the world powers’ urgent calls to normalize relations with Armenia
in reasonable terms, an Armenian expert said.

"Turkey debates on the recent statement by U.S. Assistant Secretary of
State but this will hardly change anything. Turkey will continue its
policy toward Armenia," expert at Noravank scientific and research
center Ruben Melkonyan, said when responding to a PanARMENIAN.Net
reporter’s question during today’s press conference.

"Armenian-Turkish talks have reached a deadlock but it would be
incorrect to say that the process will be severed," the Armenian expert
said. "However, judging by public mood in Turkey, I am not optimistic
about the possibility to smooth relations in the near future."

BEIRUT – State Minister Jean Ogassapian called on Wednesday on opening
a new chapter among the Lebanese, as parliamentary elections were
over. He said the people were still committed to the Cedar Revolution
as electoral results have shown. He told Voice of Lebanon radio
station that the obstructing third experience within the Cabinet
failed and March 14 coalition should, therefore, discuss the new
Cabinet’s modalities. He stated that the parliamentary majority would
claim guarantees so to reelect Speaker Nabih Berri to chair the next
Parliament, noting many gaps, in the past period, that should be
examined so to be avoided.

Ogassapian said the electoral outcome has shown that Armenian
representation has moved from a party to another, stressing the
necessity to take this issue seriously into consideration. He signaled
that Ministers have not been informed of any Cabinet meeting set
for this week, but "it was normal to hold a meeting or many before
June 20".

Stressing that the telecommunication sphere in our state starting

viewpoints. First the "France Telecom-Orange" will bring its experience
and variety of services to Armenia, besides that the competition raises
as a result of which only the consumers will win, new investments
are made and job places are created.

Executive Vice-Director of "France Telecom-Orange" company Olaf
Swantee reconfirmed their task to provide qualitative services,
ensure fast and timely internet and phone communication.

"We are glad for working in the Armenian market and assure that those
who make use of our services will not be disappointed," he underscored.

Olaf Swantee presented the "Orange Armenia’s" projects and works
towards the infrastructures of the company and stressed that utmost

The vice director of "France Telecom-Orange" informed that during
2009 the company intends to make 80 million USD of investment aiming

Serzh Adamian on June 4 was re-elected Chairman of the Chamber
of Commerce and Industry (CCI) of the Republic of Khakasia by a
unanimous decision of the CCI Board members and the heads of 76 CCI
member enterprises.

Serzh Adamian has held this post since 1992, ArmInfo news agency
reported. The CCI of Khakasia was founded on his initiative. There
was only one candidate (in the opinion of those present, also the
worthiest one) for this post.

The first Russian-Polish joint venture, as well as Barlows Tractor
Sibir – the representative company of Caterpillar firm (U.S.) opened
with the direct participation of Serzh Adamian. Enterprises of Khakasia
started taking part in regional and international exhibitions and fairs
in Moscow, Novosibirsk, Tomsk, Kemerovo, Barnaul, China, South Korea,
Mongolia, Germany and the U.S.

Serzh Adamian is also the chairman of the Forum of Chambers of
Commerce and Industry of Siberia and a member of the Public Chamber

/PanARMENIAN.Net/ The World Bank (WB) will allow a $25mln credit
to Armenia for the 2nd Education Quality and Relevance Project. A
relevant agreement was signed today by Head of the WB office in Yerevan
Aristomene Varoudakis and Armenian Minister of Finance Tigran Davtyan.

The project is aimed to improve education methods, preparation of
children for primary school and higher education system. It also
envisages improvement of technical equipment in schools and internet
connection in over 400 schools in remote regions.

The Wall Street Journal and the Washington-based Heritage Foundation
think-tank publish an Index of Economic Freedom based on 10
benchmarks – business freedom, financial freedom, trade freedom,
fiscal freedom, investment freedom, monetary freedom, labor freedom,
size of government, property rights and freedom from corruption.

This year, using 2007 data, the index calculates a comprehensive
score for 183 countries. The highest possible score is 100. North
Korea, to cite the lowest grade, scores two – mostly getting on the
scoreboard at all for accommodating the odd foreign investor. India,
the democracy, finishes in 123rd place with a score of 54.4. China,
the dictatorship, finishes in 132nd place with 53.2. Russia, the
kleptocracy, finishes in 146th place with 50.8.

