Akhalkalaki to host festival "Diversity is our wealth"

Akhalkalaki, a predominantly Armenian populated town in southern
Georgia, will host a multi-ethnic festival – "Diversity is our
wealth" organized by Sozar Subari, Human Rights Ombudsman, on
Thursday.
The project is financed by the European Union and Germany.
Subari will deliver a speech at the opening ceremony of the festival
at 12:00 p.m.
Subari will speak on the topic – Human Rights and Media in the
building of Akhalkalaki Municipality at 3:00 p.m.
The presentation of the magazine Solidarity will be held at 4:00 p.m.
The festival will last through May 12.

New rule sees transfer deadline change. Meanwhile Armenia gets banned
as the IIHF announced more news after a congress meeting.

With the World Championships in its final stages, the International
Ice Hockey Federation (IIHF) has its annual sit together in congress
to discuss several hot items for the (near) future.

When the doors opened the following news was announced:

* The proposal to introduce the four-man officiating system was
approved. It will be implemented as of the 2007-2008 IIHF
championship season and include the top division in each of the
IIHF’s four categories, men’s, women’s, U20 and U18 and also the
European cup competitions. NOTE: Implementation of the four-man
officiating system at the 2008 IIHF World Championship in Canada
depends on the success of this system earlier during the
2007-2008-season.

* The General Congress approved the women’s and men’s Olympic format,
for both the qualifications and the Olympic tournament in Vancouver
2010. The IIHF announced the format on March 30.

* The international transfer deadline between IIHF member association
countries has been changed to January 31 of the applicable season.
(For countries in the southern hemisphere the deadline will be July
31).

`This was a necessary change,’ says René Fasel. `It has almost become
a routine that players whose teams have been eliminated from their
national playoffs, transfer to another country and continue to play
in the playoffs there. This is not good for the credibility. By
installing the deadline, we will prevent this late-season movement.’

* The executive board of the IIHF announced its decision to ban
Armenia from all IIHF tournaments for the next two years. This is due
to the fact that Armenia, in the last four years, did not ice a team
in two different tournaments in which it was scheduled to compete.
Armenia has the option of appealing this decision.

/PanARMENIAN.Net/ Combined Endeavor 2007 exercise of the U.S. European
Command has been completed in Yerevan. According to head of the
department of communications and computer-aided systems of the RA armed
forces, major general Armen Baburyan, the exercise was a success and
all goals were achieved.

For his part Russell Grimly, military attache of the U.S. Embassy in
Armenia, said that in the course of two weeks representatives of 6
countries passed 50 tests and strengthened cooperation.

Combined Endeavor 2007 was held April 27-May 10 with participation
of communication elements from France, Croatia, Russia, Georgia,
Armenia and the U.S.

No Oskanian-Mammadyarov Meeting Expected In Strasbourg

No meeting of the Foreign Ministers of Armenia and Azerbaijan Vartan
Oskanian and Elmar Mammadyarov is expected in Strasbourg. Acting
Spokesman of RA Ministry of Foreign Affairs Vladimir Karapetyan did
not confirm the information about the meeting of the Foreign Ministers
disseminated by Azeri media.

Tomorrow in Strasbourg Vartan Oskanian will have a meeting with the
OSCE Minsk Group Co-Chairs to discuss the opportunities of organizing
the next meeting of the Foreign Ministers.

In Madrid Co-Chairs Yuri Merzlyakov (Russia, Matthew Bryza (USA) and
Bernard Fassier (France) will meet with the OSCE Chairman-in-Office,
the Foreign Minister of Spain Miguel Angel Moratinos.

The leader of the Communist Party of Armenia Ruben Tovmasyan stated
in Yerevan today that the party "will surely be represented in the
parliament."

Ruben Tovmasyan told a press conference in Yerevan today that "the
Communist Party of Armenia, as opposed to other participants of the
upcoming elections, has a long-time history and rich heritage." He
expressed surprise at the fact that "the party leaders, who have done
nothing for the people in the course of 17 years, arrive in villages
and make pre-election feasts there".

As a "pledge for people’s well-being" Ruben Tovmasyan named "the
reestablishment of the Soviet principles of justice."

"The parade held in the Revival Square today did not aim to frighten
Azerbaijan," President of NKR Arkady Ghoukassyan stated in the course
of the events devoted to May 9 Victory in the Great Patriotic Wart,
the 15th Anniversary of NKR Defence Army, and Liberation of Shushi.

According to ArmInfo’s special correspondent to Stepanakert, President
Arkady Ghoukassyan stated that NKR Defence Army is a guarantor of
security and independence of the country. "We must be consolidated
and strong for our future victories," the president said.

