Configuration of the Azerbaijani-Armenian talks over Karabakh may be
changed; self-proclaimed Republic of Nagorno-Karabakh may become a
full-fledged participant of the negotiations again.

Chairmen of the OSCE Minsk Group for Karabakh crisis resolution
visited Stepanakert, the capital of Nagorno-Karabakh. When their
meeting with newly elected President Bako Saakjan was over, foreign
diplomats announced that configuration of the Azerbaijani-Armenian
talks over Karabakh might undergo certain changes.

"We must see representatives of Karabakh at the table here. The
sooner we do, the better," OSCE Minsk Group French Chairman Bernard
Fassier said. Fassier reminded journalists that this configuration
had been used until the middle of the 1990s. Russian Chairman Yuri
Merzlyakov tended to second this position rather than that of his
American counterpart. This latter, Matthew Bryza, suggested caution
and referred to the beginning of "new political seasons in Armenia
and Azerbaijan alike." The US diplomat was speaking of presidential
elections in both countries scheduled for 2008.

Zardusht Ali-Zade, Azerbaijani political scientist and political
scientist, told this newspaper in no uncertain terms that no
configuration of the talks would or actually could be effective. "The
arrangement of forces at this point is such that it suits all involved
parties," Ali-Zade pointed out. "Yerevan feels confident because
the Minsk Group comprises Armenia’s promoters and benefactors. The
Azerbaijani elite in its turn landed some lucrative energy projects
using the war at first and the territorial problem afterwards as
an excuse. As for the West, it turns a blind eye to the state of
affairs with democracy and freedoms. Changing anything is not in the
interests of the authorities. War speculations (unless the conflict
is settled by peaceful means, that is) enable the authorities to
emulate their alleged worry over Karabakh and to mislead Azerbaijani
society." Neither did Ali-Zade consider Yerevan to be sincere in its
demands to have Karabakh representatives at the talks too because
Karabakh was already involved in the negotiations.

"President of Armenia, Robert Kocharjan, and Sarkisjan as his likeliest
successor are leaders of the Karabakh movement," the political
scientist said. "Thinking that Karabakh representatives will do
anything on their own, without consulting Kocharjan and Sarkisjan, is
the height of naivete. On the other hand, the acceptance of Karabakh
at the talks as the Armenians insist on will be a step closer to
definition of its status."

Armenian political scientist Boris Navasardjan is convinced that when
they suggest a new configuration of the talks, foreign intermediaries
are actually trying to make the negotiating parties more malleable
(particularly Armenia). "It is Yerevan that has been clamoring all
these years for Stepanakert’s return to the negotiations. It will
have to prove now that it wanted to make the talks more productive
and not just lead them into a cul-de-sac," Navasardjan said.

On the other hand, this turn of events will make Yerevan’s explanations
of what is making the process of talks stagnate obsolete. Armenia
stated more than once already that it alone was demanded to make
concessions and meet Baku halfway. Once Stepanakert is accepted at
the talks again, however, Baku and international intermediaries
will be quite legitimately expecting some similar gesture from
Yerevan. Navasardjan suspects that the Armenians will be asked (again)
to liberate at least some of the occupied Azerbaijani territories near
Nagorno-Karabakh and stop demanding clarification of the future status
of Karabakh. "I don’t expect Yerevan to go for it and barter something
truly important (territories) for something ethereal like a tactical
advantage at the talks," the political scientist said. If Azerbaijan
really wants some compromise that will give it back the occupied
districts the Armenians regard as a ‘safety belt" around Karabakh,
it will have to offer its opponents something substantial indeed,
something like firm guarantees of non-renewal of the hostilities. Or
the configuration change deal will either be cancelled altogether, or
not change at all in the content of the talks and will remain another
device enabling the parties to stall for time. On the other hand, even
that will be a result – given the current situation with the talks."

The OSCE Minsk Group returned from Stepanakert to Yerevan. It
is expected in Baku later today. Azerbaijani Foreign Minister
Elmar Mamedjarov told journalists that some ideas suggested by the
intermediaries were looked promising and that they were pondered in
Azerbaijan. "We will discuss these ideas when the OSCE Minsk Group
chairmen are here," Mamedjarov said. "If the decision is made that
something deserves the attention of the presidents, their meeting
may be arranged."

The Armenian side tries to prevent shooting at the
Armenian-Azerbaijani border but will reply to firing from the
Azerbaijani side, said the Armenian minister of defense Michael
Harutiunyan on Friday.

"I have always stated that we want to sustain peace, we don’t want
shooting and casualties neither on the Armenian, not on the
Azerbaijani sides but if they shell our positions and roads, they will
certainly get a reply," Harutiunyan said.

