A diplomatic accord with Armenia would benefit the region and Europe,
writes Azerbaijan’s foreign minister.

With oil at more than $115 a barrel, and the global market on
tenterhooks, there is virtual inaction by the major consumer countries
of the West to resolve a simmering conflict less than 20 km from the
world’s second-longest oil pipeline.

The Baku-Tbilisi-Ceyhan pipeline bringing Caspian oil to the
Mediterranean and western markets through Azerbaijan, Georgia,
and Turkey skirts the conflict zone of Nagorno-Karabakh – the
internationally-recognized Azerbaijani territory currently under
Armenian occupation. World energy security, as well as the stability
and economic prosperity of the Caspian region, now demands that the
long-running dispute over Karabakh, part of Europe’s new neighbourhood,
is settled.

My country is not only resource-rich; we have systematically
attempted to embed ourselves in multilateral structures and
negotiations. Azerbaijan is determined to see its territorial integrity
restored in the near future. Over two decades, almost a million of
our people have been displaced by a foreign occupying force.

A resolution will not just benefit us. Armenia too will see its
international isolation ended. Its borders with Azerbaijan will
be opened, with all the prosperity that will follow lucrative
east-west trade and transport. Regional powers – Iran and Turkey –
will benefit from decreased instability in their neighbourhood, and
Europe will gain stable partners in the region, with one less haven
for trans-national threats.

As for Russia, its interests in the region for once converge very well
with those of the EU. As one of the biggest foreign direct investors
in our countries, Russian businesses will benefit from stability,
transparency, and predictability in the South Caucasus.

Despite phenomenal economic progress in Azerbaijan, our full potential
– and thus the full potential of the Caspian region – cannot be
realised while the conflict remains unresolved. The occupied areas
are also havens for illegal transnational activity, money laundering
and drug and arms trafficking, which directly affects the citizens
of European countries as well as the states in the region.

On 15 April, US Secretary of State Condoleezza Rice expressed
clear support for Azerbaijan’s full sovereignty and called for more
political will to achieve resolution. The NATO alliance at its summit
in Bucharest earlier this month agreed that peace in Karabakh must
be realized quickly and within the borders of Azerbaijan. In March,
the United Nations General Assembly passed a resolution reaffirming
Azerbaijan’s territorial integrity and explicitly calling for the
withdrawal of all Armenian forces.

This widespread support is partly based on the nature of the Armenian
occupation. Today’s uncertain status quo rests on a foundation
of ethnic cleansing comparable to that which occurred in Bosnia or
Kosovo. Azerbaijan and the international community cannot tolerate the
continued, systematic eradication of Azerbaijani culture and Muslim
tradition in the occupied areas. Staring down Armenian forces over a
shaky ceasefire line inside our internationally recognized territory
is no longer a workable reality. They must leave and the displaced
people return.

Azerbaijan proposes a final offer to Armenia. We support full autonomy
for Karabakh within Azerbaijan. Our priority is diplomacy, but we
keep all options on the table when it comes to restoring the full
sovereignty of Azerbaijan.

The information department of the NKR government reports that on May
1 a pilgrimage starts at the Holy See Saint Echmiadzin, the slogan of
which is "Go Armenia, Go to God". 500 pilgrims will leave for Shushi
in the second half of the day where the rally "One nation, one state,
one faith" will be held.

The pilgrims will meet with President Bako Sahakyan at the Palace of
Youth in Stepanakert on May 2.

YEREVAN, APRIL 29, NOYAN TAPAN. VTB-Armenia Bank, which aims to
become one of Armenia’s leading banks, has made considerable progress
in 2007. The director general of the bank Valery Ovsyannikov said at
the April 29 press conference that in 2007 the bank’s assets amounted
to 69.1 bln drams (about 222 mln USD), growing by 51% on 2006. The
credit portfolio made 40.2 bln drams, growing by 46% on 2006, the
same index made over 45 bln drams in the first quarter of 2008. The
overall capital of the bank made 20.7 bln drams last year, increasing
by 122% on 2006. The net income of VTB Armenia Bank amounted to 805
mln drams in 2007 and to 624 mln drams in the first quarter of 2008,
growing by 289.6% as compared with the fourth quarter of 2007. In the
words of V. Ovsyannikov, the bank’s shareholders do not envisage an
increase in its capital this year.

He said that in 2007 some changes were made in conditions of mortgage
credit provision. In particular, credits are provided at 12% interest
rate for 20 years. This year it is envisaged to provide mortgage
credits of the total amount of 21 mln USD. Henceforth credits will
be given to residents of marzes (provinces) as well.

ARF: Immigration Considers Realistic

"ARF together with the Government will contribute to the implementation
of immigration project. If we manage to persuade our compatriots to
return to their homeland than it means that Armenia has chosen the
right way toward development," said Ara Nranyan, NA deputy, in a
press conference today.

The deputy added that the ARF has discussed the current issue and
came to a conclusion that the immigration can become more realistic
if certain measures are taken. According to the ARF representative
the low wages are the reason of leaving the country. He said that
many skillful professionals just leave Armenia because of wages.

"Let’s give them high salaries in order those specialists return,"
he said and added that to ARF the number of Armenians living in
Armenia should increase and many problems will be solved.

continues receiving congratulatory messages from different countries.

