On April 28, just four days after the commemoration of the Armenian
Genocide, leader of Israeli Meretz Party Haim Oron will initiate a
panel discussion on recognition of the Armenian Genocide by Israel’s
parliament, though the deputy is not optimistic about it.

According to Israeli izrus.co.il web source the deputy has chosen
this date as April 24 is Shabat (Saturday) and he plans deal with
the issue on April 28 – after the parliamentary holiday.

"I am always in touch with Armenian organizations but this year the
government will bury the Genocide issue sooner than in previous times.

There is a negotiation process between Ankara and Yerevan, and many
people advise [me] not to intervene, not to hinder them. I do not
see any link between 95-year-old events and current geopolitics in
the region, but that is the reality," Oron was reported as saying.

Earlier Oron lost his ally – Ze’eva Elkin from the Likud Party – in
his fight for the recognition of the Armenian Genocide in the Israeli
parliament when the latter was appointed as head of the coalition.

"Previously he was the leader of the Israel-Armenia inter-parliamentary
group, and we will see how much pressure other coalition members will
exert on him. I will soon talk to him," said Oron.

Armenian President Serzh Sargsyan’s speaking at Woodrow Wilson’s Grave
during a visit to Washington was a brave step, aimed at reminding of
the Treaty of Sevres and Arbitral Award on Turkish-Armenian Boundary
by the United States, said at today’s press conference a political
scientist Stepan Stepanian.

"Laying a wreath at Woodrow Wilson’s Grave was a reminder of the
Treaty of Sevres’ being," said analyst stressing that it’s impossible
to speak about the international recognition of the 1915 Genocide
without territorial claims.

Suggesting that the Armenia-Turkey protocols contain a precondition
about territorial integrity of Turkey and its boundaries, Stepan
Stepanian said he considers the protocols to be not beneficial for
Armenia.

"Actually, genocides will be repeatedly committed if do not eliminate
their effects. Our greatest losses are in 1,5-2 million deaths; we
can’t bring those killed people back to life; however, we’ve lost
the most important thing – most part of our homeland, nearly 90%,
so we have a right to claim compensations," pointed Stepan Stepanian.

Assert US Leadership Role In Promoting Human Rights

ORANGE, Calif.-Representatives of Armenian National Committee of
America – Western Region (ANCA-WR) and the Armenian National Committee
– Orange County (ANC OC) discussed Congressional affirmation of the
Armenian Genocide and a broad range of community concerns during a
meeting with Rep. Ed Royce (R-CA) at his district office yesterday.

The meeting was led by ANCA-WR Chairwoman Aida Dimejian, ANCA-WR
Government Relations Director Lerna Shirinian and ANCA-WR activist
Sylvie Tertzakian.

"Congressman Royce’s support of the Armenian Genocide Resolution not
only reflects his respect and concern for his constituents, but it
is also a testament of his pursuit of justice," stated Tertzakian.

As a long time advocate for human rights and a member of the
Congressional Armenian Caucus, Rep. Royce has been a leading cosponsor
of Armenian Genocide legislation throughout his years in Congress.

Serving as senior member of the House Committee on Foreign Affairs,
he has been committed to working with his colleagues in Congress to
continue building support for H. Res. 252 and ensuring a victory in
the full House.

Immediately following the passage of H. Res. 252 in the House Foreign
Affairs Committee, Congressman Royce issued a statement reinforcing
his support for the measure. "The United States has been a global
leader in promoting human rights around the world," he stated. "On the
issue of the Armenian Genocide, however, we lag behind. History is a
continuum. Yesterday impacts today, which impacts tomorrow. It’s much
harder to get tomorrow right if we get yesterday wrong. The world’s
strength to oppose killing today is made greater by accountability,
for actions present, but also past. It’s weakened by denial of
accountability of past acts. Not recognizing the Armenian Genocide,
as such, weakens us."

