Azerbaijan raises alarm over transport of new Russian militaryequipm

AZERBAIJAN RAISES ALARM OVER TRANSPORTATION OF NEW RUSSIAN MILITARY
EQUIPMENT TO ARMENIA

Aliyev Struggles to Justify Close Ties With Russia Before the US

Turkish Milli Gazet informed from Baku on August 18 that Azerbaijan
assigns more money for the military sector as a result of the
decision to transfer Russian military equipment from Georgia to
Armenia. Official sources notify that the state budget of Azerbaijan
allotted additional $50 million to the armed forces raising the
overall sum to $300 million.

According to the Turkish paper, Azeri Defense Ministry informed
Nezavisimaya Gazeta that “the Russian military equipment was located
in Berd and Ijevan towns of Tavush province bordering Azerbaijan”. A
representative of the Ministry stated in the Russian paper: “The
102d Russian base of Gyumri was not able to receive the equipment
from Georgia at this point. To settle that issue Armenian government
leased those regions neighboring with Azerbaijan to Russians”.

The Turkish paper notes that Armenia’s accumulation of Russian arms
makes Baku deepen relations with the US and Turkey in the military
sphere. The Azeri press quotes the aforesaid source as saying that
the Azeri foreign affairs minister had closed door discussions
with a Pentagon representative in Washington over the issue of
transportation of Russian weapons to Armenia. The Azeri Defense
Ministry has indirectly confirmed this information.

It’s hard to say how correct the information of both Turkish and
Azeri papers and the Azeri Ministry on accumulation of Russian arms in
Armenia is. But one thing is clear: it’s a ploy to justify military
expanses that go higher on the curve in Azerbaijan with every year
and the militant policy of the Azeri authorities.

It’s noteworthy that by putting this information in circulation
Baku hopes to secure a valid justification to Russia for giving in
to Washington’s demands. That’s the reason why the Turkish paper
views Azerbaijan’s military cooperation with America and Turkey as
a necessity stemming out from accumulation of Russian arms in Armenia.

President Ilham Aliyev seems to have no other alternative but to
put an end to his close relations with Russia due to the situation
on international arena. The absence of alternative makes the Azeri
authorities trumpet about new Russian military equipment in Armenia,
and their voice creates necessary conditions to turn down Russia’s
company and justify its unifications with the US.

When a state comes across the imperative of justifying its militant
policy and getting justified before the US, rootless information it
possesses comes to form the core of its propaganda. President Aliyev
has no alternate for disorientating the world community even in the
issue of transportation of Russian arms to Armenia and he forcedly
takes falsification.

The fact of misinformation should be considered imperative as Aliyev
comes closer to Russia in situation when US influence grows in
Azerbaijan and the EU takes ground. The reason — to maneuver between
them. The crises within EU turned Aliyev’s attempts futile. In the
created situation he gave momentum to the attempts to draw closer
to Russia but pressure from the international community on the eve
of parliamentary elections and the threat of “colorful revolution”
brought them to naught.

Deprived of the chance to balance the US influence in Azerbaijan,
Aliyev faced the need to justify himself before the Americans for
rubbing shoulders with Russia and that made him start a search for
Russian weapons at the Armenian-Azerbaijani border.

Yerevan Urartu University of Practical Psychology and Sociology for
its efficient educational and scientific activities. The university
rector Prof. Sedrak Sedrakian told NT correspondent that the award
giving ceremony will take place at the 9th international conference
“For High Quality of Business and Education” to be held in Geneva
on September 15-16. Urartu University was founded in 1990. At
present, it has a state accreditation and is cooperating with
many international scientific centers and universities. In 2002,
a branch of Urarty University opened in Los Angeles, which offers

Jordan 0-Armenia 0

Jordan 0-0 Armenia

Armenia limbered up for the visit of the Netherlands with a goalless
draw in Jordan. The middle-east state, ranked 62nd in the world,
provided a testing workout ahead of the showdown with the Dutch on
3 September.

One win

Armenia lie sixth of seven teams in FIFA World Cup qualifying Group
1, having picked up just a single win and four points from nine
matches. Marco van Basten’s Netherlands side, meanwhile, lead the group
on 22 points and shared a 2-2 draw with Germany on Wednesday night.

