Azerbaijan Army General: `Armenia uses hired troops in the frontline’

occupied lands of Azerbaijan, in the opposite site of the line of
contact with Azerbaijan Army, said General-Major Mahmud Hamzayev,
Second Army Corpse Commander, APA reports.

The general said indiscipline prevailed over the military units in
Nagorno Karabakh and other occupied regions of Azerbaijan and they had
reports on many problems existed there. `We can not say that Armenian
militaries are in a high mood. All servicemen were hired there’.

The Army General said that Armenians, who violated ceasefire, were
receiving strong reprisal.

YEREVAN, JANUARY 30, NOYAN TAPAN. The RA ministry of finance, KfW Bank
(Germany) and High-Voltage Electric Networks of Armenia CJSC on January
30 signed an agreement on credit provision and program financing,
by which up to 14.6 million euros will be allocated in the form of
mixed financing with budget and market resources for reconstruction
of Gyumri-2 high-voltage substation. The agreement was signed based
on the intergovernmental agreement signed between the governments of
Armenia and Germany on May 16, 2008.

The program envisages fully reconstructing Gyumri-2 substation
by equipping it with modern reliable equipment which will allow
to raise the reliability of power supply of Gyumri and adjacent
communities and in parallel with it, to create prerequisites for
regional cooperation. Gyumri-2 not only ensures the power supply
of the city of Gyumri and the north-west of Armenia but also has
a regional importance as an exchange of power with Turkey is made
through Gyumri-Kars high-voltage line.

According to the Information and PR Department of the RA Ministry of
Finance, within the frame of Armenian-German financial cooperation
in power supply sector and with the financing of KfW Bank, Kamo,
Vanadzor-2 and Alaverdi-2 substations have already been repaired. An
international tender for reconstruction of Vanadzor-1 substation has
been announced.

They’re angry with European organisation over suspected U-turn on
punishing the government for rights record.

The opposition this week criticised a Europe-wide human rights body’s
decision not to suspend Armenian delegates’ voting rights, suggesting
that it had been fooled by "not entirely reliable information" from
the government.

The authorities, meanwhile, welcomed the resolution by the
Parliamentary Assembly of the Council of Europe, PACE, saying it had
recognised the government’s willingness to reform.

The PACE investigation stems from the suppression of opposition
protests in March, which followed presidential elections the month
before. Ten people died in the protests, and as yet no one has been
charged for their murders.

After initial suggestions that PACE might suspend Armenia’s members
from voting, on January 27, it welcomed the establishment of a probe
into the March events, and the release of a number of people who had
been held since then. It also upheld the voting rights of Armenian
delegates.

"I consider that decision to be the result of the recent display of
political will and reforms on the part of the authorities headed by
the president," said Eduard Sharmazanov, spokesman for the ruling
Republican Party of Armenia.

"This is a victory for the democratic future of Armenia."

He said a PACE delegation that visited Armenia this month had been told
of the country’s determination to reform Articles 225 and 300 in the
criminal code, which deal with attempts to overthrow the government,
and other proposed changes.

These conversations seemed to have satisfied the delegates, although
not entirely since the PACE resolution said they meet again in April
to "examine the progress achieved by the Armenian authorities with
regard to the implementation of this and the previous resolutions
and to propose any further action to be taken".

February’s presidential polls themselves were described by
international observers as having been "mostly in line with the
country’s international commitments", but candidates including Levon
Ter-Petrossian – the country’s first post-independence president
who heads the Armenian National Congress, HAK – said the winner,
Serzh Sargsian, had stolen the election.

Two weeks of mass protests by supporters of Ter-Petrossian and other
candidates followed, but they were crushed when the government declared
a state of emergency and banned independent news coverage.

In two successive resolutions – number 1609 in April and number 1620
in June – PACE demanded that Armenia guarantee citizens’ rights to
protest, that it allow an unbiased investigation into the deaths,
and that it free activists "seemingly detained on artificial and
politically motivated charges".

But three parliamentary deputies and ex-foreign minister Alexander
Arzumanian are among seven people still in detention charged with
organising the mass protests.

