responses to Azeri senior officials’ bellicose statements," Head
of RPA parliamentary faction Galust Sahakyan told a news conference
in Yeravan.

At that he noted that Azerbaijan’s statements testify to the country’s
unrestrained approach to the talks. Besides, Sahakyan didn’t rule out
the possibility of Armenia’s having occupied territories in case of
Azeri side’s resuming military operations.

RPA faction leader once again said that main effort in conflict
settlement process were directed at determination of NKR status. If
Azeri side seeks for speedy conflict settlement, it should agree to
Karabakh’s participation in talks, he said. "Any document concerning
NKR should be coordinated and proceed from the interest of Artsakh,"
Sahakyan stressed.

Nizami Jafarov Nizami Jafarov, a member of parliament for the ruling
New Azerbaijan Party, has said that Armenia would like to lay claims
to Georgian territory.

"If one looks closely, it becomes clear that all the origins and
scenarios of conflicts in the South Caucasus are strikingly similar,"
MP Nizami Jafarov said, commenting to 1news.az on the current tensions
between Georgia and Armenia.

"The main cause of the conflict between Georgia and Armenia is a
national history, which is mostly artificial. By reading the history of
the past, Armenians and Georgians are turning it into an ideological
and political factor today. Armenians cannot say ‘goodbye’ to the
tales of past years about ‘Great Armenia’, invented by the church
and the nationalist ideologists of the Armenian people.

Unfortunately, this is why Armenian-Georgian relations may become an
inflammatory factor of destabilization in the South Caucasus in the
long run," Jafarov said.

"A third party, Azerbaijan, which by virtue of its mentality has
never had claims on other people’s territories, usually suffered
more than others as a result. But today the situation is changing and
Azerbaijan’s enemies are no longer able to make any claims. Therefore,
Armenians and their foreign backers have chosen Georgia as the weak
link in the South Caucasus. Their appetites are fuelled by the fact
that Georgia is losing the territories that were included in it in
Soviet times. Armenia has an irresistible desire to tear off a tasty
morsel of Georgian land.

"Therefore, Armenians are trying hard to exaggerate their own problems
with Georgians, thereby, preparing the ground to justify before
the world community possible future aggression against neighbouring
Georgia," the MP said.

"As for Azerbaijan, they will still have a big problem and being aware
of this Armenians throughout the world are developing a long-term
defence strategy in the hope of rescuing their state. The Karabakh
conflict has awakened the people of Azerbaijan who are now going
through a phase of demographic growth. That is why the Azerbaijani
people are calm about their future and confident of victory over
their enemies and the liberation of all the occupied territories in
the near future," Jafarov concluded.

Baku advocates a peaceful settlement of the Karabakh conflict, but
if Armenia continues dragging the settlement out, Azerbaijan will
be compelled to liberate the occupied territory with military force,
Azerbaijan’s first deputy parliamentary speaker Ziyafet Askerov said.

"If Armenia indefinitely drags out the peaceful settlement of the
problem of Nagorno Karabakh, Azerbaijan will have to liberate its
occupied territory, using military force," Askerov said.

Askerov was speaking to British House of Lords member, John Desmond
Forbes Anderson Waverly in Baku on Monday, the press service of the
Azeri parliament has reported.

"Armenia is interested in perpetuating the status quo and it does not
implement the four resolutions of the UN Security Council and defies
international norms and principles," he said.

Over its history of 18 years, the Organization for Security and
Cooperation in Europe’s Minsk Group has not achieved the result set,
he said.

Lord Waverley in turn said that in order to settle the conflict,
Azerbaijan’s territorial integrity must be insured first, and then
refugees and forced migrants must be brought back to their homes and
the security of Armenians residing in Nagorny Karabakh guaranteed.

EU was in focus of talks Armenian Foreign Minister Edward Nalbandian
held Monday in Rome with his Italian counterpart Franco Frattini.

The Ministers touched upon decentralized cooperation issues and
possibilities of organizing an Armenian-Italian forum. Both agreed
that direct flights between the two countries would promote development
of tourism industry.

They also signed a memorandum of understanding "On Conducting
High-level Political Consultations between Italian and Armenian Foreign
Ministries" and an agreement "On Economic Cooperation Between Italy
and Armenia."

At Mr. Frattini’s request, Minister Nalbanidan briefed on the Karabakh
settlement process and the outcomes of Armenian and Azeri Presidents’
recent meeting in Munich.

It was also agreed that the Italian Foreign Minister will visit
Armenia in the first half of 2010, RA MFA press office reported.

After a series of diplomatic talks, Azerbaijan’s President Ilham
Aliyev says he will pursue the military option against Armenia if a
long-running border dispute is not resolved in Munich this week.

Azerbaijan’s President Ilham Aliyev has threatened to use military
force against Armenia if the two neighboring countries do not resolve
a long-running territorial dispute during talks in Munich, starting on
Sunday.

