NINE PERSONS SUBMIT DOCUMENTS TO CEC FOR NOMINATION OF THEIR CANDIDATURES FOR PRESIDENTIAL ELECTIONS

YEREVAN, DECEMBER 6, NOYAN TAPAN. The acceptance of documents of
candidates’ nomination for the February 19, 2008 presidential elections
ended at 18:00, December 6, in accordance with the requirement of
the RA Electoral Code. As CEC Chairman Garegin Azarain said at the
CEC sitting, nine citizens have submitted documents for nomination
of their candidatures, two out of which, first RA President Levon
Ter-Petrosian and former Adviser to NKR President Arman Melikian by the
self-nomination order. The other seven candidates have been nominated
by their parties: Artashes Geghamian (National Unity), Serge Sargsian
(Republican Party of Armenia), Vazgen Manukian (National Democratic
Union), Tigran Karapetian (People’s Party), Vahan Hovhannisian
(ARFD), Artur Baghdasarian (Orinats Yerkir), and Aram Haroutiunian
(National Consent).

According to the Electoral Code, candidates’ registration should be
done from December 31 to January 20.

MOODY’S LEAVES UNCHANGED BA2 RATING OF RISKS RELATED TO FULFILMENT OF LIABILITIES BY ARMENIAN GOVERNMENT

YEREVAN, DECEMBER 6, NOYAN TAPAN. Moody’s Investor Service
international rating company has again assigned Armenia Ba2 rating
of risks related to fulfilment of liabilities in the national drams
and foreign currency by the Armenian government, Tigran Jrbashian,
the Armenian director of the Armenian-European Policy and Legal Advice
Centre (AEPLAC), stated at the December 6 press conference. He reminded
that it is the second year that Armenia is among nearly 100 countries
that receive Moody’s rating. The latest rating results regarding
these countries were published in November 2007.

According to the director of the AEPLAC, assignement of Ba2 rating
shows that the level of the overall debts of the Armenian government
and economic entities is low when Armenia’s credit risks are compared
with credit risks of other countries. On the other hand, this rating
bears evidence of the low level of institutional development of the
Armenian economy.

Moody’s has also assigned Armenia a higher – Baa3 rating of the
country’s overall credit risks. This rating shows the level of risks
related to repayment of debts by organizations of Armenia’s state
and private sectors.

In the opinion of experts of Moody’s, the decline of the foreign
debt indices as compared with the indices of the Armenian economy’s
development in recent years was due to the rise in prices of raw
materials in international market and the growth of private remittances
from abroad.

Under conditions of an expected slump in the world economy, the prices
of raw materials will fall, which is risky for the Armenian economy. On
the other hand, Russia is the main source of remittances sent to
Armenia, and its economy is based on the export of hydrocarbonic
raw materials. A fall in their prices may result in a decline of
employees’ incomes in Russia and remittances to Armenia. At the same
time, experts of Moody’s said that the fall in raw material prices
may have a positive impact on the economy of Armenia as a country
importing these goods.

T. Jrbashian said that experts of Moody’s expressed an opinion that
the fact that Swedish-Finnish OMX AB compnay will become the owner of
the Armenian Stock Exchange and the Central Depository will create
favorable conditions for attracting resources from international
financial markets. These experts registered a growth of productivity
in the Armenian economy.

USA-IRAN RELATIONS AND ARMENIA’S POLITICAL INTERESTS

According to the report of the US intelligence, the Islamic Republic
of Iran had stopped its nuclear program already in 2003. This
statement caused the Democrat majority of the Congress to demand the
White House to revise its policy and relationships with Iran.

Although it is certain that Bush’s government shall hardly change its
policy on Iran, the discovery of the American intelligence provides an
opportunity of improvement in USA-Iran relations. According to US mass
media, this is the first time the intelligence publishes an impartial
report, without fitting it to the policy of the White House. Not such
a long time ago, a falsified report of the US intelligence made
possible the Congress’ consent for the invasion to Iraq. Only later it
came out that Saddam Hussein’s regime possessed no chemical weapon,
and the government’s allegations were merely means of gaining the
support of the society and the Congressmen. This time the intelligence
appeared to be as impartial as possible, although it concluded that
Iran in any case remains a dangerous state.

