/PanARMENIAN.Net/ Accepting Health Minister Harutyun Kushkyan’s
proposal, Minister of Education and Science Armen Ashotyan signed a
decree on closing pre-school institutions and comprehensive schools
from December 8 to 19.

Earlier, Chief infectologist Ara Asoyan submitted proposal to Health
Minister for closing all schools and kindergartens to prevent the
outbreak of flu.

middleweight champion Jermain Taylor said his fighter has not made
a decision on whether or not he will fight WBA super middleweight
champ Andre Ward in March. Nelson says a decision may come down as
early as next week.

Taylor and Ward are two of the six fighters in Showtime’s Super Six
tournament. Taylor has had a bad two years; losing four of his last
five – and three of them by knockout. In his last ring appearance back
in October, Taylor was knocked out cold in the twelfth round by Arthur
Abraham. He was hospitalized afterwards. Last month Ward dominated
tournament favorite Mikkel Kessler to a career-defining decision win.

YEREVAN, December 1, /ARKA/. Argentinean-Armenian businessman Eduardo
Eurnekian will become the concessionaire of the free economic zone that
will be established at Armenia’s main international Zvartnots airport.

The news was announced by a deputy economy minister Vahe Danielian
on Monday during an informal meeting of heads of IT companies.

According to him, one of Eurnekian’s projects envisages establishment
of an agricultural logistical center close to the airport, which
will be dealing with delivery of agricultural goods to the airport
and their transportation to other countries by air and other ways.

Vahe Danielian said the terms of concession at Zvartnots airport will
not differ from terms at other free economic zones. But he added that
such zones should not affect Armenian producers.

The business project for establishment of free economic zone at
Zvartnots should be ready by the end of the year. According to
preliminary estimates, its implementation may cost up to $250 million.

The first stage is estimated at $50 million.

Eduardo Eurnekian’s American International Airports runs the
concessional management of Zvartnots airport. It also deals with
agricultural projects in Armenia and owns the Armenian Converse Bank.

The Republican Party of Armenia’s (RPA) recent convention, said
Armenian National Congress representative, former Minister of Foreign
Affairs Aleksandr Arzumanyan, reminds me of USSR Communist Party
conventions, "where all decisions were approved unanimously."

According to Arzumanyan, the RPA convention arose such memories,
while for others, it even elicited nostalgia for by-gone days.

Touching briefly on RPA leader, RA President Serzh Sargsyan’s speech
during the convention, Arzumanyan noted that "that speech didn’t
relate to the reality in which we live: whether that be a political,
internal political, human rights or economic bloc."

That was a speech taken out of nowhere about an incomprehensible
country, concluded Arzumanyan.

YEREVAN, DECEMBER 1, ARMENPRESS: A new strategy has been worked out
on purpose of activating the activity of Armenian State Commission
for Economic Competition Defense. There are also new legislative
initiatives which will provide an opportunity of giving additional
tools to the commission enabling it to fight against such cases,
when many local producers duplicate foreign brands, Armenian Prime
Minister Tigran Sargsyan told journalists at today’s visit paid to
"Barov" and "Kherov" vodka factories of "Sovrano" LTD.

According to him, the implemented steps will enable not only to apply
punishing measures after violations take place, but to implement
preventive measures as well in order people not to try selling
their low-quality product through deceiving and misleading consumers
pretending that they are selling famous brands. "This is a dangerous
phenomenon, it is an abuse on the account of our nation, which is
inadmissible, and we have made up to strengthen both the oversight
regimes and the preventive measures", T. Sargsyan underscored.

He said that the government wants to promote the local producer,
to increase the citizens’ trust toward the national producers.

In regard to the crisis consequences, T. Sargsyan said that we should
learn from the mistakes in order the crisis not only hits us, but
also gives an opportunity of learning from our own mistakes.

Unfortunately, the human experience shows that the majority does
not have the ability of learning not only from the others’, but also
from their own mistakes. We should not repeat that mistake, must try
to diversify our economy in order to become less vulnerable toward
foreign markets.

NKR: New Meetings of The PM in American Armenian Community

NEW MEETINGS OF THE PRIME MINISTER IN AMERICAN ARMENIAN COMMUNITY

On November 23, the NKR Prime minister Ara Harutyunyan had a
meeting with the members of Central Committee of Western America’s ARF
by the head of the CC representative Avetik Izmirlyan. Questions
refering to azeri-karabakh conflict settlement, armenian-turkish
relations, Homeland-Diaspora collaboration were discussed at the
meeting. The head of the republic’s government underlined, that
Artsakh’s continuous development was one of the most important bases
of armenian statehood’s strengthening, and in this process all the
pieces of armenian people should be united. From this point of view
Ara Harutyunyan attached importance to restoration of Shushi, which in
its turn is one of the main components of Artsakh’s intensification.
The primate of Artsakh’s Diocese of Armenian Apostolic Church Pargev
archbishop Martirosyan, the chief of the main administration of
information of NKR President’s stuff David Babayan, NKR permanent
representative in the USA Robert Avetisyan were present at the
meeting. The same day the delegation headed by the Prime minister
visited Vahan and Anush national college and met with teachers’ stuff
and pupils of the college. Ara Harutyunyan estimated highly the
role of the institution in the work of armenian education of young
generation, underlining, that nation’s future was created just in
school. The Prime minister attached importance also to the
long-term relation of the college with the school of Ashan,
considering it a bright example of Homeland-Diaspora collaboration.
On November 23, Ara Harutyunyan visited also the primacy of North
America’s Western Diocese of Armenian Apostolic Church and met with
the primate of the Diocese Hovnan archbishop Terteryan, parish council
and representatives of armenian community. The Prime minister
acquainted the presents with NKR socio-economical situation, the
present stage of azeri-karabakh conflict settlement and the process of
realizing various programs in Shushi. Speaking about
Homeland-Diaspora relations, Ara Harutyunyan underlined the role of
Armenian Apostolic Church in the work of future development and
broadening of these relations. The same day the Prime minister had
also a meeting with the benefactor Isahak Vardanyan. Questions
connected with the programs being realized in the sphere of
construction in Artsakh were discussed at the meeting. Ara
Harutyunyan expressed gratitude to Isahak Vardanyan for assisting
Artsakh and hoped, that the active collaboration would continue also
in future.