The opposition said 58 political prisoners remain in detention, and
that 18 of the 20 people freed before PACE’s monitoring commission
met were ordinary criminals with no connection to politics.

"HAK regrets that voting in the [PACE] monitoring group took place
on the basis of not entirely reliable information," said a statement
from Ter-Petrossian’s organisation to PACE.

HAK also said the government’s promises to liberalise the criminal
code could not be relied upon.

"If the past is any indication, the Armenian authorities have almost
certainly made this proposal in order to win time and find some way
of circumventing the problem," it said.

In particular, opposition leaders were annoyed that a reference to
the opposition leaders in detention as "political prisoners" had been
removed from the PACE resolution, although the body still speculated
that the charges brought under Articles 225 and 300 "could have been
politically motivated".

Government – Private Sector Cooperation Concept Approved By Governme

YEREVAN, January 29. /ARKA/. Armenian Government approved the concept
of cooperation between the government and the private sector in
the country.

The main aim of the concept is to strengthen cooperation between
the state and the private sector that is becoming widely spread all
over the world, Armenian Deputy Minister of Economy Ara Petrosyan
reported. Best international practice was taken into account while
developing the concept.

Creating conditions for better efficiency of partnership and full
use of cooperation potential are among main objectives set under the
concept, Petrosyan said.

The Deputy Minister reported that the concept also addresses public
services sector – transport, communication, energy and fields with
"established potential" (education, IT, tourism).

When implemented, the concept will lead to reduction in government
costs and commercial risks, to long-term economic growth and will
allow involving partners in distribution of profits.

Main types of partnership such as trust management, lease, concession,
privatization and transfer of assets are listed in the concept.

The Deputy Minister pointed to examples of successful cooperation
with private sector and to the Armenian Tourism Development Agency
among them.

According to Petrosyan, the concept will eliminate all the obstacles
on the way of the cooperation. It will also help reduce disproportion
in development of different regions of the country.

The concept will establish cooperation between the national center
for development of small and medium enterprises, the government
and the private sector and the prompt response office for support to
private sector. This, in its turn, will help implement major programs,
Petrosyan said.

Armenian Premier Tigran Sargsyan pointed out that the concept will
also help implement programs selected by the prompt response office for
support to private sector. Three programs have been picked up involving
procurements and subsidizing of agriculture, he reported. Instructions
are to be given to the national center for SME development to conduct
monitoring and prevent dissipation of government funds.

"Yesterday Parliamentary Assembly of Council of Europe adopted
Resolution 1643 on Armenia with two principle points amended: Armenian
Delegation has not been suspended of voting right and the second,
the term "political prisoners" is removed," said the spokesman of
Republican Party Edward Sharmazanov during a press conference, today.

According to the Republican spokesman, that improvement is conditioned
by the President’s political will to implement reforms, and that this
is everybody’s victory.

"We have not been encouraged, but we have decided to make democratic
reforms," he said.

Regarding the rumors that Armenian Delegation to PACE has not been
suspended from voting right because an agreement is made to make
concessions in NKR issue, Sharmazanov explains that it is a nonsense
and that it is a style of some oppositional figures. "The authorities
would be in a worse condition in NKR negotiations if they were deprived
of their voting right," he said.

of the Nagorno Karabakh Republic () opened. The
website provides general information on the NKR and news about social
and political life in the republic.

The new website contains articles on the NKR’s history, economy,
culture and foreign policy, as well as information on activities of
the Representation of the NKR in France and humanitarian programs
implemented in Nagorno Karabakh. Those who want to visit Nagorno
Karabakh can receive the necessary information at tourism section. The
website will present videos with geopolitical news of the region and
a survey every two weeks.

As the Information Department of the NKR Foreign Ministry reported,
preparatory work is underway to open such websites in Latin America,
the Middle East and some European countries.

released its "Ardshininvesbank Today" magazine’s first issue in 2009.

"Our aim is not only to provide latest news, but also to make ties
with our clients closer", the editorial board of the magazine said
in the first issue.

