DEBUNKING THE ‘BRADLEY EFFECT’

They call it "the Bradley effect."

Pundits and politicians speak of it in ominous tones. It surfaced in
New Hampshire in January, when Barack Obama’s eight-point lead on the
eve of that state’s primary dissolved into a shocking come-from-behind
victory for Hillary Rodham Clinton. Could it have been the Bradley
effect? Chris Matthews of "Hardball" and a host of other talking
heads thought so.

As Obama continues to hold a lead in the presidential polls against
John McCain, the specter of the Bradley effect still haunts the
race. It’s a reference to the 1982 California governor’s race, which
Los Angeles Mayor Tom Bradley, an African American, lost to state
Attorney General George Deukmejian even though a popular election-eve
poll showed Bradley ahead by a solid seven points. If Obama should
lose on Nov. 4, there are those who’ll maintain it was the Bradley
effect at work. Even in faraway Kenya, the Los Angeles Times found
a Nairobi choreographer to quote: "There’s this thing called ‘the
Bradley effect’ that we are all very afraid of."

Enough. This urban legend that holds that white voters may be
telling pollsters they’re voting for Obama while they’re secretly
harboring racial reservations about him deserves to be banished from
our political conversation. As a senior strategist and day-to-day
tactician in Deukmejian’s 1982 campaign, I’m happy to send it packing
once and for all.

There were several reasons why Bradley lost the governor’s race
in 1982 — and none of them had to do with race. In the last two
weeks of that campaign, Bradley was cruising through California on a
languid victory tour. Conventional wisdom and early polling had made
him smug and complacent. Nine days before the voting, a United Press
International story observed: "Los Angeles Mayor Tom Bradley hasn’t
even been elected governor yet, but Democrats already are talking
him up as a potential candidate for vice president in 1984." You
could hardly blame them. Deukmejian’s campaign manager had resigned
three weeks before Election Day, and the political obituaries for
the Republican candidate had become routine.

With our backs to the wall, the "Duke’s" campaign regrouped. We
got a large infusion of late cash from loyal supporters and shed
our defensive posture in favor of hard-hitting messages homing in
on Bradley’s two principal vulnerabilities: non-Angeleno antipathy
toward Los Angeles and the mayor’s "soft-on-crime" liberalism.

With a little more than a week left, I drafted copy for two new
television commercials. The first built on Bradley’s opposition to the
death penalty and California’s Victims’ Bill of Rights, both of which
had been overwhelmingly approved by state voters. Four former chiefs
of Bradley’s own police department had endorsed Deukmejian, the author
of California’s death-penalty statute and other tough-on-crime laws.

A second commercial sharply exploited the wariness that other major
California cities felt toward Los Angeles, something that surveys
by our pollster, Lance Tarrance, showed to be a sure vote-getter in
San Diego, the San Francisco Bay Area and growing suburbs across
the state. Hence the tag line: "We deserve a governor for all of
California’s cities, not just one." It’s noteworthy that no Los
Angeles mayor has been elected governor in modern California history.

But rural California wasn’t in line merely to reject Los Angeles. There
were two other central concerns. First, guns. Gun control advocates
had put an initiative to freeze handgun sales — Proposition 15 —
on the ballot. The NRA and the firearms industry raised millions of
dollars to run the "No on 15" campaign and, through California gun
stores, registered 300,000 new voters, few of whom were likely to
vote for gun-control advocate Bradley.

Add that to Bradley’s unpopularity among Central Valley farmers —
he’d supported the United Farm Workers’ grape boycott and couldn’t
escape being identified with vastly unpopular Gov. Jerry Brown —
and it’s easy to see why rural California flocked to the polls to
voice its opposition to his candidacy.

Finally, exit polls showing Bradley winning were skewed by
the unprecedented wave of absentee voters. In early September,
the state GOP apparatus had set in motion a campaign to promote
absentee-ballot voting — something quite common today but more unusual
a quarter-century ago. The party’s push contributed to more than a
half-million absentee voters, 50 percent more than in the previous
gubernatorial election. As so many other observers, Democrat as well as
Republican, have noted, Bradley may well have won with actual precinct
voters. But he was swamped by overwhelmingly Republican absentee
ballots counted late into the night and the early morning hours.

Analysts shouldn’t overlook an element of flawed polling that
contributed to the Election Day surprise. Tarrance continued his
tracking polls for the Deukmejian campaign right up through the eve of
Election Day. His final tracking poll was taken on Sunday and Monday
nights and showed Deukmejian within one point of Bradley, confirming
the steady gains we’d been making since taking the offensive in the
last two weeks. Mervin Field, whose firm was then the state’s gold
standard of polling, took his final poll over the weekend, including
both Friday and Saturday, the two days when it’s most difficult to
reach the most valid samples of voters. Field not only may have had
sampling errors, but his timing was also massively flawed and failed
to capture Deukmejian’s surging momentum.

