This morning Prime Minister Tigran Sargsyan visited Spitak, where
he laid a wreath at the memorial to the victims of the devastating
earthquake of 1988. The Prime Minister later left for Vanadzor, where
he participated in a candle-lighting ceremony at St. Harutyun Church.

The Prime Minister was accompanied by the Minister of Urban
Development, Vardan Vardanyan and the Minister of Labor and Social
Affairs, Mkhitar Mnatsakanyan.

The Minister of Urban Development assured that "400 families will be
provided shelter in Spitak and Vanadzor in 2010." According to him,
there will be no homeless families in the earthquake zone by 2012.

During the first eleven months of 2009, the RA Ministry of Finance has
awarded 17 licenses to organize gaming operations for profit and 5
casino, or gaming parlor licenses. During the same period 37 gaming
and 9 casino licenses were found expired.

>From January-November, 2009, 35 gaming, 1 casino and 1 lottery
licenses were revoked and 24 gaming operators, 1 casino and 2 lottery
operators were given official warnings.

The Ministry of Finance also reports that over 14 million AMD in fines
were issued against gaming operators and 7.7 million issued against
casinos.

>From January 1 to December 1, 2009, 1.08 billion AMD in taxes were
collected from all such operations in Armenia. As of December 1, 2009,
97 gaming licenses, 11 casino licenses and 4 lottery licenses are in
effect.

According to the news from SBS radio last Friday on the Assyrian
program, that arguments over a proposed monument in Sydney suburb of
Fairfield has mounted to diplomatic level.

The regional Secretary of the Assyrian Universal Alliance (AUA), Mr.
Hermiz Shahen has proposed a monument to be put on public land to what
he calls the victims of the Assyrian Genocide.

Mr. Shahen said during an interview with SBS Radio `Our people need
reconciliation, they are asking the Turkish government to some how
admit the wrongdoing against our people because if they don’t admit
it- then we are exposed to further genocide as its happening now in
Iraq and repeated itself in 1933′.

On the other hand the Turkish consul general in Sydney, Mr. Renan
Sekeroglu has denied there was any genocide against the Assyrians.

Although he admitted there were tragedies on both sides in a war
during the last years of the Ottoman Empire. He went further by saying
that he will contact the Fairfield Council to lodge an objection to
the proposed Assyrian monument.

Mr. Sekeroglu said during an interview with SBS Radio "I am afraid
that if such proposals bear fruit then it will create a climate of
hostility and it will also contradict the environment of historically
friendly relations between Turkey and Australia’.

The Fairfield council says `it’s taking into consideration all angles
before making a decision on the 4.5 meters sculpture that looks like a
hand holding up the globe’.

Fairfield Council will decide whether to permit the monument or not on
December the 15th.

Mr. Shahen encouraged on the Assyrian program all the freedom loving
people to support the application made by the AUA at Fairfield City.
Mr. Shahen said;
`It is an undeniable fact that over 750,000 Christian Assyrians lost
their lives in this genocide. The depopulation of Greek, Assyrians and
the Armenians was part of parcel of Turkey’s policy of eliminating the
Christian minorities. Efforts to encourage Turkey to face this
historical reality will help move forward the process of
democratization in that nation. It will as well, help to guarantee
that Turkey understands its contemporary obligations to protect both
the human and collective community rights of its minority populations
and to prevent any future genocide.’

with Arab countries, on the contrary, the centuries-old friendship,
deep mutual respect between our peoples are a very important basis for
development and expansion of our relations, Armenian Foreign Minister
Edward Nalbandian said at a joint press-conference with his Arab
counterpart Anwar Gargash, Saturday.

The minister pointed out that Armenia wants further development of its
relations with Arab countries, and this is proved by the recent state
visit of Armenian President Serzh Sargsyan to Kuwait.
Nalbandian also recalled the visit of Syrian leader Bashar Asad to
Armenia, as well as numerous visits at the level of ministers.

The Armenian foreign minister recalled that there are 4 Armenian
embassies in Arab countries and expressed hope that 2 more Armenian
embassies will be opened in 2010, one of them in Kuwait.

Nalbandian also pointed out that numerous joint projects are being
implemented. He said that in 2010 the mutual visits will continue at
various levels and stressed that this demonstrates the mutual striving
of Arab countries and Armenia to consolidate their relations.

Robert Wexler, chairman of the House of Representatives subcommittee
for Europe and the Turkey friendship group, and a member of the
congressional taskforce on Azerbaijan, will be succeeded in his
capacity by a pro-Armenian congressman.
According to Wexler’s office, his successor is Bill Delahunt, who is
known for maintaining friendly ties with the Armenian diaspora.
The outgoing lawmaker is stepping down as congressman to head the
Center for Middle East Peace.
Delahunt is known as a supporter of Armenian initiatives and is one of
the backers of the congressional bill supporting claims on the alleged
World War I-era genocide of Armenians in Ottoman Turkey.*

President Serzh Sarkisian has consented to returning Nagorno-Karabakh
to Azerbaijan in exchange for international support for his
illegitimate rule, the opposition Armenian National Congress (HAK)
said on Friday.

Levon Zurabian, the HAK’s central office coordinator, argued that
Armenia for the first time recognized territorial integrity as a
key principle of resolving the Karabakh conflict during this week’s
ministerial meeting of the Organization for Security and Cooperation
in Europe.

"The most important international mechanism for ensuring
Nagorno-Karabakh’s independence can be deemed shattered," he told a
news conference. "Armenia has acknowledged that the Nagorno-Karabakh
conflict must be resolved within the framework of Azerbaijan’s
territorial integrity."