Astkhik Martirosyan, PR specialist at Ardshininvestbank, said this
is the second issue of this magazine – the first one was released in
July 2008.

In her words, it was initially decided to release the magazine once
in every six months, but now the strategy changed and the magazine
will be issued quarterly.

"We have widened the range of focuses and now the magazine will
contain information about everything related to Armenia’s economy,
not only to Ardshininvestbank", Martirosyan said.

The second issue’s key topic is the high mark the bank has got from
Moody’s rating agency.

Another top article in the issue is "Ardshininvestbank Growing More
Available" that describes the opening of three branches of the bank.

The magazine also provides information about the bank’s services,
international cooperation and partners.

There are interviews and analytic articles in the magazine.

Section "Clients’ Nook" appeared here. The editorial board intends
to pay special attentio n to this section.

The issue was released in 1,000 copies.

Ardshininvestbank received its license (N 83) from the Central Bank
of Armenia on February 27, 2003.

The bank’s main shareholders are Region investment financial
corporation (86.82%) and International Financial Corporation (10%)
who became a shareholder in late 2007.

According to ARKA News Agency’s data, Ardshininvestbank is reckoned
among leaders in Armenian banking system.

The analysis of banks’ activities for nine months of 2008 showed that
Ardshininvesbank is the largest asset owner, lender and profit gainer
and the second biggest liability-having bank.

Ardshininvestbank was also considered the leader for deposits attracted
in 2008 and was placed third for its total capital.

into European structures in 2008, says the annual report issued by
the RA Foreign Ministry.

The Eastern Partnership initiative offered by the European Commission
in December 2008 promises to bring the Armenia-EU relations up to a
new level.

The visits of Armenian President Serzh Sargsyan to Paris and Brussels
also facilitated relations between Armenia and the European Union.

Armenia and the EU signed an agreement on dispatch of an EU expert
group to Armenia to assist the reform process.

Cooperation with the Council of Europe was also continued, the
report says.

If you go back ten years, you see how little Armen Yousoufian was
asking for: Some papers. He wanted to make sure that King County
officials were being honest about their deal-making for a new "$300
million" Seattle football stadium (the true price tag was closer to
$1 billion with interest and other taxpayer costs). Yousoufian was a
hotel owner in the University District and worried about the impact of
a hotel-motel tax to fund the stadium for billionaire Paul Allen. He
made a public records request to see internal documents and splash
a bit of sunshine into the county’s back rooms.

The stadium, Qwest Field, has been operating for six years. Yousoufian,
now semi-retired, still does not have all the documents he requested,
nor does he have the full story of the county’s wheeling-dealing
with Allen. But, for his pissed-off persistence, he may soon have a
million dollars, he confirmed this week.

And here he’d been happy with less than a half-million.

Yousoufian got the run-around under county executives Gary Locke and,
later, Ron Sims, who stalled Yousoufian’s record requests for five
years, dating to 1997. He sued, and in 2001 a King County Superior
Court judge found the county’s actions "egregious," handing out
a $5-a-day penalty. The $114,000 barely covered his legal fees,
and didn’t send much of a message. So the sore winner appealed. A
higher court upped the daily penalty – a judge can impose from $5 to
$100 a day by law – and Yousoufian was eventually awarded more than
$432,000. Again, most went towards his legal fees. But he’d made his
point, and was willing to end the battle.

The county wasn’t. In 2007, it appealed. The state Supreme Court
last week made it clear just how bad that move was: The county, wrote
Justice Richard Sanders, snubbed Yousoufian, didn’t follow the law,
and effectively penalized him for asking for public documents, making
him refile his requests 11 times over two years. Time to pay up.

The case was sent back to a lower court to impose a penalty of perhaps
twice what Yousoufian has already been rewarded – closer to $100 for
each day of violation. As Yousoufian likes to say, "They picked on
the wrong Armenian."

The penalty, he said this week "could be even more than a million,
depending on how the court calculates it." He wishes it was
county officials paying it out of their pockets, he adds, rather
than taxpayers. "But I hope this will finally send a very strong
message. These aren’t their records. They are the public’s records."
