Yerevan (Yerkir) – Surb Khach church on Akhtamar Island will be open
for services, the Turkish newspaper Radical reported.

After the signing of the Armenia-Turkey protocols, Turkish tourism
sector representatives appealed to the Government to open Surb Khach
church for services. Van Mayor Munir Karaoglu informed that jointly
with Ministry of culture they have done all due paper work for church
reopening. The Mayor announced September 12, 2010 a date of possible
reopening and invited Armenians to come for a visit.

Karaoglu stated that the majority of tourists visiting Van will be
from Iran and Armenia. He is confident Turkish authorities make every
effort to have the border open. Border opening will be advantageous
primarily to Van, Karaoglu concluded.

12-17 2010 in the international tourism exhibition in Holland.

Organizer of events of the "Armenian Union of Tourist Agents" Lusine
Stepanyan told Armenpress that 6 tourism companies from Armenia
will participate in the event and present tourism packages, services
relating to tourism.

Stepanyan said Armenia is participating in the exhibition for already
the third time. January 21-24 "Armenian Union of Tourist Agents" is
planning to participate in international tourism exhibition in Finland.

"The Puppet Museum will reopen in our theatre after the New Year
holidays. It will be named after the museum founder Pavlos Boroyan,"
Ruben Babayan, the Art Director of the Armenian Puppet Theatre after
H. Tumanyan told a press coference. About 300 dolls will be displayed
in the museum. "Mainly, this is a museum of puppet images. We have
also dolls with national dresses. We have two as gifts – the Chinese
one and the New Zealandian one," he said.

R. Babayan said, it was due to P. Boroyan that the decision over
opening the Puppet Museum in the theatre came in 1975. The museum
faced different problems in different times. It was reopened in 2002,
but it had no show-windows. The first show-window was made 5 years ago.

The General Assembly of the UNO declared December 18 the day of
migration. That day in 1990 was signed the UNO’s International
Convention on the Rights of All Migrant Workers and Members of their
Families.

According to the records 1 from 35 people living on the earth or
around 200 million people are migrants, that is to say they live and
work in foreign countries.

As the reporter of Aysor.am informs, Gagik Yeganyan the Head of the
State Department for Migration and Refugees of the Republic of Armenia
mentioned, that the rumors, as if the citizens of Armenia leave for
Turkey to find there a job are exaggerated.

"The Turkish officials even mention concrete numbers 50-70 thousands,
but lately researches dedicated to this issue have been announced by
the "Eurasia" fund", – G. Yeganyan mentioned.

According to him, the facts given in the mentioned research come to
prove that the numbers of the Armenian citizens working in Turkey
are far from the reality.

Leading world powers are forced to consider the position and
interests of the Azerbaijani-Turkish tandem for the sake of their
own geopolitical interests.

Turkish Prime Minister Recep Erdogan’s U.S. trip sheds light
on numerous issues connected with normalizing Armenian-Turkish
relations and resolving the Nagorno-Karabakh conflict. Until then,
many Armenians claimed Ankara’s statement that it is impossible to
normalize Armenia-Turkey ties without resolving the Nagorno-Karabakh
conflict was designed for domestic and Azerbaijani audiences. However,
Erdogan made quite a different statement in the West.

The Turkish prime minister reiterated his position at a joint
news conference with U.S. President Barack Obama, who is the major
initiator of normalizing Armenian-Turkish relations. Erdogan made it
clear that the protocols on the normalization of Armenian-Turkish
relations have no preconditions. He immediately noted the Turkish
parliament has only one precondition to ratify these protocols –
the settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict.

First, Erdogan’s statement at the high-level U.S.-Turkish meetings
is a significant event. Much more important for Azerbaijan, though,
is the U.S. president’s reaction to the statement. He just kept silent.

And silence, as they say, is a sign of consent.

Second, the statement voiced later by Washington and Moscow confirmed
that leading centers of world power see Turkish-Armenian relations
and the settlement of the Nagorno-Karabakh conflict as interdependent
processes. The U.S. hopes that Armenia-Turkey rapprochement will impact
the settlement of the Karabakh conflict. U.S. Assistant Secretary of
State Philip Gordon shared this view in a conversation with reporters
almost immediately after the U.S.-Turkey talks.

In response to the question how the White House sees the fate of
Armenian-Turkish relations after Obama’s talks with Erdogan, Gordon
said the U.S. backs Armenian-Turkish normalization and wants the
protocols to be ratified soon, which will benefit Turkey and Armenia
and help boost peace and stability in the region.

"The U.S. is also involved in resolving the Nagorno-Karabakh conflict.

This topic is important not because we see it linked with
Armenian-Turkish relations, but because it can also impact the
stability in the region that will benefit both Azerbaijan and Armenia.

We are concerned over this matter and we want it to be moved forward,"
he noted.

Gordon also added that Georgia is the only point of contradiction
between Washington and Moscow.

