ArmInfo. Yesterday, employees of the National Security Service under
Armenia’s government, detained RA parliamentarian Sasun Mikaelyan,
having been put on the wanted list.

As spokeswoman of RA Prosecutor General Sona Truzyan told ArmInfo,
S. Mikaelyan was brought o investigation the same day, where he
was brought a charge based on part 3, Article 225 (organization of
mass disorders, accompanied by murders) and on part 1, Article 300
(usurpation of the state power with violation of RA Constitution)
of Armenia’s Criminal Code.

According to the message, Sasun Mikaelyan expressed desire to use the
services of an attorney, and his examination will be carried out with
participation of the attorney he invites.

Shaki. Hafiz Heydarov-APA. The parents of Azerbaijani soldier Mukhtarov
Yagub Allahverdi, 20, who has been captured by Armenian armed forces,
are in the military unit where he served, the captive’s uncle Allahyar
Mukhtarov told APA’s Shaki-Zagatala bureau.

He said that on March 9, an officer of the military unit, where
Yagub Mukhtarov served, came to their house and asked the soldier’s
whereabouts. The parents said Yagub Mukhtarov had not come home.

Three days later, they were told that MUkhtarov was captured by
Armenians.

"Yagub’s parents have today gone to his military unit. They were told
that the soldier was given a leave on March 8. Supposedly Yagub left
the military unit to come home and was captured by Armenians," he said.

Allahyar Mukhtarov said Shaki Region Military Enlistment Office had
not told anything to the soldier’s parents.

Yagub Mukhtarov was drafted from Shaki Region Military Enlistment
Office in October, 2007.

Yerevan-APA. "Armenia should regulate the relations with its neighbors,
first of all with Turkey" Armenia’s president-elect Serzh Sarkisian
said while meeting students, APA reports quoting "Novosti-Armenia".

According to him, Turkey-Georgia-Azerbaijan economic cooperation is
turning into a military alliance. However, Sarkisian does not consider
that Armenia is aside from the regional projects.

"I do not regard it as a lost chance that Baku-Ceyhan oil pipeline
bypasses Armenia. We were offered to recognize Nagorno Karabakh as
Azerbaijan’s territory in exchange for Baku-Ceyhan pipeline’s passing
through Armenia, and we did not agree to the suggestion," he said.

Serzh Sarkisian did not agree to the statements that Armenia lost as
the construction of Baku-Tbilisi-Kars railway project commenced.

"On the contrary, a lot of Armenians visit Turkey through Georgia and
the construction of the railway will facilitate the establishment of
these relations. It should not be made into tragedy," he said.

Serzh Sarkisian underlined that Baku-Tbilisi-Kars project targets at
greater states (means Russia), not Armenia.

Law enforcement agencies of Armenia are preparing to bring charges
against ex-presidential contender, first president of the republic
Levon Ter-Petrosyan, minister of justice of Armenia Gevork Danielyan
stated to France Press.

"According to the today’s situation, the law-enforcement agencies
have sufficient grounds to start criminal proceedings regarding Levon
Ter-Petrosyan," the minister said. "The investigation will show, what
exactly the charge is going to be," he said, adding that ex-president
has moved from the political field to the criminal one.

Meanwhile, the justice ministry’s spokeswoman Lana Mshetsyan
explained in an interview to REGNUM that the minister, while
answering the FP question, stressed that the subject was not in his
competence. "However, he has pointed out as a lawyer that there are
grounds for starting criminal proceedings, whereas the investigation
will show the rest," Mshetsyan commented. "Whether the persecution
is being prepared or not, is not in the competence of the minister,
and Gevork Danielyan has not spoken on that," she said.

AGBU Sponsors Next Generation of Chess Champions in Armenia

The Armenian General Benevolent Union (AGBU) has made a donation of
$20,000 USD in support of the Second Republican Interschool Chess
Championship project. This project is the initiative of the Armenian
Chess Federation under the auspices of the Republic of Armenia’s
Ministry of Education and Science. AGBU enjoys the status of Vice
President of the Championship’s organizing committee.

The aim of the national championship is to promote a love of chess among
approximately 6,000 schoolchildren and identify talented young people
who can grow to be future champions in the sport, helping to continue
Armenia’s role as a major player in world chess competitions. The
championship will be held in Yerevan and all regions of Armenia from
February to May 2008. Competition will take place in four phases and
include intra-school, intra-regional, interregional contests and a
final. The championship match will be held at the House of Chess in
Yerevan.