He called peace and international recognition of NKR major tasks
of NKR.

"Today we have remembered all those who fell for their Motherland
and we have no right to betray their memory. We must fight till the
very end to create the country we would be proud of. Everyone knows
that we did not choose the war, Azerbaijan forced that to us. Today’s
status-quo is a result of that war.

Azerbaijani leadership tries to fight against it. We are aware of
our goals and sure that we have achieved them," the president said.

YEREVAN, MAY 9, NOYAN TAPAN. The publication of overheard talk of
Orinats Yerkir (Country of Law) Party Chairman Artur Baghdasarian and
Deputy Head of mission of Great Britain in Armenia Richard Hyde not
only failed to have a negative impact on party’s rating, but also
had a wonderful positive influence: the number of OYP supporters
increased. Heghine Bisharian, OYP Vice-Chairwoman, stated at the May
9 press conference. In her words, the greatest share of political
pressures among opposition parties falls to Orinats Yerkir. One of
those pressures, as she characterized, is overhearing telephones of
OYP members’ apartments. I am a woman and maybe I talk about such
things with another woman that no one should hear," H. Bisharian
said. She added that she cannot apply to the court in this connection,
"as the laws do not work in Armenia."

The OYP Vice-Chairwoman said that their party condemns the arrest
of former RA Foreign Minister Alexander Arzumanian. According to
H. Bisharian’s observation, the current political system reminds of
1937 Stalin dictatorship.

"Can’t a person receive sums from abroad, maybe even breathing
is forbidden?," H. Bisharian stated. In her words, every day the
authorities spend as much money at restaurants as it was found at
A. Arzumanian’s apartment.

ANCA-WR Concludes Internship Program’s 2007 Spring Session

Los Angeles, CA – The 2007 Spring Session of the Armenian National
Committee of America-Western Region’s Internship-Externship Program
(ANCA-WR IEP) concluded on Friday, May 4, 2007 with program participants
delivering their final presentations to ANC leadership and former
interns.

As the leading Armenian American public policy organization in
California, the ANCA-WR is committed to educating and preparing the next
generation of Armenian American leaders and activists in our
communities. As such, the interns prepared presentations covering their
internship accomplishments and contributions during the course of the
fourteen week program. The presentations were preceded by a reception
where the graduating class of interns took the opportunity to get to
know former ANC regional and national interns.

"The ANCA-WR internship program represents our commitment to the next
generation of Armenian American leaders," commented Andrew Kzirian,
Executive Director of the ANCA-WR. "We shall continue working with our
interns in the coming months to help them gain experience working in a
fast-paced environment that will prepare them for whatever challenges
life may offer in the future," he added.

During the program, participants were assigned to specific areas of
specialization in which they delegated tasks and projects to complete.
The session commenced on January 22, 2007 and included a seminar series
featuring presentations by board members as well as community
organization representatives and elected officials.

Completing the program were Andre Arzoo and Hovhannes Harutyunyan, both
second-year students at Glendale Community College. They were joined by
Christopher Yemenidjian, a second-year student at El Camino College and
Tina Avanessian, a first-year student at UC Irvine.

Arzoo was assigned an externship with the Genocide Education Project
where he worked on developing materials community members can use to
encourage high school administrators to set up Genocide Education
Project workshops for their teachers. The Genocide Education Project
provides curricular materials and training for teachers to teach about
genocide and the Armenian Genocide.

As an intern assigned to office Media and Public Relations, Avanessian
helped organize several press conferences hosted by the ANCA-WR and its
local affiliates throughout the 19 western US states. Additionally, she
maintained the organization’s media outreach database and authored
several press releases regarding ANC activities including district
office meetings with congressional offices as well as community events.

As part of the ANCA-WR IEP’s newest externship partnership, Harutyunyan
worked with the Foundation for Economic Development (FED) on several
research and promotional projects related to the California Armenia
Trade Office (CATO). The FED is a non-governmental organization
assigned by the state to operate CATO which facilitates trade between
California and Armenia as well as the other former Soviet states and
Eastern Europe.

Yemenidjian worked with the ANCA-WR office as a Community and Government
Affairs intern where he worked with staff to coordinate and participate
in congressional district office meetings throughout the western US
states. He also assisted in outreach efforts to Armenian Americans
affiliated with the Republican Party and monitored the office’s various
activist databases.

"I originally applied to the program because of my interest in genocide
awareness and education, but ended up with much more than I expected,"
noted Arzoo. "Not only did I help the Genocide Education Project, but I
had the chance to get to know a diverse group of students who each felt
strongly about finding their own way to be involved in and support our
community. I learned a lot about the issues and I also made friends
with whom I look forward to continuing to work beyond the internship
program."

