DAMASCUS, November 6 (RIA Novosti) – Israel could begin a new military
operation in Lebanon in spring 2010, Jordan’s Ad-Dustour daily wrote
on Friday, citing French parliamentary and military sources.

According to anonymous sources in the French parliament, plans of
possible military operation in Lebanon in spring 2010 were discussed
in France, at a meeting of French, U.S. and Israeli military experts.

The paper said a recent report from the UN secretary general could
serve as an indirect indicator of a possible military operation
in Lebanon. The report concerns the implementation of UN Security
Council Resolution 1701, which prohibits storing weapons in the
security zone between the Litani River and the Blue Line, which is
the Lebanese-Israeli border. The area is under the observation of UN
Interim Force in Lebanon (UNIFIL).

In the report, "only [Shiite armed group] Hezbollah is accused" of
violating the provisions of the resolution, while "Israel is freed
from any responsibility."

"It gives grounds to think that there are attempts to justify a
[future] Israel military operation in Lebanon," an anonymous source
told the paper.

A change in the deployment pattern of UN peacekeepers or their
withdrawal "will become a clear signal that the Israeli war is
imminent," the paper says.

Lebanon’s ambassador to the United Nations, Noaf Salaam, warned last
week there were signs of an imminent Israeli attack on his country,
saying that the "pattern of Israeli breaches" constituted a serious
threat to Lebanon. He also said that the increased "escalation in
a fragile and explosive situation" signaled Israeli plans of an
imminent attack.

The situation in southern Lebanon became extremely tense in July
this year, when an explosion occurred in the security zone near the
Lebanese-Israeli border in the town of Khirbat Silim. Israel and
the United States said the explosion was set off by a detonator in
a Hezbollah weapons store prohibited by the UN Security Council.

The delegation headed by Prime Minister Tigran Sargsyan left for the
United Sates on a working visit to participate in the ArmTech-2009
business congress.

The Armenian delegation comprises the Head of Staff of the Government
of the Republic of Armenia, David Sargsyan, Minister of Economy Nerses
Yeritsyan, members of staff of the government and the ministries,
other officials.

On the first day of the visit Tigran Sargsyan had a meeting with
the President of the Lincy Foundation Jay Rakow and Vice-President
Harut Sassounian. The interlocutors discussed issues related to the
cooperation between the Republic of Armenia and the Lincy Foundation.

The ArtmTech 2009 high technologies congress will take place in San
Jose, the center of the Silicon Valley.

Sargsyan will be on a working visit to San Jose (the U.S) in order to
attend the ArmTech 2009 Congress on November 4-8. The press service of
the RA government reported that the delegation headed by the prime
minister is composed of Head of the RA Governmental Staff David
Sargsyan, RA Minister of Economy Nerses Yeritsian, representatives
of the government and ministries, other high-ranking officials.

Marneuli. Nizami Mammadzadeh – APA. There is Azerbaijani sector in
the Armenian school in Khojornu village of Marneuli for years.

APA’s Georgia bureau reports that Armenians pupils go to Azerbaijani
secondary school in Tsopi. 50 out of 350 families in Khojornu are
Azerbaijanis. Nine pupils study in Azerbaijani sector of the school.

They are taught by four or five teachers. There are two rooms for the
Azerbaijani pupils in school. Earlier, there were all conditions for
our compatriots to study and 60-70 pupils went to school. The number
of the Azerbaijanis at this school has recently reduced. Azerbaijani
residents of the village moved to Azerbaijan and Russia because of the
unemployment. As there are no necessary conditions to study at school,
some parents take their children to the secondary school in Sadakhli.

There is the tenth form in Azerbaijani sector from this year. After
the pupils finish school, there will be no Azerbaijani sector at
school. Head of Marneuli Education Resources Center Kamandar Ismayilov
told APA that there is no national-ethnic problem in Khojornu school.