Thus, the State Department official actually admitted the importance
of parallel solutions to both issues. Gordon’s statement coincides
with the estimates of a number of local experts who indicate some
correction in Washington’s position in light of Erdogan’s visit.

Moreover, Gordon almost admitted that the U.S. and Russia are close
to reaching an agreement on the settlement of the Nagorno-Karabakh
conflict. Gordon’s statement that Georgia is the only point of
contradiction between Washington and Moscow cannot be interpreted
otherwise.

Russian Foreign Ministry senior official Andrey Nesterenko stated
almost simultaneously that "Azerbaijan and Armenia are on the way to
a serious breakthrough on the Nagorno-Karabakh issue."

Nesterenko added that "if the positive dynamics achieved in
negotiations this year are maintained next year, there will be reason
to expect the basic principles will be coordinated quickly and finally
and a text of the peace agreement will be prepared on their basis."

Third, it does not matter that the interested parties publicly
declare that the normalization of Armenian-Turkish relations and
the settlement of the Nagorno-Karabakh conflict are not linked in
terms of time. However, the fact is that they are doing everything
possible to link the normalization of Turkish-Armenian relations
and the resolution of the Nagorno-Karabakh conflict in terms of
time. So, if Washington and Moscow reach agreement on the settlement of
regional conflicts, except for the Georgia-Russia situation, Armenian
President Serzh Sargsyan will not be able to resist this powerful union
whatever he says. All his attempts to prolong the settlement of the
Armenian-Azerbaijani Nagorno-Karabakh conflict are doomed to failure.

Finally, there is a need to answer the following question – which
factors influence Russia’s and America’s willingness to act as a
single bloc to resolve the Armenian-Azerbaijani Nagorno-Karabakh
conflict? The main determining factor influencing leading world powers
is the inviolability of the Azerbaijani-Turkish tandem. Events have
shown that attempts to split the tandem will fail.

The strength of this tandem is that the realization of many
geopolitical interests of world players depends on its position. For
example, without Azerbaijan’s and Turkey’s support, the West, above
all, the U.S., will never be able to implement the Nabucco project. To
develop and implement a unified strategy against Iran’s nuclear
program, the U.S. and Russia also need to agree with Azerbaijan and
Turkey, as the emergence of another nuclear power in the volatile
region does not the meet interests of not only Russia and America,
but also Azerbaijan and Turkey, who are Iran’s neighbors.

Russia cannot implement its energy strategy and the U.S. its Middle
East strategy without Turkey.

It should be noted that Armenia’s participation is not required in
solving problems that are of a geopolitical importance for leading
world powers. Simply put, Armenia’s help is not required to resolve
these issues. So, major world powers are forced to consider the
position and interests of the Azerbaijani-Turkish tandem not for love,
but for the sake of their own geopolitical interests.

/PanARMENIAN.Net/ The lawmakers of the Turkey’s Democratic Society
Party (DTP), banned by the Constitutional Court, gathered on Monday
in the southeastern province of Diyarbakir and decided to resign from
the Turkish parliament.

The leader of DTP, Ahmet Turk, closed after being found guilty of
links to the outlawed PKK, said former party members would resign
from parliament in protest.

"As you know, we have said before there is no reason to stay
in parliament if our struggle for democracy is not taken into
consideration. We will submit our resignations to the speaker of the
parliament in the shortest possible time," Turk said.

Other MPs speculated that they could join an alternative pro-Kurdish
Peace and Democracy Party, Reuters reported.

Replying a question of a reporter on whether the parliament would
except the resignations, Turk said that "That’s not our problem."

ARS Issues Christmas Appeal For Help: A Time to Share Our Gifts

Glendale, CA.- As we approach the Christmas season, Armenian Relief
Society of Western U.S.A. (ARS) members have been uplifted with many
instances of giving from our community. The needs that the ARS is
trying to reach are vast during an economically challenging year. `It
has been the guiding principle of the ARS to be responsive to the
needs of its community,’ said Sossie Poladian, ARS Regional Executive
Board Chairperson.

The ARS is trying to reach out to those who need help and those who
can share their resources with those less fortunate. The first mailed
ARS appeal has already reached the communities closest to Glendale,
and others will follow. It is hoped that ARS supporters will respond
with small or large donations to make up for the shortfall.

For 100 years, the ARS has been helping those in need. Soon after
1910, the ARS started by helping Armenian refugees. Today, the ARS
continues to help refugees in addition to the elderly, orphans,
widows, widowers and students who seek our help.

Consider the case of a starving college student arriving at the ARS
Social Services office on foot and finding cupboards full of canned
foods courtesy of St. Mary’s Richard Tufenkian Armenian Preschool
4-year-old students. Last month, Ellen Senitt, one of the blue group’s
homeroom teachers decided to start a canned food drive. The preschool
Director, Arsine Aghazarian, who directed the donations to the ARS
Social Services Center in Glendale, supported her. Seta Hagopian, an
ARS `Sepan’ Chapter (Glendale) member and a homeroom teacher at the
preschool, provided the coordination with the ARS. Hagopian explained
that 80 children participated in the drive, `The children learned
about giving to other children, who may be hungry, and the parents
were happy that their children were learning to share.’