Armenia to stage Iran’s ‘Gauntlet’

The Iranian theater director, Alireza Asadi is planning to stage his
award-winning play Gauntlet for the Armenian audience.

Written by Mehdi Nasiri, Gauntlet was earlier staged in Iran under the
title of The Votes and chosen as the top play by the country’s Isar
Playwriting contest and the 11th Resistance Theater Festival.

The play is about an Iranian-Armenian journalist, whose family insists
on leaving Iran after he returns home after months of captivity in a
Kurdish village during the Iraq-Iran war.

Sponsored by Iran’s Cultural Office in Armenia, Gauntlet will be
staged from Dec. 4 to 6, 2009, with a slight change in the text and
performance style.

YEREVAN, November 27. / ARKA /. The European Bank for Reconstruction
and Development and the City of Yerevan will cooperate in development
programs of the underground metro, trolley parks, and fee based
parking lots.

As it was reported on the official site of the capital’s city hall,
the mayor of Yerevan Gagik Beglaryan and Business Group Director of
the European Bank for Reconstruction and Development in South-Eastern
Europe, Caucasus and Central Asia Olivier Descamps discussed the
prospects of development of urban infrastructures.

According to the report, the EBRD will provide both consultations
and credit funds.

"The successful negotiations inspire one to quickly launch the
programs," Descamps said.

He also said that an agreement on the implementation of these programs,
according to preliminary agreement will be signed in January of
next year.

In his turn, the mayor of Yerevan suggested starting with small
programs in order for the large-scale investments to be used more
purposefully.

The EBRD is one of the largest investors in Armenia.

Investments of the European Bank for Reconstruction and Development
in Armenia in 2009 will total 150 million USD versus 75 million USD
for the year 2008.

Currently, the EBRD has invested more than 335 million Euros in the
implementation of more than 70 programs in various sectors of the
economy of Armenia.

disseminated November 27 a statement entitled "Let’s wake up and
get ready for defense and retaliation" in connection with recent
bellicose statement of Azeri high-ranking officials. The statement
characterizes the recent bellicose statement of Azeri president as
a challenge to the Republic of Armenia and Artsakh.

"The Azerbaijani leadership’s belligerent rhetoric and threats to
resume the war have become more frequent recently. On the eve of
the November 22 Munich meeting between the Armenian and Azerbaijani
presidents, Ilham Aliyev stated that in case the meeting fails again
to produce progress in the Karabakh settlement this time, Azerbaijan
will resort to settling the conflict by military means. On November
25, Azerbaijani Defense Minister Safar Abiyev said that Azerbaijan
sees no other way of settling the conflict than by military means.

Under these circumstances, we consider it very dangerous that the
serious challenges that the republics of Nagorno Karabakh and Armenia
are facing are ignored, and that those statements are deemed as
propaganda only.

We, the young members of the Heritage party, considering peace as
precious value, and realizing that a war would lead to significant
destruction and loss of lives to the both sides, reject any military
settlement of the conflict, and condemn the Azerbaijani leadership’s
attempts to provoke a war by engaging its own people in a war
hysteria. Nevertheless, we think that the best way to prevent a war
is to be prepared for one. To be ready for a possible resumption of
the war on the Artsakh front, the two Armenian states and societies
should initiate adequate extraordinary actions.

We call on: – The National Assembly to immediately recognize the
Nagorno Karabakh Republic, setting up conditions for recognizing the
NKR by the Armenian government at an appropriate time, as well as for
signing bilateral agreements between the Republic of Armenia and the
NKR in all fields, including the defense and security fields;

– The Armenian cabinet to review the 2010 state budget and, at least,
reinstate defense expenditure of the 2009 budget, as well as increase
significantly the overall size of loans to the NKR;

– The Republic of Armenia and NKR defense ministries: 1. Organize
trainings and exercises among the entire adult population for enhancing
civil defense combat skills; 2. Develop a functional plan for the
government-civil society cooperation in war time and present this
plan to the public;

– The Armenian Foreign Ministry to send an official note to the
Foreign Ministry of the Russian Federation, that is considered to
be Armenia’s ally and strategic partner in the Collective Security
Treaty Organization, demanding that any military supplies and
cooperation under the 2006 and 2008 agreements between Moscow and
Baku be discontinued immediately;

– The youth of Armenia, Artsakh and Diaspora unite not allow any
unilateral concession in the Artsakh issue, and if needed, defend
our victories with arms;

– Youth organizations of the Armenian political parties to organize
meetings to discuss the situation on Artsakh.

All these actions will be helpful even if the Azerbaijani leadership’s
threats to resume the war are only propaganda. Otherwise, if Azerbaijan
unleashes a new war against the NKR and the Republic of Armenia, the
Armenian armed forces will reinstate the previous victories and would
not reserve to self-defense only but will turn to counterattacks and
liberate the Armenia Gardman, including Gandzak, as well as Nakhijevan,
securing new buffer zones for the security of Armenia and Artsakh.