We decided to refer to this report because of the crucial importance
of both Iran and the United States in the foreign policy of the
Republic of Armenia. Improvement of relations between the USA and
Iran is among Armenia’s vital interests. Unfortunately, it is clear
that serious positive shifts in USA-Iran issues are impossible until
the Neo-Conservator wing of the Republican Party holds the power in
the United States. On the contrary, the Democrat Party advocated
developing peace dialogue with the Middle Easter states, which will
contribute not only the consolidation of the USA’s authority in the
region, but also the improvement of USA-Iran and USA-Syria relations.

To be reminded, US Congress Representatives Chamber Speaker Nancy
Pelosi, during her last visit to Middle East, had a meeting with
President of Syria Bashar Asad. This unprecedented action of
Ms. Pelosi caused the irritation of the White House authorities and at
the same time displayed the serious disagreement of the Democrats with
the policy of George Bush.

The current policy of the White House not only caused reduction of US
influence in Middle East, but also showed the dependence of the White
House on some states. For example, the issue of H. Res. 106 revealed
the vulnerability of the world’s number one super-state and its
dependence on the whimsicalities of Ankara. This situation is resulted
from America’s shortsighted policy on Iran and Syria.

Positive shifts are possible only in case a political change in the
United States and the victory of the Democrats in the presidential
elections, November 2008. Therefore, Armenian lobbying organizations
should do everything possible to support the Democrat candidate, as
normalization of the USA relations with Iran and Syria shall not only
stabilize the political situation in our region, but also contribute
the consolidation of Armenia’s positions.

of the National Army of Azerbaijan died as a result of a violation of
the cease fire regime by Armenian Armed Forces.

The Azerbaijani Defense Ministry’s press-service reported that
Jafarov Asif, 19, died as a result of shots fired on 4 December.

Forty-five soldiers and officers of the Azerbaijani National Army
have died as a result of violations of the cease fire regime.

According to a report from Trend regional reporter, Javarov’s body
was taken to the region of Divichi.

Russia to Obtain Concession on Armenian Railways

The Indian company Rail India Technical and Economic Services (RITES)
has decided to stop participating in the tender for obtaining a
concession on the Armenian company Armenian Railway. According to the
Minister of Transport and Communications of Armenia, Russia now
appears the only contender for obtaining a concession, and the tender
results will be announced in January 2008.

As it was reported before, in October 2007 Armenia announced a
tender on concessional management of the railway company for 30 years
with a right of prolonging the management for 20 more years.

The concessionaire will have to pay an initial deposit of $US10
million and invest $US170 million in infrastructure development and
modernization of the company’s trains.

MOSCOW, December 4 (Itar-Tass) – Vartan Oskanyan, Armenian Minister
of Foreign Affairs, arrives in Russia on Tuesday for a two-day working
visit to discuss matters aimed at deepening bilateral cooperation.

On December 5-6, Oskanyan is expected to meet with his Russian
counterpart Sergei Lavrov, and is to deliver a lecture on
Russo-Armenian relations at the Diplomatic Academy.

A Russian Foreign Ministry official said, "The upcoming talks are
to deal with a substantive and future-oriented exchange of views on
matters of current importance related to the deepening of mutually
beneficial partnership and key international and regional problems".

"The problems of interaction with a view to ensuring security and
stability in the Transcaucasus will be among central items on the
agenda of the talks," the Ministry official pointed out.

Analysts here view the development of versatile contacts with
Armenian partners as "an important factor in the normalization of
the situation in the region, and a settlement of conflicts that are
persistent there".