A portion of AGBU’s donation has been spent on providing 1,400 chess
boards to over 400 schools in the various regions of Armenia. The
remainder of the donation will be used to provide awards for
championship winners, including 60 chess encyclopedias for those who
reach the second and third rounds of competition, and 12 computers for
those who reach the finals.

Government representatives from all 10 regions of Armenia, mainly heads
of education and sports departments of regional governors’ offices, came
to the AGBU Yerevan office to sign the trilateral contracts. The
representatives received copies of "AGBU News" magazine and various AGBU
brochures, which they will distribute among their schools and government
offices to raise public awareness about AGBU and its work in Armenia and
around the world.

Established in 1906, AGBU () is the world’s largest
non-profit Armenian organization. Headquartered in New York City with an
annual budget of $36 million, AGBU preserves and promotes the Armenian
identity and heritage through educational, cultural and humanitarian

RF President Vladimir Putin again invited RA President elect Serge
Sargsyan to visit Russia, Kremlin’s Press Service informed.

"Today Putin and Sargsyan had a phone conversation. The Russian
President warmly congratulated Serge Sargsyan on the final confirmation
of the outcome of the presidential election by the Constitutional
Court of Armenia.

Putin reconfirmed his earlier invitation to the President elect
to visit Russia. The invitation was accepted with gratitude," the
statement of the Kremlin’s Press Service reads.

The Reconstruction and Development Bank of Moscow (RDBM) plans to
create bank sector for Armenia, Belarus and Uzbekistan. The information
is provided by "Commersant. Business Guide", which held an interview
with the managing director of the bank Sergey Zaytsev.

He mentioned about the plans of the bank to enter developing
markets. "The markets in CIS countries differ by their level of
development, in some cases the non state bank system is just being
developed, and in another countries they have already developed. Thus
we consider Armenia, Belarus and Uzbekistan to be the countries where
we plan to start the bank system entrance," he said.

He added that in these countries the negotiations started with the
working groups, and the legislation is being examined, besides the
consumer preferences, banking services, consumer demands and population
welfare are being analyzed.

Note that RDBM was founded in January 29, 1993. This current bank
is the authorized bank of Moscow Government. In 2005 RDBM entered
investment insurance system. In 2008 International Moody’s Invertors
Service and Fitch Ratings agencies reaffirmed RDBM rate as "stable".

L’indépendance du Kosovo donne des ailes aux provinces séparatistes
non reconnues de l’ex-URSS. L’Ossétie du Sud, région séparatiste
prorusse du nord de la Géorgie, a demandé à la Russie, à l’ONU et à
l’Union européenne, mercredi 5 mars, de reconnaître son indépendance.
Proclamée en 1990, celle-ci n’a jamais été reconnue par aucun Etat.
L’Abkhazie, autre république autoproclamée de Géorgie, va lui
emboîter le pas, a prévenu mercredi son président, Sergueï Bagapch.

" Le soi-disant Parlement d’Ossétie du Sud n’a aucune légitimité et
ses déclarations ne peuvent avoir aucune conséquence ", a réagi
Temour Iakobachvili, ministre géorgien en charge de la résolution des
conflits. La Géorgie, affaiblie par la perte d’un tiers de son
territoire, n’a cessé de mettre en garde contre le précédent créé par
l’indépendance du Kosovo, qu’elle n’entend pas reconnaître.

La déclaration du Parlement ossète met en avant le droit à
l’autodétermination. Le précédent du Kosovo, autorisé à rompre avec
la Serbie après les nettoyages ethniques des années Milosevic, vaut
aussi pour l’Ossétie du Sud, déterminée " à ne plus vivre avec la
Géorgie au sein d’un même Etat ". D’ailleurs, la population est
détentrice à 99 % de passeports russes, est-il souligné.

Engagées dans des conflits armés contre les forces géorgiennes à la
fin des années 1990, ces confettis de l’ex-empire soviétique,
soutenus à bout de bras par la Russie, entretiennent des relations
tendues avec Tbilissi.

Petit à petit, les ponts avec la Géorgie ont été coupés. En Ossétie
comme en Abkhazie, le rouble – et non le lari, la monnaie géorgienne
– a cours, la contrebande fleurit (voitures, cigarettes, essence).
Les hommes d’affaires russes acquièrent des propriétés en Abkhazie.
En Ossétie du Sud, Gazprom construit un gazoduc reliant la Fédération
de Russie à la province.

