Turkish Foreign Minister Ali Babacan said Wednesday that there could
be developments soon for a permanent cease-fire in Gaza.

In an exclusive interview with the AA, Babacan said that there is
hope for sustainable peace between Israel and Hamas.

Babacan said that he was invited to a meeting of the Black Sea
Economic Cooperation organization in Yerevan, Armenia in April and
that he has not decided on whether or not he would attend this meeting.

As part of his talks in Yemen, Babacan met with the President of
Yemen Ali Abdallah Salih, Prime Minister Ali Muhammad Mujawwar,
Speaker of Parliament Yahya Ali Erraye, and Foreign Minister Abu Bakr
Abdallah al-Qirbi.

Relations between Turkey and Yemen are excellent, Babacan said.

There are strong bonds between Turkey and Yemen, Babacan said.

"The trade volume between Turkey and Yemen is over 300 million
USD. There are already Turkish companies doing business in Yemen
and the number of Turkish businesses in Yemen must increase. This
would be possible by improving investment conditions in Yemen by the
government of Yemen," Babacan also said.

Members of the Turkish Education Personnel Union (Turk Egitim-Sen)
have staged a strange demonstration in a central Anatolian province in
order to protest a top Israeli commander whose remarks questioning
Turkey’s policies toward Kurds and Cyprus have angered both the
Turkish government and the Turkish military.

Turkish Prime Minister Recep Tayyip Erdogan last month accused Israeli
President Shimon Peres of "knowing very well how to kill" in a public
debate at the World Economic Forum in Davos, Switzerland.

Israeli Maj. Gen. Avi Mizrahi, the commander of Israel’s ground forces,
was quoted by the Haaretz daily as saying Erdogan should have "looked
in the mirror" before slamming Peres and that Turkey was in no position
to criticize Israel’s occupation of Palestinian lands since it stations
troops in northern Cyprus. He also accused Turkey of repressing its
Kurdish minority and massacring Armenians during World War I.

Members of the Kayseri branch of Turk Egitim-Sen yesterday distributed
"halva for the soul of Hitler," in a bid to protest Mizrahi’s remarks,
the Anatolia news agency reported.

In Turkey, halva, a traditional Turkish sweet, is cooked by the family
or relatives of someone who passed away and is served to guests,
and the tradition is believed to ease the soul of the beloved person
who passed away.

"I saw Hitler in my dream. He told me: ‘You know me from the eyes of
the Jews. However, today there are attacks launched by America into
Iraq and attacks launched on Turks living in Eastern Turkistan. Jews
are committing genocide in Palestine. What has been done by these
[Jews] is no less than what I did at the time’," Ali İhsan Ozturk,
the head of the Kayseri branch of Turk Egitim-Sen, was quoted as
saying by Anatolia.

"Hitler hasn’t given his blessing to us. That’s why I’m distributing
halva at this square," Ozturk added, apparently suggesting that
Adolf Hitler, the architect of the Holocaust, was unfairly judged
when compared to what Israel did in last month’s offensive into the
Gaza Strip, during which over 1,300 Palestinians were killed.

Following Ozturk’s speech, he and some other union members served
halva to people in the area, Anatolia said.

Turkish Foreign Minister Ali Babacan expressed need to abstain from
commenting on the negotiation process between Azerbaijan and Armenia.

According to Turkish Cihan news agency, Babacan, commenting on the
recent statement of Armenian President Serzh Sargsyan that Nagorno
Karabakh will never be returned to Azerbaijan, said that such
statements hinder the resolution process.

"We attach a special importance to the statements made at the
negotiation table if they really want the solution to the problem. We
suppose that the sides must abstain from the statements that may
cause hard to the negotiations", noted the Minister,

Notably, Armenian president Serzh Sargsyan excluded possibility of any
trading around Nagorno Karabakh. During the session of the "Flourishing
Armenia" party he said "those who consider that the talks proceed
around trades on Karabakh are deeply mistaken. Karabakh is our land, it
is invaluable, therefore, it is inadmissible to trade in this issue".

He said the peaceful resolution of the Karabakh problem has no
alternative and it will lead to recognition of the right of the
"Karabakh people" for self-determination.

"Year of 2009 can really be decisive", said US co-chair of the OSCE
Minsk Group Matthew Bryza in his exclusive interview to the Capital
newspaper, responding to the question about the final resolution of
the Karabakh conflict.

"Foreign officials, especially mediators, are mostly more optimistic
in the sense of prospects of an agreement than the sides that must
make serious mutual concessions.

The psychological weight of such solutions makes the sides be less
optimistic than foreign officials who are not responsible for the
internal political implications of such complicated solutions",
said Matthew Bryza.

