Four Russian officers have been arrested on suspicion of spying in
Georgia, Georgian Interior Minister Vano Merabishvili said.

"Four Russian military intelligence officers and 12 citizens of Georgia
have been suspected of spying in Tbilisi, Batumi and other part of
Georgia. They were arrested in special operations," Merabishvili said.

Hundreds of police vehicles sealed a district in Tbilisi, where the
headquarters of the Russian military bases in Georgia, Azerbaijan
and Armenia are stationed.

The Turkish CDA (Christian Democrats) members Tonca and Elmaci are no longer
candidate MPs. The CDA decided to remove them from the list after commotion
over the recognition of the Armenian Genocide.

Tonca and Elmaci have continuously denied that Turks committed genocide
against the Armenians in 1915. As candidate MPs, they subscribed this week
to the CDA’s standpoint that a genocide was committed. Today, they
nevertheless took those words back in a Turkish newspaper.

Earlier, the PvdA (Labor Party) administration removed Erdinc Sacan from the
candidate’s list. He did not subscribe to the PvdA’s standpoint on the
genocide by Turks.

Number of Adopted Children Down from a Year Ago

YEREVAN, SEPTEMBER 20, ARMENPRESS: Twenty-seven children were adopted
in Armenia in the first half of the year. Eighteen children were
adopted by Armenian parents and nine by foreigners.

Nelly Baghdasarian from the national statistical committee, said the
number of adopted children was significantly down from 43 adopted
children in the first six months of 2005. Last year 26 children were
adopted by Armenian parents and 17 by foreigners.

Hasmik Khachatrian from labor and social affairs ministry said Armenian
parents are not observed while foreigners are observed by Armenian
embassies and consulates whose officials visit adopting families to
see how the adopted children are doing.

modern surroundings, the white-washed walls of one of South-East
Asia’s oldest hotels still oozes with the grandeur of old-world
charm and the hint of its rich colonial past. The majestic Eastern &
Oriental Hotel, or known as the E&O, is hard to miss in Malaysia’s
northern bustling state of Penang with its multi-paneled glass doors,
Moorish minarets and a large, domed lobby.

Favoured as a weekend hangout for both locals and foreigners at its
pub, the hotel, which comes with a built-in opulent 400-seater grand
ballroom and majestic sea-front lawn, is in itself a part of the
colourful colonial history of the island state.

Built in 1885 by four Armenian brothers, the E&O is one of the oldest,
thriving hotels in the region where guests are greeted by bell-boys
dressed in khaki-coloured shorts and cone-shaped hard hats.

The Sarkies brothers, known back then for their taste for high society
living, were also responsible for later establishing neighbouring
Singapore’s Raffles Hotel, The Strand in Rangoon (now Yangon) and
the Mandarin Oriental Majapahit in Indonesia.

"It’s like staying in a part of history itself," said Amanda Wells,
34, a hotel guest from Australia.

Pain-staking efforts to maintain and preserve the original structure
of the E&O has been made by all of its owners, with the last major
refurbishment in 1996 taking five years and more than 100 million
ringgit (27 million dollars) in renovations costs.

"Every effort has been made to keep the authenticity of the hotel,
even to the detail of original designs of light switches," said
Elizabeth Dass, who heads the E&O’s communication department.

"Our guests will feel that time just stands still, and one can actually
feel the grandeur and magnificence of the hotel’s wondrous days of
the later 1890s," said Dass.

But old-world charm doesn’t come cheap.

Guests can choose from any one of the hotel’s 99 suites, which also
come equipped with modern comforts of life such as wireless broadband
internet service, but must be willing to fork out anything from 203
dollars a night, to a whopping 3,244 dollars.

"The hotel caters to the demands of the more affluent traveler,
as it did even when it first opened," said a hotel staff.

But while the high price tag has failed to deter guests, new government
development policies are threatening to phase out the popularity and
even existence of old-world attractions like the E&O.

Eager to capitalize on a booming population and economy, the government
has been aggressively developing new residential and commercial areas
around the island, sometimes at the expense of old and historical
buildings.

Critics have slammed the massive development as being "too fast-too
soon" and say that tourists have already begun to turn away.

"The deteriorating physical environment and the destruction of some of
Penang’s heritage sites has become more apparent in recent years," said
Ronald Ng, a local resident involved in non-governmental organizations
lobbying for the preservation of historical sites.

"Throw in the poor public transport system, worsening traffic
congestion, flash floods and air pollution, and it’s easy to see why
we’re losing tourists," Ng told Deutsche Presse-Agentur dpa.

"Penang has always been an attraction to tourists because of our rich
colonial heritage. We’re slowly losing that because there hasn’t been
much effort to retain the old," said a local tour agent.

According to official statistics, the occupancy rate at Penang’s
famous beach hotels as well as city hotels have been plunging in the
past five years.

Visitor arrivals fell from 3.8 million in 2000, to just under 3.0
million in 2003, while the amount of foreign tourists dipped from 62
per cent from the total to a mere 38 per cent.

