ARMENIAN CHILDREN VISIT ARMENIA

The Minister of Culture Hasmik Poghosyan has received Armenian
children from Bulgarian Armenian Community and Bulgarian students
studying Armenian who came from Plovdiv, Bulgaria. Note that the
group consists of 32 children and students. They are in Armenia by the
invitation of Ministers of Culture and Education and Science on July
3-10.

During the meeting Minister Poghosyan gave `I am a citizen of Republic
of Armenia’ booklet as a present. The Ambassador Extraordinary and
Plenipotentiary of Bulgaria Todor Staikov has been present at the
meeting also.

To promote childbirth and encourage large families the Armenian
government has increased the one-time amount paid to families for
the birth of a child. Since 2007 for each child families get for
100,000 drams ($323). When a third child is born to a family, the
state grants the family 300,000 drams ($968) (the government started
the policy in 2006).

However state policy of supporting large families and encouraging
childbirths do not change the social conditions of the families. They
continuously work to survive and turn even poorer.

Statistics show the larger the family becomes, the worse becomes its
social condition. Almost half of the total number of families with
7 and more members in Armenia is poor.

In 2007 123,792 families in Armenia received allowances. According
to statistics the prevailing number of families receiving state
allowances has underage children from 2 to 18 years, who make 75.9
percent of their total number.

Khachatryan family

Families with multiple underage children is the best precondition to
be included in the family allowance system targeted at needy families.

Vanadzor, the third largest town in the republic represents just part
of the total picture of poverty in the country. The Leningradyan
district – one of the small house neighborhoods in Vanadzor – is a
haven mainly to families in need.

The wrecked small houses with the laundry of their residents drying
up in front of them point to the social conditions of their owners.

The large family of the Khachatryans lives in a one-room house.

The small house hosts 10 at night. Even if they had a chance to get
enough beds, the small space of the house wouldn’t let them put it
inside. The Khachatryans hardly manage to have two large and one
smaller bed, a small table, some chairs, baby carriage and a cupboard
in the room.

The two school aged sons of the family have no place to sleep in the
house. Despite the normal mental aptitudes, the boys attend the school
for mentally retarded children in Vanadzor and sleep there. "They
get clothes there, and food," their mother Lena Shestakova explains.

Shestakova, a Russian by descent, is 43. She has delivered 10 children
– 5 boys and 5 girls. Her two sons and the eldest daughter are adult
and have their own families; but only one of the sons lives apart
from the family, in the Russian Federation.

Two of the remaining children also live apart from the family –
in the orphanage of Vanadzor. The rest live in the small house.

Lena’s husband has no permanent job. He used to be a guard last year
but left the place because he only made 16,000 drams ($52) a month.

The family survives on its pension and the allowance that make 50,000
drams ($161) a month. The money does not even reach the family as it
covers the debts for communal expenses and adds to the old ones.

"We hardly manage to buy bread, let alone thinking of any other food,"
says Khachatryan.

The family did not have the policy of large family encouragement
in mind, especially as they have a problem of getting their daily
bread. The husband is asked why they haven’t practiced birth control.

"What condoms are you speaking about? We would buy bread, if we had
the money."

Khachatryan believes the sum given by the state is too little to
support large families especially taking daily increasing prices
into account.

Experts say it is mainly the needy families who take advantage of
the state policy for encouraging births.

"I have rarely seen a socially protected family having a third child,"
says Narek Sargsyan, the head of the department for protection of
children rights at the local administration of Lori province.

Sargsyan says the reason is the educational level of the socially
protected families who realize the hardships of raising and educating
children. Sargsyan thinks the socially unprotected people’s attitude
toward child birth is superficial because of the lack of at least an
average level of education.

"My work experience shows children born to socially unprotected
families, unfortunately, appear in the street sent by the parents
to beg; receiving no education, they become useless to society,"
says Sargsyan. The births of new children in the socially unprotected
families are a result of both misunderstanding of the responsibility
for children and also of not getting timely medical help.(which is
possibly to prevent some diseases)

Aside from the low educational level and unawareness, specialists say,
the birth of new children to socially unprotected children is a result
of the lack of sexual culture – an unawareness of family planning.

Psychologist Zarik Avetisyan has a long experience of working with
socially unprotected families.

"They could at least think they could have two children and raise them
in normal conditions, but they are too far from that way of thinking."

Voting on Marie Yovanovitch’s candidacy for the post of US Ambassador
to RA is expected at the US Senate in late July, US Charge d’Affairs
a.i. in Armenia Josef Pennington said. The voting was earlier postponed
in connection with the procedure of answers to the questions of
senators, he said.