When discussing the state of affairs in the Nagorno-Karabakh peace
process, the Russian side intends "to reaffirm its commitment to a
political settlement of the conflict within the format of the Minsk
Group of the Organization for Security and Cooperation in Europe,"
the Ministry official said.

The Foreign ministers of Russia and Armenia "are to compare notes on
Russia’s and Armenia’s approaches to a number of principled matters
of international life and map out further steps towards refining
coordination of foreign-policy efforts being made by Moscow and
Yerevan," the Ministry official specified.

Ministry analysts believe that "The multi-tier intensive political
dialogue determines the dynamic development of the two countries’
contacts that has been characteristic of recent years. This creates
a favourable atmosphere for expansion and refinement of cooperation
in various fields".

A stable tendency towards an increase in bilateral trade turnover
is keeping: over the first eight months of 2007 trade grew by 70
percent to run at over $470 million." the Russian Ministry official
pointed out.

"Real prerequisites are manifest for doubling Russia’s investments in
the Armenian economy in the coming years. The visit by Vartan Oskanyan
to Moscow will make a positive contribution to the strengthening
of bilateral relations and will serve the cause of refinement of
cooperation between the two countries in the international arena",
the Russian Foreign Ministry official emphasized.

conflicts remain potent elements in the collective unconscious of a
society, and later lead to sectarian or ethnic violence? The Armenian
genocide in the early part of the twentieth century had its roots in
centuries-old religious conflicts whose political consequences set the
stage for one of the most brutal oppressions in human history. More
recently, conflicts between Christians and Muslims in Somalia and
Ethiopia have led to murderous civil wars. The Palestinian/Israeli
conflict feeds on ethnic, religious and political divides. In the case
of Serbia and Bosnia, neighbors who had once lived in harmony have
been injected with the virus of warlike mythologies, which equates
otherness to evil. In Rwanda, the ideology of mass murder took the form
of ancient tribal identifications, with roots in human morphology. Man
has been confronted with the specter of civil war from the beginnings
of recorded history, when Sparta and Athens fought for hegemony in the
Peloponnesian Peninsula. This early conflict, recorded by Thucydides,
was a struggle of ideology (between democratic Athens and the warrior
society of Sparta) as well as geography and economics. How does
the intra-psychic world of the individual, characterized by its own
civil wars between pleasure and repression, between socialization and
individuality, between conscience (or superego) and drive (libido),
set the stage for these most brutal of human conflicts? More soldiers
were killed in America’s Civil War than in both World Wars combined.

If a conflicted individual is his own worst enemy, to what extent
does the power of civil conflict derive from the degree to which it
feeds on both individual and societal unrest?

Richard Bulliet is Professor of History at Columbia University’s
Middle East Institute. He specializes in Middle Eastern history,
the social and institutional history of Islamic countries, and the
history of technology. His publications include The Patricians
of Nishapur: A Study in Medieval Islamic Social History, The
Camel and the Wheel, Islam: The View from the Edge, The Case for
Islamo-Christian Civilization, and the forthcoming Cotton and Climate
in Early Islamic Iran. He co-edited The Encyclopedia of the Modern
Middle East, co-authored The Earth and its Peoples: A Global History,
and conceived and edited The Columbia History of the Twentieth Century.

Seamus Dunn is Professor Emeritus at The University of Ulster,
Coleraine, Co. Derry, Northern Ireland. Before retirement from
the university he was Professor of Conflict Studies and Director
of the Centre for the Study of Conflict, a research centre within
the university. It was established initially to carry out research
studies in relation to the long-lasting conflict in Northern Ireland,
but was also-inevitably-much involved with other conflicts around
the world. He was also a member of the committee that founded an
international research centre within the University of Ulster, called
INCORE, under the auspices of the United Nations University.

John Harbeson is Professor of Political Science at City College
and The Graduate Center at City University of New York. He teaches
and writes in the areas of comparative politics and international
relations, with a particular focus on sub-Saharan Africa. He has been
a Jennings Randolph Senior Fellow at the U.S. Institute of Peace,
and a Visiting Fellow at Princeton’s Center of International Studies.

