Championships qualifying group after this heavy defeat in Yerevan
yesterday. Don Givens’ side have yet to win a game in this campaign

Armenia were the basement side in the group, but a hat-trick by Henrikh
Mkhitaryan helped them leap-frog an Ireland side missing key players
Owen Garvan, Seán Scannell and James McCarthy.

"It was by far the worst performance I can remember given the ranking
of the opposition. It’s as poor as I’ve been involved with," said
Givens.

Mkhitaryan first found the net on the half-hour after collecting a
pass from Hovhannes Goharyan before slotting home past goalkeeper
Shane Redmond.

The Metalurg Donetsk striker made it 2-0 in the 61st minute after a
one-two with Edgar Malakyan carved open the defence.

Cillian Sheridan gave Ireland hope four minutes later when he jumped
above goalkeeper Edvard Hovhannisyan and headed home Séamus Conneely’s
cross.

Bate Borisov striker Goharyan finished the game off 10 minutes later
after he fired into the top corner following a swift counterattack.

Mkhitaryan made it 4-1 from the penalty spot after Malakyan was taken
down by Oyebanjo in the 81st minute.

Dr. Judson King, the Interim Chair of the American University of Armenia
Board of Trustees, is pleased to announce that Dr. Haroutune Armenian
continues serving as President of AUA up until a yet-to-be-identified point
in 2010 when the new president will start.

He shares with the AUA community that the presidential search is going well,
but will be completed on a timescale such that a new president will start at
some point during 2010.

Russia is doing everything possible to bring about a settlement of the
Nagorno-Karabakh conflict, said Russia’s Ministry of Foreign Affairs
spokesperson Andrei Nesterenko on Tuesday, reports Azerbaijani news
source News.Az.

He was asked at a foreign ministry press briefing to comment on
Russia’s mediatory role in settling the Armenia-Azerbaijan conflict
over the Republic of Nagorno-Karabakh.

"We are doing everything that depends on us to help all parties resolve
the problem in the interests of the people living in Nagorno-Karabakh,"
Nesterenko said.

"This is not a new problem. It has many facets, it is sensitive and
fraught with emotions and recollections of tragic events. For our
part, through our involvement in the negotiations process, we are
doing everything possible to achieve results…"

ArmInfo. The Public Services Regulatory Commission (PSRC) hsa postponed
for a month the consideration of non-issue of number capacities by
ArmenTel company to VoIP providers (internet-telephony operators).

The relevant decision was taken in connection with ArmenTel
objections. According to the draft decisions, it was envisaged
on impose 20 mln AMD penalty on ArmenTel for non-issue of number
capacities to 5 operators – "Zangtelecom", "Cascade Telecom", "Unitel",
Hi-Tech Gateway, as well as to the private entrepreneur Hayk Baldryan.

ArmInfo. France will no longer accept refugees from Armenia, Turkey
and Serbia.

Le Monde reports that the key argument of OFPRA (the French Office for
the Protection of Refugees and Stateless Persons) is that Armenia,
Turkey and Serbia comply with the freedom and democracy principles,
are constitutional states and respect human rights and fundamental
freedoms. Georgia was also in the list but was later removed.

Thus, the representatives of the above mentioned countries are
actually deprived of the right to apply for shelter in France and
can be expelled from the country before the court takes the decision.

People can continue to eat pork, journalists should get their
information from specialists only, and the general public shouldn’t
resort to panic, said Republic of Armenia Chief Infection Specialist
Ara Asoyan at today’s press conference on the A/H1N1 flu virus. In
Asoyan’s words, the swine flu, like any other epidemic, is accompanied
by a state of panic.

`The situation is nearing a state of psychosis. People search for
Tamiflu and masks. I want to state once again, that in the case of
this flu, Tamiflu is prescribed only to the seriously ill,’ the
infection specialist emphasized. As for deaths resulting from swine
flu, which have been recorded abroad, Asoyan stated, in those cases,
the illness was primarily `accompanied by pneumonia.’
It is not necessary to wear medical masks, according to the
specialist, but `if they want to, let them wear it.’

Continuing, Asoyan stated that, in other countries, people wear masks
also in case of an ordinary flu. At the same time, he asked the
population to be attentive to all symptoms of the flu: `If there is
even a slight temperature, a runny nose, don’t go to work, don’t send
children to school and to kindergarten, go to your doctor.’ But that
doesn’t mean that there is an epidemic in Armenia, the specialist
emphasized.

He also stated that the prices for medications and masks are kept
under control. In case of a rise in the cost of medication, the
ministry will invite heads of import companies and will take the
appropriate measures. Besides, if necessary, citizens who have turned
to hospitals may receive all the necessary medication.

According to Asoyan, there are currently 5 suspected A/H1N1 cases. As
announced by the chief infection specialist, `there will be tests,
results, [and] we will announce them.’