The White House proposed the candidacy of the incumbent US Ambassador
to Kyrgyzstan Marie Yovanovitch. He added that the relevant official
information was received from the White House in Friday evening. To
note, before appointment as Ambassador to Kyrgyzstan in 2005, Marie
Yovanovitch worked as a chief adviser of deputy US Secretary of State
on political affairs. Moreover, from 2001 to 2004, she worked as
deputy US ambassador to Ukraine, and from 1998 to 2000 – as US State
Department’s deputy director for Russia. Marie Yovanovitch graduated
from Princeton University , where she performed researches on the
history of Russia. She also studied in Pushkin Institute and received
a degree in the National Military School. The Ambassador Yovanoitch
knows Russian and French. To note, the vacancy of US ambassador to
Armenia is available since September, 2006, after pre-term completion
of the diplomatic mission of Ambassador John Evans.

One of the most priority issues for the OSCE is to solve the so-called
frozen conflicts in the Caucasian region.

"OSCE’s key task is a conflict, and first of all I mean Caucasus. I
believe that OSCE must be involved into settlement of the conflict,
rather than to manage these conflicts," Alexander Stubb, OSCE
Chairman-in-Office and Finland’s Foreign Minister, said at the 17th
session of the OSCE Parliamentary Assembly.

"One of the conflicts is the conflict over Nagorno-Karabakh. We have
a special representative in Nagorno-Karabakh and this conflict is
one of the most priority issues," Stubb said.

Stubb said there was positive progress in the conflict areas in
Transdniestria and Moldova.

"Another conflict region is the South Caucasus. Speaking frankly, we
failed to reach any progress in these areas and I am concerned with
the situation in the South Caucasus, Abkhazia and North Ossetia,"
Stubb stated.

Stubb called upon countries to be serene and restrained, as well
as to keep stability and permanent regulation the situation in
the region. "We will carefully observe the situation in the South
Caucasus," Stubb said.

It is hard to assess the efficiency of the OSCE MG Co-chairs’ visit
to Stepanakert on Saturday.

Anyway, after the meeting with NKR President Bako Sahakian
the mediators were not in a good mood while meeting with the
journalists. French Co-chair Bernard Fussier with a certain reluctance
answered the question about his participation in the Azerbaijani
armed forces anniversary celebrations on June 26 in Baku. He mentioned
that it was not a participation but only a presence. What about the
motive, the French diplomat mentioned that there is a necessity to be
well acquainted with the military and financial opportunities of the
conflict parties, to assess the available facts in order to approach
the issue more efficiently.

To the question which are those Madrid principles that became a subject
for discussion in Baku, Yerevan and Stepanakert, the Co-chairs avoid
detailing; they only mentioned that the Azerbaijani and Armenian
authorities already came to an agreement about the prevailing part
of the 15 principles.

The principles were presented by the MG Co-chairs in November of
2007 and now there is a necessity to specify the conflict parties’
positions on the rest of principles, especially as the authorities are
changed in Armenia, US Co-chair Matthew Bryza said. He categorically
refuted the statements by the journalists as if saying that it would be
peace in the conflict region if the occupied territories are returned
to Azerbaijan.

The present stage may be qualified as a new start of the negotiations,
especially as the Azerbaijani and Armenian presidents qualified the
St. Petersburg meetings as useful and constructive and made a request
for continuation of the negotiations, mentioned the Russian Co-chair
Yuri Merzlyakov adding that the mutual confidence between the parties
should be strengthened.

What about the possibility of Karabakh participation in the
negotiations, Mr. Merzlyakov said their viewpoint remains the same –
participation of Karabakh representatives will be of vital importance
at a certain moment, but before it some principles should be specified.

To the question of "Azg" daily how Matthew Bryza treats with
the possibility of Azerbaijani membership in NATO and whether it
will damage the negotiation process, the US Co-chair said that the
Azerbaijani membership in NATO is a question of future as Azerbaijan
didn’t officially express similar willingness. "It is not an urgent
theme as in Azerbaijan only individuals speak aloud of membership in
NATO", he added.

Foreign ministers of the Group of Eight — Britain, Canada, France,
Germany, Italy, Japan, Russia and the United States — wound up two
days of talks Friday in Japan’s ancient capital Kyoto.

Herewith key points of their statements:

— ZIMBABWE: The G8 voiced "grave concern" about the controversial
election and rejected the legitimacy of any government that "does
not reflect the will of the people."

— NORTH KOREA: The G8 welcomed North Korea’s submission of an overdue
declaration on its nuclear programmes but called on it to completely
abolish its atomic weapons and resolve a row over its abductions
of Japanese.

— IRAN: The G8 "strongly urged" Iran to cooperate with UN nuclear

— MYANMAR: The G8 called on the military junta to immediately release

action that would undermine peace negotiations.