Professor Harbeson completed two tours of duty with the U.S. Agency
for International Development while on leave from the teaching, most
recently as Regional Democracy and Governance Advisor for Eastern
and Southern Africa from 1993-1995.

Susan G. Lazar is Clinical Professor of Psychiatry at Georgetown
University School of Medicine, George Washington University School
of Medicine, and The Uniformed Services University of the Health
Sciences, as well as Supervising and Training Analyst at the Washington
Psychoanalytic Institute. She is the co-author of A Concise Guide
to Psychodynamic Psychotherapy, and has published extensively on
the cost-effectiveness of psychotherapy, stemming from her work
as a consultant to the Clinton White House Task Force for National
Health Care Reform. She is the Executive Director of the Fund for
the Erevna International Peace Center, which supports the Erevna
International Peace Center, an ecumenical international peace center
being constructed on land donated by the Government of the Republic
of Cyprus.

Avishai Margalit is George Kennan Professor at the Institute for
Advanced Study in Princeton and recipient of the 2007 EMET Prize. He
is a founder of "Peace Now," the Israeli peace movement calling for
recognition of the rights of Palestinians to self-determination in
their own state, alongside Israel. Dr. Margalit received the 2001
Spinoza Lens Prize, awarded by the International Spinoza Foundation
for "a significant contribution to the normative debate on society."

He is a frequent contributor to The New York Review of Books and
the author of Occidentalism: The West in the Eyes of Its Enemies
(with Ian Buruma), which addresses currents in radical anti-Western
thought in the Islamic world.

Dan Rather (moderator) has covered virtually every major event in the
world in the past 50 years. His resume reads like a history book,
from his early local reporting in Texas on Hurricane Carla to his
work covering the assassination of President John F. Kennedy; the
civil rights movement; the White House and national politics; wars
in Vietnam, Afghanistan, the Persian Gulf, Yugoslavia and Iraq. From
his first days as the Associated Press reporter in Huntsville, Texas,
in 1950, Rather has more than earned his reputation as the "hardest
working man in broadcast journalism." Mr. Rather was anchor of the
CBS Evening News from 1981 to 2005 and reported for the news magazine
60 Minutes. He is now anchor and managing editor of Dan Rather Reports.

In 1995 Russian State Duma admitted Armenian Genocide and Russia’s
position is balanced and stable.

Konstantin Zatulin, an RF State Duma CIS counsel member expressed
his ideas during "Ria Novosti" and "Novosti Armenia" press centers
TV bridge meeting.

According to him Russia is Armenia’s allied, and only for that reason
keeps its troops in Armenia to strengthen the relations, and to resist
the blockade.

As for the delay of the law of the USA parliament, he said that again
the democratic values went beneath the national issues and in the
result of "open bargain" the law went to its second stage.

On the same subject Alexandr Konovalov, the president of Russian policy
values institute, said that 70% of American weapons transferred to
Iraq is conducted through Indjirliq military base, Turkey. That’s why
the Americans think why they should break their relations because of
the Armenians.

Today the minister of defense, Michael Harutunyan and his delegation
left for Astana, Kazakhstan, to participate in 53rd session of CIS
countries protection meeting. After the session the defense ministers
of Armenia and Azerbaijan had a conflict in distance.

After the meeting Safar Abiev, the defense minster of Azerbaijan
announced in a press conference that the possibility of the war between
Armenia and Azerbaijan is of 100%, he added that the territories
of Azerbaijan are still occupied by Armenia, thus the percentage of
war exists.

M. Harutunyan announced that the speech of his Azerbaijan colleague is
too strict, and Armenia sees the salvation of NK problem in peaceful
conditions.

"When the two presidents of our countries meet, they do not announce
such strict ideas. This is out of the minister’s rights, as our
leaders negotiate to salve the problem without any war," said the
defense minister.