Zurabian dismissed as "ridiculous" Foreign Minister Edward Nalbandian’s
arguments that the Karabakh-related statements adopted by the OSCE
member states, including Azerbaijan, also cite the principle of
self-determination of peoples. He said Karabakh’s predominantly
Armenian population will only be allowed to determine the degree of
its autonomy within Azerbaijan.

"It turns out that Mr. Nalbandian doesn’t know that Azerbaijan has
agreed to that ever since the times of [the late President] Heydar
Aliyev," said Zurabian. "Azerbaijan has always been willing to solve
the conflict on the basis of the principle of self-determination, while
saying that the Karabakh people’s right to self-determination shall
be limited by the principle of Azerbaijan’s territorial integrity."

Zurabian added that the Armenian authorities are trying to "deceive"
the population with their upbeat statements in order to conceal
their "evident defeat" in the Karabakh negotiating process. "Having
no popular support, they have to make deals with the international
community," he charged. "The international community has made some
overtures to Armenia’s leadership in return for this position adopted
by it."

Zurabian further dismissed government loyalists’ arguments that the
HAK’s top leader, former President Levon Ter-Petrosian, himself
expressed readiness to place Karabakh back under Azerbaijan in a
1992 interview with a Russian newspaper. He said the remark was
a diplomatic ploy aimed at changing the balance of forces in the
conflict zone which was unfavorable for the Armenian side at the time.

"During that period all statements by Ter-Petrosian were aimed at
ensuring a political and information cover for military operations,"
said Zurabian.

according to a recently conducted research related to Armenian migrant
workers in Turkey.

`A majority of women are critical of their husbands’ behavior and say:
`Why, in that case, do they let us work with Turks?” said coordinator
of Armenian-Turkish projects at the Eurasia Partnership Foundation
Artak Shakaryan, presenting the results of an analytical study `Ethnic
Armenian Migrant Workers in Turkey’.

The study, for example, cites the data of the Statistical Agency of
Turkey, according to which 17,549 citizens of Armenia received visas
to enter Turkey in 2000, and 14,672 returned to Armenia that year. A
total of 2,877 citizens of Armenia stayed in Turkey in 2000.

`In the period of 2000-2008, nearly 6,000 people left for Turkey and
chose to stay there. To this we should add the potential outgoing
migration in the 1990s and multiply it by two. It means that nearly
20,000 migrants from Armenia live in Turkey today,’ says Shakaryan.

Ninety-four percent of Armenian migrant workers in Turkey are women
and 150 in-depth interviews conducted among them show that women in
the neighboring country work as cleaners, baby-sitters, housekeepers,
sellers. Many also work at garment factories.

Women receive wages of up to $600 per month. They choose Turkey
because it is easier to get there, unlike other countries. They pay
only $15 to get a visa and $80 for a coach ticket.

Interviews conducted as part of the research are mainly anonymous. A
number of Turkish employers and state officials were also interviewed.

`Both Turks and Armenians think that their moral values are very close
to each other’s and the attitude of Turks towards Armenians is
essentially different than towards Moldovan or Russian women,’ says
Shakaryan.

According to him, for migrants today the problem is their children,
who do not attend school. Under Turkish legislation, only legally
residing people and citizens of Turkey have the right to attend public
schools in Turkey.

`Newborn children are also a problem. Such children usually have no
legal birth certificates. In fact, if they are taking the child into
Armenia they cannot cross the border. Armenian children born in Turkey
remain hostages,’ says Shakaryan.

The analytical study was commissioned by the Eurasia Partnership
Foundation and conducted by Istanbul-based Armenian analyst Alin
Ozinoglu, in the period from April to August 2009.

Shakaryan says that the issue of prostitution was also studied. It is
mainly pointed out that Armenian women are not competitive with
Slavonic-looking women. But there is also a psychological thing – an
Armenian prostitute for a Turkish man is a different thing. Many
Georgian prostitutes introduce themselves as Armenians in order to
make more money.

`This research exposes a number of problems. Our goal is to show to
the society the situation of Armenian migrants in Turkey. It is also a
step towards a better understanding of Armenian-Turkish problems and
presenting them to the Armenian-Turkish commission to be set up in the
future,’ Shakaryan told ArmeniaNow.

The foreign minister of Armenia Edward Nalbandyan presented
to the participating countries of the 17th sitting of the OSCE
foreign-ministers council during his speech all the violations of the
international responsibilities connected with the armed limitations
by Azerbaijan, the sometimes repeating military statements. He also
mentioned, that they can also be underlined for the violation of the
law according to which no force or force menace principles can be
used against no one.

Minister Nalbandyan touched upon the settlement process of the Armenian
– Turkish relations. He accented the importance of the ratification of
the resolutions between Armenia and Turkey. "The ungrounded crawl of
the Process, the preconditions, and the attempts to tie this process
together with the settlement process of the Nagorno Karabakh Conflict
may damage both settlement processes", – said Edward Nalbandyan.

The Foreign Minister of Armenia accented, that all countries but
Azerbaijan gave their approval to the settlement process of the

process of the Armenian – Turkish relations. So it is also against
the OSCE principals and the whole international community.

Edward Nalbandjan also touched upon the peace negotiations of the
Nagorno Karabakh Conflict. He accented the importance of the positive
dynamic that appeared as a result of the meeting of the Presidents
of Armenia and Azerbaijan. Edward Nalbandyan accented the importance
to ignore the steps that might be in the way of the peace settlement
process of the conflict. As an example cites Edward Nalbandyan the
speech of the azerbaijanian Minister, where he tried to misrepresent
the settlement process and the peace negotiations of the Nagorno
Karabakh conflict.

Elmar Mammadyarov discussed the opportunities of searching peaceful
settlement of the Karabakh conflict, OSCE PA deputy Secretary General
Tina Schoen told ArmInfo by phone.

When commenting on the information by the Azerbaijani mass media