The Press and Information Department, RA Foreign Office, reports that
Minister Nalbandyan received a congratulatory message from Secretary
General of the Organization for Security and Cooperation in Europe
(OSCE) Mark Brishambo. In his message Mr. Brishambo pointed out
Nalbandyan’s contribution to Armenian-French relations since 1999, when
he started representing Armenia in France. The OSCE Secretary General
expressed hope for further development of the Armenia-OSCE relations.

In his message, NATO Secretary General Jaap Hoop Skheffer pointed out
that Armenia is one of NATO’s important partners. The NATO Secretary
General stated that political dialogue over various aspects of the
Individual Partnership Program has recently been intensified. He
expressed hope that Armenia and NATO will consolidate the joint
progress and cooperation.

Secretary General of the Council of Europe (CE) Terry Davis wished
Minister Nalbandyan success, pointing out that the CE will continue
its assistance to demographic reforms in Armenia. He expressed hope
for a meeting with the RA Foreign Minister in Strasbourg.

Mexican Foreign Minister Patricia Espinosa wished Minister Edward
Nalbandyan success and expressed the confidence that Minister
Nalbandyan will contribute to the consolidation of bilateral
cooperation.

In his message, Egyptian Foreign Minister Abdul Geita wished Minister
Nalbandyan good health and successful activities. He also wished
progress and prosperity to the Armenian people.

Ukrainian Foreign Minister Vladimir Ogryzko expressed the confidence
that the appointment of Edward Nalbandyan as RA Foreign Minister will
give a new impetus to bilateral cooperation.

Gazprom To Raise Armenia’s Price For Gas Up To $165 From 2009

/PanARMENIAN.Net/ On April 23, the Gazprom Board of Director approved
the decision to raise prices for natural gas for the CIS and Baltic
states.

The new price for Armenia will make $165 for a thousand cu. m. against
current $110. The fixed price is not expected to go up during next
three years. For the other CIS states, Gazprom plans gradual rise in
prices up to the average European level.

Baltic states purchase some 5.5 billion cu. m. gas at the highest
price, thus compensating lower prices for the CIS.

Georgia pays relatively high cost $270 for a thousand cu. m. of gas,
Gazprom’s press office reported.

The giant’s CEO Alexey Miller will arrive in Yerevan in May 2008 to
negotiate the prices with the Armenian leadership.

Greek and Armenian priests and worshippers scuffled at the Church of
the Holy Sepulcher in Jerusalem on Palm Sunday yesterday, part of a
growing rivalry over religious rights at Christianity’s holiest shrine.

In the fight, a Greek priest was pushed to the ground and kicked,
according to witnesses from both sides. Two Armenian worshippers were
briefly detained by Israeli police.

A spokesman said he did not know the precise cause of the scuffle.

Fights are not uncommon among the representatives of Christian sects
who jealously guard their rights to parts of the centuries-old church.

Scores of Armenian supporters staged a protest outside the police
station during the questioning of the two, beating drums and chanting.

consul general in Los Angeles, Armen Liloyan, met on April 15 with
Eric Garsetti, chairman of Los Angeles City Council.

The ministry told Armenpress that during the meeting Liloyan spoke
about post-election developments in Armenia and the current situation,
and informed also about the plans of new president and new government
to continue social and economic reforms.

The ministry said the two men spoke also about cooperation prospects
between Yerevan and Los Angeles which are sister cities and exchanged
opinions on organization of Armenia Week in Los Angeles and other
joint cultural programs.

Garsetti expressed willingness to help the consulate carry out cultural
and economic projects.

They also stated their readiness to continue cooperation between the
consulate and the City Council.

Six Traffic Centers Undergoing Reconstruction In Yerevan

YEREVAN, April 21. /ARKA/. Reconstruction activities are being carried
out at present in six traffic centers in Yerevan, said Director of
the Yerevanproekt (Yerevan Project) Institute Gurgen Musheghyan.

The large-scale road construction projects in the capital city aim
at improving traffic and ecology in Yerevan, according to Musheghyan.

The following traffic centers are being reconstructed now:
Agatangeghos-Khanjyan-Tigran Mets, Sayat-Nova-Khanjyan-Getar River,
Alex Manoogian- New Highway, Charents-Koryun-Getar River, Abovian
Square-Geratsi-Armeniakian and New Highway-Korenatsi.

Both road conditions and bad driving cause traffic jams in Yerevan,
Musheghyan said. He expressed hope that the residents of Yerevan
will live in a less contaminated city after the traffic centers
are reconstructed. The deadline for reconstruction activities is
September 2008.

Forests Have Turned Into Dump

Domestic waste dumped in the forests of Noyemberian distorts the
dazzling beauty of the sight. People going on a picnic usually leave
plastic bottles, cellophane sacks near forest springs. The head of
the local forestry, Vasil Chilngarian, is also concerned about the
current situation.

He has warned residents against dumping domestic garbage in the forest
through "Kamut" TV Company. They have even placed garbage bins and
metal barrels in forests but they have been stolen.

The forest management has thought of a new way out.

They have decided to dig holes near springs to dump garbage in
them. The holes will be filled with soil.