Last year, tourist arrivals went up just slightly to 3.06 million –
40 per cent of whom were foreigners – as a result of a Heritage Trail
campaign promoting several historical sites in the state including
centuries-old temples and buildings like the E&O.

The small progress has sparked hope among local tourism agencies and
raised awareness of the need to conduct balanced development in the
state, said Ng.

"Places like the E&O are a reminder of our rich history.

"We will be losing more than just tourists if we leave these priceless
parts of our heritage unprotected," he said.

coordinate joint efforts of the Diaspora and the Republic of Armenia,
determine national goals, President of the Union of Armenians of Russia
(UAR) and the World Armenian Congress (WAC) Ara Abrahamyan stated
during the Armenia-Diaspora Third All-Armenian Forum. In his words,
the need for working out a national program to determine internal
and foreign policy priorities matured long ago.

"No matter how strong Diaspora individual communities or organizations
are, it is impossible to ensure effective organizational and political
unity of Armenians of the world without active work of the Republic
of Armenia. I would like to suggest Armenian authorities and Diaspora
representatives to create necessary organizational structures and
start working out a national program with participation of experts
from the Diaspora and Armenia also involving experts from respective
international structures if necessary.

Simultaneous to that, we could set about creation of an institutional
mechanism to implement that national program," Abrahamyan underscored.

"I am sure that each community, each Armenian, no matter where he
lives, will thus have an opportunity to take part in solution of the
tasks our historical Fatherland and the Armenian community worldwide
have," he summed up.

be strong if it acts in unity", said Azerbaijani President Ilham
Aliyev who took the floor at the 10th Turkic Societies Friendship,
Brotherhood and Cooperation Congress in Mediterranean city of Antalya,
on Monday [18 September].

Aliyev said that Turkic republics were founded after collapse of
Soviet Union and they established serious and sincere relations with
Turkey, adding that these republics have now been transformed into
major economic powers.

He also preached that Turkic republics should boost their relations
and cooperation with Turkey.

Noting that Baku-Tbilisi-Ceyhan oil pipeline is a proof showing how
relations between Azerbaijan and Turkey are important, Aliyev said
that there are other projects which will be implemented within the
same framework.

Regarding the anti-Turkish and anti-Azerbaijani activities of the
Armenian lobby, Aliyev reminded that Armenians, who keep Azerbaijani
lands under occupation, also demand territory from Turkey.

Aliyev said that Azerbaijan will not allow an Armenia to be established
on Azerbaijani territory.

BAKU: 138 Freight Carriages Delivered From Georgia To Armenia

One hundred thirty-eight freight carriages have been delivered from
the Group of Russian Forces military base dislocated in South Caucasus
to Armenia, Elbrus Orujev, the Military Attach¨¦ of the Azerbaijani
Embassy in Georgia told Trend in an exclusive interview.

Six trains comprised of 121 freight carriages were withdrawn from 12
military bases in Batumi to 102nd base in Gumri (Armenia) by rail,
while one train comprising of l7 carriages left the 62nd military
base in Akhalkalaki. The equipment comprises 19 armored vehicles, 12
missile artillery weapons, 121 automobiles, 6 communications equipment,
8 engineering material, and 38 food service equipment.

In parallel with the supplies from 102 bases in Gumri, 182 pieces
of military equipment were withdrawn by automobiles. The supplies
comprised of 12 pieces of 100mm anti-tank guns §´-10, 19 battle
vehicles of anti-tank missile complexes Shturm -§³, 9 missile systems
of volley fire BM-21 Grad, 4 zenith missile complexes Strela 10 and
8 tons of ammunitions of different caliber.

Undertaking an OSCE obligation, after repeated statements by the
Georgian authorities and the Parliament, Russia withdrew its military
bases from Georgia.

ADDRESSED TO THE THIRD ARMENIA-DIASPORA CONFERENCE
18-20 September 2006, Yerevan

Your Excellency Mr. President,
Dear Brother in Christ,
and Beloved Participants of this Conference,

The convening of the third "Armenia-Diaspora" Conference under the festive
light of the 15th anniversary of re-established statehood for Armenia and
Artsakh, has filled our souls with joy.  With thanksgiving and praise to
God, we have come to welcome you, the honorable participants, and extend the
blessings of the Mother See of Holy Etchmiadzin to the deliberations of this
conference.

Our motherland is once again united with her children in the same hopes and
aspirations, and also with the belief that together, we shall traverse a new
path of progress toward prosperity for our people; toward strengthening of
our spiritual and national life.

The difficulties and triumphs of the past fifteen years belong to all our
people.  All of our people, those living in our homeland and those dispersed
throughout the world, experienced the elation of independence, and in equal
measure, confronted the dangers threatening our freedom; we equally bore the
difficulties on the path of sovereignty and the creation of statehood; and
together won the victories and successes.  Let us offer glory to God, that
He blessed the undivided efforts, love and devotion of our people to
re-establish the independent statehood of our homeland.

