Baku. Viktoriya Dementyeva – APA. Book "The Nagorno-Karabakh conflict
between Armenia and Azerbaijan. A Brief Historical Outline" by German
writer and publicist Johannes Raun published in Germany a year ago
has been translated into Arabic and published on the initiative of
Azerbaijani embassy in Egypt aiming to inform the Arabic community
of Armenia’s military aggression against Azerbaijan and historical
truths about the Nagorno Karabakh conflict. The embassy told APA
that the presentation of the book had been held in Cairo. The embassy
realized the initiative taking into account that publication of the
book reflecting neutral position of a foreign researcher on Nagorno
Karabakh conflict will be met with interest by the Arabic community
and officials and scholars of 22 Arabic countries.

The books gives copious information about the occupation of 20 percent
of Azerbaijani territories by Armenia, the genocide committed by
Armenian Armed Forces against the Azerbaijani civilians in Khojaly
on February 26, 1992, displacement of hundreds of thousands of
Azerbaijanis from the occupied territories.

The book writes that early in the 20th century Armenians, specially
"Dashnaksyutun" Party persecuted and committed terror not only against
Azerbaijanis, but it also against other nat ions living in Azerbaijan,
as well as Germans.

The copies of the book were presented to a number of Egyptian
officials, governmental and non-governmental organizations, scientific,
educational and cultural institutions, investigation and research
centers, libraries, foreign embassies and representations of
international and regional organizations in Cairo.

According to the treaty signed between Azerbaijani embassy in Egypt
and the country’s famous "Al-Ahram" agency, 1500 copies of the book
are presented to book-centers in all provinces of Egypt.

book was ordered and sponsored by the Azerbaijani Embassy in Egypt.

By ArmInfo’s data, a group of leading scientists of Alexandria
University condemned the edition of the book in Egypt.

The choice of a leading public figure as Obama’s nominee to head the
Central Intelligence Agency has been praised by the Armenian Assembly
of America, Hurriyet reports.

The President-elect’s choice, Leon Panetta, was a strong backer of
the move by the U.S. Congress to recognize the 1915 events as genocide.

"During his years in Congress, Leon Panetta repeatedly expressed his
support for affirmation of the Armenian genocide," said Bryan Ardouny,
Executive Director of the Armenian Assembly of America.

"Coupled with President-elect Obama’s decision to nominate Senator
Hillary Clinton as Secretary of State, who is on record in support of
U.S. affirmation of the Armenian Genocide, this nomination represents
another step in restoring U.S. credibility in fighting genocide,"
Ardouny said.

Panetta represented a California congressional district from 1977

CSTO’s regular summit and formation of its agenda were discussed at
the January 13 meeting of Serzh Sargsyan, President of the country
currently presiding over in CSTO and CSTO Secretary General Nikolay
Bordyuzha.

According to the report provided to Noyan Tapan by RA President’s
Press Office, S. Sargsyan attached importance to constant perfection
of CSTO’s activity and said that it will enable to more efficiently
resist the current challenges. According to him, the unofficial
meeting of CSTO member states’ leaders held last year in Kazakhstan
pursued the very purpose.

Considering military-political cooperation the pivotal direction of
CSTO activity, S. Sargsyan said that Armenia will continue its efforts

"When Israel says that it is just defending itself from aggression,
it is telling a lie", said co-chair of the Social-Democratic Party
of Azerbaijan Araz Alizade.

According to him, it is Israel which is to be blamed for the next
round of tensions in the Gaza strip.

"Israel merely wanted to take revenge for its first biggest defeat in
Lebanon, in order to prove again that Israel is the strongest force
in the Near East", said he.

"However, Israel forgets the simple truth: a state, holding an
aggressive policy, will lose sooner or later, like it was in the case
of the UN invasion of Vietnam and Iraq, USSR invasion of Afghanistan
and like it will be in case of the Armenian occupation of Azerbaijani
lands.

As for the silence or open pro-Israeli position of western countries
in this conflict, he said:

"First, the UN Security Council adopted a resolution on the situation
in the Near East, demanding Israel to stop the offensive.

Moreover, the document demands the immediate opening of access points
to Gaza for the limitless supply of humanitarian aide there. Yet,
the United States have imposed a veto on the UN resolution, aimed to
stop offensive by Israel in the Gaza strip. In the result, under the
veto, the UN security could make the execution of the resolution on
the goodwill ceasefire by Israel and immediate stoppage of offensive
"non-obligatory".

Is it a surprise? No. As is known, money rules the world. Money which
belongs to the Jewish capital, that rules in the United States. That
is why, the biggest superpower as the United States will never condemn
Israel for its actions. Such a support makes Israel more confident
in its actions.