Speaking about importance of the regime of confidentiality of the
negotiation process, Matthew Bryza said he has no right to speak of
any definite attainment of Zurich talks, as it is necessary to have
a respect for confidentiality which the presidents still have while
they are pondering over the mutual concessions each of them need to
do to attain fair and balanced agreement".

"It is possible to say about Zurich that the presidents have attached
a new and positive impulse, stressed readiness to meet more frequently
and asked the co-chairs to develop formulations to overcome differences
between the parties", noted Bryza.

Three months ago leaders and numerous representatives of Azerbaijani
community of Nagorno Karabakh, currently waiting for their soonest
return to their native lands, have sent an appeal to the OSCE Minsk
Group co-chairs of France and the United States with a request to
explan the meaning of their statement made on November 17 of the last
year. Within three months the US and French diplomats did not answer
two simple questions concerning the whole Azerbaijani community of
Nagorno Karabakh.

Internally displaced persons insist that Bernard Fassier and Matthew
Bryza should clarify their position and say what they imply by saying
"Nagorno Karabakh people".

Nagorno Karabakh Azerbaijanis asks the two diplomats also to specify
the phrase "The opinion of the Karabakh population has not been defined
yet and it is early to speak of their positions". In this connection,
Nagorno Karabakh Azerbaijanis appeal to Bernard Fassier and Matthew
Bryza with a repeated request to specify, whom the consultations will
be conducted with to clarify the position of the Karabakh population,
either with the leaders of Armenian community in Khankendi or leaders
of both communities.

The large community of Azerbaijanis continues to wait for response
to the questions put.

YEREVAN, FEBRUARY 16, NOYAN TAPAN. The compulsory electronic re-auction
of the property and property rights of "Bjni" Mineral Water Plant
company finished on February 16, at 1 pm.

According to the press service of the National Service for Compulsory
Enforcement of Court Acts, a bid was filed during 10 days of the
auction.

Based on it, the sale price of the lot made 4 billion 441.5 million
drams.

Under Article 35.2 Point 6 of the RA Law on Public Bargaining, the
participant who won at the auction shall transfer the lot’s purchase
price to the deposit account or the cashbox of the Service or pay
the lot’s purchase price (minus the prepayment) within 3 bank days
after the end of the auction.

To recap, the prepayment for participation in the auction made 222
million 68 thousand drams. Under Article 35.1 Point 8 of the indicated
law, no data on auction participants is subject to publication.

The reserve price was established at 4 million 441 million 358 thousand
drams at the re-auction. The auction began on February 5.

ENCINITAS — Six little ballerinas in pink tutus stood wide-eyed in
front of a wall of mirrors, distracted by their reflections. Behind
them, ballet master Valeri Tchekachev began the class by announcing
dance positions while his wife, Tatiana, demonstrated at the front
of the studio.

"Head forward, chin up, legs together, hold it . . . hold it . . . hold
it. Good!"

The girls, ages 4 and 5, tentatively copied the precise movements of
Tatiana, watching themselves in wonder as their tiny bodies transformed
through dance.

The Encinitas Ballet Academy & Arts Center has been open since August,
and it’s a dream come true for the Russian-born Tchekachev family,
which includes one daughter, Olga, and her husband, Sayat Asatryan.

Both couples have trained in Russia’s most esteemed ballet schools,
and they have danced with the Kirov Ballet, the St. Petersburg Ballet
Theatre and the Moscow Ballet.

Asatryan was born in Armenia and studied dance there, but realized
that training in Russian schools would give him an advantage.

"When I moved from Armenia to Russia, I thought, ‘I don’t know
anything,’ " Asatryan said. "Everything I learned was taught at a
higher level. Each step, each arm, each look has to be perfect."

The training is exceptional in Russia’s government-subsidized ballet
schools, which are known for producing internationally renowned
dancers.

"It has always been a popular profession to choose," said Olga,
who speaks with a soft accent. Born in St. Petersburg, Russia, the
former ballerina has kept her stage name, Olga Tchekachova.

"It’s prestigious, and if you are a good dancer in a well-known
company, you get benefits and you can travel around the world. You work
very hard because you want to get with big company, such as Bolshoi
or Kirov. But in America, it can be hard to make a living as a dancer."

Valeri Tchekachev met and married Tatiana when they were in the
Leningrad State Ballet, and together they danced in more than 40
countries.

In 1998, the couple moved to Tijuana and taught underprivileged
children at Colegio La Esperanza (School of Hope) for eight years. Then
they moved to San Diego to teach and choreograph productions for the
San Diego Academy of Ballet.

Asatryan met Olga Tchekachova when he was a principal dancer for
State Street Ballet of Santa Barbara and she flew to California from
England to audition.

The life of a classical ballet dancer requires travel, and that
separated the Tchekachev family for many years.

The goal of working together and being in a position to offer a
long-term commitment to students was realized when the family launched
their own ballet school in Encinitas. The Tchekachevs, now in their
50s, teach while their daughter and her husband, who are in their 30s,
run the business and sometimes perform in productions.

