has provided to Noyan Tapan the text of President Serzh Sargsyan’s
interview to BBC.

Below is interview’s text:

BBC correspondent: Mr President, are you leaving for Turkey to watch
the return game of the two countries’ national teams?

Serzh Sargsyan: You know, this question has two answers. The first
answer is that my leaving or not is not essential. I mean that we
can not link leaving for the football match with the relations with
Turkey. Do you understand?

Let us imagine at least two variants. Let us suppose that we freeze
our negotiations with Turkey and I leave for Turkey to watch the
football match.

And the second variant: we continue the negotiations but I do not
leave for Turkey. Which is more important? I mean that if you ask
your question in the context of negotiations with Turkey and whether
we can achieve some results by October – my answer will be this.

BBC correspondent: And what step do you expect from Ankara to disfreeze
the negotiations?

Serzh Sargsyan: I have declared that twice and have said the following:
I will leave for Turkey to watch the football match if our borders
are already open or if we are on its threshold. That is, if the
Turks fulfill our agreements, it will be one thing and if they
do not fulfill, it will be another thing. We have agreements. I
think the normal and right way is when the sides fulfill their
agreements. Unfortunately, I have not noticed so far much willingness
or striving for fulfilling those agreements. Our wish remains the
same – to establish relations without preconditions.

BBC correspondent: Are you ready to make compromises in the issue of
the events of 1915 and in the issue of whether Turkey will recognize
them as a genocide?

Serzh Sargsyan: Naturally, it is very important: it is important for
our people, is important for Turkey and for the whole world. It is
important that historic justice be restored. It is important that our
two peoples be able to establish normal relations. It is important,
lastly, that it not recur in the future. However we do not consider
the Genocide as a precondition for establishing relations.

BBC correspondent: That is, there is a possibility of a compromise.

Serzh Sargsyan: No, it cannot be called a compromise. It is not the
case when a compromise can be spoken about. We say that yes, there
has been a Genocide and irrespective of the fact of whether Turkey
will recognize it or not, it is a fact that has been admitted by
all specialists engaged in issues of genocides worldwide, has been
recognized by many countries.

However in this case we do not consider it a precondition for
establishing relations with the Turks.

BBC correspondent: However, in any case, it hinders your relations
with Turkey. A person, to which I spoke in Yerevan, has made the
following comparison: when driving a car you should keep control of
what takes place on the way, behind you, that is why you should look
back in the mirror from time to time. However, the most important is
the way laying in front of you.

How much does this comparison reflect the situation?

Serzh Sargsyan: It is right. I understand what that man meant. He
says that we should look at the future. However, he also says that
we do not have a right to forget the past.

ANKARA, Turkey (AP) – Armenia and Turkey agreed Monday to establish
diplomatic relations, overcoming a seemingly intractable rift that
dates to the early 20th century and was marked by massacres of
Armenians under Ottoman rule.

The neighboring countries will be setting up and developing relations
for the first time, Turkish Foreign Ministry spokesman Burak Ozugergin
said. It is unclear, however, if the talks will touch on the dispute
over the World War I-era killings.

The issue is a major stumbling block to Turkey’s aspirations to
join the European Union and has strained ties with the United
States. Historians estimate that, in the last days of the Ottoman
Empire, up to 1.5 million Armenians were killed by Ottoman Turks in
what is widely regarded as the first genocide of the 20th Century.

Turkey denies that the deaths constituted genocide, contending the
toll has been inflated and that the casualties were victims of civil
war. It says Turks also suffered losses in the hands of Armenian gangs.

Turkey and Armenia also disagree about Armenian forces’ control
of the Arzerbaijani region of Nagorno-Karabakh. Turkey is a close
ally of Azerbaijan and back Baku’s claims to the region, which has
a high number of ethnic Armenian residents but is located within
Azerbaijan’s borders.

Turkey was one of the first countries to recognize Armenia’s
independence in 1991, but the two countries never established
diplomatic relations and their joint border has been closed since 1993.

Ties began to improve after a so-called soccer diplomacy campaign
last year, when Turkish President Abdullah Gul attended a World Cup
qualifier in Armenia.

