FULL-FLEDGED POLITICAL PARTY IMPOSSIBLE TO FORM IN ARMENIA ION YEAR

YEREVAN, August 11. /ARKA/. A new full-fledged political party is
impossible to form in Armenia in one year or month, Speaker of the RA
Parliament Tigran Torosyan stated in his interview to the
France-Armenie magazine, commenting on the formation of the parties
"Prosperous Armenia" and "Unification for Armenia".
"Formation of parties is a rather complicated and long-lasting
process. This is a business of experts. Parties can be formed,
receive votes, be represented in Parliament. However, time is
required for a party to be completely formed," he said.
Torosyan pointed out that incompletely formed parties pose a threat
to Armenia’s multi-party system, because inexperienced groups that
are not formed as political parties resort to other means of
achieving their goals.
"Among them is financial and administrative potential. All this may
endanger the multiparty system in Armenia, which has not yet been
completely formed," Torosyan said.
As regards the rumors that the RA Prosecutor General patronizes the
"Unification for Armenia" party, Torosyan pointed out that a similar
situation developed when the ex-head of the RA presidential staff
Artashes Tumanyan stated his intention to launch political
activities.
Torosyan pointed out that after Tumanyan attempted to form a
political party he, as a potentially strong political figure, was
dismissed.
He expressed hope that the Prosecutor General will not find himself
in a similar situation.
A number of political parties have lately been formed in Armenia.

"Prosperous Armenia" party founded by the parliamentarians and
businessmen Gagik Tsarukyan and the Unification for Armenia

A study of the situation of tobacco consumption in the world has
put Mongolia on the first place as a country with greatest smoking
population. According to experts, Armenia is in the top ten of
countries with heavy smokers. This is perhaps one of the cases
when it’s not a privilege to appear in the top ten. 64 percent of
Armenian citizens are smokers and in Mongolia this number is 67.8
percent. Greece is on the first place as a country with highest
frequency of smoking – 8.6 cigarettes a day. The experts considered
the data of 2002-2003 for the study. Armenia also rivals with such
countries as China (66.9%), Kenya (66.8%), Cambodia (66%) and Namibia
(65%).

National Assembly Justice faction, withdrew from the faction. Radio
Liberty reported that V. Dallakian on August 5 filed an application
to the Justice faction’s head Stepan Demirchian. "I inform you that I
am withdrawing from the membership of the Justice faction. I express
my gratitude to you and the faction members for our joint activity. I
apologize to you all if there have been any shortcomings in my work,"
the application reads.

FINLAND’S BORDER GUARD APPREHENDS EIGHT ARMENIANS BOUND FOR SWEDEN

The Finnish Border Guard apprehended eight Armenians who were
attempting to travel to Sweden through Finland, provincial daily
Aamulehti reported Sunday. Those apprehended were sent back to Armenia
on Friday.

According to the paper, the Armenians had been granted visas for a
basketball tournament in Tampere. One of the Armenians apprehended
while attempting to take a ferry to Sweden was the leader of the
girls’ basketball team and was carrying the team’s money for the
tournament. The seven other Armenians were not part of the team.

The team leader told the Border Guard the group was simply intending
to pop over into Sweden before returning to Tampere. The Border Guard
suspected the group was heading further south into Europe.

AGBU PLOVDIV ORGANIZES THE GREEN SCHOOL SUMMER CAMP FOR A SECOND
CONSECUTIVE YEAR

From June 19 to 25, 2006, at the Balkan complex in Zdravetz
campground, a picturesque mountainous region near Plovdiv, Bulgaria,
the local AGBU Chapter hosted 26 Armenian youth at the Green School
Summer Camp. Designed for Armenian youth 5 to 12 years of age, the
Green School focuses on various activities aimed at teaching the
Armenian language, while familiarizing the youth with Armenian
Christian traditions.

This year’s enrollment in Green School has grown in response to its
popularity last year. As a result, the camp was able to open
admissions to children from AGBU Plovdiv’s six associated
chapters-Dobrich, Haskovo, Rouse, Silistra, Sliven, and Yambol.

The Green School is a well-equipped facility with all the necessities
for campers to enjoy their stay and learn about their heritage,
including educational activities, language courses, sports and games,
discussions, film and cartoon screenings, music, dancing, and various
indoor and outdoor activities. All camp activities are carried out in
the Armenian language, allowing the children to be fully immersed in
an Armenian environment.

Georgia stopped buying Russian electricity last week and will halt
imports of Russian gas starting at the end of the year as the country
seeks to reduce its dependence on Russia amid worsening relations,
Kommersant reported Friday.

Georgia stopped using Russian electricity Aug. 2 after completing the
upgrade of its Ingurskoy hydroelectric plant and "will not have even
a theoretical need" to buy it after March 2007, when Georgia connects
its grid to those of Armenia, Azerbaijan and Turkey, the newspaper
said, citing Georgian Deputy Energy Minister Achil Nikolashvili.

