RAFFI HOVANNISIAN and PACE

Strasbourg, France–Raffi K. Hovannisian, leader of the Heritage Party
and its faction in the National Assembly, took part from April 14 to
18 in the second part of the 2008 plenary session of the Parliamentary
Assembly of the Council of Europe (PACE) as a member of Armenia’s
parliamentary delegation.

Raffi Hovannisian addressed the Assembly on three occasions, the first
regarding the Progress Report of the PACE Bureau on the observation of
the recent Armenian and other elections (the provisional transcript

In the course of the PACE proceedings, the motion for a
recommendation, entitled "The Present State of Armenian Cultural
Treasures in Turkey," coauthored by Raffi Hovannisian and 26 other MPs
representing more than 20 member states was referred for information
to the PACE Committee on Culture, Science and Education on which he
serves ( WorkingDocs/Doc08/EDOC11511.htm).
Hovannisian attended and addressed the meetings of this Committee and
its Sub-Committee on the Cultural Heritage and the Sub-Committee on
the Media; the Committee on the Honouring of Obligations and
Commitments of Member States of the Council of Europe (Monitoring
Committee); the Committee on Legal Affairs and Human Rights and its
Sub-Committee on Human Rights; the Committee on Rules of Procedure,
Immunities and Institutional Affairs; and the Group of the European
People’s Party and its Bureau of which he is a member. He also held
informal consultations with Edward O’Hara, General Rapporteur on the
Cultural Heritage,and several other colleagues.

>From Strasbourg, Raffi Hovannisian will travel to Serbia and Kosovo,
where next week he will represent the Armenian delegation in a NATO
Parliamentary Assembly mission to the region.

ArmInfo. Today, RA Prime Minister Tigran Sarkisyan introduced
re-appointed Minister of Town planning Vardan Vardanyan.

He expressed confidence that V. Vardanyann will solve all the tasks,
included in RA President Serzh Sargsyan’s election programme. RA
PM especially noted that over the previous years of his activity
as Minister of Town planning, V. Vardanyan formed a team of real
professionals. He said that the new Armenian government is formed by
the same principle. "The team spirit will allow us to solve the tasks
set", T. Sarkisyan emphasized. He added that not only preservation of
the rich architectural heritage of the country but also implementation
of the modern standards and tendencies are of most importance in
town planning. "I would like to assure that all the programmes, to
be developed by your Ministry, will be in the center of attention
of the government, and we shall realize them by joint efforts",
T. Sarkisyan said.

51 FLUE CASES RECORDED IN ARMENIA IN JAN-FEB 2008

YEREVAN, April 14. /ARKA/. Fifty-one flue cases were recorded in
Armenia in January-February 2008 against 485 cases in the corresponding
period 2007.

The RA Statistical Service reports that 18 flue cases were recorded
among children under 14 against 228 in January-February 2008.

In January-February 2008, 1.6 flue cases per 100,000 of Armenia’s
people were recorded against 15 cases in the corresponding period
last year.

President Serzh Sargsyan signed a decree on releasing Edward
Nalbandian from the responsibility of the Ambassador Extraordinary and
Plenipotentiary of the Republic of Armenia to the Republic of France,
the Holy See, Israel and Andorra.

According to another presidential decree, Edward Nalbandian was
appointed the Minister of Foreign Affairs of the Republic of Armenia.

Strasbourg-APA. The presidential elections in Armenia have been
discussed in the Bureau of the Parliamentary Assembly of the Council
of Europe (PACE), APA reports.

Special rapporteur on Armenia John Prescott said the investigations
showed that 28 people had been killed in the confrontations during
Armenian presidential elections, not 8 as it had been reported
before. 8 of them died in the squares, 20 later in hospitals. John
Prescott also said that military equipment, grenades had been used
against the demonstrators.

The Bureau passed a decision to raise the events in Armenia in the
special discussion at the plenary session of PACE on April 17. During
the discussions the parliamentarians offered to impose sanctions on
Armenia, and even freeze Armenia’s voting right in PACE. The decision
on Armenia will be made in PACE’s plenary session.