Armenia’s President Serge Sarkisian has said he wants significant
progress on reopening their shared border before he will agree to
attend a World Cup qualifying match in Turkey on Oct. 14.

The Turkish Foreign Ministry said the upcoming talks, agreed to after
mediation by Switzerland, should last about six weeks.

Armenian political commentator Artyom Yerkanian, speaking during a
special TV broadcast, suggested the agreement to establish ties could
be signed at the October soccer match.

French President Nicolas Sarkozy welcomed the announcement, saying
in a statement that "normalizing relations between Armenia and Turkey
wouldconstitute an event of historic import that would contribute to
regional stability." Sarkozy opposes Turkey’s entry into the EU.

Establishing ties with Armenia is important for Turkey – a country
that is playing an ever increasing role as a regional mediator and
powerbroker.

Turkey has mediated indirect talks between Syria and Israel, and
hosted Russian Prime Minister Vladimir Putin as well as EU leaders
separately for talks on proposed pipeline projects to bring energy
supplies to the West.

Earlier Monday, Foreign Minister Ahmet Davutoglu visited Iraq and
Syria to try and defuse diplomatic tensions over Baghdad’s demand that
Damascus extradite two suspects wanted in a recent suicide attacks
on government ministries.

YEREVAN, August 28. /ARKA/. Gross external assets of the Central Bank
of Armenia (CBA) grew by 46.1% or $619.8 million up to $1,963.1 million
in the second quarter of this year.

The CBA Press Service reported that international assets (aggregate
external assets in hard currency) alone were $1,963,073,016.09, an
increase of almost the same amount over the reporting period.

SDR in the IMF amounted to $1,192,800, a reduction of 90% or
$10,764,800 over the quarter with the reserve position in the IMF being
zero.

Net external assets totaled $1,514.5 million by the end of the
reporting period, an increase of 63.6% over the reporting period.

The bulk of this amount – $1,514,525,995.25 – was assets in hard
currency.

CBA’s gross external assets were $1,406,823,234.13 in the beginning of
2009, including international reserves amounting to $1,406,822,547.97.

Ambassador of Armenia Vahagn Meliqyan to the United Arab Emirates has
been hosted yesterday by the President of UAE Parliament Abd al-Aziz
Abdallah al-Ghureir, Armenian MFA PR department reports.

During the meeting the Ambassador handed Armenian National Assembly
Chairman Hovik Abrahamyan’s invitation to his Arab counterpart,
which has been cordially accepted.

The sides have discussed the perspectives of cooperation between
the two countries, parliamentary cooperation, founding of deputy
groups, etc.

Ambassador Meliqyan presented the basic directions of Armenian foreign
policy, as well as regional policy to the Arab chairman.

The Armenian Revolutionary Federation (ARF, Dashnaktsutyun) has
reaffirmed its opposition to the current process of Armenian-Turkish
normalization, which it said contains "serious dangers" for Armenia
and therefore must be discontinued.

In a statement released on Tuesday, the ARF Executive Council
also reiterated its position that Armenian Foreign Minister Edward
Nalbandian is directly responsible for "diplomatic failures".

Armenia and Turkey embarked on an unprecedented rapprochement
last September after President Serzh Sarkisian invited his Turkish
counterpart Abdullah Gul to attend a World Cup 2010 qualifier between
the two national soccer teams in Armenian capital Yerevan.

Armenia declared then it would seek improved relations with Ankara
and the reopening of the border that has remained closed since 1993
based on an agreement reached "without any preconditions."

Armenia and Turkey announced a "roadmap" to normalizing bilateral
ties in April, but Sarkisian has been under fire from his political
opponents over a lack of tangible results in the process. Furthermore,
Turkey has appeared to increasingly link normalization to Armenian
concessions in the talks with Azerbaijan over the resolution of the
Nagorno-Karabakh conflict, a process that has been gaining momentum
simultaneously with the Armenian-Turkish dialogue.

Sarkisian himself indicated last month that he will not travel
to Turkey in October to watch the return match of the two
countries’ national soccer teams unless Ankara moves to reopen the
Turkish-Armenian border.

Ahead of the soccer match, the ARF calls for discontinuing the
negotiations which it says "are aimed at serving Turkish interests"
and not allowing Turkey "to meet its international commitments and
at the same time force Armenia to make concessions."

