`During these 8 years, our authorities have lost the opportunity to
reach peace with dignity in Karabakh conflict regulation. If the same
policy is pursued we have no guarantee that in 2-3 years we will not
appear in more unfavorable situation,’ Suren Surenyants, board
chairman of Republic Party made this statement today at Azdak Club. `I
think 1997 proposal suggested by Levon Ter-Petrosyan was more
favorable for Armenia and Karabakh than the one which is on the table
of talks today. Though it did not fix the idea of referendum, Karabakh
could gain actual independence. Now the idea of referendum is fixed
but in the meantime external governance will be pursued in Karabakh
which will give it little actual independence,’ he said.

Answering to the question why the co-chairs tried to unveil the
details of the talk, Surenyants said, `the world cannot tolerate the
unregulated state of this conflict any more. Pressures on the

employees of the Prosecutor’s Office. For four years July 1st has been
celebrated in Armenia as the day of the Prosecutor’s Office
employees. On the occasion of the festive day, the employees were
granted various awards and gifts. Today is the 88th anniversary of
establishment of the Prosecutor’s Office.

`Prosecution is the most responsible and complex system of state
activity, which simultaneously demands exceptional devotedness,’ said
RA Prosecutor General Aghvan Hovsepyan.

Prosecutor’s Offices of a number of states, including members of the
European Union, are willing to cooperate with the Prosecutor’s Office
of Armenia. The Prosecutor General considers this an appreciation for
their activity.

Azerbaijan’s leaders will not accept any solution to the dragged-out
problem of the Armenian-populated enclave region of Nagorny Karabakh
that might infringe on this country’s national interests, President
Ilham Aliyev said Thursday as he met with public activists in the
town of Ucar 250 kilometers to the west of the capital Baku.

"Our position is open and clear-cut and it states that Azerbaijan’s
territorial integrity can’t be a subject of any talks," he said.

Karabakh, a region with a big population of ethnic Armenians, has
been seeking secession from Azerbaijan as of the end of the 1980’s.

It was one of the first overt bloodletting ethnic conflicts to break
out in last years of the Soviet era.

Aliyev recalled that the entire world community recognizes Karabakh
as an integral part of Azerbaijan.

"This is a perfect legal basis for peaceful settlement of the problem
and Azerbaijan won’t surrender that position," he said.

Aliyev also made a general assessment of the negotiations process
that has been going on for more than ten years by now, saying it has
not brought any results so far.

"In some cases, it produces a lack of trust in it among the people
and among the negotiators, too," he said.

Aliyev reiterated Azerbaijan’s willingness to end the conflict
peacefully but said this country will never tolerate a loss of any
territories.

Drought Expected

There are some indicators that drought will start across
the republic due to high level of temperature especially at
mountainous regions. "This can have dire effect on plants. We speak
particularly about Sisian, Kotaik, Shirak and Gegharkunik marzes,"
agricultural branches development department head Garnik Petrosyan
told Panorama.am. The ministry agriculture has not made estimates
on the costs of drought since they wait for further surprises of the
nature.

co-chairs of the OSCE Minsk Group presented to the OSCE Permanent
Council, in Vienna, on June 22, and the interview that Matthew Bryza,
the new US co-chair, gave soon thereafter, where albeit partially,
the principles of the settlement of the Nagorno Karabakh conflict
settlement were revealed for the first time, and also taking into
account the recent desperate calls by Azerbaijan for a military
solution and autonomy for Nagorno Karabakh, the Ministry of Foreign
Affairs (MFA) of Armenia would like to make several observations.

The co-chairs have only partially revealed the Nagorno Karabakh
conflict resolution principles; they have left out references to a
corridor linking Nagorno Karabakh to Armenia, and issues relating to
Nagorno Karabakh’s status before a referendum.

The co-chairs have, for the first time, affirmed that the people
of Nagorno Karabakh shall determine their own future status through
a referendum.