Today Tree Planting Day In Yerevan

Today it is announced as a tree planting day in Yerevan. To take
part in the tree planting event the mayor of Yerevan Ervand Zakharyan
visited Nansen Park early in the morning. Some officials and scientists
also took part in the tree planting.

The mayor planted some fur trees in the park. He said that 1500 trees
and 20 thousands plants should be planted in the Nansen Park. After,
the mayor will visit another park at Shengavit where 5 thousands
trees will be planted.

According to Ervand Zakharyan the green territory of in Yerevan will
be increased by 100 hectares this year.

Radical changes in Azeri government planned ahead of presidential
poll

The Azerbaijani president is about to kick off radical reforms ahead
of the October presidential vote to appease dissatisfaction both at
home and abroad, Yeni Musavat paper has said. There is growing
discontent with the economic policies of the government, the paper
reports, adding that foreign organizations are unhappy about the
state of the media and the president’s war rhetoric on Karabakh.
Under the report, the prime minister and the Baku mayor will also be
replaced among other top officials responsible for economy. The
following is the text of unattributed report by opposition
Azerbaijani newspaper Yeni Musavat on 7 April headlined "Abulfas
Qarayev to be promoted to the post of prime minister" and subheaded
"Ilham Aliyev is to kick off personnel reforms. The authorities want
to take action to eliminate the domestic dissatisfaction and get
support from the West"; subheadings have been inserted editorially:

Tough presidential vote predicted

Both recognized experts and various circles in the West claim that
the 2008 presidential election will not be easy for the Azerbaijani
authorities. The rating of the incumbent authorities has recently
dropped considerably both at home and abroad. Despite the president’s
activities, the construction of bridges, houses and growing
petrodollars, the dissatisfaction of citizens with the government is
on the increase.

According to acknowledged experts, the constant rise in prices is the
main reason behind this which is also [President] Ilham Aliyev’s
biggest enemy. Before money comes to a citizen’s house, his pocket is
emptied the rise in prices is indeed a pickpocket. Moreover,
monopolism, inexperienced economic policy, inflation, corruption and
bribery do further complicate the situation. Officials in the country
admit openly that they cannot cope with the rise in prices.

On the other hand, not a single move has been made forwards for the
resolution of the Karabakh conflict since 2003, which are key factors
aggravating the tension, adding to the distrust of the authorities.

Another factor in the souring relations between the West and the
current authorities is that not a single step has been taken towards
the democratization in the country, political and economic reforms
have not been introduced. Moreover, open and covered rapprochement
and understandings with Russia and Iran consequently are in place;
independent steps taken by the president in the issue of the Nagornyy
Karabakh conflict have further deepened the West’s irritation and
anxiety.

Contrary to expectations of western states, Ilham Aliyev insisted on
the Nagornyy Karabakh issue, co-opted thesis and slogans of the
patriotic opposition plus changed the negotiations process in its
favour by taking an advantage of the process of split in Armenia.

Inexperienced team

If attention is paid, at any chance the USA and the West have been
criticizing the Azerbaijani authorities, driving it into a corner,
moreover, actually threatening the country’s official representative
through hidden ways. Close to modern [political] technologies, the
disintegrated and closed ruling team, made up of old communists and
local businessmen cannot react properly to the modern situation,
pressures and changing foreign factors and direct the processes into
the necessary channel. In particular, mistakes made in the domestic
policy, the worsening media relations with the authorities are
further aggravating esteemed Ilham Aliyev’s position. His stance
becomes complicated on daily basis and such a process can be
considered dangerous for him in the run-up to the presidential
election.

Preventive steps in the pipeline

Given such a situation, any team is doomed to take preventive steps.
The Azerbaijani authorities are also about to take similar steps and
some decisions have already been adopted. First, efforts will be made
to improve Ilham Aliyev’s relations with independent newspapers.

According to information leaked out to our newspaper from the power
circles, consultations are under way to arrange a meeting between the
president and a number of independent correspondents and
editors-in-chief as soon as possible. During such a meeting, it is
possible that fates of the jailed journalists be resolved in an
operational manner and "demonstratively".