The nationalist party also announced a public rally in central Yerevan
on September 2, the day of the declaration of the Nagorno-Karabakh
Republic.

"In conditions of renewed activity in the negotiations [with
Azerbaijan], we must defend the victory of our people and force respect
for Nagorno-Karabakh’s self-determination," said the ARF, calling
for Nagorno-Karabakh’s return to the negotiating table as a full party.

Baku. Zaur Hasanov – APA. Marc Grossman, former Under Secretary of
State for Political Affairs and U.S. ambassador to Turkey, delivered
a lecture on the theme "Challenges of diplomacy in the 21st century"
in the Center for Strategic Studies under the President, APA reports.

Mr. Grossman said he had met with teachers and students of several
universities, visited Sangachal terminal in Azerbaijan. Touching
on Nagorno Karabakh conflict Marc Grossman said the international
community was paying special attention to the problem and cited the
establishment of OSCE Minsk Group as an example. Speaking on the ways
of solution to the conflict the diplomat said: "Regular meetings of the
conflicting parties, particularly the Moscow meeting of Azerbaijani
and Armenian Presidents, prove that the negotiations are developing
in the right direction within the framework of the Minsk Group. But
the conflict should be solved in Baku and Yerevan, not in Washington
or Moscow."

Following this, Marc Grossman answered the questions of the
experts. Experts, representatives of media and diplomatic corps
attended the meeting.

Domestic policy

This week the ad hoc parliamentary commission set up to investigate
the tragic events in Yerevan on March 1-2, 2008, has stated its
readiness to present a final report at the RA Parliament’s session
early this autumn. Commission Chairman Samvel Nikoyan’s statement was
followed by that of the commission member Artsvik Minasyan. The latter
voiced hope for a favorable public response as the document `will
contain rather impartial appraisals of police actions.’ However, both
commission members’ statements made it clear that the most important
question – the one concerning the death of ten people – would remain
unanswered. The reason is that both the ruling coalition
representatives and the `newly-fledged’ opposition represented by the
Armenian Revolutionary Federation (ARF) are unanimously stating the
matter is within the investigative body’s terms of reference. The
recent reports on the forthcoming presentation of a final report will
afford the opposition one more opportunity to justify its
nonparticipation in the commission’s activities as its `main mission
has been concealing the causes and facts of the tragic events on March
1, 2008.’ Incidentally, Andranik Kocharyan, who represented the
opposition Armenian National Congress (ANC) at the dissolved
fact-finding group, doubts the ad hoc commission has prepared a
comprehensive and in-depth report. According to him, the commission
had too little time to examine the materials provided to it by two
opposition members.
The ANC is trying to keep domestic political passions up while the
summer holidays are coming to their end. The ANC has found a new
formula for political activities: during several weeks the Opposition
leaders visited the families of the Opposition activists under arrest
in the Armenian regions. Armenia’s first president Levon
Ter-Petrosyan, Chairman of the People’s Party of Armenia (PPA) Stepan
Demirchyan and Chairman of the Republic Party Aram Sargsyan paid a
significant visit to Ijevan, to the parental home of Nikol Pashinyan,
Editor-in-Chief of the Haykakan Zhamanak newspaper, who gave himself
up to the authorities on July 1.
During the visit the ANC leader Ter-Petrosyan once against expressed
the confidence that a change of power is inevitable in Armenia. This
Thursday, the administration of the Yerevan-Center penitentiary
institution reportedly violated Pashinyan’s rights. In particular, the
head of the institution Nelson Zakaryan did not allow Pashinyan’s
lawyer Tigran Muradyan to hand newspapers to his client. Talking to
NEWS.am, Muradyan said that the reason is Pashinyan’s article about
the administration of the penitentiary institution. Muradyan said he
visits his client every day except for Saturday and Sunday. He had no
problems with supplying Pashinyan with newspapers until August 20. But
now the administration claim only they can offer newspapers to the
arrestees. It is noteworthy that, under the Armenian law, arrestees
can read any newspapers.
The former party-mates’ hurt feelings have surged up once again this
week. The former candidate for the post of Yerevan Mayor, ARF member
Artsvik Minasyan harshly criticized Yerevan Mayor Gagik Beglaryan and
his team. According to him, the Yerevan administration has nothing in
common with the Armenian Constitution or with local government bodies
formed under international law. Moreover, Minasyan said, the Yerevan
Municipality does not consider either the people’s will or opinion,
nor does it keep its election promises. Minasyan’s statements should
be viewed in the context of the ARF’s `stock attempts’ to gain a firm
ground in the opposition political arena, which do not yet enjoy
success with the opposition voters. Also, the ARF, which claimed
numerous violations in the elections to the municipal elections,
though represented at all the election commissions, did not launch a
struggle against election rigging.
Nagorno-Karabakh peace process and region