Rep. Royce has been a strong supporter of issues of concern to the
Armenian American community throughout his nine terms in Congress. He
has co-hosted the ANCA Armenian Genocide Observance on Capitol Hill
during his tenure, which annually draws hundreds of Armenian Americans
from across the country. The Congressman has persistently written the
President of the United States urging him to use the term "genocide"
when making his annual April 24th address and to help end the blockade
of Armenia by Turkey. For his efforts, the Orange County ANC awarded
Rep. Royce the prestigious "Freedom Award" in 2005.

"Congressman Royce has an unequivocal understanding of the issues
of concern to the Armenian American community," stated ANCA-WR
Chairwoman Aida Dimejian. "We thank him for his active support on
the Armenian Genocide Resolution. His support is exactly the kind of
moral leadership we need to bring America back to the right side on
this important human rights issue," she added.

Rep. Royce represents the 40th Congressional District of California,
covering cities throughout western and northern Orange County. In
1982, he was elected to the California State Senate where he began his
fight for victims’ rights and has continued this fight in the Halls of
Congress since his election in 1992. As a member of the Foreign Affairs
Committee, he is the Ranking Member of the Subcommittee on Terrorism,
Nonproliferation and Trade, a member of the Subcommittee on Asia,
the Pacific, and the Global Environment and the Subcommittee on the
Middle East and South Asia. From 1998 to 2004, Rep. Royce chaired
the Africa Subcommittee. Hearings in 2004 included confronting war
crimes in Africa, reflecting on the Rwandan genocide, the current
genocide in Darfur, and peace prospects in Sudan, the Ivory Coast and
the Congo. Rep. Royce has led several Congressional delegations to
numerous African countries, including his most recent trip to observe
the genocide in Darfur, Sudan.

The Armenian community of Georgia held an action in Tbilisi on
Wednesday, April 14, to collect symbolic 1915 signatures to the appeal
calling on the Georgian leadership to recognize the Armenian Genocide.

The action is dated to the 95th anniversary of the tragedy that befell
the Armenian nation in early 20th century, apsny.ge reported.

Secretary of State Hillary Clinton in Washington.

As the Armenian presidential press service reports, the interlocutors
discussed the perspectives of Armenian-Turkish rapprochement. The U.S.

Secretary of State confirmed President Obama’s call for the
continuation of reconciliation without preconditions. S. Sargsyan
and H. Clinton also discussed issues related to Armenian-American
relations, as well as resolution of the Karabakh conflict within the
frames of the OSCE Minsk Group. During his meeting with U.S.

Congressman Adam Schiff, President Serzh Sargsyan thanked the
congressman for his efforts towards the recognition of the Armenian
Genocide by the U.S. Congress and for the support to Armenia and
Artsakh.

Ohanian, Chief of the General Staff of RA Armed Forces, Gen. Yuri
Khachaturov, and a group of top officers called at the Polish embassy
in Armenia on April 13 and expressed condolences on the tragic demise
of President of Poland Lech Kaczynski, Chief of the General Staff of
Armed Forces Gen. Franciszek Gagor, other senior Polish officers and
officials in the plane crash on April 10.

The press service of the RA Ministry of Derfence reports that
the defence minister and the head of the General Staff signed the
condolence book at the embassy.

‘The country is out of breath because of the lie, since in order to
justify their actions every political force imagines ‘truth’ in the
way which the Armenian society cannot understand. For this reason,
Armenia needs changing of the political generation of the elite,
and the political group which understands this first, will succeed’,
– he said and added that all the presidents of Armenia should come
to consensus. This is their duty in order to prevent split in the
Armenian society, but unfortunately they are not ready, he said and
added he does not want such power changing in Armenia as it happened
in Kyrgyzstan.

All eyes are on the upcoming nuclear summit in Washington, not because
new policies for international nuclear proliferation will be decided,
but for the fate of the Armenia-Turkey protocols, as President Serzh
Sarkisian and Prime Minister Recep Tayyip Erdogan will be among the
participants. Of course, Erdogan was dragging his feet about attending
the summit, acting like a wounded socialite whose dilettante ego was
wounded because the House Foreign Affairs Committee paved the way
for the Armenian Genocide Resolution to be considered by the entire
House of Representatives.