The territory in question is the Nagorno-Karabakh enclave which has
been under the control of Armenian troops and ethnic Armenian forces
since 1994.

"If that meeting ends without result, then our hopes in negotiations
will be exhausted and then we are left with no other option," Aliyev
said on Saturday. "We have the right to liberate our land by military
means."

Azerbaijan is aiming to strike a deal whereby most of the seven Azeri

If war were to erupt, it would threaten a key oil and gas transit

The following information was released by the Ministry of Foreign
Affairs of the Russian Federation:

Moscow has taken note that some Armenian media have raised a fuss
about the remarks made by the Russian MFA Spokesman on November 17.

They allege that Moscow has changed its position and now links the
processes of the Nagorno-Karabakh settlement and Armenian-Turkish
rapprochement. This is a misunderstanding. Foreign Minister Sergey
Lavrov has repeatedly clarified Russia’s point of view. It remains
unchanged. These are two different processes.

We have a positive attitude to the bilateral documents signed by
Armenia and Turkey, which determine their subsequent actions towards
comprehensive normalization of state relations.

We believe that the establishment of good neighborly relations between
Armenia and Turkey should objectively contribute to further steps to
promote peace and security in Transcaucasia.

As to the Nagorno-Karabakh conflict, despite continuing disagreements,
the parties have managed to achieve some definite progress in agreeing
on the basic principles for its settlement.

We see our role in facilitating this process, the search by the
parties for mutually acceptable solutions to the key issues, but
without the imposition on the conflict participants of any recipes from
outside. At the same time we believe that the primary responsibility
for the final choice should lie with the Azerbaijanis and Armenians
themselves. Russia will be ready to support the solution option which
will suit all parties involved, and if a compromise agreement is
reached – to act as guarantor of the settlement. Clearly, a viable
solution will be the one that will enable returning stability and
tranquility in Transcaucasia and in the post-conflict period help to
maintain the historically established geopolitical balance of forces
there and is not likely to transform the region into an arena of
international political and military rivalry.

of murdering Khosrov Reserve Director Samvel Shaboyan, RA Police
Public Relations department reports. In that connection, criminal
case has been instituted under Section 1, Article 104 and 235 of RA
Criminal Code.

On November 18, about 23:50 local time, Samvel Shaboyan’s (born 1958)
Toyota Prado (007LL71) was shelled by unknown in Myasnikyan Avenue,
Yerevan. Law enforcers counted 30 bullet holes in the car. Shoboyan,
who was sitting on the backseat, died from numerous bullet wounds.

Armenia-Turkey Protocols raised "the issue of identity and the
means of identifying one s self in society as an individual and as
a group", reads the article by Jean Ipdjian published in Gibrahayer
magazine. NEWS.am posts the passages from the article.

"It has always been hard for Armenians in the Diaspora to keep their
national identity while at the same time being able to identify
themselves as citizens and as part of the countries, they happen to
live in.

It has always been the endeavour of Armenian individuals and
Organizations to create such conditions that will help keep their
Armenianism . The object of not being swept by the currents of
assimilation which are so strong specially in friendlier societies,
where the physical threats to their wellbeing is less and where there
are no easily definable social and religious boundaries between them
and the local population.

The Diaspora, which is mostly a direct result of the persecutions of
Armenians in the late 19th century Ottoman Empire and more so of the
Genocide of more than a million Armenians living in their homeland
in Ancient Armenia, present day Eastern Turkey and also Istanbul and
other cities, has used this fact as a means of identification. We
are children of the Genocide and it is practically impossible to find
a family or individual whose ancestors have not been victims of the
Genocide in one way or the other.

Therefore, it is inconceivable for us, the children of the Genocide
to accept any form of denial or questioning of the existence of the
Genocide, because in that way we will be actually denying ourselves and
robbing ourselves from our own identity. This mean of identification
is so strong that it was only recently that compatriotic organizations
were dissolved in our communities. And this fact is one of the core
problems that the Protocols have created.

It is, to say the least, extreme naivety to believe that this wound in
our history can heal with unilateral acts of forgiveness and forward
looking on our part. The key, which will untangle this quagmire of
existence, which is the Diaspora, is firmly in Turkey s hands. We
can live with the consequences of the Genocide and the heirs of the
organizers and executers of the Genocide, provided that they stop
their denial, provided that they accept it. Only then can the real
healing process start.

And if we look at the chain of events, we will see that unless
our resolve in standing up for and defending our National issues
is unwavering and steadfast, their will continuously be attempts
at nibbling on our resolve and eventually defeating it. Because we
are dealing with a nation which has had no qualms in the killing of
its citizens in the past or present, we are dealing with a nation
whose arrogance has allowed it to have laws which make it illegal to
question the Turkishness of its history, and who has complete and
utter disregard for public opinion, and for whom human rights is
something alien."