The leader of the opposition Armenian National Congress (ANC) Levon
Ter-Petrosyan made an important statement on the Nagorno-Karabakh
peace process. According to him, `Armenia’s incumbent authorities have
already ceded Nagorno-Karabakh.’ RA President Serzh Sargsyan must
resign for the Armenian side not to lose Nagorno-Karabakh,
Ter-Petrosyan said. He expressed the confidence that the present
political situation will not last long as his return to politics has
formed a strong civil society in the country – a society that is not
going to put up with the authorities-imposed conditions.
The ARF representative Giro Manoyan made a number of pessimistic
forecasts for the negotiating process. He expressed the confidence
that both Azerbaijan and Armenia want to say `no’ to the framework
agreements under preparation. The matter is which of them will be the
first to do so. According to Manoyan, the OSCE Minsk Group Co-Chairs
will do their best to get consent to the Madrid Principles from
official Yerevan and Baku before October 14, when the Armenian and
Turkish national football teams are to play a match. `Late this
September the co-chairs will present a revised version of the Madrid
document for the counties to either consent to or reject it,’ Manoyan
told a press conference.
Zhirair Sefilyan, the head of the Union of Armenian Volunteers,
welcomed the Republic of Artsakh action group formed in the
Nagorno-Karabakh Republic (NKR). He regards as inadmissible a policy
of forming two Armenian states. Sefilyan is sure that it has not
impressed the international community. He once again pronounced for
the unification of Armenia and Nagorno-Karabakh, reminding the
journalists that the Movement’s slogan was `Miatsum’ (Unification) in
1988, not `Independence’.
The Republic of Artsakh action group formed in Hadrut,
Nagorno-Karabakh, in mid July pronounced for the liberated territories
to be declared a zone of vital national interests. The group also
stated the necessity for a national special-purpose fund to deal with
the settlement of the territories with Armenian refugees. The group is
now collecting signatures to their demands in Nagorno-Karabakh.
Experts and journalists have focused their attention on hacker attacks
on Armenian web sites, including government ones. All of sudden, there
appeared about a dozen experts that held a number of press conferences
on the present level of `cyber-dangers’ in Armenia. However, one has
the impression that it is only Armenian mass media, NGOs as well as
some experts that are concerned over Azerbaijani hackers’ more and
more frequent attacks on Armenian websites. As regards government
agencies, they have not yet expressed any clear opinion on the
problem. Moreover, immediately after some specialists pointed out the
Armenian side’s disadvantages, there appeared a couple of their
colleagues that spoke of an excessive excitement over the
problem. Finally, the debate did not provide an answer to the main
question: what are the Armenian government agencies and Internet
providers to do for the murderer Ramil Safarov’s picture not to appear
on Armenian websites any more?
This week, `in the context of the Armenian-Turkish rapprochement’,
Ankara has probably decided to launch a large-scale anti-Armenian
campaign in the United States. In his interview with Hurriyet, Kaya
Boztepe, the head of the Federation of Turkish communities, stated
that the Turkish Government intends to intensify the Turkish
community’s activities in the United States. `Our major task is to
oppose the Armenian lobby, which continues its campaign of slander
against Turkey in the United States. The Turkish community, in
cooperation with the Azerbaijani community, has done much work. But it
is not enough, and we must redouble, and even triple, our efforts in
the United States,’ Boztepe said. In engineering the anti-Armenian
campaign, Turks plan to adopt the Armenian lobby’s experience. They
believe the `enemy should be beaten with his own weapons.’

