TER-PETROSIAN SILENT ON SURPRISE MOSCOW TRIP

Former President Levon Ter-Petrosian and his entourage on Tuesday
declined to divulge any details of his surprise Monday visit to
Moscow during which he reportedly met Russian President Vladimir
Putin’s likely successor.

The one-day trip came just over one week before Armenia’s presidential
election, raising questions about the Kremlin’s continued support
for the current authorities in Yerevan.

The Russian newspaper "Argumenty i Fakty" reported that Ter-Petrosian
had a brief conversation with Dmitry Medvedev, Russia’s first deputy
prime ministry widely expected to succeed Putin in an election
scheduled for next month. The paper said Ter-Petrosian "explained
his position on key issues" during these and other "political
consultations" in the Russian capital.

It quoted a Ter-Petrosian spokesman in Moscow, Smbat Karakhanian,
as saying that the Armenian presidential candidate’s talks were
"very productive and important." No further details were reported.

Contacted by RFE/RL, an aide to Medvedev, Vladimir Andrianov, refused
to refute or confirm the "Argumenty i Fakty" report. Ter-Petrosian
aides in Yerevan also declined a comment.

RFE/RL learned that while in Moscow Ter-Petrosian was interviewed by
Russian state television. A prominent Russian TV commentator who spoke
to the ex-president could not say when the interview will be aired.

Both outgoing President Robert Kocharian and Prime Minister Serzh
Sarkisian have strengthened Armenia’s ties with Russia and enjoyed
Moscow’s backing throughout their decade-long rule. As recently as
last week, Russian Prime Minister Viktor Zubkov paid a high-profile
visit to Yerevan which was widely construed as an expression of Russian
support for Sarkisian’s presidential bid. Still, Zubkov stopped short
of publicly urging Armenians to vote for Sarkisian.

"The authorities are alarmed by street protests staged by the
[Armenian] opposition every day," the Russian daily "Moskovsky
Komsomolets" quoted an unnamed Armenian government official as saying
during Zubkov’s trip. "They are attended by more and more people. The
visit by your prime minister will demonstrate to the electorate on
whose side Russia is."

One of the analyses of the Armenian Question and mainly the Sevr
Agreement belogs to Armenian prominent historian Nokoghayos Adonts.

Living in London from April 1920, Nokoghayos Adonts published his book
"Towards the solution of the Armenian Question" in English.

The book was published in Russian in 1984, then in 1989 and 1996 in
Armenian, but the English version is considered as the most read.

Appreciating the value and significance of the book, Armenian Academy
of Sciences’ Institute of Oriental Studies with the patronage of Armen
and Kersabe Chercherian Foundation (USA) republished the book in 2007.

YEREVAN, February 11. /ARKA/. 2,464 elevators are to be repaired
in Yerevan in 2008, the Mayor of Yerevan Yervand Zakharian told
journalists.

For capital overhaul the city municipality picked up the elevators
that are completely out of operation, the Mayor said. The program also
envisages renovation of elevators that are partly damaged, he added.

The elevator repair program started in 2007 and 400 elevators were
repaired last year, the Mayor said.

Armenia’s Government appropriated 3bln Drams ($9.7mln) for capital
repair and replacement of elevators in Yerevan in 2007. The official
number of the municipal elevators in Yerevan is 4,261. -0–

On Nov. 30, Jewcy published an article titled `Are Armenians Angry at
Jews [2]?’ in which I argued that although the Armenian community is
upset that a prominent Jewish civil rights organization (ADL) supports
Turkey’s campaign to the deny the Armenian Genocide, it is also aware
of the Jewish-American writers, bloggers, and activists who speak out
against ADL’s hypocrisy. Armenians know, I said, that throughout the
20th century there was never a shortage of righteous Jews, individuals
who spoke out against the Armenian genocide. I then proceeded to name
three such righteous Jews: Henry Morgenthau, Franz Werfel (to whom I
dedicated an entire article later), and Raphael Lemkin.

I received dozens of comments – made either to me in person or posted
on Jewcy – immediately after the posting of the article. In one of the
emails, a reader advised Jewcy to continue `kicking Foxman’s ass.’

I will not dwell on the positive remarks and the many emails, some
from prominent academics, suggesting several other names of righteous
Jews (about whom I might write in the future). I will, however, bring
to the reader’s attention one point of view – from a fellow Armenian –
that I thought was outrageous and, I believe, is shared by some other
Armenians and non-Armenians.