In the top 10, Hong Kong finishes first, for the 15th consecutive
year, with a score of 90.0. Singapore finishes in second place with
87.1. The next eight countries are tightly bunched: Australia (82.6),
Ireland (82.2), New Zealand (82.0); U.S., 80.7, Canada (80.5), Denmark
(79.6), Switzerland (79.4) and the United Kingdom (79.0). Canada and
the U.S. thus finish close to a tie – though U.S. momentum is downward
(fiscal excess) and Canadian momentum upward (a trade agreement
with Peru).

In the 2009 index, the U.S. declined fractionally below its 2008
score, by 0. 3 points. Canada gained fractionally, by 0.3 points. This
divergence will increase. The 2010 Index will capture data from the
beginning of the global meltdown; the 2011 Index will capture the
radical interventions of U.S. President Barack Obama. The economists
and editors of the index warn that the turbulent events of these
years "could severely undermine economic freedoms [in the U.S.] in
the future."

In another international ranking of the same kind, the Washington-based
Cato Institute’s Economic Freedom of the World 2009 report used
different benchmarks: personal choice, voluntary exchange, freedom to
compete, security of property and sound money. (Seventy think-tanks
from around the world participate in Cato’s annual exercise, among
them the Vancouver-based Fraser Institute.) In this ranking, the
highest possible score is 10. In 1980, the global average for 141
countries was 5.1; in 2009, 6.6 – a 30 per cent improvement.

The top 10 countries rankings here come with two notable
differences. Hong Kong (8.94), Singapore (8.8) and New Zealand
(8.5) take the three top places. Switzerland (8.3) finishes fourth
and the United Kingdom finishes fifth. Chile, however, takes sixth,
becoming the first South American country ever to finish in the top
10. And Canada finishes seventh – the first time that Canada (8.05)
has finished ahead of the U.S., which tied with Australia (8.04)
for eighth. Ireland (7.92) finishes 10th.

In 2000, the Cato index put the U.S. in second place, trailing
only Hong Kong. In 2008, it placed the U.S. toward the bottom of
the pack. The authoritarian American approach to the global economic
crisis will almost certainly knock the U.S. from the top 10 countries
that have the best record of protecting economic freedoms.

In placing Canada ahead of the U.S., the Cato index anticipated the
downward slide of the U.S. – memorably noted last month by three
economists who compared the performance of the two economies against
six benchmarks.

In their commentary, published in The Washington Post, Fraser Institute
senior economists Jason Clemens and Niels Veldhuis and Cato Institute
economist Chris Edwards noted that Canada – long dismissed by American
conservatives as Banana Republic socialists – has "cast off the
stereotypes." In essence, these economists suggested, Canada has
already replaced the U.S. as the pace-setting North American economy.

Spending: Government spending in Canada hit its highest level, at 53
per cent of GDP, in the early 1990s. It has since fallen to 40 per
cent. In the U.S. , on the other hand, government spending has risen,
reaching 39 per cent in 2008 – a number, the three economist say,
which is now likely to jump higher.

Debt: Canada cut its debt from 71 per cent of GDP in 1995 to 32 per
cent in 2008. U.S. federal debt will rise from 41 per cent of GDP in
2008 to 60 per cent in 2010.

Social Security: The Canadian Pension Plan is solvent. The U.S. program
is vastly underfunded.

Federalism: Canada has ceded power to the provinces. The U.S. is
getting more centralized.

Corporate taxes: Canada has cuts its corporate tax rate from 28 per
cent to 15 per cent and the provinces are moving to cut theirs. The
U.S. is increasing corporate taxes.

Individual taxes: Canadian personal rates have moved down. U.S. rates
will move higher (when the George W. Bush tax cuts expire in 2010).

Clemens, Veldhuis and Edwards suggest that the Democrats, who
now control Congress, would do well to copy the "socialists" to
the north. If so, they might avert the embarrassment (among other
consequences) that goes with a Banana Republic economy.

In the 2009 Index of Economic Freedom, the U.S. runs 10 points behind
the leader (Hong Kong). If the U.S. fell a further 10 points, it would
tie with Armenia in 30th place. This is no proper place for the United
States, for so long – however imperfect – the land of the free.

Armen Orujyan, PhD, 35, of Los Angeles, California will serve as a
member of the Steering Committee of United Nations Global Alliance for
ICT and Development, effective May 1, 2009, announced the United
Nations.