Those items over which the presidents of Armenia and Azerbaijan
continue to disagree do not include a referendum. That concept has
been agreed to by the presidents. The area of disagreement between
the presidents has to do with the sequence in which the consequences
of the military conflict are removed.

In an attempt to resolve this remaining area of disagreement, a
proposal was made by the co-chairs after Rambouillet. This proposal
was accepted by Armenia in Bucharest. Azerbaijan rejected it.

Armenia finds that the basic principles, proposed by co-chairs of
the OSCE Minsk Group, overall, on the table today remain a serious
basis for continuing negotiations. On that basis Armenia is prepared
to continue negotiations with Azerbaijan.

Armenia believes that Azerbaijan’s wavering on these principles is
a serious obstacle to progress in the negotiations. If this policy
continues, Armenia will insist that Azerbaijan conduct direct
negotiations with Nagorno Karabakh.

Finally, we remind Azerbaijan once again that regardless of the size
of their military budget, they cannot force the people of Nagorno
Karabakh to renounce freedom and the right to self-determination,"
says the Armenian MFA statement.

the OSCE Parliamentary Assembly to be held in Brussels July 3-7
will focus on the regional security, human rights, conduction of
elections, secret jails and trafficking in people. The resulting
document with recommendations on the issues discussed will be adopted
during the session. The report on Nagorno Karabakh prepared by OSCE
PA rapporteur Goran Lennmarker will be heard at the sitting of the
Permanent Committee July 4.

Uzbekistan has rejoined a Russian-led security pact of ex-Soviet
nations, another step by the authoritarian Central Asian state toward
Moscow’s orbit after the rupture of its ties with Washington.

Uzbekistan was one of the founding members of the Collective Security
Treaty in 1992.

But in 1999, in an effort by Uzbek President Islam Karimov to keep
his distance from Moscow, Uzbekistan quit the organization to join a
rival regional body known as GUAM, which is seen as a counterweight
to Russian interests.

Karimov told a summit of the six-nation security body in the Belarusian
capital, Minsk, that Uzbekistan would resume full membership because
it also belonged to a parallel ex-Soviet economic body.

"Uzbekistan having become a member of the Eurasian Economic Community
cannot stop halfway, and so we have reinstated our membership in the
Collective Security Treaty," he said Friday.

Putin welcomed the decision, saying that from this moment on,
Uzbekistan was "a fully fledged member of our organization and will
participate fully in its activities."

Since the violent crackdown on an uprising in Andijan in May 2005,
which prompted harsh U.S. criticism, Karimov’s regime has turned
away from the West and switched its allegiance to Russia and
China. Uzbekistan last year left GUAM,
which now is dominated by pro-Western countries.

The Collective Security Treaty links Russia with Armenia, Belarus,
Kazakhstan, Kyrgyzstan and Tajikistan. It is one of several overlapping
organizations seen as means for Moscow to preserve its influence
in its former Soviet backyard and to resist what it perceives as
U.S. efforts to expand its role in the region.

Earlier this month, at a summit of a separate Asian security body
that links China, Russia and four Central Asian states, Karimov
accused unnamed outside interests of sowing discord in the region
and said the U.S.-led forces in Afghanistan had proven ineffective
in combatting the drug trade and improving security.

Belarus’ authoritarian President Alexander Lukashenko _ dubbed
"Europe’s last dictator" by the United States and other Western nations
for his relentless crackdown on dissent _ has repeatedly accused the
West of harboring aggressive intentions and sought to build closer
economic and military ties with Russia and other ex-Soviet nations.

Belarus this week is hosting the largest ever joint military
maneuvers with Russia, envisaging a joint response to an unnamed
outside military threat.

Leaders of Russia, Belarus and four Central Asian nations _ Uzbekistan,
Kazakhstan, Kyrgyzstan and Tajikistan _ on Friday also held a summit
of their Eurasian Economic Community in the Belarusian capital,
focusing on plans to form a customs union of trade agreements.