Economy and social life
After visiting India, Armenian officials arrived at the conclusion
that the country’s meat-processing enterprises do not meet sanitary
standards. At a meeting chaired by RA Premier Tigran Sargsyan, Head of
the Department for State and Legal Affairs, RA Government staff, Ashot
Vaganyan made a relevant report. He said that an Armenian government
delegation visited a number of meat-processing enterprises in
India. He pointed out that the enterprises purchased meat without any
quality control and elementary sanitary measures exercised. India
exports to Armenia buffalo meat used in sausage production. Vaganyan
pointed out that other Indian companies meet all the sanitary
standards. Premier Sargsyan stressed that Armenia must purchase meat
from companies working for at least five years, running their own
slaughter-houses and meeting all the international quality
standards. Seventeen Indian companies meeting the criteria cover 85%
of the Indian meat market. However, only 21% of the meat exported from
India to Armenia meets the standards. The only question is: why has
the Armenian Government been silent for such a long period, and won’t
the revealed facts cause damage to the Armenian meat-processing
companies? We hope that a tighter customs control ordered by the
Premier will prevent further incidents.
Armenian consumers have been faced with a prospective rise in energy
tariffs this week. At its sitting this Thursday, at Premier Tigran
Sargsyan’s suggestion, the RA Government adopted a protocol decision
on stability in the energy sector. The decision is supposed to prevent
a rise in the final energy tariffs for consumers. The Premier pointed
out the necessity for bridging the financial gap in the energy sector
at the expense of state-run enterprises, particularly the Vorotan
hydro-power plant, Yerevan heat and power plant, Armenian
nuclear-power plant and special funds. He also reported the planned
expenditure cuts. The Premier issued relevant instructions to RA
Minister of Energy and Natural Resources Armen Movsisyan and to
Chairman of the RA Public Services Regulatory Commission Robert
Nazaryan to ensure the energy sector’s financial stability. Although
the Government announced urgent measures to prevent a rise in energy
tariffs for consumers, the issue of financial gaps in the energy
sector remains unclear. Also, how successful will the Government’s
actions be?
While the family of the opposition oligarch Khachatur Sukiasyan, who
is on the list of wanteds, was preparing to claim 124 damages at the
European Court for the Bjni plant standing idle, the enterprise
resumed production. Arsen Chikchyan, the bankruptcy manager, stated
that the plant has produced 40,000 bottles since August
8. Ninety-eight workers are presently employed at the plant. The SIL
Concern, which is owned by the Sukiasyan family, told NEWS.am, that
they have nothing in common with the Bjni plant. `It is a week since
we lodged a claim with the European Court,’ the company representative
said. The Armenian authorities started persecuting the Sukiasyan
family and `pressuring’ their business after the Parliament member
Khachatur Sukiasyan openly supported the Opposition leader Levon
Ter-Petrosyan at last year’s presidential election.
Lovers of hunting, officials and oligarchs and their milieu, have been
afforded an opportunity to `hunt to satisfaction’ this week. The
Armenian Minister of Nature Protection issued a decree permitting
game-shooting and fowling in some hunting grounds.
The ministry’s press service reports that hunting quotas for hares,
foxes and some kinds of birds, have been fixed, with no limits set for
wolves and jackals.

Champion title of the European Youth Championship, held in the Polish
city of Szczecin.
Ayvazyan defeated representatives of Italy, Moldova and Bulgaria, and
in the finals with a score 7:1 won a victory over the Russian boxer
Grigory Nikolaychuk.
Armenian boxer in all four games have lost only two points (in the
battle with the Italian and in the finale), scoring 23 points.
Armenia in the Youth championship of Europe was represented by eight
boxers. Only Ayvazyan was able to bring a medal to his team. The three
other boxers left the championship at the early stage, while the
remaining four boxers bade farewell to the tournament in the
quarterfinal.

leaders of South Caucasus (Georgia, Armenia, and Azerbaijan) will
take place in Germany, August 21-29, 2009. The courses are organized
by the German Konrad Adenauer Foundation in the cities of Dusseldorf,

Participants will meet with European youth representatives and report
on situation in the South Caucasus.