He also added that the situation at the line of contact is not
critical because the cases of shooting have decreased by 40 percent.

No Armenian politician has done what Robert Kocharyan did in the years
of war in Karabakh, says Member of Parliament Arthur Aghabekyan, ARF
Dashnaktsutyun, ex-deputy minister of defense. He made this statement
on September 21 at the Hayatsk press club when the reporters asked him
to compare the supreme commander-in-chief of the armed force of
Armenia and the supreme commander-in-chief-to-be. "No Armenian
politician has done what Robert Kocharyan did in 1988, 1989, 1990,
1992," Arthur Aghabekyan stated. However, the reporters reminded him
that in those years Levon Ter-Petrosyan was the supreme
commander-in-chief.

"I am sorry that in that period the commanders did not feel the
supreme commander-in-chief on their back, are not aware of his
decisions. This period is a little different, and I think there is
much more to tell about it but we will tell after the settlement of
the Karabakh issue. Or we will tell in our memoirs," Arthur Aghabekyan
says.

He thinks the society should learn about the role of Vazgen Sargsyan
in that period. "Frankly speaking, we must appreciate Vazgen
Sargsyan’s mission. As a supreme commander-in-chief, Robert
Kocharyan’s ability to make decisions had major influence on our
victories," Arthur Aghabekyan says.

EXHIBITION OF ARMENIAN MEDIEVAL MANUSCRIPTS AND BOOKS IN GENEVA

On September 14, an exhibition of Armenian medieval manuscripts and
books titled "Manuscripts of Armenia, the collection of Matenadaran"
was staged in Geneva. The exhibition was realized under the patronage
of the President of Switzerland Micheline Calmy-Rey and Armenian
Foreign Minister Vardan Oskanian and by the efforts of the Old
Manuscripts Institute after Mashtots, the Martin Bodmer Museum-Library
and the Armenian Embassy in Switzerland.

RA Minister of Education and Science Levon Mkrtchian, Director of
Matenadaran Hrach Tamrazian, Chairman of the Geneva Central Council
Charles Ber, other officials of Switzerland and Geneva,
representatives of international organizations and diplomats
participated at the opening ceremony of the exhibition.

The exhibition presents Armenia as a crossroad of East and West and
its investments in the world treasury of spiritual values. It brings
to light the main effect of religion, philosophy, culture, art and
science on the formation of the Armenian essence.

The exhibition will present the Gospel of Artsakh (XIV c.), the Gospel
of Tatev School (XIV c.), and unique manuscripts of Grigor Tatevatsi,
Grigor Narekatsi and Davit Anhaght. The miniature painting school of
Cilicia is widely presented at the exhibition.

The exhibition will present also the Armenian manuscripts of the
Library of Mechitarist Congregation in Venice and the National Library
of France, also the History of Alexander (XIV c.), which is a unique
sample of non-religious miniature painting.

The exhibition will continue until December 30. In the framework of
it, an exhibition of photographs of a French artist Regi Laburtet will
be put on devoted to the Armenian churches.

The sponsors of the exhibition are Hans Wilsdorf Foundation,
"Poghosian and sons", "Armenia" and "Piliposian" foundations, Edi and
Talin Avagians and Lombard Odye bank. The Julius Baer Bank also
assists the exhibition.

P.S. Bodmer Museum-Library was founded by a Swiss benevolent Martin
Bodmer in the mid 20th century. It is one of the biggest personal
libraries in the world with 160 thousand volumes of collection. The
collection contains early and late medieval manuscripts, also series
of texts of the New Testament, mainly the oldest manuscripts of the
Gospel of John.

In a sign of the growing momentum toward the adoption of Congressional
legislation recognizing the Armenian Genocide, Senator Patty Murray
(D-WA) and newly elected Representative Laura Richardson (D-CA), this
week, added their names as cosponsors of this human rights legislation,
reported the Armenian National Committee of America (ANCA).

"Armenians in Washington, California and around the nation are
encouraged to see Senator Murray and Representative Richardson –
both first-time supporters of federal legislation commemorating
the Armenian Genocide – join the growing Congressional majority in
support of the recognition of this crime against humanity," said
Aram Hamparian, Executive Director of the ANCA. "We look forward for
Members of Congress – at long last – to have the opportunity to steer
America back to the right side of this fundamental issue of justice
and basic human rights."

Prior to her election to the House this August, in a special election
following the death of Congresswoman Juanita Millender- McDonald,
Representative Richardson had pledged in a letter to the local
ANC-South Bay chapter that she would cosponsor H.Res.106.