"The pupils study normally. We have provided them with the textbooks
brought from Azerbaijan. Armenia sent textbooks for the Armenian
pupils. The main problem is the lack of teachers. We have sent three
teachers to Khojornu school this year. If we can not find teachers
for this school, Azerbaijani sector will be soon closed," he said.

Russia’s unchanging principled position on the Nagorno-Karabakh
conflict is based on finding solutions to main issues which are
mutually agreeable for Armenia and Azerbaijan. The conflicting sides
will not be bound to any recipies, however, said Russia’s Deputy
Foreign Minister Georgy Karasin, reports Armenian Russian-language
paper Respublika Armenia ("Republic of Armenia").

Besides, in Karasin’s words, Moscow bases the idea that "the main
responsibility of the final verdict must lie with the Armenians and
Azerbaijanis."

"The solution to the conflict that allows for stability and tranquility
in the Transcaucasus to be re-established will be considered viable,
and the post-conflict period will help maintain geopolitcal balance
here and as a result, the region will not be transfomed into an
international stage of political and military rivalry," concluded
Karasin.

Tonight Armenia’s President Serzh Sargsyan will leave for Kuwait
paying a two-day working visit, Cabinet’s press office reports.

Armenian delegation will be met by Emir of Kuwait, Sheikh Sabah
Al-Ahmad Al-Jaber Al-Sabah, heir to the throne, Nawaf Al-Ahmad Al-Jaber
Al-Sabah, and senior officials of Kuwait.

Armenian President will meet with head of Kuwaiti Parliament, Jassem
Mohammad Al-Horafi, and Prime Minister, Sheikh Nasser Muhammad
Al Ahmad Al Sabah. Mr. Sargsyan will also meet with the Director
of Organization for Investment, Bader Mohammad Al-Saadi, and head
of the Economic Development Fund, Abdulwahab Ahmad Al-Bader. Later
President Sargsyan will have a meeting with Emir of Kuwait, sign a
range of agreements on cooperation, and participate in reception held
by Emir of Kuwait in honor of President of Armenia.

Next day President Sargsyan will attend Science Center of Kuwait,
have meeting with the chairman of Kuwaiti Chamber of Commerce, Mr. Ali
Mohammad Al-Thunyanom Ganimi. In the afternoon, Armenian delegation
will return back to Armenia.

a call to Hussein Avni Karslioglu, now personal secretary of Turkish
president, and reminded that Turkish flags were waving during the
match Azerbaijan vs. Russia. He asked why the flags of Azerbaijan are
not allowed to Bursa stadium, Bakililar reported.

"After a while, I received an SMS on my mobile phone saying that
President of Turkey Abdullah Gul personally charged carrying
Azerbaijani flags in the stadium during the match Turkey vs. Armenia
despite FIFA’s bans," the Ambassador said.

However, for some unknown reasons, the personal charge by Turkish
president probably had no effect on Bursa Mayor, for the ban on
Azerbaijani flags in the stadium was not cancelled. Hereby, another
provocation by Azerbaijani was prevented in Bursa thanks to FIFA. In
addition, the Turkish police did not allow fans with Azerbaijani flags
to the stadium and even threw the Azerbaijani flags into garbage cans
maybe because of special sympathy to their Azerbaijani brothers. In
this connection, the Azerbaijani Foreign Ministry expressed protest to
the Turkish Foreign Ministry. Afterwards, Turkish flags were removed
from the so-called Alley of Shekhids in Baku.

Armenia vs. Turkey football match in Bursa ended 2:0 in favor of
Turkey. The two countries presidents attended the match. Earlier on
October 10 in Zurich Armenia and Turkey signed the "Protocol on the
establishment of diplomatic relations" and the "Protocol on the
development of bilateral relations". To come into effect the protocols
must be submitted to the respective Parliaments for the ratification
on each side. Armenia and Turkey have no diplomatic relations and
their border was closed in 1993 by Ankara.