Lost in all the shallow analysis of that gubernatorial campaign is
what might really be called "the Deukmejian effect." Less than three
weeks before election day, Field had released a poll analysis showing
that about 5 percent of voters were disinclined to vote for an African
American candidate. But the poll also found something else: "On the
other hand 12 percent of the voters say they are disinclined to vote
for a candidate of Armenian descent (which describes Deukmejian). In
the face of these findings, it would appear that Deukmejian’s Armenian
background could potentially act as a greater drag to his chances of
becoming governor than being Black works against Bradley."

Indeed, when poll callers recorded verbatim responses to the question
"What is the main reason you have for voting for/against George
Deukmejian?", an alarming number included angry attacks on the
candidate’s Armenian ancestry. Moreover, his was not exactly the most
"average"-sounding of names. Deukmejian’s six immediate predecessors
had been named Brown, Reagan, Brown, Knight, Warren and Olson. Race
aside, "Bradley" was a familiar name that fit the mold.

In the end, voters managed to sort everything out — and Deukmejian’s
ancestry and Bradley’s race may have canceled each other out. Polling
errors, absentee votes, gun rights activists, anti-L.A. sentiment
and Tom Bradley’s liberal positions all added to his narrow defeat —
by just a little more than 1 percent of the vote — by a better-run
campaign that created driving momentum in its final days. Any notion of
race as an issue was put to bed when Bradley sought a rematch in 1986,
and Deukmejian trounced him by 23 percent — the biggest gubernatorial
landside in California in the last half of the 20th century.

As Tarrance recently wrote, the "Bradley effect" is a "theory in
search of data." If we want honest debate about the role of race in
elections, it’s time to put a stake through its heart.

tough guys, but no one like me.

30-1-1-(24). I’m going to be too much for him. He’s overrated.

"I’ve fought southpaws before. It’s no different for me.

"I’m going to do some boxing. You’re going to see how fast and smart
I am on Saturday.

"I’m very confident and ready for this fight. I’m ready to fight
anyone.

"I think I am the best fighter he has ever, and will ever, fight. His

of the shares of Morefront Holdings Ltd. – the owner of 100% of
Euroset group’s shares – from Rambert Management Ltd, Noyan Tapan
was informed by the PR Service of Vimplecom company.

The cost of the transaction made about 226 million dollars. As a
minority shareholder, Vimplecom does not plan to consolidate Euroset’s
assets and guarantee its liabilities. Within the framework of the
deal, Vimplecom has agreed on the purchase and sale option regarding
another 25% of Morefront Holdings’ shares in three years.

To recap, Vimplecom is the 100% shareholder of ArmenTel company’s
shares.

Euroset is the biggest company conducting retail trade in the mobile
phone market. It has a network of shops in Yerevan as well.

ANKARA, OCTOBER 28, ARMENIANS TODAY – NOYAN TAPAN. Armenian and
Turkish film directors and script writers are going to make a joint
documentary about the Arax River, the Turkish press reported.

A group of Armenian and Turkish directors and script writers met
in Ankara on October 9-10 in order to discuss the details of the
preparatory work. The president of Armenian Marketing Association NGO
Aram Navasardian, film director Gevorg Nazarian and cameraman Vardan
Baghdasarian took part in the meeting on behalf of the Armenian side.

According to reports, the Turkish-Armenian Business Development Council
and Armenian Marketing Association NGO are the project’s authors.

During a talk with NT, the NGO president Aram Navasardian said that
the documentary will be dedicated to the ecological problems of the
Arax River.

The Armenian-Turkish relations and the issue of peoples’ friendship
will also be touched upon.

The Turkish press called the project "Arax diplomacy", noting that it
is the first step within the framework of the agreement on "cooperation
first of all in the sphere of culture" which was reached by the Foreign
Ministers of two countries, Ali Babacan and Edward Nalbandian, during
the visit of Turkish President Abdullah Gul to Yerevan on September 6.

European Neighborhood Policy Action Plan, French Ambassador to Armenia
Serge Smessow said at an international conference in Yerevan. The
event was devoted to the 2nd anniversary of the European Neighborhood
Policy Action Plan in Armenia.

The key goal of the Neighborhood Policy in Armenia is to support the
reforms initiated and implemented by the Armenian authorities. Since
the moment of signing the European Neighborhood Policy, the relations
of the parties as well as the political dialogue of Armenia and the
European Commission have become stronger. He said that 1 million
euro were allocated to Armenia under the program for development of

"The settlement of the Karabakh issue is possible if Azerbaijan
recognizes the right of people of Karabakh to self-determination,
If Nagorno Karabakh is guaranteed a land border with the Republic of
Armenia and if the international organizations and the international
community guarantee the security of the people of Nagorno Karabakh,"
President of Armenia Serzh Sargsyan said in an interview with the
Public TV.

The President noted the negotiations are entering an active
phase. According to him, the known events in the region once again
convinced everyone that there is no military solution to the Karabakh
conflict.