Earlier this week, word came that Sarkisian will meet with President
Obama, while State Department spokespeople said that Obama does not
have a meeting scheduled with Erdogan; however the two will be seated
next to each other at one of the sessions of the summit. Then came
a visit by Erdogan’s envoy to Yerevan with a personal invitation for
Sarkisian to meet the Turkish leader. Sarkisian agreed. But where is
Azerbaijan? Turkey is upset that Azerbaijan was excluded from this
important international summit. The aforementioned envoy went to Baku
to let Ilham Aliyev know that his boss would be meeting with Aliyev’s
arch nemesis, Sarkisian.

On the eve of this summit, the outcome of which can be nuclear indeed,
attention should be focused on the rhetoric from Yerevan and Ankara
leading up to next week.

For the past several months, Armenian authorities have been asserting
Yerevan’s position and garnering international attention. Sarkisian
has gone on record as saying he wants Obama to recognize the Genocide,
that Der Zor was a precursor to Auschwitz, the proposed "historical
commission’ had no business addressing the Genocide and that no
Karabakh peace would be achieved without the acknowledgement of
Karabakh’s right to self-determination.

Meanwhile, Ankara-Erdogan-called back its ambassadors from the US and
Sweden after Genocide resolutions were approved in those countries,
said it would cut ties with the US, threatened to deport Armenians
from Turkey, reasserted that without a Karabakh peace plan that
favors Azerbaijan, the protocols would not go forward, and claimed
there was no Genocide to speak of.

>From the Azeri front came more threats of war, the approval, albeit
with conditions, of the new so-called "Madrid Principles," and a new
interpretation of history by Aliyev when he said Azerbaijan already
ceded control of its territories to Armenia once before, in 1918,
when it allowed the formation of an independent republic.

The stage is set for a dramatic turn of events next week.

Washington’s aim is to bring Turkey and Armenia together and strong
arm their leaders into ratifying the dangerous protocols on the eve
of April 24. We all remember, too well, what happened last year on
April 22, when the "roadmap" was introduced and hailed by the US,
whose leaders’ cowardly efforts to backpedal on campaign promises
have resulted in alienating the Armenian-American community.

The Armenian government, it seems, has been on a path to correct its
regrettable mistake of entering the protocol process and has been
vocal in outlining Armenia’s position on the matter.

In Washington, President Sarkisian should not fall prey to US efforts
of forcing the protocols down his throat and should remember his
assertive statements to Chatham House in London, Der-Spiegel, Euronews,
Le Figaro, and, finally at Der-Zor.

Mr. President, on the eve of the 95th anniversary of the Armenian
Genocide, the Armenian nation is looking to you to honor-and not
deface-the memory of the 1.5 million victims.

On April 10, 2010, Armenian President Serzh Sargsyan signed a decree
on establishment of RA President’s Youth Award in performing arts,
cinema and painting.

Gurgen Baveyan (baritone) was awarded in the nomination for singing,
Eduard Nersisyan (saxophone), Sona Barseghyan (piano), Petros Simidyan
(piano) in the nomination for instrumental performance. Ovsanna
Shekoyan was awarded for a series of paintings titled School, Vahagn
Ghukasyan for a series of paintings titled Idea and Bagrat Balabekyan
for creative search in fine arts and literature. Aram Pachyan (Sevak
Tamamyan) was given President’s Award for his series of short stories.

Ilham Aliyev The Azerbaijani president received a senior Turkish
diplomat in Baku on Friday.

The meeting between Azerbaijan’s President Ilham Aliyev and Feridun
Sinirlioglu, the undersecretary of Ministry of Foreign Affairs of
Turkey, took place at the Presidential Palace.

Sinirlioglu is visiting the Azerbaijani capital to present Turkish
Prime Minister Recep Tayyip Erdogan’s special letter to Aliyev.

Earlier on Friday, Sinirlioglu met Azerbaijani Foreign Minister Elmar
Mammadyarov.

Diplomatic sources said Sinirlioglu would brief Azerbaijani executives
on his meetings in Armenia.

Sinirlioglu earlier this week visited the Armenian capital of Yerevan,
as Erdogan’s special envoy, to meet Armenian President Serzh Sargsyan
and Foreign Minister Edward Nalbandian.