`I am honored to serve the mission of the United Nations Global
Alliance for ICT and Development,’ said Orujyan, adding, `I feel
privileged to have the opportunity to help set an agenda focusing on
the parts of the world that lack the tools and resources necessary for
equal access in participation and contribution to global
prosperity.’

Orujyan is the founder of Athgo International, a non-profit
organization that engages young people in entrepreneurship to promote
sustainable enterprise development.

`He recognizes the potential of information and communication
technology in equipping young people with the tools to succeed in the
modern world and has initiated creative projects to turn this
commitment into reality," said the UN Under-Secretary-General Cheick
Diarra.

A champion for youth through his work with Athgo, Orujyan was also one
of ten people last year selected from around the world to serve as
e-Leader for the UN Committee on Information and Communication
Technologies (ICT) and Youth.

Established in 2006 and approved by the UN Secretary-General Kofi
Annan after comprehensive worldwide consultations with experts from
government, private sector and academia, GAID will provide a global
forum to address cross-cutting issu es related to ICT in development.

Currently, UNDESA-GAID explores how `ICTs and innovation can be
harnessed to meet key global challenges such as poverty eradication,
the financial crisis, climate change, governance and mainstreaming
gender.’ The Steering Committee comprised of 12 members will
provide executive direction and priority setting for the initiative,
as well as oversight and guidance to the secretariat.

`I have no doubt that he will bring a lot of expertise, energy and
ideas to the Global Alliance for ICT and Development in its pursuit of
the use of ICT to achieve the Millennium Development Goals," said

INCREASED power in his right arm to go with his lethal left has Vic
Darchinyan feeling confident as he resumes his quest for all-time
boxing greatness.

Undisputed super-flyweight champion Darchinyan flew out of Sydney
yesterday in preparation for his title challenge against Ghana’s IBF
bantamweight world champion Joseph Agbeko in Florida on July 11.

A victory would bring him his fifth major world title belt, exceeding
the Australian record he shares with fellow overseas-born fighter
Kostya Tszyu.

It would also make him a three-division world champion, equalling
the Australian record of Jeff Fenech, his former trainer.

Darchinyan, who will not vacate any of his three flyweight titles
until after the Agbeko fight, emphasised he wasn’t specifically
trying to beat the records of Fenech and Tszyu, but was striving for
a permanent place in boxing history.

"Maybe I will stay for a year at bantamweight and unify the titles,
but I want to move up and to win more world championships at different
weights," Darchinyan said. "I want to go down in the history of boxing.

"I want people to remember me, not only at the time while I’m boxing,
but after I retire, I want to be one of the best of all time."

Darchinyan’s manager, Elias Nassar, revealed his charge was poised
to participate in a number of "multimillion-dollar" bouts provided
he beats Agbeko, who has a record of 26-1 (22 by knockout).

Renowned for his sledgehammer left hand, which is responsible for most
of the 26 KOs in his 32-1-1 record, 33-year-old southpaw Darchinyan
said he had been focusing on his right hand for his coming fight.

"People are talking because I am moving up to bantamweight that my
power isn’t going to be enough, but that’s why I want to go to America
and be more focused on my training and show the world my power is
more than enough for bantamweight," Darchinyan said. "Everyone knows
I’ve got a lot of power in my left, now with all my sparring I’m more
focused on my right and I can feel my right hand is very powerful now,
too, and my sparring partners are saying that I am punching harder
with my right."

Darchinyan is leaving nothing to chance as he chases another world
title.

He is leaving for America 10 days earlier than usual and hopes to
spar with a number of top-class fighters in there, including current
WBA featherweight world champion Chris John, who has a title rematch
with Rocky Juarez in Los Angeles on June 27. "My preparation has been
very good, I feel like I’m at the top and ready, but there’s still
five-and-a-half weeks to go," Darchinyan said.

"I am going to take it a little bit easy and not push too much,
I don’t want to be overtrained.

"I’ve never spent so long in America. I normally go one month before
but I want to focus on my fight."

Nassar said Darchinyan had never prepared as well for any fight,
heading into his fourth consecutive headline bout on American cable
television network Showtime.

"He looks incredible with his speed and power and extra weight,
I’m actually very scared for Agbeko," Nassar said.
