/PanARMENIAN.Net/ New Economics Foundation research center has made
public the Happy Planet Index. Economic, environmental and medical
criteria, as well as results of public surveys were taken into account
when drawing the Index. It turned out that life is the happiest in
Vanuatu. The top ten includes Colombia, Costa Rica, Dominican Republic,
Panama, Cuba, Honduras, Guatemala, Salvador, as well as Saint Vincent
and the Grenadines.

The US is only the 150th in the list, while China is 31st, Brazil –
65th, Italy – 68th, Iran – 69th, UK – 108th, Israel – 119th (it is
interesting that life in Palestine is much happier), France – 131st.

Among post-soviet countries people live happier in Kyrgyzstan (19th
position), while Tajikistan is 25th, Uzbekistan – 60th, Georgia –
103rd, Azerbaijan – 107th, Kazakhstan – 127th, Armenia – 132nd,
Moldova – 149th, Lithuania – 151st, Latvia – 160th, Belarus – 165th,
Turkmenistan – 169th, Russia – 172nd, Estonia – 173rd, Ukraine –
174th. Living is most horrible in Zimbabwe (178th place).

The Index authors note that Central America residents enjoy their
lives to the utmost. Another significant factor, which has impact
on the level of happiness, is living on an island state, reports

"The Communist Party has temporarily declined all over the territory
of the Soviet Union. It was facilitated by the capitalist world. It
is not a secret. Due to the presence of separate betrayers inside the
Communist Party," Tachat Sargsyan, the first secretary of the Yerevan
Committee of the CP, stated July 12 when the reporters asked him
why some members of the Communist Party, such as Frunzeh Kharatyan,
own businesses despite the ideology of the party. The same persons
who were accused of deviating from communist ideas and dismissed from
the party make the same accusation against the Communist Party.

"The Communist Party of Armenia with its program and bylaws, not
absolutely, maybe also temporary accepts ownership in Armenia,
rejecting the bazaar we have in the economy today, commented in
our Republic, the entire Soviet space," Tachat Sargsyan explains the
situation, and adds, "Who said that a communist does not have the right
to work? Who said that Communist Kharatyan does not have the right
to work? Frunzik Kharatyan used to be member of parliament, and we
saw his useful activities when he was member of the National Assembly."

Tachat Sargsyan denies the accusation against the leadership of the
party that they cooperate with the government. The first secretary
of the CP Committee of Yerevan points to the economic situation of
the party in refuting this accusation.

"I will tell you. A political party cooperating with the government
would not appear in such a difficult state. Our telephones are
disconnected for the half of the month, we can hardly pay the
office rent, we cannot hold consultation or conference every month,
because 90 percent of our secretaries do not get any income, are
unemployed and it is a problem for them to visit the regions," Tachat
Sargsyan says. According to him, a party which has appeared in such
a difficult economic situation could not have connections with the
government. Tachat Sargsyan says those people have connections who
are able to appear on TV at any time.

The European Union on Wednesday warned Turkey over freedom of speech
provisions in its penal code after a court confirmed the conviction
of an Armenian-Turkish journalist accused of insulting the country’s
national identity.

"I am disappointed by this judgment, which limits the exercise of
freedom of expression in Turkey," said Olli Rehn, the EU official
overseeing Turkey’s membership talks with the 25-member bloc.

A Turkish high court on Tuesday confirmed a six-month sentence imposed
on Hrant Dink for the crime of "attempting to influence the judiciary"
after his bilingual Turkish-Armenian newspaper ran articles criticizing
a law that makes it a crime to "insult Turkishness."

The EU has frequently warned Turkey that its efforts to join the
union could be hampered by article 301 of the penal code, which sets
out penalties for insulting the Turkish Republic, its officials, or
"Turkishness," and has been used to bring charges against dozens of
journalists, publishers and scholars.

"Freedom of expression is a key principle" of the criteria for EU
membership, Rehn said in a statement.

Although Tuesday’s court ruling postponed the application of Dink’s
sentence and asked a local court to review the case, Rehn said it
set an example that could be followed in other cases under article 301.

He said it showed that Turkish courts had failed to apply the law in
line with EU standards.

He said the EU will review the situation toward the end of this year
in a progress report on Turkey’s membership negotiations. The EU
has warned it could suspend the membership talks this year if Turkey
fails to meet EU accession requirements.

July 12 (Bloomberg) — Billionaire Kirk Kerkorian turned a money-losing
stake in General Motors Corp. into a profitable investment by proposing
the world’s largest automaker join an alliance with Renault SA and
Nissan Motor Co.

Since Kerkorian unveiled his plan June 30, GM’s stock has risen 7.9
percent. His 56 million shares have added $122 million in value since
June 29.

Directors of GM on July 7 authorized Chief Executive Officer Rick
Wagoner to study the proposal. Kerkorian’s Tracinda Corp., which called
for a review by an independent board committee, is pushing to have
GM work with Carlos Ghosn, the CEO who has led Nissan to six straight
years of record profits. Kerkorian, listed by Forbes Magazine as the
19th richest American at $10 billion, made his fortune pressuring
companies to boost stock prices.