`There is an enviornment of work in the infection hospital. If
journalists don’t bother us too much, we can do our work,’ concluded
Asoyan.

each other, according to Alexander Tsinker, director of East European
States & CIS. Institute, member of the Knesset in 1999-2003.

"Armenia and Israel will still face a great number of difficulties on
some historical issues, specifically the Armenian Genocide," he said.

Dr. Tsinker said two geopolitical axes formed in the region. On the
one hand, it’s Russia, Armenia, Syria and Iran; on the other hand,
it’s U.S., Israel, Turkey, Azerbaijan and Jordan.

"Under the circumstances, Israel and Armenia are on the different
sides of the barricades. Any attempt at dialogue between Armenia
and Israel are perceived by Turkey and Iran as disloyalty," he said,
Caucasian Knot reports.

The sixth swine flu case has been registered in Armenia. The infected
person was again detected at the airport. A Turkish citizen arrived
in Armenia from Istanbul last afternoon.

The citizen was immediately taken to the Infection Clinic of Nork
to undergo necessary medical examination. The examination proved the
existence of H1N1 virus.

The specialists assess the patient’s condition as satisfactory. He
is also treated with Tamiflu.

ArmInfo. Armenia will fully transfer to the digital TV and radio
broadcasting till 2015, Economy Minister of Armenia Nerses Yeritsyan
said at Thursday briefing.

According to him, this provision is based on the concept of transfer
to the digital television and radio broadcasting approved by the
Armenian government on November 12. N. Yeritsyan also said we shall
have to refuse of the analogue technologies by that time, as they
are not able to assure further development of the broadcasting system.

Digitization will allow to efficiently use the radio frequencies and
significantly extend the technical capabilities of broadcasting.

Moreover, it will make the Internet- communication more available
and will assure high-quality video image and sound. Interactive
broadcasting technologies will also be implemented due to digitization,
the minister said. As he said, by preliminary estimations, Armenia
will need about $200 mln to fully transfer to the digital TV and
radio broadcasting. Part of funds will be invested by the state and
another part will be attracted due to the technical assistance by
the donor-countries and international organizations, Yeritsyan said.

According to the minister, it is scheduled to organize public debates
till late, 2009, as well as pass alterations to the current legislation
till summer, 2010, develop a technical plan and licensing terms. The
minister said that it is scheduled to preserve 6-10 TV channels and
some Radio channels free-of-charge within the frames of the social
package, while the rest will be paid. It is scheduled to start the
first stage of digitization by the grant funds at late, 2010, as well
as implement HDTV experimentally, the minister said.

The opposition Armenian Revolutionary Federation (Dashnaktsutyun)
has secured a crucial government endorsement of its proposal to
essentially ban Turkish and other foreign companies from buying land
in Armenia’s border regions, it emerged on Wednesday.

The Armenia constitution and other laws do not allow foreign citizens
to own land anywhere in the country. However, the ban does not extend
to companies and other legal entities owned by foreigners.

Under a package of amendments to the Armenian Land Code drafted by
Dashnaktsutyun, those entities would need a special permission from
the government and the Defense Ministry to buy plots of land located
up to 25 kilometers from the borders.

Dashnaktsutyun lawmakers acknowledged on Wednesday that the amendments
are connected with the possible reopening of the Turkish-Armenian
border. The nationalist party has long warned that an open border
could hurt the Armenian economy and jeopardize the country’s national
security.

"It’s not just about Turkey and Turks," said Ruzan Arakelian. "It’s
a matter of national security. A country is protected by its border
regions, and our border regions can be at risk at any moment. You
can acquire land not only through war."

Another Dashnaktsutyun deputy, Ara Nranian, said Turkey itself
restricts foreign ownership of land. "In Turkey, ownership of land
by foreign organizations is not allowed without the military’s
permission," he told RFE/RL. "Things are even stricter there."

In a letter sent to the National Assembly last week, Prime Minister
Tigran Sarkisian described the Dashnaktsutyun bill as largely
"acceptable" but said the Armenian government believes the proposed
restrictions should be even tighter. He said they should cover not
only land but also all "facilities needing special protection."

What is more, that would apply to such facilities located all over the
country and not only border areas, according to a copy of the letter
obtained by RFE/RL. Sarkisian also confirmed that the government is
now looking into relevant Turkish legislation.

In an interview with RFE/RL late last month, Justice Minister Gevorg
Danielian said the increasingly real prospect of border opening
necessitates changes in Armenia’s criminal, civil and land codes.

"When we study [Turkey’s] domestic legislation, we understand that
whether we want it or not, from the viewpoint of a proper protection
of the country’s security and citizens’ rights and freedoms, there
will emerge a need to revise legislation," he said.