Numerous previous attempts by the ex-Soviet nations to form a customs
union and coordinate their economic policies have failed because of
sharp differences in size and level of development of their economies
and fears of Russian domination.

Composite Economic Indices Below 100 Points In Third Quarter Of This

COMPOSITE ECONOMIC INDICES BELOW 100 POINTS IN THIRD QUARTER OF THIS YEAR

composite economic indices of Armenia were below 100 points. The
business environment index made 97.9, the economic activity index
– 99.4, and the consumer confidence index – 95.1. The indices are
calculated as the so-called ratio of index response balances – the
percentage ratio of the given quarter’s balance to the balance of
the previous quarter. According to a press release of the Central
Bank of Armenia (CBA), in the first quarter of 2006, the balances of
business environment indices responses made 58.3, while in the second
quarter – 57.1 The economic activity indices responses balances made
70.5 and 70.1 respectively, while those of consumer confidence –
51.3 and 48.8. Since early 2005.

the CBA started conducting quarterly surveys of non-financial,
financial organizations and households. The purpose of these surveys
is to evaluate changes in the current economic situation compared with
the previous period, assess economic expectation of economic entities
surveyed, and based on the survey results, to calculate and publish
composite economic indices. More than 600 organizations in industry,
constrcution and service sector have been surveyed.

Today the Greece company OTE made public the names of the 4 companies
which will have a chance to participate in the 2nd phase of the tender
to buy the 90% shares of "ArmenTel."

The statement of the Greece company says, "Taking into consideration
the orders placed by them OTE sent invitations to the following
companies to participate in the tender of the "ArmenTel" shares." Two
of them are Russian companies, Vimpelcom and Mobile Telesystems
(MTS). Another participant of the tender is ETISALAT- Emirates
Telecommunications Corporation /Istithmar ETV -Emergent Telecom
Ventures, a group of telecommunication companies located in Persian
Gulf.

As for the 4th company, VTEL Holdings / Knightsbridge Associates,
Dimitri Tselepis, representative of OTE didn’t want to tell the RFL/RE
any distinct information and even refused to say in which country it
is located.

"That is not a secret, but everything we wanted to say is put down
in our statement. We know what company it is but I repeat once more
everything is put down in our statement," the representative of
OTE ended.

YEREVAN, JUNE 21, NOYAN TAPAN. In July, OSCE plans to finish working at
the report on the state of media in Armenia, which will be submitted
to OSCE Permanent Council in Vienna. OSCE Representative on Freedom
of Media Miklos Haraszti informed about it at the June 21 press
conference.

Presenting his preliminary estimations connected with the situation
in the sphere of freedom of speech in Armenia, M.Haraszti emphasized
that real pluralism exists only in printed media, while in this
respect electronic media are inferior to printed media. However,
according to him, some newspapers are, in essence, "weak" due to lack
of funds and they cannot exert a proper influence on the formation
of the public opinion.

M.Haraszti drew attention to the circumstance that the majority of
members of the National Commission of Radio and Television is appointed
by the President and declared that one of the recommendations of OSCE
is to change this provision in RA law "On Radio and Television." As
he estimated, there is an interdependence between the staff of this
commission and the situation in electronic media, which lack pluralism.

He pointed to the necessity to work out such a system of licensing
in giving frequences to electronic media that would exclude the
possibility of appropriating this right by someone. "The state has
privatized the right of giving licences to TV channels," M.Haraszti
declared.

According to him, OSCE is going to recommend Armenia to perfect the
order of licensing of TV and radio frequences by new amendments to
the law. In particular, the process of licensing should be more
transparent. Besides, certain limitations should be introduced
here. In particular, according to M.Haraszti, there are persons in
Armenia who own more than one channel.

As for persecutions and physical violence towards journalists,
M.Haraszti mentioned that no cases of mass violations and persecutions
have been registered in Armenia since 2004. According to him,
"persecutions towards journalists do not have an organized character
in Armenia."