— SUDAN: The G8 called for an immediate ceasefire in Darfur and
urged Sudan to hand over war crimes suspects, threatening further UN
Security Council action if it does not comply.

— IRAQ: The G8 condemned "all acts of terrorism and sectarian
violence" and supported the country’s territorial integrity.

— PAKISTAN: The G8 called for support to Pakistan to develop an
"effective counter-terrorism strategy" and to strengthen democratic
institutions. On Thursday, the G8 also pledged commitment to develop
the Afghan border area.

— NAGORNO-KARABAKH: The G8 called on Armenia and Azerbaijan to
exercise self-restraint and make "serious efforts" to work towards
a peaceful settlement of the dispute.

Sukhumi Says Tbilisi’S Plan To Divide Abkhazia ‘Insane’

Abkhazia’s leadership considers Tbilisi’s proposed plan to divide the
unrecognized republic into zones of Russian and Georgian influence
to be "insane," the republic’s foreign minister said on Friday.

A Russian business daily, Kommersant, citing sources in the Georgian
leadership and the Russian Foreign Ministry, said Georgia had proposed
to Russia an array of measures to resolve the Georgian-Abkhazian
conflict by dividing the breakaway republic into a large Russian
zone and a small Georgian zone with the restoration of Georgia’s
sovereignty over the territory.

"I would not like to comment on the absurd plans that are being
made," Sergei Shamba said. "They [Georgia] are incapable of taking a
sensible view of the situation, and are proposing some fantastically
insane plans."

He said such a plan could only be carried out by "conducting a military
operation, pulverizing Abkhazia, and destroying its people."

"If we are not agreeing to broad autonomy for the entire Abkhazian
territory, how can we possibly agree to hand over half of our
territory and accept self-governance status on the other half as a
part of Georgia?" he said.

Abkhazia broke away from Georgia in the early 1990s following the
collapse of the Soviet Union. Between 10,000 and 30,000 people were
killed in the subsequent hostilities.

Relations between Russia and Georgia have been strained in recent
months, since Russia stepped up support for Abkhazia and sent more
peacekeeping troops into the region. Tbilisi has accused the Kremlin
of trying to annex the territory and shooting down an unmanned
reconnaissance plane.

Moscow has repeatedly dismissed Tbilisi’s claims that it is seeking
to annex Abkhazia and has condemned Georgia’s policy toward the rebel
region, which Russia says could lead to new bloodshed.

"We propose that the authorities release all the political prisoners by
July 4, and if this happens, at the July 4 rally Levon Ter-Petrosian
will come up with a program and proposals for dialog with the
authorities and this program will aim to solve the deep political
crisis," representative of the Center of the National Movement Levon
Zurabian stated at the Pastark Club on June 27.

He said that by making this proposal, they want to eliminate "the
tension reigning in our society and to pass from the atmosphere of
confrontation to one of cooperation, in which we will able to resolve
this deep crisis by cooperating with the authorities". According to
L. Zurabian, at present this is a serious opportunity to rectify
the situation in the country and the authorities should use this
opportunity. He said that today the tension is created by the
authorities, and one proof of it is that the municipality has rejected
the bid to hold the July 4 rally of the opposition in Liberty Square
or near the Matenadaran and proposed holding it in the area adjacent
to the republican stadium. L. Zurabian noted that this is unacceptable
to them, especially as there is no law-envisaged ground for proposing
that the rally be held in some other place.

As regards the rally to be held in Gyumri in the comimg days, according
to L. Zurabian, the national movement led by Levon Ter-Petrosian
will use rallies as a means of communicating with the people and
"naturally, upon maturation the program will include all the marzes".

East High’s Kyle Hoffer has earned a berth at 145 pounds on the
U.S. Deaf National Wrestling Team after trials last weekend in
Pocatello, Idaho. The freestyle wrestler is also an alternate for
the Greco Roman team.

The U.S. team will compete in Yerevan, Armenia, in September at the
World Deaf Wrestling Championships. The team will also travel to Taipei
for the 21st Summer Deaflympics, featuring 10,000 deaf athletes from
more than 100 countries Sept. 5-15.

Hoffer, 18, left for Fairbanks on Monday for a three-week intensive
wrestling camp conducted by Alaska USA Wrestling to prepare Alaska
wrestlers for the nationals in Fargo N.D., one of the toughest
tournaments in the United States.

"He’s one of the hardest workers on the team," said Wes Bochert, coach
of the U.S. Deaf National Wrestling Team. "Even though it can be really
hard to communicate, he pays extra attention learning new techniques.

"As much as he puts into it, I think he could go to the top."

Hoffer wrestles for East High along with his brother, Nathan. His
father, Mark, coached the squad last year along with Scott Armstrong.