Every generation has its imperative.  Today we are living in a remarkably
important epoch of our history.  The time has come, that our present
capabilities, which are greater through the free and independent life of our
homeland and the unobstructed ties with our diaspora, completely and
perfectly serve the prosperity, unity and solidarity of our people and the
renaissance of spiritual and national life everywhere.  It is this outlook
which today inspires us and directs our paths.  Our gathering is called to
pursue this supreme goal and to face the present obligation.  Yes, the
possibilities to freely work are greater than they were fifteen years ago,
however the urgent issues which trouble us are not few.  The time has come,
and we can no longer delay.  In our contemporary world, in the political
realm, in the rapid development of science, technology and communication, in
the hour-by-hour narrowing gap between economies and cultures, the Armenian
people must be in the forefront, and they shall turn their hopes for a
peaceful and creative life into reality through a strong state and a vibrant
Diaspora.  When, at present, there are great changes in the communities of
the Diaspora – some getting smaller, new ones being formed – the creation of
a new structure for maintaining the Armenian identity is becoming imperative
to meet these developments.  The construction of new churches and schools,
the complete and total reorganization of education, and the triumph over the
unnatural situation facing our Church life which was inherited by this
generation, have all become essential.

Before us all today is the imperative to reinforce Armenia and Artsakh, to
secure in every manner well-armed and competent armed forces, and to insure
progress in all realms.  The just rights of Artsakh have yet to be
recognized, and the threat to renew hostilities against our people
continues.  There are positive developments in our homeland in the economic,
social, educational and cultural spheres; however, poverty, unemployment,
under-employment and the export of our labor force remain undefeated.  The
villages and rural settlements are in a state of need and vulnerability. 
The plans for their improvement and better future are the aims for this
conference.  We welcome the initiative to improve the rural settlements,
which today have a pivotal significance in the development of the economic
and social life of our country and the well-being of our people.  Together
we shall find the correct answers and decisions to all imperatives with a
unified spirit, through the united efforts of national and ecclesiastical
organizations, and possessing the power of our free statehood.  During the
recent events in Lebanon, the importance of the support through our state
policy was evident.  So that the role our state plays in any situation be
greater, we must see the vision of our developed homeland and prosperous
country as something near rather than far, and which in itself is the aim of
having independent statehood – to create and build in a free environment, to
form a secure and good life, and to freely express our spiritual vitality. 
The strength and progress of the homeland are the might and power of the
Diaspora as well.  For continuous centuries, in good times and bad, in
conditions of ease and difficulty, the Diaspora has lived and has been
maintained with the dream of seeing the homeland free and returning to her. 
Today the dream has become reality on this portion of our homeland, and the
faith in a free life for Armenia and Artsakh is also a reality, which shall
become for us the light which leads us forward.

We extend our Pontifical message and exhortation to all our people in
Armenia, Artsakh and dispersed throughout the world, to accomplish this
great and important homeland-building initiative of restoring villages and
rural settlements.  The Armenian Church as well shall bring her active
participation to the realization of this project, which will serve the
welfare and prosperity of our nation.  We believe that our children, as
always, will be standing in support of our homeland, and our people will
together build their native home, so that it may always be the sanctuary of
hope, the inspiration and axis of Armenian life, and the consolidating
strength of all Armenians.  Our people, proud with work, will forget about
misery on their native soil.  We shall present to our children a country
strong with a harmonious societal life, bright with the light of faith,
knowledge and culture – a Christian nation – philanthropic, humanitarian and
decent.  May God’s spirit of truth lead us all, and may our Lord’s grace and
strength be our helper, so that our plans and works bear good results and
victories, and from generation to generation, we shall tell the story of
God’s blessing in the lives of our people.

May the work and good initiatives of this conference be blessed.

The ruling New Azerbaijan Party (NAP) is expanding international
relationships. The Deputy Chairman and the Executive Secretary of
the NAP, Ali Ahmadov, stated to a news conference held at the NAP
headquarters of the party on 15 September on the results of the 4th
General Assembly of the international conference of ruling political
parties of Asian countries organized in Seoul.

Ahmadov noted that the NAP prefers to cooperate with the parties in
power. "We cooperate with political parties functioning in different
countries, which hold political principles and political orientation
similar to ours. We expand the frames of such cooperation," he
underlined.

the NAP Executive Secretary also noted that during the 4th General
Assembly he held meetings with heads of political parties. The
politician stressed his main objective was to inform them about
the truth on Armenian-Azerbaijani conflict over Nagorno-Karabakh
and expand the bilateral cooperation. Ahmadov presented material on
Armenia’s annexation policy.

A delegation of the NAP held meetings with the heads of ruling parties
Uri, Korea, Unified Russia, Russia, the Justice and Development,
Turkey, Otan, Kazakhstan, as well as the Secretary General of the
International Democratic Union.

The constituent Assembly of the NAP was held in Nakhchivan Autonomous
Republic on 21 November 1992.

Heydar Aliyev was elected the chairman of the Supreme Majlis of the
party. At present the chairman of the NAP is the Azerbaijani President
Ilham Aliyev. The party unites over 400,000 people.