Georgia will also stop buying Russian gas at the end of this year
when a gas main on the Baku-Tbilisi-Ceyhan pipeline is completed,
Kommersant said.

Georgian Economy Minister Kakha Bendukidze said "a senior Russian
official" told him Russia would use its "levers of influence" over
Georgia in the event of continued tensions between the two countries,
Kommersant reported. Sourcing electricity and gas from elsewhere
ensured Russia could not impose "power sanctions" on Georgia,
Bendukidze said.

will unite with Hezbollah against Israel. This was the
case in 1996, when by joint efforts the fire was

of the US and France. In 2000 the same military
operations resulted in Israel’s defeat. I do not doubt
it will lose this time again. The Lebanese Army along
with Hezbollah and with the support of all of the
Lebanese people will fight for independence and Israel
will have to withdraw from Shebaa. Otherwise Northern
Israel, including Haifa, will always live being
threatened," Sefilyan underscored.

At that he noted that the Christian block of Beirut
and the Armenian block next to it were never bombed by
Israel. "Most Beirut Armenians live in Eshrefi block,
many live in Burj-Hamud town. Armenians also reside in
Antilias, Zalkan, Jel-el-Dib and other suburbs. Many
Armenians live in Tripol, second largest city in
Lebanon," Zhirayr Sefilyan said.

Some 100 thousand Armenians live in Lebanon at
present. The residence of Cilician Catholicosate
(Antilias) is also situated in Lebanon.

— Sen. Kerry Joins in Calling for Delay Until After August Recess

WASHINGTON, DC – Senator Joseph Biden (D-DE), the Ranking Democrat
on the Foreign Relations Committee, was joined today by Senator
John Kerry (D-MA) in forcing a month-long delay in the Committee’s
vote on the controversial nomination of Richard Hoagland to replace
the current U.S. Ambassador to Armenia John Evans, reported the
Armenian National Committee of America (ANCA).

The controversy within the Foreign Relations Committee over the
Hoagland nomination began with Senator Biden’s June 23rd letter
asking Secretary of State Rice Condoleezza Rice to respond to a
series of questions, including specific inquiries about reports
that the current Ambassador had been recalled due to his having
"accurately described the Armenian Genocide as genocide." The
debate over the merits of the nomination heated up during the June
28th confirmation hearing due to the nominee’s evasive and
unresponsive answers to straightforward questions posed by panel
members about U.S. policy on the Armenian Genocide. Following the
hearing, Ambassador-designate Hoagland, in a sharp departure from
established Administration practice, responded to a written Senate
inquiry by questioning the genocidal intent of the perpetrators of
the Armenian Genocide, a denial tactic frequently used by the
Turkish government.

As a result of the intervention of Senators Biden and Kerry,
Ambassador-designate Hoagland’s nomination will not be considered
by the Committee until the Committee’s next business meeting in
September.

"The ANCA welcomes the leadership of Senators Biden and Kerry in
ensuring that the Foreign Relations Committee has the time to more
carefully consider the implications – for both our foreign policy
and our values as a nation – of confirming a U.S. Ambassador to
Armenia who is on record denying the Armenian Genocide," said ANCA
Chairman Ken Hachikian. "We appreciate, as well, the principled
efforts of Senators Allen, Boxer, Chafee, Coleman, Dodd, Feingold,
Kennedy, Reed, Sarbanes, and others to seek an honest explanation
of the firing of Ambassador Evans, to explore the role of the
Turkish government in his recall, and to insist that the
Administration clearly articulate its stand on the recognition of
the Armenian Genocide."

The panel’s decision comes in the wake of a nationwide campaign by
the ANCA – in Washington, DC and in grassroots communities across
the country – to demand answers concerning the recall of Amb. Evans
and to educate Senators about the adverse impact of sending an
envoy to Armenia that has called into question the genocidal
character of Ottoman Turkey’s systematic destruction of its
Armenian population. The ANCA has mobilized thousands of activists
to share their views with their Senators and Representatives about
the need for an honest explanation of Ambassador Evans’ recall and,
more broadly, the exact outlines of the State Department’s policy
on the Armenian Genocide.

As early as this February, Members of Congress, at the urging of
the ANCA, began pressing the State Department for a full, open, and
official explanation of the firing of the current U.S. Ambassador
to Armenia, over his truthful comment last year on the Armenian
Genocide. Despite a series of Congressional letters and questions
posed during Congressional testimony by Secretary of State Rice and
other senior officials, the Administration failed to provide a
meaningful explanation of its decision to recall Ambassador Evans.