As for public discussions, the President considers those are useful. "I
think public discussions are useful and I’m deeply convinced that we
will still enter a period of more active public debates. Discussions
are always useful, but those should be based exceptionally on one
interest – the benefit of the Armenian nation. We have devoted too
much to the Karabakh conflict resolution and cannot but notice the
facts of provocation. We are solving a sacred issue, an important
historic issue, and it’s immoral when someone tries to find a different
interest during the settlement of the conflict," RA President noted.

Commenting on the recent proposal of the Russian President of a
trilateral meeting and the statement of Turkish President Abdullah Gul
that the Armenian President has asked him to mediate in the Karabakh
settlement, Serzh Sargsyan said the Karabakh conflict settlement
proceeds within the framework of the OSCE Minsk Group on the basis
of Madrid Principles.

"I have said many times and I repeat that there are no other mediators:
the only mediators are the Minsk Group Co-Chairs. Armenia has never
applied to any country to carry out a mediating mission. President
Medvedev’s invitation and his activeness on the matter are rather
ordinary for the President of a Minsk Group co-chair country. As for
President Gul’s statement, I’m not used to commenting on statements
of other political figures, especially considering that our press
publishes excerpts out of context. I will repeat that the Minsk
Group Co-chairs are the only mediators, but we do not refuse from
any assistance. Yes, I’m confident that Turkey can contribute to
the Karabakh conflict settlement: President Gul’s visits to Yerevan,
the continuation of Armenian-Turkish negotiations are good examples
of solving hard issues. I’m sure that if Turkey opens the border
and establishes diplomatic relations with Armenia, it will greatly
contribute to the Karabakh conflict resolution," the President of

YEREVAN, OCTOBER 24, NOYAN TAPAN. There was a decline in financial and
economic indices of Armeconombank from the beginning of 2008 to April
1st, after which a growth was recorded in almost all the indices. The
amount of deposits attracted from natural persons increased by
45%, the assets grew by almost 30%. Besides, the liquidity of the
bank’s assets currently makes 100% as compared with the norm of 80%
established by the Central Bank of Armenia and the average index of
82% in the country’s banking system, the chairman of Armeconombank
OJSC David Sukiasian stated at the October 23 press conference.

He explained the observation of the bank’s financial and economic
indices in the indicated periods by the fact that "there was one
situation before April 1st and quite another after it – in connection
with the internal political events following the presidential
election."

D. Sukiasian said that the international financial crisis did not
have a great impact on Armenia’s banking system: "the banks just have
difficulty attracting resources from foreign banks, due to which the
interest rates of credits and financial resource attraction will rise."

It is noteworthy that Armeconombank has 1,420 shareholders. Among the
biggest ones is the European Bank for Reconstruction and Development
(EBRD) with its stake of 25% of authorized captal + 1 share. The
overall assets of Armeconombank currently make more than 52 bln
drams (over 168.9 mln USD), its overall capital makes over 8.5 bln
drams. The bank has about 60 thousand customers and 46 branches,
including 20 in Yerevan and 26 ones in almost all the marzes of
Armenia and Nagorno Karabakh. It was the first Armenian bank to
receive a rating of Moody’s Investor Service. It was assigned D-
rating of financial stability and Ba3 rating of long-term deposits
in Armenian drams and foreign currency.

YEREVAN, OCTOBER 23, NOYAN TAPAN. The OSCE Minsk Group is under threat
of collapse which depends on global processes, in particular, the
increased confrontation between the U.S. and Russia in recent period,
Stepan Grigorian, the head of the Analytical Center of Globalization
and Regional Development, said at a round table organized by the
Caucasus Media Institute on October 23.

In his words, during the current process of force distribution
in the South Caucasus, Russia is trying to strengthen its role
in the region, and one manifestation is the initiative to arrange
a meeting of the presidents of Russia, Armenia and Azerbaijan in
Moscow. The political scientist expressed an opinion that in the
name of its geopolitical interests, Russia is prepared to speed
up artificially the resolution of the Karabakh conflict – to the
detriment of the interests of the Armenian side. "If Russia wants
to improve its relations with Azerbaijan, it may allocate one of
its border territories with Azerbaijan, say, an area of 5 thousand
square meters, to that country. It would be more correct instead
of trying to solve its problems with Azerbaijan at the expense of
Nagorno Karabakh," S. Grigorian said. In his opinion, any attempt to
accelerate artificially the solution of the problem is fraught with
negative consequences. For example, according to him, Georgia was in
a great hurry to resolve the conflicts in its territory, which led
to consequences negative for Georgia. S. Grigorian considered the
role of the U.S. in the region to be in general constructive.

The deputy director of the Caucasus Media Institute Sergei Minasian
also expressed concern about the excessive activation and haste
in the issue of the Karabakh conflict settlement. In his opinion,
Russia’s initiative to organize a meeting of the three presidents
in Moscow came as a surprise to the two other countries – co-chairs
of the OSCE Minsk Group, the U.S. and France, which are certainly
displeased with this step of Russia.