"Kerkorian is sending a public message to Rick Wagoner," said Brian
Bruce, who helps manage $18 billion at PanAgora Asset Management in
Boston, including shares of Detroit-based GM. "He’s trying to force
Wagoner to move quickly and act more like Carlos Ghosn in order to
save his job."

The 89-year-old financier has a net investment of about $1.52 billion
in GM shares since April 2005, according to U.S. regulatory filings
and data compiled by Bloomberg.

His transactions included selling 12 million shares in December for
$252 million to show a loss for tax purposes and then buying the same
number in January for $263 million. Assuming he sold his highest-priced
shares for the tax loss, his GM investment is profitable when the
stock is above about $27.14, according to Bloomberg data.

At today’s close of $29.62 at 4:19 p.m. in New York Stock Exchange
composite trading, his stake has gained $139 million to about $1.66
billion. GM shares rose 12 cents today.

Dow’s Biggest Gainer

The shares closed above $27.14 on June 30 and in each of the seven
trading days since. The price topped $27.14 only five other times
between October and June 30. GM shares have gained 53 percent this
year, the most in the Dow Jones Industrial Average, after losing 52
percent of their value in 2005 as GM posted a $10.6 billion loss.

Carrie Bloom, a spokeswoman for Los Angeles-based Tracinda, declined to
comment on the value of Kerkorian’s shares. He is GM’s fourth-largest
investor, with a 9.9 percent stake.

Kerkorian wants Wagoner to speed up his plan to revive GM, a person
familiar with Kerkorian’s strategy said last week. Wagoner, 53, is
cutting 30,000 union jobs and closing factories in North America to
reduce annual costs by $8 billion this year.

Kerkorian said in the June 30 letter that Nissan and Renault are
receptive to buying "a significant minority interest" in GM.

In an interview on CNBC yesterday, Wagoner said: "We’re looking
forward to sitting down. Our minds are completely open."

`In It for Kirk’

The billionaire investor "is in it entirely for Kirk, to drag his
stock value up," said New York-based Burnham Securities Inc. analyst
David Healy, who has covered the auto industry for more than 40
years. "This deal is like a mackerel that’s been out in the sun too
long. It’s shiny, but it smells when you get too close."

Southeastern Asset Management Inc. President Staley Cates said in
a May speech to investors that he expects GM shares to gain value,
in part because of Kerkorian. Cates said Kerkorian "has one of the
best investment records in American history."

The Memphis, Tennessee-based fund, along with Los Angeles- based
Capital Research & Management Co. and Brandes Investment Partners LP
in San Diego increased their GM stakes and now own more than a third
of the automaker’s shares.

Those funds’ GM holdings added $1.9 billion in value this year,
according to Bloomberg data. Brandes spokesman Dan Hilley, Southeastern
spokeswoman Lee Harper and Capital spokesman Chuck Freadhoff wouldn’t
comment on the proposed alliance.

Bonds Rise

GM’s 8.375 percent note due in July 2033 fell 0.6 cent today to 79.69
cents on the dollar. The note yielded 10.7 percent, according to Trace,
the NASD’s bond-price reporting service.

It’s getting cheaper to insure GM debt against default. The price
to protect $10 million of bonds for five years using so- called
credit-default swaps has fallen to $823,500 from $942,000 at the end
of June, according to prices on Bloomberg.

Kerkorian, as part of his unsuccessful bid to take over Chrysler
Corp. a decade ago, won representation on the Chrysler board and
later supported Daimler-Benz AG’s $36 billion purchase of the U.S.

automaker in 1998. He later unsuccessfully sued DaimlerChrysler over
the details of the combination.

DaimlerChrysler lawyers estimated in 2003 that Kerkorian made $2.7
billion on his Chrysler investment.

Military Aircraft

The billionaire is the son of an Armenian immigrant rancher in
California’s San Joaquin Valley. He began by brokering the sale
of surplus military aircraft after World War II. He later created
Trans International Airways, which he bought and sold several times,
eventually selling to Transamerica Corp. for $149 million.

In April 2005, Sony Corp. and other investors bought Kerkorian’s
Metro-Goldwyn-Mayer Inc. film studio for $2.9 billion. It was the third
time Kerkorian sold MGM, which he last bought in 1996 for $1.3 billion.

"This is a bigger game than I’ve ever seen Kerkorian play," said
Ken Londoner, 39, who followed his strategy as an investor in
Chrysler. "This is a three-dimensional game of poker that I really
can’t figure out. But you never bet against Kirk."

Armenian Foreign Minister Vardan Oskanian stressed on July 11 that
reopening of the Zemo Larsi border crossing point between Russia
and Georgia, would be of vital importance for Armenia, news agency
Novosti-Armeniya reported.