As for the Arabian world, the current events prove that there is no
Arabian or Islamic unity. Each of the Arabian states adheres to its own
interests and therefore, there will never be solidarity among these
countries", said Alizade and added that in the end of this stage of
the Palestinian-Israeli conflict Arabians will feel Israel’s strength,
Palestinian state will not be created, while Israel will further be
so caddish.

Armenian official says concessions needed to resolve Karabakh dispute

The secretary of Armenia’s Security Council, Artur Baghdasaryan, has
said that the long-standing dispute between his country and Azerbaijan
over Nagornyy Karabakh should be resolved through mutual
concessions. In an interview with public television, Baghdasaryan also
called for the normalisation of relations with Turkey. The following
is an excerpt from Baghdasaryan’s interview with state-owned Armenian
Public TV on 30 December:

[Correspondent] Hello, Mr Baghdasaryan. The year 2008 was very
significant for the National Security Council. You have actively
implemented projects and carried out active work. Please give some
details.

[Artur Baghdasaryan] Thank you. That is true that the National
Security Council has held about seven meetings over the past eight
months. Those meetings were related to domestic and foreign issues of
concern to our country, and it can be said for sure that the National
Security Council has worked hard during this year, taking into account
that so many meetings had not been held in the past 14 years. This is
the approach of the president of the Republic of Armenia [Serzh
Sargsyan] that the National Security Council, under the constitution,
should become the state institution to discuss and adopt strategic
decisions.

During those meetings, we have discussed various issues. I would like
to speak about some of them. First, the Armenia-European Union 2009-11
programme was adopted. It was approved by the Security Council. The
Armenia-NATO 2009-10 programme was approved, and also – this was very
important – Armenia took over the presidency of the Collective
Security Treaty Organization [CSTO]. Very serious events are to be
undertaken in 2009. The Security Council approved this too. We have
set up a working group, an intra-agency one, which will watch the
implementation of those three programmes that envisage wide reforms in
the judiciary, in human rights, from the perspective of taking
decisions in socio-economic, military and political areas. In
addition, we were able to conduct large-scale military drills this
year under the CSTO-Rubezh 2008, which also was discussed and received
a positive assessment. This drill helped to improve our combat
compatibility, the conscription ability, to improve and modernize the
civil defence system, and a relative order by the Armenian president
was signed.

[Correspondent] When speaking about the National Security Council’s
priorities, you mentioned our country’s commitments in the framework
of the CSTO. What are Armenia’s priorities as the state presiding over
the CSTO?

[Baghdasaryan] First, Armenia, as a presiding country, is to carry out
serious work during this year. Two meetings of the secretaries of
security councils were held in Yerevan in the framework of CSTO. Also,
a memorandum of understating for strategic cooperation between the
security councils of Armenia and Russia was signed. This includes a
plan for 2009 with many events. Thirty-five events are planned under
the CSTO Security Councils, 25 events are planned for the defence
ministries, foreign ministries, and, also, a number of very important
events will be held in Yerevan in 2009. I would like to mention
consultations under the CSTO. In this regard, we will organize a large
international conference in Yerevan dedicated to the security issues
of the Caucasus. Many OSCE member states have expressed their
readiness to participate because security issues are number one issues
in the world today.

[Correspondent] We spoke about the challenges. The biggest one is the
unsettled Karabakh conflict. This year was unprecedented for the
settlement of the Karabakh conflict given the meeting of the
presidents and the Maindorf declaration that was the first unique
agreement, memorandum signed between the two countries since the
ceasefire. Will the same trend be maintained in 2009?

[Baghdasaryan] We think that being initiative brings too many good
results, and being initiative in foreign policies was seen in 2008,
including in the settlement process of the Nagornyy Karabakh
conflict. The continuation of the negotiations process was very
important because after the presidential elections in Azerbaijan and
Armenia, 2008 was a favourable year. Let’s hope that 2009 will be
favourable too. Our political approach is very clear – we have to work
towards having decisions favourable for our nation.

There are several questions we should raise and answer: Do we want to
settle the Nagornyy Karabakh conflict or maintain the status quo? I am
sure that the settlement of the Nagornyy Karabakh conflict would open
up completely new opportunities for regional development. By leaving
unsettled conflicts, including the Karabakh one, to our next
generations, we leave additional burden on our next generations and,
also, we are unable to develop more, participate in regional projects
that could bring additional social and economic prosperity to Armenia.