Arzoo and Yemenidjian will be attending UC Berkeley in the autumn and
plan to remain active advocates through the San Francisco Bay Area ANC.
Harutyunyan, who has also been accepted to UC Berkeley, will be
remaining active with the Foundation for Economic Development.
Avanessian, a Glendale resident, will continue working with the regional
office and her local, Crescenta Valley ANC. Upon returning to Irvine
for the autumn term, she hopes to become involved with the Orange County
ANC as well.

Aside from learning and participating in the day-to-day operations of
the regional office, program participants also traveled with the ANCA-WR
to both the California Republican Party and California Democratic Party
conventions. They also worked with ANCA-WR staff to represent the
organization at conferences and community events – such as the "Silenced
Cries" and "4-24" Armenian Genocide awareness benefit concerts.

"The regional Internship-Externship Program is designed to help shape
more informed, experienced, and confident Armenian American issues
advocates," notes Haig Hovsepian, ANCA-WR Community Relations Director
and IEP Coordinator. "The 2007 Spring Session class distinguished
itself in its commitment and dedication to the job, but also
demonstrated great growth during their time in the program learning more
about the issues, networking with the community, and building strong
friendships with one another. We look forward to their continued
involvement in their local ANCs and with our future internship classes."

The Armenian National Committee of America is the largest and most
influential Armenian American grassroots political organization. Working
in coordination with a network of offices, chapters, and supporters
throughout the United States and affiliated organizations around the
world, the ANCA actively advances the concerns of the Armenian American
community on a broad range of issues.

Struggle at Electoral District No3 is Of "Poster Character"

STRUGGLE AT ELECTORAL DISTRICT No3 IS OF "POSTER CHARACTER," VAZGEN
SAFARIAN SAYS

YEREVAN, MAY 7, NOYAN TAPAN. The people has great expactations from
the coming elections though many people doubt as if in the case of
reproduction of these authorities the life will change. Vazgen
Safarian, the First Secretary of the Central Committee of the
Progressive United Communist Party of Armenia, a candidate resistered
at electoral district No3 (Kanaker-Zeytun-Nor Nork) by the
majoritarian electoral system, made such a statement at the May 7
press conference. In his opinion, the life will change if political
forces supporting new economic policy enter the parliament. Today, in
V. Safarian’s words, the society is seriously economically polarized:
"there is a voluminous bulk of poor people hardly acquiring their
daily bread near a group of rich people."

He stated that the struggle at electoral district No3 is not of
ideological but of "poster character:" whole districts are covered
with the pre-electoral posters of only one of the candidates. "The
people must understand: the bigger the posters are, the smaller the
given candidate is," V. Safarian mentioned.

In his words, today "some parties" (NT – Bargavach Hayastan
(Prosperous Armenia) made public the slogan "Strong ones are fair,
weak ones are protected" what can never become a reality. Expressing a
confidence that strong ones has never been fair towards ones weaker
than they, the party head reminded words of Confucius: "A rich man can
not remain honest, an honest man can not become rich."

Turkey scheduled for May 6, the ruling Justice and Development party
will again offer Foreign Minister Abdullah Gul’s candidacy, Turkish
lawmaker from the ruling party Atilla Basoglu stated. He reminded,
according to the Organic Law of the Turkish Republic during elections
367 votes can provide victory for a candidate in the Grand National
Majlis.

At the same time the parliamentarian noted this number creates a lot
of problems. Basoglu thinks that the Justice and Development party
will not be able to gather 367 votes either during the elections
scheduled for Sunday or during further elections. `This number is just
unrealistic for Justice and Development. That’s why certain works are
being carried out towards changing that article of the
Constitution. We want to legalize 50+1 principle in elections. If it
is fixed in the law, a necessity to hold an additional referendum will
occur,’ Basoglu explained.

On June 22 early parliamentarian elections are scheduled in
Turkey. Basoglu said the same day alongside with parliamentarian
elections a referendum on electing the president by direct national
vote will be held. `If no problems occur, on May 22 via referendum we
shall know the opinion of our population on electing country’s
president by citizens. When electoral boxes are unsealed the new
parliament will be formed, at the same time there will be other ballot
boxes, which will contain citizens’ answers on the question if they
want to elect the president through national vote, or the Grand
National Majlis will continue to do that. If the majority votes for
holding national presidential elections, a new period of presidential
elections will start,’ Basoglu said, adding that following it
candidatures will be nominated on behalf of citizens and members of
political parties. Commenting on the political situation within the
country Basoglu did not considered contradictions and political
polemics in Turkey as intense, Trend reports.