The House version of the Armenian Genocide Resolution, H.Res.106, was
introduced on January 30th by lead author Rep. Adam Schiff, along with
Rep. George Radanovich (R-CA), Congressional Armenian Caucus Co-Chairs
Frank Pallone (D-NJ) and Joe Knollenberg (R-MI), Rep. Anna Eshoo
(D-CA), Rep. Brad Sherman (D-CA) and Rep. Thaddeus McCotter (R-MI).

With Rep. Richardson’s support, the legislation now has 226 cosponsors.

A similar resolution in the Senate (S.Res.106), introduced by
Assistant Majority Leader Dick Durbin (D-IL) and Sen. John Ensign
(R-NV) currently now has 32 cosponsors, including Senate Majority
Leader Harry Reid (D-NV) and presidential candidate Hillary Clinton
(D-NY). Both resolutions call upon the President to ensure that the
foreign policy of the United States reflects appropriate understanding
and sensitivity concerning issues related to human rights, ethnic
cleansing, and genocide documented in the United States record relating
to the Armenian Genocide.

Statement of the Yerevan Press Club and the Committee for Protection
of Freedom of Speech

Hovhannes Galajyan, the editor-in-chief of "Iskakan Iravunk" newspaper,
was assaulted and beaten with metal sticks on September 15, 2007.

The journalist got concussion of the brain and injuries on the
head. This is the second time Galajyan has been attacked. The
initiators of the previous attack on September 6, 2006, are still
unexposed.

The YPC and the CPFS have stated many times that the assaults are
resulted by malfunctioning of law-enforcement bodies as they are unable
(or merely don’t want) to reveal and punish the wrongdoers.

We condemn the new terrorism and state that nondisclosure of the crimes
makes people attempting to silence freedom of speech more impudent.

The Prime Minister of Australia John_Howard attended the opening
ceremony of the Armenian Cultural Festival in Sydney.

The "Sydney Monitoring Herald" wrote that Armenians are a significant
force in Bennelong. The national president of the Armenian National
Council, Varand Lazarian, said 4000 Bennelong voters with an Armenian
background wanted the candidates to recognize the Armenian genocide.

However, neither Mr. Howard nor the Labor leader, Kevin Rudd, has
raised the question.

The Australian Bureau of Statistics is a little more modest in its
listing of 2285 people of Armenian ancestry in Bennelong. Whichever is
the figure, in a tight election, the Armenian vote will count big time.

TEHRAN — Iran has seized 1 million bottles of alcohol and arrested
hundreds of smugglers in a border province, over the past five months,
as part of a campaign against immorality, the Fars news agency
said Sunday.

The seizures and arrests came in West Azarbaijan province, which
borders Iraqi Kurdistan, one of the main sources of alcohol being
illegally smuggled into the Islamic republic.

"As part of the campaign, 53 groups of alcohol traffickers have
been dismantled, 943,000 bottles of alcohol seized, and 435 people
arrested," the regional police chief Kheybar Tiba was quoted as saying.

He added that this represented a rise of 25 percent compared with
the same period, a year earlier.

The drive against alcohol smuggling is part of a nationwide campaign
dubbed the drive to "increase security in society," which, since April,
has clamped down on un-Islamic dressing, thugs, and other behavior
deemed antisocial.

Only recognized Christian minorities in Iran, such as the Armenians,
are allowed to produce and consume alcohol, discreetly and behind
closed doors, so as not to offend Islamic sensibilities.

Production, sale, or consumption of alcohol are, theoretically,
punishable by jail, although this has not stopped significant smuggling
from neighboring countries, including Azerbaijan and Turkey, as well
as Iraq, and the consumption of sometimes-lethal homemade liquor.

Police make regular seizures of illicit alcohol, and officials have
said police seized 4 million bottles, nationwide, in the 12 months
to April.

Yerevan, September 14 /Mediamax/. Russian MTS Company will examine the
issue of carrying out a re-branding of the Armenian mobile operator
VivaCell.

Mediamax reports that, speaking at a news conference in Yerevan today,
President of MTS Leonid Melamed stated that in all the CIS states
the business of the group develops under the MTS brand.

"However, this does not mean that we intend to by no means change
the VivaCell brand. We will be examining the given issue and will
make the decision tentatively in mid-2008", Leonid Melamed stated.

He noted that MTS does not plan to change the management of the
company, which it considers educated and highly-professional.

Leonid Melamed named today the main tasks of VivaCell: preserving the
leadership in the market, the high quality of yield level, securing
the highest standards of quality, developing new additional services.

MTS President stated that the company will turn to receive a license
for providing services of broadband internet access in Armenia.