`It is with great reluctance,’ my fellow Armenian said, `that I wish
to tell you that your article is oversimplified, very naïve and, at
bottom, worthless. The Jewish involvement in Armenian Genocide is much
complicated, intricate and perplexing.’ He went on to cite historians
who studied the `Zionist Jewish participation and their ominous role
in Armenian Genocide.’

The author of the email also advised me to read a book by Christopher
J. Bjerknes, who he’d cc’d, called The Jewish Genocide Of Armenian
Christians [3]. Bjerknes, he said, is `our really great Jewish
friend,’ who, he alleged, had the following to say about my article:

`Should Armenians grovel and lick Jewish boots, or should Jewry
apologize to the Armenians, stop obstructing Genocide recognition and
make reparations?’

Having written several articles on Jewcy about the bigotry and racism
of some Jews and Turks regarding the Armenians and their suffering, I
now feel obliged to address one of the conspiracy theories that has
been passed from generation to generation – and shared by some
Armenians – for a few decades at least. It goes something like this:

The plan to exterminate the Armenians in the Ottoman Empire was
conceived and implemented by Jews, Zionists and Freemasons. You want
proof? Several leaders of the Committee of Union and Progress (CUP) –
that committed the genocide – were Jews converted to Islam (the
Turkish term used to refer to them is Donme) and freemasons. Those who
present these arguments, of course, set out several reasons that might
have prompted the Jews to exterminate the Armenians, ranging from
jealousy (for example, the Armenians were successful merchants, even
more so than the Jews) to greater geo-political schemes sometimes
involving the domination of the world. In some cases, this conspiracy
theory is amalgamated with a similar theory prevalent among some Arabs
that the Young Turk revolt of 1908 against the Ottoman Sultan
Abdulhamid II was also a Jewish and Freemasonic conspiracy because the
sultan was vehemently opposed the settling of Jews in Palestine, while
the Young Turks were allegedly more inclined to implement the Zionist
designs.

While no professional historian of the Armenian genocide has taken
this conspiracy theory seriously, there has unfortunately been no
separate academic analysis as well to expose its origins and the
reasons of its persistence, making it possible for this theory to
survive on the margins of Armenian life.

The truth is that Ottoman Empire was crumbling. The Turks were losing
huge chunks of land in Europe, while Russia was threatening their
empire from the East. Under these conditions, Anatolia, which hundreds
of thousands of Armenians had called home for thousands of years, came
to be regarded as the Turkish heartland – the vital space – that
needed to be cleansed of Armenians. Turkey used the cover of World War
I to annihilate the Armenians. It was the first major genocide of the
20th century. Dozens of historians and genocide scholars have
researched millions of archival documents and explained why and how
the Armenian genocide happened.

All the documentation and research has not stopped Turkey to fund a
multi-billion dollar campaign of genocide denial, it has not stopped
states like the U.S., the United Kingdom and Israel, and organizations
like the ADL, to support Turkey’s position of denial, and it may
possibly not stop conspiracy theorists from finding `alternative’
explanations to the why and how of the Armenian genocide.

But it is a shame when ordinary Armenians, Jews and Turks – out of
ignorance, convenience or gain – buy into the lies of the Turkish
state or anti-Semitic conspirators. This is where our role becomes
important: informing the public, even though some might consider that
`licking Jewish boots’ or `kicking Foxman’s ass.’

YEREVAN, FEBRUARY 11, NOYAN TAPAN. A cooperation agreement was signed
recently between the Financial Monitoring Center of the Central Bank
of Armenia (CBA) and the Financial Monitoring Department of the State
Control Committee of Belarus.

NT was informed by the CBA press service that the purpose of the
agreement is to stipulate officially the mechanisms of information
exchange between the sides, as well as mechanisms of cooperation
and mutual assistance in other spheres. The use of these mechanisms
will allow to implement intelligence work in the financial sector
and to exchange rapidly information about suspect financial
transactions. Cooperation between the sides will provide Armenia
with the opportunity to combat terrorism financing and legalization
of criminal incomes in an efficient and coordinated way.

The citizens who have lived for long years in a territory and have not
got the property right should get them this year. Today Serzh Sargsyan
met with the journalists and presented what is planned doing in 2008.

He said that a schedule is formed by the order of the Prime Minister
to list the citizens who should get their property rights. According
to him those labor duties would be carried out in Avan, Nork Marash,
Kentron, Shengavit, and Malatia-Sebastia. Next year this project will
be continued and people from Erebuni, Adjapnyak, Davtashen, Arabkir,
Kanaker-Zeytun, and Nubarashen would be given their property rights.

The property right process started from Kond, Kozern, Firdus and
other regions. It is planned to finish on December 2009.