The Hoover High School Armenian Club has also initiated a canned food
drive to benefit ARS clients. Talin Fakhourian of the club wrote they
are doing the drive `in order to give back to our Armenian community
during Christmas time’.

Leonig Shekherdemian, who had participated in the ARS tour organized
by the ARS of South-America to Argentina last October, opened up her
home to the participants from Los Angeles for a dinner. She asked her
guests to not bring any gifts, and instead to make donations to the
ARS.

The newly relocated Smart & Final Extra store at 1855 W. Glenoaks
Blvd. in Glendale, was the scene of a corporate-sponsored
donation. The Smart & Final Charitable Foundation donated $2,500 to
the ARS Child, Youth & Family Guidance Center. Randall Oliver handed
the check to Sossie Poladian, Chair of the ARS of Western USA,
Regional Executive, who was accompanied by Asdghig Chitilian. Being
freed from anxiety issues through therapy could be the best gift for a
child and a family. The ARS Chapters provide most of the support for
the counseling center located at the ARS Glendale headquarters.

Christmas gifts for children served by our local Social Services
offices and those in Armenia and Artsakh are also being
collected. Donations of new educational toys and children’s clothing
are preferred. Students at Vahan and Anoush Chamlian Armenian School
in Glendale are collecting gifts for ARS Social Services clients. The
ARS Western USA contributes funds for the ARS world-wide `Amanor’
Program, in addition to shipping boxes of toys, clothing and shoes to
the children in Armenia and Artsakh, through flights from New York to
Yerevan.

The Armenian-American community has an impressive history of
responding to the charitable needs of people all over the world,
wherever the needs may be. All dedicated and compassionate ARS
supporters are urged to make a donation. Any amount will make a
difference.

Armenia cannot a full EurAsEC member as it has no common borders with
the EurAsEC member-states, RA Prime minister Tigran Sargsyan stated
after returning to Yerevan from Saint Petersburg, where an Armenian
delegation participated in a meeting of the EurAsEC Interstate
Council.

The Information and Public Relations Department, RA Government, told
NEWS.am that the Armenian delegation includes Head of the RA
Government Staff David Sargsyan, RA Deputy Foreign Minister Shavarsh
Kocharyan, RA Deputy Minister of Finance Vardan Aramyan, RA Deputy
Minister of Economy Mushegh Tumasyan, RA Deputy Minister of Transport
and Communication Artashes Avetisyan, and other officials.

Talking to Armenian journalists, the RA Premier underlined the
importance of two issues on the agenda: the work of the anti-crisis
fund and the formation of an innovation fund. He reported that
specific agreements were reached. `These are infrastructural credit
programs of integration and cooperation to the amount of up to U.S.
$500m in the fields of energy and chemistry,’ the Premier said.

`The observer status at the organization allows us to develop our
relations with EurAsEC. It allows us to be informed of the
developments and determine the tasks Armenia could be involved in. Of
course, being informed will help us take this opportunity,’ Premier
Sargsyan said.

Yervand Bozoyan: Eastern Partnership Program Contingent On Nagorno-K

The aim of the EU Eastern Partnership program is establishing stability
and tolerance in the South Caucasus, which is natural of the situation
developing in the region, the expert Yervand Bozoyan told NEWS.am.

"The program is intended for the entire region and the South Caucasus
will benefit from it," Bozoyan said. According to him, the EU’s
statement is even more topical in the context of the regional
conflict. On the other hand, the program is unlikely to produce
essential results in the near future, but "will not take long to."

"The point is that two of the three states, Armenia and Azerbaijan,
have a dispute, Nagorno-Karabakh problem, and the Eastern Partnership
plans will not be implemented as long as the problem remains
unresolved," Bozoyan said.

Eastern Partnership Program Foreign Ministers To Meet In Brussels

EASTERN PARTNERSHIP PROGRAM FOREIGN MINISTERS TO MEET IN BRUSSELS

The first meeting of the Foreign Ministers within the framework of
the Eastern Partnership program starts in Brussels on December 8.

Armenian Foreign Minister Edward Nalbandyan left for Belgium on
December 7 to participate in the event.

The ministerial meeting will be the first since the program in last
May launched.

Eastern Partnership project was officially set up at Prague summit
(May 8, 2009), proposed by EU on Polish and Swedish initiative. The
program is aimed at deepening of EU relations with 6 states – Armenia,
Azerbaijan, Georgia, Ukraine, Moldova and Belarus.

In the frames of the program, EU has to allocate ~@600m till 2013 to
the mentioned countries aimed at strengthening of state institutions,
border control and assistance to small companies.