If such a scenario exists in reality and if it is leaked out to our
paper to find out our opinions, I have to say that this is correct
line and it is backed and we are ready to do everything possible.
Given this, causes of pressure on the president would be removed and
Azerbaijani independent papers will get a chance to breathe freely.

Another direction is connected with personnel reforms. Information
leaked out to us from official sources claim that the president and
his retinue will resort to radical personnel reforms in the run-up to
the presidential election, to be more precise, in months to come.

Just for this reason, in order to turn this into a political act and
campaign, the issue of officials who tendered their resignations over
their state of health, has been kept for 2008.

Personnel changes

One of them and even the first is the current Prime Minister Artur
Rasizada. Esteemed Artur muallim [mode of address] has repeatedly
both in written and oral appealed to the president to quit his post.
However, ongoing rivalry in the authorities over the post, on the
other hand, the difficulties in finding a most suitable person to the
second post in the country’s establishment under the constitution,
who will lack [future] ambitions [to become a president], are behind
a delay in the matter.

According to our information, before the presidential election
campaign is officially kicked off, measures will be carried out to
allegedly tackle economic problems, inflation and rise in the price
in the country and first of all, the country will get a new prime
minister. Artur Rasizada would be awarded the Order of Independence
and retire. In parallel, heads of the many government posts
supervising economy would be replaced, including the ministers of
taxes and economic development.

The head of the Baku executive authorities will also quit his post.
Although a decision with regard to the respected Hacibala Abutalibov
was accepted as early as last year, the order to this end was shelved
for the sake of the expected campaign. This time, he will go for
sure. Despite our respect to Hacibala muallim, we want to make public
a man who would replace him. He is the current economic aide of the
president, Ali Asadov.

As obvious, recently Mr Aliyev does unscheduled tours of Baku and is
always accompanied by Ali Asadov. While Baku’s official head is not
there, Ali Asadov is seen with the president, poses for photographs
like the Baku mayor, and makes different gestures and so on. This is
his presentation through this technique: this is the way the
president introduces the future mayor to the public.

Current culture minister to be promoted to premiership

We would not tell fortunes with regard to other posts since a lot has
been written about this matter. However, they whispered the name of
the country’s future prime minister. True, as the whisper came from a
rather reliable source, we decided to make it a headline. So
according to our information, the current culture and tourism
minister Abulfas Qarayev will soon be promoted to the post of future
prime minister.

To the question of why Abulfas Qarayev, we have many answers.
However, a great many questions show that we do not know the key
reason behind this. However, we know that Mr Qarayev is a reliable
man of the president and is one of the key figures of the Heydar
Aliyev Foundation and comes from a respected family. He is a family
member, one of the natives of the prominent [composer] Qara Qarayev
family. He is not involved in politics and intrigues, his name is not
often mentioned in corruption, has no ambitions and we and broad
public do not know about his ambitions.

So radical reforms are in the pipeline in the media sector and in the
Cabinet of Ministers. The latest statements coming from power
circles, in particular, the one voiced by the second man in the
ruling New Azerbaijan Party (NAP), Ali Ahmadov, a constructive
opinion by one of the leading figures of the country, [deputy
speaker] Bahar Muradova, (their statements about the hunger strike of
the journalists were very soft and humane Yeni Musavat) show that
indeed, serious processes are under way plus information leaked to
us.

If you remember, several months ago we reported that the authorities
were in talks with the West over allocating shares to the opposition
in the administration of the Cabinet of Ministers. At that point, the
president agreed to give two ministry portfolios, the posts of deputy
heads of the executive authorities for humanitarian issues, including
some other departments to the opposition provided that the opposition
recognized his legitimacy immediately after the election.

This plan is still topical on the agenda. However, we shall cover
this topic separately.