Evoquée à maintes reprises, y compris par le président russe Vladimir
Poutine, la reconnaissance par Moscou des territoires séparatistes
d’Abkhazie et d’Ossétie du Sud est peu probable. Elle serait un
précédent dangereux dans une zone – le nord du Caucase – où la
tentation du séparatisme est latente. Et qu’apporterait-elle de plus
à la Russie, maître du jeu dans ces régions ? Le 13 mars, le
Parlement russe devrait adopter des mesures pour le renforcement des
liens économiques ; mais d’indépendance, il ne devrait pas être
question.

Plus au sud, le territoire du Haut-Karabakh, autre braise d’un
conflit mal éteint entre l’Arménie et l’Azerbaïdjan, a été le
thétre, mardi 4 mars, de tirs meurtriers dans la région de
Mardakert. Huit soldats azerbaïdjanais auraient perdu la vie selon
Erevan, quatre selon Bakou. Là encore, la question du Kosovo taraude
les esprits. Les autorités de Bakou craignent la reconnaissance de la
république

arménienne autoproclamée du Haut-Karabakh. Mécontent, le Parlement
azerbaïdjanais a voté, mardi, le rappel des forces de paix (34
hommes) envoyées en 1999 dans la province albanaise.

Fort de la meilleure croissance de l’aire post-soviétique (30 % en
2007), l’Azerbaïdjan, riche en pétrole, ne fait pas mystère de son
désir de récupérer par la force les territoires occupés autour du
Haut-Karabakh, comme l’a répété mardi le président Ilham Aliev. Vidés
de leur population lors du conflit armé entre 1991 et 1994, sept
districts azerbaïdjanais contigus à la province séparatiste sont
occupés par les Arméniens du Karabakh, peu pressés de les restituer.

Alors que les braises des conflits mal éteints rougeoient, les
budgets militaires des trois Etats de Transcaucasie ne cessent
d’augmenter. L’Azerbaïdjan, qui consacrait 175 millions de dollars à
la défense en 2004, a dépensé 1 milliard de dollars en 2007.
L’Arménie ne veut pas être en reste. Son budget militaire est passé
de 82 millions de dollars en 2004 à 300 millions en 2007. Mais la
plus forte augmentation des dépenses militaires revient à la Géorgie.
Engagée dans un projet d’intégration à l’OTAN, elle a consacré 600
millions de dollars à sa défense en 2007, soit le montant du budget
total du pays en 2003.

L’existence de ces micro-Etats sans statut, véritables zones grises,
pèse sur le développement économique de la zone. La coopération
régionale est rare, les haines sont tenaces. Les Azerbaïdjanais
détestent les Arméniens qui le leur rendent bien. Ossètes et
Abkhazes, pétris de rancoeurs envers les Géorgiens, voient en la
Russie leur unique planche de salut.

PRELIMINARY INVESTIGATION GOES ON

`Our preliminary investigation continues and the
investigation group carries out its general duties. We
managed to form the investigative operative system
which conducts the investigation,’ said Aghvan
Hovsepyan, the RA chief prosecutor.

He said that they succeed in creating not only an
investigation group headed by Andranik Mirzoyan but
also investigative sub divisions which work on each
case in detailed. The chief prosecutor mentioned that
53 people are taken into custody and 16 arrested.
`They examine and find material proves which could
contribute to the case revealing process,’ he said.

He mentioned `all the activities carried out which
were directed to break the RA constitutional order,
occupying the government and mass disorder are
organized by only one source’. Till today 350 eye
witnesses were questioned. Some told some details. It
was found out that the participants got some alcoholic
drinking to feel more active and strong.

`A decision was made to carry out fast examination and
send all the cases to the court,’ he said. The chief
prosecutor added that not all the participants of the
mass disorder were robbers, but some diversions were
used to activate them. According to the chief
prosecutor diversion is approved by the criminal
diversion.

ArmInfo. Armenian Defense Minister Mikayel Harutyunyan held a briefing
for military attaches of diplomatic missions accredited in Yerevan.

Press-secretary of Defense Minister Seyran Shahsuvaryan told ArmInfo
that the briefing was dedicated to the domestic political situation in
Armenia, as well as the aggravation of the situation on the contact
line of Nagorno-Karabakh and Armenian armed forces. Mikayel Harutyunyan
expressed confidence that the Armenian armed forces are taking adequate
steps to prevent internal and external challenges,
control the situation and ensure stability in the country and on the
border. The military attaches noted that the defense ministry’s
information reflects the data they possess. They also expressed hope
that Armenia will overcome the critical situation as soon as possible
and the life in the country will return to its normal course.