In the shadow of this controversy, Ambassador-designate Hoagland
came before the Senate Foreign Relations Committee on June 28th for
a confirmation hearing, alongside the President’s nominees to
represent the U.S. in Ireland and Switzerland. During this
hearing, Senators George Allen (R-VA) and Norm Coleman (R-MN)
pressed Ambassador-designate Hoagland for answers about U.S. policy
on the Armenian Genocide. Senator Paul Sarbanes (D-MD) expressed
serious reservations concerning the circumstances of the nomination
and the Administration’s policy on the Armenian Genocide.

Ambassador-designate Hoagland’s responses during the hearing, and
later to written questions submitted by panel members, were largely
evasive, characterized by repeated – often strained – efforts to
avoid using the term genocide, even while refusing to acknowledge
that he had been instructed not to use this term. The following
day, on June 29th, the panel, and then the full Senate, voted to
confirm nominees for the ambassadors to Ireland and Switzerland,
but chose to not take any action on Hoagland’s nomination.

In the days that followed his confirmation hearing, Ambassador-
designate Hoagland responded to several dozen written questions
concerning U.S. policy on the Armenian Genocide, the recall of
Ambassador Evans, and the instructions he had received regarding
how to address this matter if confirmed by the Senate. Among his
written responses to a series of questions posed by Senator Barbara
Boxer (D-CA), was a deeply troubling, morally objectionable and
historically inaccurate indication that the Armenian Genocide did
not meet the U.S. definition of genocide because of the absence of
a "specific intent" on the part of the perpetrator. This denial of
the Armenian Genocide – which went far beyond the bounds of the
Administration’s traditional policy – prompted the ANCA to announce
its formal opposition to Richard Hoagland’s nomination on July
18th.

Soon after, the ANCA determined that, according to Department of
Justice records, the State Department had misled the U.S. Senate
about its communications with the Turkish government concerning the
February 2005 public affirmation of the Armenian Genocide by
Ambassador Evans. In a letter, dated June 28th, written on behalf
of Secretary of State Condoleezza Rice to Senator Biden, the State
Department denied that the Turkish government had even approached
the Administration on this issue. However, official Foreign Agent
Registration Act filings by the Turkish government’s registered
foreign agent, the Livingston Group, document that, in the days
following Ambassador Evans’ February 19, 2005 remarks, one of
Turkey’s agents communicated on at least four different occasions
with State Department officials concerning the envoy’s statement
and his subsequent retraction.

To date, half of the Senate Foreign Relations Committee, including
Senators George Allen (R-VA), Joseph Biden (D-DE), Barbara Boxer
(D-CA), Lincoln Chafee (R-RI), Norm Coleman (R-MN), Christopher
Dodd (D-CT), Russell Feingold (D-WI), John Kerry (D-MA) and Paul
Sarbanes (D-MD), have contacted Secretary Rice or questioned
Ambassador Designate Hoagland directly regarding the Armenian
Genocide. Senators Edward Kennedy (D-MA) and Jack Reed (D-RI),
along with over sixty members of the House have also expressed
serious concerns to the State Department on this matter.

The dollar rate made up AMD 414,45/$1, 0,34% less than on July 27.

Demand volume equaled $50 thousand and the supply volume – $350
thousand. The best demand price was marked on the level of AMD 413,
5/$1 (average – AMD 413,5/$1), and the best supply price – AMD
414,41/$1 (average – AMD 415,05/$1).

The opening price was fixed at the level of AMD 414,75/$1, closing
price – AMD 414,1/$1, minimal price – AMD 414,1/$1 and maximal price –
AMD 414,75/$1.

Totally, in January 4 – July 28, $85,652 million was sold at ArmEx;
the average rate decreased from AMD 453,1 to 414,45/$1, AMD. The
maximal deal volume was detected on July 11 – 38 board lots at the

German Technical Cooperation Holds Discussions Dedicated to Communal

GERMAN TECHNICAL COOPERATION HOLDS DISCUSSIONS DEDICATED
TO COMMUNAL GARBAGE DISPOSAL PROBLEMS IN SYUNIK

KAPAN, JULY 27, NOYAN TAPAN. Problems of communal garbage disposal were
discussed at the seminars organized in towns of Meghri, Kapan, Sisian,
Goris, Syunik region, within the framework of the Civil Society and
Communal Democratic Assistance in the South Caucasus program of the
German Technical Cooperation.

Garbage disposal is a serious problem in Armenia, so the German
company found it expedient to discuss the issue with all interested
structures and to find variants of solution.

In the opinion of community heads participating in the seminar
held on July 26 at the Darist hotel of Kapan, though exchange of
experience and cooperation is important, the first and foremost
issue for solving the problems of this sphere is to get funds. But,
as Noyan Tapan correspondent was informed by Claus Toyfel, expert of
German Technical Cooperation Communal Development Promotion Program,
the organization has lack of funds. At the same time, he did not
exclude that the German Technical Cooperation will provide funds if
necessary. C.Toyfel also added that "garbage disposal is the function
of the local self-government bodies and it is the local authorities
that should mainly get these funds."
