Armenia’s FM to meet with OSCE Minsk Group co-chairs

Armenia’s foreign minister Edward Nalbandyan is attending New York
from 25 to 29 September to partake in the 64th United Nations General
Assembly.

Foreign Ministry’s press-office reports that within his visit
Mr. Nalbandyan will speak at the UN Assembly and meet with UN
Secretary-General Ban Ki-moon. Armenian FM will also meet with
counterparts from some countries as well as with OSCE Minsk Group
co-chairs.

Democratic Assemblyman Paul Krekorian was the top vote-getter in Tuesday¹s
special election to fill a vacancy on the Los Angeles City Council and will
now move on to a runoff election Dec. 8.

He will go head-to-head with former California Film Commission Chairwoman
Christine Essel, who finished second in Tuesday¹s election for L.A.¹s 2nd
Council District.

A Krekorian victory could temporarily leave the 43rd Assembly District,
which covers Glendale and Burbank, without a representative.

While Krekorian rode to a strong performance on a wave of support for his
legislative work promoting renewable energy and local film production, among
other causes, the runoff election is expected to be fiercely competitive,
observers say.

Of the 14,525 ballots cast in the district, which sweeps across the San
Fernando Valley from Sherman Oaks to Tujunga, Krekorian won more than 4,929
voters, 34% of the field, compared with 4,104 for Essel, 28%, according to
the Los Angeles city clerk.

That result was in a race with 10 candidates and in an election where 12% of
the 123,750 registered voters cast ballots, leaving room for each of the
runoff candidates to gain ground.

Essel and Krekorian were by far the top fundraisers in the initial race, but
Essel¹s total, which reached the city¹s $330,000 threshold by Sept. 18,
towered over Krekorian¹s collections of $157,870, a figure that on its own
was nearly double the next-best fundraiser¹s total of $81,536, according to
the latest figures published by the Los Angeles City Ethics Commission.

The third-place fundraiser, who also finished third in the election with
1,871 votes, was Los Angeles Unified School District Board of Education
member Tamar Galatzan.

Although many expect Essel, a former Paramount Pictures executive, to rake
in major contributions leading up to the runoff, Krekorian showed Tuesday he
was able to not only withstand a barrage of mailers and commercials funded
by the Essel camp, but capable of coming out on top.

His strong showing will likely increase interest in his Assembly seat, as
Democratic and Republican hopefuls have already begun planning for campaigns
should Krekorian win.

Assembly hopefuls will not be able to file for candidacy unless Krekorian
wins and Gov. Arnold Schwarzenegger declares a special election to fill his
seat, according to the secretary of state.

Schwarzenegger would have to make his declaration within two weeks of the
seat being vacated and would likely call for an election in early 2010.

Still, the race remains uncertain and may come down to which candidate is
able to win over the support of voters who cast ballots for Galatzan or
fourth-place finisher Mary Benson, both of whom were popular in the
Sunland-Tujunga area of the council district, observers said.

Smyth congratulates stores for helping victims

Station fire victims need support, and some local businesses have stepped up
to answer the call, said Republican Assemblyman Cameron Smyth, who at a news
conference Thursday in Sylmar commended Home Depot for its outreach efforts.

Home Depot is offering ³How-To² clinics Saturday from 9 a.m. to 5 p.m. in
Sylmar, where they will be giving 10% discounts to visitors affected by the
wildfire and will advise them on how to best protect their homes in the
future. Store clerks will also explain useful materials and garden
installations.

³What they are doing is certainly above and beyond,² Smyth said.
³Communities pull together when we have tragedies, and to have corporate
friends step in as well helps ease the burden on families that are
impacted.²

Home Depot donated more than $15,000 in products to local fire and relief
efforts during recent Southern California wildfires and is among the series
of corporations who have stepped up to offer assistance in response to
recent blazes, Smyth said.

A major point Home Depot workers plan to emphasize is the importance of
fire-resistant plants that can be used as a buffer between homes and
oncoming flames, officials said.

Los Angeles County Supervisor Mike Antonovich last week announced a
toll-free hotline for homeowners affected by the fires seeking advice on
engineering and other property-related issues.

The hotline, operated through the county Department of Public Works, is
staffed by qualified personnel who can answer questions regarding erosion,
mudflows and other issues, according to the announcement.

The toll-free hotline is (800) 214-4020.

And earlier this week, Republican Assemblyman Anthony Adams toured a La
Crescenta neighborhood to ask residents and area officials about how they
were affected by the Station fire and what they learned from being
threatened by flames.

Adams joined local business and community leaders for the discussions.

Meeting clarifies the state¹s sex offender laws

Republican Assemblyman Cameron Smyth held a town hall meeting Thursday in
Tujunga to clarify the implications of the state¹s restrictions on sex
offenders living near schools.

Tujunga residents submitted multiple complaints to Smyth¹s office since the
start of the year related to eight sex offenders found to be living near
schools, Smyth spokeswoman Chris Ward said.

Those offenders have since been moved, but residents remained confused about
the state¹s laws, he said.

Some offenders¹ crimes are not related to pedophilia, so they have no
restrictions on their proximity to schools, contrary to what residents
believe, she said.

Press department of the ministry told Armenpress that the vice
prime minister also informed that the process of recognizing Yerevan
mayor as a new contract party of "Yerevan Jur" company’s management
contract has ended. This change is agreed with the formation of new
administration system of Yerevan. The vice prime minister expressed
hope that the cooperation with Yerevan mayor will be effective, will
give an opportunity to more quickly respond to running issues and
increase the quality of services provided to the public, pointing
out that it is one of the priorities of the government.