Third international INTERPRINT EXPO to be held in Yerevan on Feb
15-17

YEREVAN, February 8. /ARKA/. The third international INTERPRINT EXPO
2008 on printing, advertisement, design and packing will be held in
Yerevan on February 15-17 in 2008, the LOGOS EXPO Centre reports.

The purpose of the expo is to develop this business in Armenia,
according to the source. The expo also aims at attracting top
specialists in the field, putting fresh idea into practice and using
information technologies for printing art, advertisement and design.
The initiators of the expo believe this will help improve design
quality and will allow establish business ties between manufacturers
and design studios.

Over 30 leading printing agencies, advertising and news agencies,
publishing houses and design studios participate in the expo.
The sponsors of the event are the RA Ministry of Trade and Economic
Development, Ministry of Foreign Affairs, Union of Manufacturers and
Employers (Businessmen), the National Union of Book Publishers and
the Writers’ Union of Armenia.

THE YOUTH OF WORLD ARMENIAN CONGRESS MET WITH ARA
GEVORGIAN

Composer, RA Honored Artist Ara Gevorgian was recently
the guest of World Armenian Congress’ Association of
Youth Organizations (AYO).

Vice-president of World Armenian Congress (WAC)
Vladimir Aghayan presented the guest with the history
of the Congress attaching great importance to similar
meetings organized by AYO.

"I have been devoted to my work in all my life and
worked unselfishly. You do the same and I welcome
you", said Ara Gevorgian.

The composer spoke of his recent record titled "Love
each other". It is an appeal for peace and creative
work. He worked on the project 7 years and brought
together different musicians of different nations;
each of them plays on his/her national instrument.
According to Ara Gevorgian, the project is exclusive
as different cultures and civilizations are
synthesized in it.

"We are a peaceful nation – a nation that builds
monasteries and schools. We have a rich culture and
unique cultural heritage. We have no right to give
that heritage to others", said Ara Gevorgian.

He also spoke of his concert held in Kremlin recently.
During the concert, parallel with the music Armenian
historic-cultural relics, masterpieces of miniature
painting and Armenian alphabet were shown on big
screens. After the concert many foreigners approached
the composer and exclaimed, "You have a wonderful
country".

>From August to November Ara Gevorgian will be on tour
in Sydney, Aleppo, Beirut, Athens, Dubai, Moscow,
Paris, Montreal, Toronto, New York, Los Angeles,
Boston, San Francisco and other cities that have big
Armenian communities.

The composer considers his "Adana" song one of his
biggest projects that is performed by representatives
of 17 nations, among them – Turkish, Persian, Jewish.
On April 24, 2005, the singers arrived in Yerevan and
performed "Adana" in Tsitsernakaberd Memorial
dedicated to Armenian Genocide victims.

Tamanian Annex of National Library of Armenia To Be Repaired

TAMANIAN ANNEX OF NATIONAL LIBRARY OF ARMENIA TO BE REPAIRED WITH
FUNDS OF 2008 RA STATE BUDGET

YEREVAN, FEBRUARY 7, NOYAN TAPAN. The Tamanian annex of the National
Library of Armenia will be repaired with the funds of the 2008 RA state
budget. As Noyan Tapan correspondent was informed by David Sargsian,
the Director of the National Library of Armenia, the repairs estimate
was made up as early as in 2005, but due to the growth in prices for
building materials in the past 1-2 years it is being reconsidered at
present. Nevertheless, 300m drams (nearly 968 thousand USD) has been
allocated from the state budget for the present.

According to D. Sargsian, the annex was built in 1939 and has not been
fundamentally repaired up to present. The Tamanian annex, according to
him, is one of the historic-architectural monuments of Yerevan. After
the repairs, library’s cultural, as well as incunabular and rare
literature funds will be placed in the annex. Besides, it is envisaged
to open a library museum with a permanent diplay in the annex, which
will be dedicated to the 500th anniversary of Armenian book’s
publishing.

in Armenia will be fair and will be an advance on the parliamentary
elections, European Commissioner for External Relations and European
Neighborhood Policy Benita Ferrero-Waldner told a news conference
in Yerevan.

The forthcoming election can bring Armenia closer to European democracy
standards. I call on Armenia for joint work with the EU. As to the
statement I made in Baku, it was misunderstanding that occurred. I
did not say that Azerbaijan is the example of democracy but said I
wished Azerbaijan could be such. This refers to Armenia and Georgia
as well," she said.

She noted that Azerbaijan is an important gas supplier to Europe,
which experiences shortage of Russian gas.

"We intend to diversify energy carriers so as not to depend on Russia,"
Ms. Ferrero-Waldner said.