Banking And Financial Sector’s Labor Fair Held In Armenia For First

BANKING AND FINANCIAL SECTOR’S LABOR FAIR HELD IN ARMENIA FOR FIRST TIME

YEREVAN, APRIL 11, NOYAN TAPAN. "We can make a revolutionary change in
formation of a knowledge-based economy in Armenia if the attitude of
society is changed, if we realize that the only way of becoming rich
in Armenia is that through knowledge rather than insolence. We should
start from ourselves and attach importance to knowledge bearers,"
the Armenian prime minister Tigran Sargsian said in his speech of
welcome during the Banking and Financial Sector’s Labor Fair held at
the Yerevan Marriott Hotel on April 11.

In his words, "illiterate and ill-bred people should not be allowed to
wield power in society. This is the guarantee that we will be able to
make changes in the educational system". T. Sargsian stated that the
problem of attaching importance to professionalism has been solved in
the Armenian banking system, where there is competition and demand
for intelligent experts. By the way, the salaries of high-ranking
managers in many Armenian banks are comparable with those of European
banks’ employees.

The RA minister of trade and economic development Nerses Yeritsian
underlined the importance of holding the fair in terms of balancing
the "productivity and salary". He announced that similar events will
be held in IT and tourism sectors this year. The RA deputy minister
of education and science Ara Avetisian in his turn pointed out the
significance of educational institutions’ orientation to the market
standards of employers.

The Banking and Financial Sector’s Labor Fair is being held for the
first time. It was organized by Yerevan State University’s (YSU)
Alumni and Career Center and YSU Union of Alumni NGO.

The state social security service of the RA ministry of labor and
social issues, the Armenian Stock Exchange (owner – NASDAQ OMX), nine
banks, two universal credit organizations, two audit and consulting
companies participated in the event.

Discussions on the subjects "The Development Challenges and Educational
Reforms of the Bankng and Financial Sector", "The Current Stage of
Development of Capital Market of Armenia" and "The Target Mortgage
Programs for the Youth" will be conducted during the fair.

Prime Minister Confides In CBA Staff

PRIME MINISTER CONFIDES IN CBA STAFF

YEREVAN, April 10. /ARKA/. Armenian Prime Minister Tigran Sargssyan
believes that the Central Bank personnel "are composed of a group of
committed people who are all able to solve the most serious tasks set
before the country." "I am sure the young and talented people working
in the Central Bank can be useful both for the bank and our people,"
Sargssyan told reporters.

Armenian president Serge Sargssyan signed a decree April 9 appointing
Central Bank Chairman Tigran Sargssyan to the post of the country’s
prime minister. Armenian Parliament accepted the resignation of Tigran
Sargssyan from the post of CBA Chairman.

Speaking of his appointment to the prime-minister’s post Sargssyan
said "everything happened so quickly and unexpectedly that I need
time to summarize my activity of past ten years."

"I think I will have time to sum up the results of the ten-year work,
especially given the fact that in a certain period of time I will have
a chance to compare the peculiarities, advantages and shortcomings
of the work in the CBA and in the Government," he stressed.

Asked about the possible candidate to the post of the future CBA
chairman, the premier urged reporters to be as reserved as possible
in this issue, since putting names of possible candidates into
circulation both fetter the candidate and makes the situation uneasy
for the country’s president.

Sargssyan refused to comment on the issue further. "It is up to the
president to make the decision and he is authorized to do it basing
on his own opinion," he said to close the issue.

HSBC Opens New Branch In Yerevan

HSBC OPENS NEW BRANCH IN YEREVAN

Zeitun, both in Yerevan. Now, seven months later, there is cause for
further celebration. HSBC on April 14 the Bank Armenia CJSC opens
another new branch: "Garegin Njdeh" at 14 Bagratunyants Avenue in
Yerevan. The Bank will mark the occasion by hosting a reception at
the new Garegin Njdeh branch to be attended by prominent guests
from the Central Bank of Armenia, HSBC Armenia local management,
staff and journalists.

The new branch brings the total number of fully-licensed HSBC Branches
in the capital of Armenia to six, supported by four mini branches and
39 ATMs operational by the end of first Quarter 2008. The bank will
continue its expansion during 2008, opening two more retail branches
as well as investing in ATM and other IT systems.

In 2008 HSBC plans to launch Internet banking which will take customer
service to a new level.