The vice prime minister noted that the Water Economy Committee of the
Armenian Territorial Administration Ministry as a state authorized body
of the sphere, will continue following the programs carried out by the
company. Armen Gevorgyan, positively assessing the cooperation with
the Committee, expressed hope that this tendency will be maintained
in the cooperation with the municipality as well.

Pier Bruney welcomed the change made in the contract and expressed
hope that their cooperation with the municipality will be effective.

Unlike the previous government, the current Armenian government states
without any complex that this situation is right. The expert at the
Armenian Center for National and International Studies Manvel Sargsyan
who on September 22 participated in the discussion organized by the
Civilitas foundation on the Armenian and Turkish relations points
out the differences of the present and past government.

Manvel Sargsyan notes that if the previous government tried to say
that we needed to avoid a possible war because this is good the other
is bad, so the current government only says that what it does is good.

"This means that people are sure that those people are either to
be respected or are to be talked to in a completely different way. I
think this situation today has been formed because the society does not
have principles. Concerning the Karabakh issue, everyone said that it
does not regard to the territorial integrity of Azerbaijan but at the
same time, they say the settlement should be based on compromises. In
the U.S., Europe and Russia they understood very well that they can
talk this way to the Armenian people. The same goes for today. Why do
you not demand the president’s resignation? This is enough for the
U.S. to understand that if it is more convictive the governmental

Levon Ter-Petrosyan is an ambitious person. It is not serious to say
I will promote my candidature if Kocharyan promotes his one. This
means that his struggle is only against Kocharyan, the parliamentary
member from the Republican faction Eduard Sharmazanov commented on
Levon Ter-Petrosyan’s statement.

According to Sharmazanov, Congress’s rating is falling and now they
want to keep the unsatisfied electorate until 2012 parliamentary
election.

Sharmazanov commented also on the statement of the former foreign
minister Vardan Oskanian that there were such proposals on the
Karabakh and Armenian and Turkish issues but they refused them all
because they are unacceptable for Armenia. Sharmazanov said nothing
is crueler than refusing office. Oskanian’s statement is not correct.

The British Government considers the aligning with Europe as one of
the important decisions of the Azerbaijani government.

Speaking at the Center for the Strategic Studies under the Azerbaijani
President, Caroline Brown, British ambassador to Azerbaijan, said that
the United Kingdom (UK) is pleased to see Azerbaijan’s growing
integration into the international community and considers aligning
with Europe as one of the important decisions of the Azerbaijani
government.

According to Brown, one of principle directions of London’s foreign
policy towards Baku is the establishment of mutual trust.

"Azerbaijan is one of the UK’s leading partners. In 2005, exports from
Azerbaijan to the UK amounted to 4.2 million pounds sterling," the
ambassador said.

Azerbaijan is the second largest importer of the UK goods. "Relations
between the two countries are much wider and deeper than the ties at
the governmental level. These are the cultural ties and language,"
Brown added.

According to Brown, the main objectives of the British foreign
policy’s strategy is to fight against terrorism, to ensure
non-proliferation of nuclear arms and economic development at the
international and regional level, to prevent and resolve territorial
disputes, including the Nagorno-Karabakh conflict. "The UK is
interested in rapid resolution of the conflict," the ambassador added.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding
districts. Azerbaijan and Armenia signed a ceasefire agreement in
1994. The co-chairs of the OSCE Minsk Group – Russia, France, and the
U.S. – are currently holding the peace negotiations.

The Governor of Ulianovsk gave a shortlist of those cooperation
arrangements reached with Shirak marz in the field of mechanical
engineering, agriculture and processing industries, as well as in
textile industry, construction and mining. A special emphasis was
placed on cultural and humanitarian cooperation on either side.

The parties also spoke about the possibility of having Armenian pilots
trained in Russian higher educational institutions.

The first signs of competition are appearing in Armenia’s internet
wholesale market. If so far the wholesale internet trade was
centralized in the hands of two companies, ArmenTel CJSC and FiberNet,
within the next month one more player, GNC Alfa Company, will appear
in the market.

This fact gives hope that finally, internet will be available in all
of Armenia, and the costs will be reduced to reasonable amounts. GNC
Alfa has already been granted a Public Telecommunications Network
License from the Public Services Regulatory Commission of the Republic
of Armenia.

GNC Alfa has already a constructed fiber-optic network, which stretches
along the Iran-Armenia gas pipeline. Soon construction of one more
cable to Georgia will begin. The latter will stretch along the roads
and the pipelines; construction is planned to be completed within
18 months.

According to the Minister of Transport and Communication of
the Republic of Armenia Gurgen Sargsyan, the new Armenia-Georgia
fibre-optic cable will meet both the present and future increasing
demand for internet, it will improve competitive atmosphere in
the field, and it will lead to a reduction in fees associated with
internet services.

Today Armenia only has seven exit-channels to the international
communication. One of the internet cables stretching to Georgia
belongs to FibreNet; the others, to ArmenTel.

will digest the Mar 1 (disorders in Yerevan Mar 1-2 2008) they are
mistaken, the first president of Armenia Levon Ter-Petrossyan said
during a rally of the Armenian National Congress today.

The ANC is firmly resolved to find out what actually happened
Mar 1-2 2008 and make responsible all those guilty. Mar 1 is still
undisclosed just like Oct 27 (terrorist act in the Armenian parliament
in 1999). For the past 1.5 years the police, the special investigation
service, the office of the prosecutor general and courts have been
doing nothing but cynically coverng up the truth.

Today, Armenia is experiencing deep political, economic and social
crisis.

And this crisis is getting even deeper.

Ter-Petrossyan said that the release of all political prisoners served
the interests of the Armenian people and Nagorno-Karabakh as most
of the prisoners are liberators of Nagorno-Karabakh and the present
attitude of the Armenian authorities towards those people is treason.
