republic of Abkhazia Sergey Bagapsh, Georgia, in its
turn, is planning an invasion into Abkhazia. "Several terrorist acts
proved once again that autonomy under Georgian rule is unacceptable,"
he declared.

Meanwhile, according to the "Financial Times", Russia admitted it
had sent aircraft flying over Georgia. On July 10 Official Moscow
acknowledged its fighters had been flying over South Ossetia shortly
before U.S. Secretary of State Condoleezza Rice arrived in Tbilisi to
show Washington’s support to Georgia. In the course of Russian-Georgian
enmity it is the first time Russia has confessed the fact, though
Georgia had not once accused its enemy of sending aircraft to its
territory. "The statement of the RF Foreign Ministry is just another
aggravation of conflict in which Russia backs South Ossetia and
Abkhazia partly to put pressure on Pro-Western President of Georgia
Mikhail Saakashvili and to block Georgia’s efforts to join NATO,"
analysts note.

American officials accompanying Ms. Rice noted that Washington insists
on entering into negotiations about the Georgian-Ossetian conflict with
the attendance of the USA, Russia, Great Britain, France, Germany,
Georgia, as well as Abkhazian separatists. However, the officials
disclosed no further details. In his turn, RF Foreign Minister Sergey
Lavrov declared that regulation of conflicts in Abkhazia and South
Ossetia might come to a fullstop in case Georgia joined the NATO
Membership Action Plan.

At the joint conference in Tbilisi U.S. Secretary of State Condoleezza
Rice called to Russia for contributing to a peaceful settlement of
the conflict. "Russia must settle the conflict instead of stimulating
it. Violence should be put an end to, no matter who its initiator is,"
declared Ms. Rice with disapproval. Saakashvili too had his share in
Rice’s criticism.

Georgia plays too significant a role for Russia and the latter cannot
simply offer it to NATO. Moscow will make every effort and even use
force, if necessary. It has a powerful means it has been so often
using against Europe – blackmail of energy supply. Under current
circumstances it is a most effective weapon. Georgia’s position
is highly undesirable; in supply of gas it can rely neither on
Azerbaijan nor on Iran, since the latter will never confront with
Russia for Tbilisi. Russia also has another reason to struggle for
Georgia. The latter is at the turn of three powerful countries:
Azerbaijan, Turkmenistan and Kazakhstan. So, Russia cannot possibly
let it join NATO.

In all probability Tbilisi will struggle to the end, hoping the USA
will never leave it face to face with Russia. Fate of the whole
region might depend on the final result of confrontation between
Russia and Georgia.

Meanwhile Georgia withdraws from the joint control commission (JCC)
for Georgian-South Ossetian conflict regulation. "In connection with
aggravation of situation in the conflict zone Russia proposed a meeting
of JCC Co-chairs in Moscow at the end of July. The Co-chairs could
discuss measures of confidence together with the issue of the Russian
peacekeepers’ withdrawal from the Georgian-South Ossetian conflict
zone. The initiative was welcomed by all the parties, except Georgia,"
informed Yuri Popov, Ambassador at Large of the Russian Ministry of
Foreign Affairs.

Official Tbilisi has not once declared its negative attitude towards
the JCC and its activity, and insists on changing the format of
negotiations.

At his news conference at the international press center "Novosti",
RA Minister of Economy Nerses Yeritsyan reported that high economic
activity can be observed in Armenia, and the RA Government is trying
to find the right solutions for the existing problems.

Yeritsyan pointed out that the current economic growth meets the
Government’s expectations. He said that the same economic growth is
expected in June.

On the other hand, the higher inflation rates recorded early this
year are getting stable, which is the result of a balanced monetary
and fiscal policy and of a certain fall in the world prices.

A progressive rise in incomes and wages is at least twice as high as
the economic growth rates. It also is also 10% as high as economic
growth plus inflation. Yeritsyan said that construction remains a
mover of economy. On the one hand it is a positive factor, but on
the other it sets a task of economic diversification.

"Economic is active, and the economic growth and income targets will be
realized though somewhat higher inflation rates can be recorded, which
can be attributed to inflationary pressures. In the latter half of
the year they are expected to change their direction," Yeritsyan said.

10% economic growth is budgeted in Armenia for this year. An annual
inflation rate of 9.6% was recorded in Armenia this June – an excess
of 4% over the highest planned inflation rates.

An inflation rate of 4% (±1.5%) is budgeted in Armenia for 2008

HIS HOLINESS ARAM I GAVE HIS BLESSINGS TO
THE NEW COMMITTEE OF ACUSA

The newly elected committee of the Armenian Church University Students’
Association (ACUSA) attended the Holy Mass held in the Saint Mary’s
Monastery in Bikfaya on July 6. The committee convened its first ever
meeting with His Holiness Aram I after the Holy Mass.

The Association’s spiritual advisor Rev. Father Mesrob Sarkissian presented
the members of the new committee to His Holiness and briefed the Pontiff on
the activities organized by the previous committee, including public and
non-public events, thanking His Holiness for his fatherly support to ACUSA.

His Holiness welcomed the new committee and made several recommendations for
the future, stressing in particular the concepts of responsibility and
accountability.

The ACUSA annual general assembly was held on June 28. The meeting elected
Asdghig Djamboulian, Gacia Kouyoumdjian, Ardag Manoukian, Nazeli Kandaharian
and Razmig Mikayelian as members of the new committee.