There are two ways of settling the issue: confrontation and mutual
concessions. I think that mutual concession is a smarter approach than
useless confrontation that we saw in the days of the Georgian-Russian
confrontation, which proved again that a military settlement of a
problem leads to blood, war and unwanted developments. If we speak
about concessions, we have to say what concession is acceptable to us,
where is the limit. In this regard, [Armenian President] Serzh
Sargsyan’s meeting with the leaders of political parties, where the
approaches of the Armenian political leadership to the Nagornyy
Karabakh conflict settlement was very important. It is the sovereignty
of the Nagornyy Karabakh people or its reunification with Armenia. We
have nothing to bargain in regard to Nagornyy Karabakh’s status.

Second, any settlement should have international guarantees to ensure
the security of the Nagornyy Karabakh people. The third is having a
land border between Armenia and Nagornyy Karabakh, which is a very
important factor. These are the three key principles on which no
concession is possible. All other issues should be discussed in a
package. I think that the Maindorf declaration on the settlement of
the Nagornyy Karabakh conflict is a very positive document, and it is
very important that along with the signatures of the Armenian and
Azerbaijani presidents, the signature of the Russian Federation
president appeared there. Moreover, a few days after the signing of
the document, the other co-chairs – France and the USA – backed
it. Europe approved it, and key political principles are included in
this document that may become a legal basis in the future. This, of
course, is a process that should be continued in 2009. The meetings of
the Armenian and Azerbaijani presidents should continue, and Nagornyy
Karabakh should be actively engaged in this process.

absence at the Maindorf meeting was a problem because Armenia and
Karabakh are one nation.]

[Correspondent] Mr Baghdasaryan, let us talk about the second key
issue that was very active this year – the so-called progress in
Armenian-Turkish relations. Although no real steps have been taken yet
on establishing diplomatic relations between the two countries, quite
active work has been done in the second half of the year both in
Armenia and Turkey. [Turkish] President [Abdullah] Gul made a visit. I
would like to hear your assessment of the future of Armenian-Turkish
relations in 2009.

[Baghdasaryan] I think that Armenian-Turkish relations are at the
stage of partnership and dialogue stage, and I consider it very
important politically. The normalization of Armenia’s relations with
Turkey means an additional contribution to Armenia’s economic
development, to many small and medium-sized businesses. It means
getting rid of the image of an eternal enemy. We have four neighbours,
and we don’t have any relations with two of them.

Ankara, 2 January: The Turkish president said on Thursday [1 January]
that Turkey would do everything to eradicate terrorism.

Turkey’s President Abdullah Gul said that Turkey would do everything
in its power to eradicate the terrorist organization PKK [Kurdistan
Workers’ Party].

"Turkey will go on its democratic moves in a determined way and at the
same time it will do everything in its power to eradicate the
terrorist organization," Gul told the private ATV channel.

Gul said that there was not even a single reason that could justify
terrorism and it was impossible to tolerate terrorism.

The president said that all citizens were equal and had same rights in
Turkey under the Constitution.

Gul said that the reason of rise in terrorist attacks from time to
time in Turkey was that the terrorist organization "was getting use of
the neighbouring country".

The terrorist organization had the opportunity to use the neighbouring
country as a logistic base due to the authority vacuum in that
country, Gul said.

"What is important is to eradicate terrorism or to minimize it if you
cannot eradicate it, and to test every means for this goal," the
president said.

Gul said that the most important thing was to isolate the terrorist
organization and that could be done by democracy, and underlined
importance of cooperation in fight against terrorism.

"Considering that they (terrorists) are in Iraq, Turkey will naturally
improve its relations with Iraq and make demands," he said.

Gul said that as a big country, Turkey had no complex and it could
talk with everyone.

Turkish President Abdullah Gul said that recent Internet campaign
launched by Turkish intellectuals to apologize for the incidents of
1915 would negatively affect relations between Turkey and Armenia.

"People do not ask government’s permission while doing something in
this country. But considering its consequences, I do not believe that
recent debates would have contributions," Gul told private ATV channel
in an interview.

Gul said talks between the two countries were under way.

"Sometimes you work silent, sometimes you carry out works before the
public eye. But I can say that works are under way regarding this
matter," he said.

"Who could have thought that Turkey and Armenia would play in the same
group in the World Cup qualifiers? China and United States started
relations during a table tennis tournament," Gul said.

Asked about future of Turkish-US relations after the new Washington
administration, Gul said relations would become stronger.

"I believe that it will be a very good era and I think we will work
together very well," he said.

Armenian President Serzh Sargsyan met today with the Human Rights
Defender Armen Harutyunian. Presidential press service told Armenpress
that during the meeting the sides discussed a number of issues on
general situation over the human rights and freedoms in the republic.

As a result of the meeting the president of the country assigned the
Armenian Justice Minister and aide to the Armenian president on legal
issues to conduct service examination over the recent alarms about
usage of force in the prisons of the republic.

The human rights defender expressed readiness to participate in the
conduction of the service examination.