Russia closed down the Zemo Larsi border checkpoint on July 8
citing repair works, but the Georgian side condemned the decision as
politically-motivated, which aims at redirecting movement of persons
and cargo through Roki Pass in breakaway South Ossetia, which Tbilisi
considers as illegal border crossing point as it is beyond the Georgian
side’s control.

Speaking at a news conference, Vardan Oskanian said that the Georgian
side has showed its good will and met the Armenian side’s request to
let 17 Armenian vehicles cross the border via South Ossetia.

"But this can not solve the problem, because the Georgian side made
it clear that this was an exclusive case, which will be unacceptable
[in the future]," Vardan Oskanian said.

YEREVAN, July 11. /ARKA/. Armenian National Assembly Vice-Speaker Vahan
Hovhannisyan expressed Monday his satisfaction with the work done
by Armenian delegation at OSCE Parliamentary Assembly session held
from July 3 to 8 in Brussels. In his words, the Armenian delegation
"has managed to pass all pro-Armenia and vote down all anti-Armenian
resolutions".

In particular, national self-determination issue was put on the agenda
for the first time, he said. OSCE Parliamentary Assembly welcomed
the civilized stance taken by Serbia on Montenegro’s independence
declaration. Serbia let Montenegro secede from the union with Serbia
without resorting to force. "We fixed this as a good example of a right
balance between territorial integrity and national self-determination
principles", Hovhannisyan said.

This resolution prompted fierce opposition from Azerbaiajni and
Georgian delegates.

Besides, Armenian delegates managed to vote down draft resolutions
proposed by Georgian and Azerbaijan. The resolution provisions stated
that all unsettled conflicts should be resolved by ceding disputable
territories to the countries from which they once seceded.

Azerbaijani and Georgian delegates also proposed to give approval
to a document, under which any status that Kosovo can obtain in the
future can’t serve a precedent for solving similar problems.

Hovhannisyan said only Azerbaijani, Georgian and Turkish delegations
voted in favor of these resolutions.

These three countries’ delegations proposed a number of other
resolutions. But they were blocked by Armenian side as well. Under
one of these resolutions, OSCE and other international organizations’
officials have to establish ties only with recognized authorities and
ethnic minorities of every country ought to defend its territorial
integrity. The resolution also contained condemnation of separatism
and stated that nothing can justify it.

Spanish delegation demolished the second proposed resolution saying
ethnic minorities have a right to dispute territorial integrity and
secede from the state if their rights are not properly protected.

The Vice-Speaker said that Armenian delegation blocked also another
resolution, under which Baku-Tbilisi-Jeihan oil pipeline construction
was singled out as a good example of regional cooperation in OSCE

Iran’s President Mahmud Ahmedinejat is going to make a visit to
the country’s regions where Azerbaijanis reside. Trend reports
with reference to Liberty radio quoting Muhammedkazim Memarzadeh,
governor of East Azerbaijan province, which said this week Ahmedinejat
would make visit to all 19 regions of East Azerbaijan and meet with
public representatives. This will be president’s first visit to Azeri
provinces in response to mass protest actions.

Most recently Ahmedinejat discussed installation of gas pipeline
to Armenia with Armenian President Rober Kocharyan, in Iran with a
visit. At the moment the pipeline is being laid on beside the town
of Nurbuz of Julfa district in East Azerbaijan province.

According to other information sources, Tabriz Lawyers Society
commission on human rights undertook the defense of 15 Azerbaijanis
arrested during the last events in South Azerbaijan. The Lawyers
Society representative, saying the negotiations are being conducted
with lawyers examining the cases, underlined that the end will be
quite positive.

several days, the Azerbaijani press is flooded with statements and
information regarding recent developments in the Nagorno Karabakh
conflict resolution process, and those statements often contain
contradictory judgments and interpretations.

However, the reality is very clear – the Minsk Group co-chairs,
with their second confirming statement, presented the principles for
resolution which are on the negotiating table, together with their
assessments. This was declared by Acting Spokesperson for RA Foreign
Ministry Vladimir Karapetian who touched upon the statements and
interpretations of Azerbaijani Deputy Foreign Ministers, Spokesperson
in connection with the recent developments in the process of Nagorno
Karabakh settlement that often contradict each other.

According to Vladimir Karapetian, perhaps the reason for such
contradictory interpretations is that the Azerbaijani diplomats you
mention are not familiar with the content of the negotiations between
the presidents of Armenia and Azerbaijan.

We have learned from well-informed sources that the timing of the
assembly of the Republican Party was connected with the G8 Summit,
which will be held in St. Petersburg on July 17 and 18. The point is
that the settlement of the conflict over Karabakh will be discussed
during the summit, and it is possible that an important decision will
be made, which may also be unofficial and will not be published. It
is supposed to set long-term policies of the countries, which have
interests in the region or are involved directly or indirectly in
the settlement of the conflict.

Therefore the minister of defense Serge Sargsyan is said not to hurry
to announce about his affiliation with the Republican Party until
the G8 Summit. This is the reason why the assembly will take place
immediately after the summit.