The school has more than 50 students and will present "Cinderella"
in the spring at the Sherwood Auditorium in La Jolla.

"We want to put our knowledge together," Asatryan said. "We can
show quality and how it can be done in ballet. We want to give this
community the best."

The young couple are expecting a daughter in March. The family has
high hopes for the next generation.

"If she wants to dance, I would love it," Olga Tchekachova said. "But
I would give her choice to decide."

Valeri Tchekachev’s eyes lit up as he pointed to pictures of Olga
when she was a little girl, a lithe cherub in a tutu, posed in perfect
form on her toes.

"Just 4 years old, en pointe," he said proudly.

The Turkish military warned yesterday that relations between Jerusalem
and Ankara are in a state that "could compromise the national
interests of both Israel and Turkey." The rare statement on foreign
policy follows the diplomatic row due to Israel’s three-week offensive
in Gaza.

Maj. Gen. Avi Mizrahi – the recently appointed head of Israel’s ground
forces – has questioned Turkish policies toward Kurds and
Cyprus. Turkey yesterday called on Israel’s ambassador to Ankara, Gabi
Levy, to explain Mizrahi’s remarks. Mizrahi, who previously served as
a military attache to the United States, also accused Turkey of
oppressing its Kurdish minority and massacring Armenians during World

The Turkish Armed Forces keep around 30,000 troops in northern Cyprus
after having invaded the island in 1974. Turkey is the only country to
recognize a Turkish Cypriot administration there. Turkey has also
fought a 25-year war against Kurdish separatists, and denies
accusations that it committed genocide against 1.5 million Armenians
during World War I.

Mizrahi has said Turkish Prime Minister Recep Tayyip Erdogan should
have "looked in the mirror" before slamming President Shimon Peres
last month at the World Economic Forum in Davos, Switzerland. During
the forum, Erdogan became enraged over being cut off by a panel
moderator after listening to Peres defend Operation Cast Lead. Peres’
defense was prompted by harsh criticism of Israel by Erdogan, who said
to Peres: "You are killing people."

An official in Turkey’s Justice and Development Party told Haaretz
that "the statements of an Israeli general against Turkey and its
prime minister are an unacceptable insult, and we hope that Israel’s
government will publicly distance itself from these remarks."

Mizrahi’s remarks made front-page news in Turkey and were given
prominence in Turkish-language news sites, which described them as
"unusual."

The Turkish prime minister opted for some unusual statements himself
yesterday, when he was pessimistic about the results of the Israeli
election.

"Unfortunately we have seen that the [Israeli] people have voted for
these [rightist] parties, and that makes me a bit sad," Erdogan told
Reuters and two Turkish newspapers in an interview. "Unfortunately the
election has painted a very dark picture."

"The prolongation of the Karabakh conflict and other conflicts in the
region may have heavy implications", said speaker of the Azerbaijani
Parliament Oqtay Asadov at the meeting with special representative of
the president of the OSCE PA on Nagorno Karabakh conflict and Georgia
Goran Lennmarker.

"The conflicts existing in the South Caucasus create great obstacles
for development and security of the region. The last year August
crisis in Georgia made it clear that prolongation of the conflicts,
existing in the region, including Nagorno Karabakh conflict, may lead
to heavy implications", said Milli Medjlis chairman.

Speaking about Azerbaijan’s role in ensuring energy security of
Europe, Asadov noted that it is not difficult to imagine the influence
of new crisis on the European interest.

The speaker voiced regret that though the OSCE Minsk Group has been
fulfilling the mediation mission for 15 years in the resolution of the
Karabakh conflict, this issue has not been settled yet, which concerns
the Azerbaijani side greatly.

"Europe must be interested in the positive resolution of this problem,
as Azerbaijan plays an important role in restoration of stability in
the region and supplies energy sources to the continent", noted
Asadov.

OPINION: Jack Kevorkian Speaks Before U.S. Flag with Swastika

This says a lot that is wrong at our universities–where social
outlaws are celebrated and given huge speaking fees–and with the
murderer Jack Kevorkian. At his recent speech at Nova Southeastern
University in Florida, he had an American flag behind him with the
Swastika in the field of stars. From the story:

On Thursday night, Jack Kevorkian pulled another stunt in front of an
audience of thousands at Nova Southeastern University: "Let’s all say
the Pledge of Allegiance," he said, then flipped a U.S. flag to reveal
a replica on the other side with a swastika where the blue and stars
would have been.

Since Kevorkian’s obsession was to conduct human experimentation on
people he was euthanizing, perhaps he was speaking about himself with
the flag stunt.

That thousands of people turned out to see him shows the decadent
power of celebrity that is rotting decency and virtue in our culture.