Good omen

However, the Armenians will take heart from the fact that they limited
the Dutch to a 2-0 victory in the corresponding fixture in Eindhoven
last March.

COUNCIL OF EUROPE OFTEN IMPOSES DECISIONS ALIEN TO ARMENIAN PEOPLE’S
NATURE, EXECUTIVE SECRETARY OF NEWLY ESTABLISHED ALLIANCE STATES

YEREVAN, AUGUST 16, NOYAN TAPAN. When making decisions imposed on
Armenia by the Council of Europe, the National Assembly should hold
nationwide discussions on their drafts and take into consideration
the opinion of the majority of citizens. Ishkhan Tovmasian,
the executive secretary of the social union “The National Values
Protection Alliance”, expressed this opinion at the first congress
of the union on August 16. According to him, the Council of Europe
often imposes such decisions that are alien to the nature of the
Armenian people. The speaker noted that the main objective of
the alliance is to protect the national values, and this idea was
born from a desire to withstand the negative consequences of the
widespread privatization. In this connection I. Tovmasian said
that even facilities of strategical importance were alienated in
Armenia. In his words, an important guarantee of the national values’
protection is adopting the appropriate law, with its draft being
currently developed by the alliance. I. Tovmasian stated that the
newly established alliance will participate in the elections to
the local self-government bodies and the presidential elections,
nominating its candidates and supporting most worthy of them, as
well as struggling for the international recognition of the Armenian
Genocide and the independent NKR. More than 40 NGOs, compatriot unions,
philannthropic organizations and 538 individuals have been united in
“The National Values Protection Alliance”.

Russian storm troopers: myth or reality?

08/16/2005 12:54
Referring to 50 thousand skinheads, it is just a phantom

Moscow Bureau for Human Rights made a report, which said that “there
are about 15 thousand adult fighters and up to 50 thousand teenage
skinheads under arms of Russian nationalistic organizations” and “these
groups are already responsible for several terrorist acts and riots.”

Sixty-five thousand fighters is a whole army. Hitler had about ten
times less storm troopers in 1933 not to mention a handful of Russian
Bolsheviks in 1917. If such an army existed for real in Russia it
would have occupied Moscow long time ago and solved the national
question. It is obvious that such an organization that forms armed
groups and organizes operations would not be left unnoticed. In
fact there is no such army or regiment or battalion of skinheads in
Russia. This conclusion can be drawn from the report itself.

To advance a slogan is one thing, but to support it with facts
is absolutely different. It is not clear what was meant by the
terrorist acts in the report. There was no incident mentioned in
the report, which can be regarded as such. There are some examples:
several buildings where Gypsies lived were burnt in the Novosibirsk
region, a so-called “Che Guevara squad” smashed several cars, which
presumably belonged to drug dealers in Yaroslavl, Cossacks sacked
local Armenians’ houses near Novorossiysk. Three Polish people were
beaten in Moscow. There is more: “nationalists in the Komi Republic
threatened with massacre to several scientists and human rights
activists, whom they accused of espionage for the US.”

Those are certainly crimes. However, it is a lame argument to prove
the existence of 65-thousand-strong army. Human rights activists
themselves almost admit that they made up this figure. In fact, it is
hardly possible to count the number of armed nationalists. Suppose,
that 15 thousand were deduced by simple calculation of members of
seven nationalistic parties and movements – Russian National Unity,
Brown Season and others. However, it was nationalists themselves, who
counted their members. It is obvious that they did so in order to show
off. It is unclear why the human rights advocates believe them though.

Referring to 50 thousand skinheads, it is just a phantom. The report
clearly states: “there is no unified skinheads organization in Russia,
they are scattered in small groups.” It continues with “their number
is estimated at 10 thousand to 50 thousand people.” The second figure
is meant to impress, of course. It is stated in the beginning of
the report, but afterwards it is admitted that the figure cannot be
proved. A gap of 40 thousand is too much. It is impossible to count all
the people who belong to these bands and gangs (not the troops). How
can you differentiate between mere street thugs and devoted skinheads?

Moscow Bureau for Human Rights statements that 10 people were killed
by skinheads and more than 200 were beaten in the first half of 2005
can be proved neither by facts nor by testimonies. Seems like the
responsibility for any crime can be shifted on skinheads.

It would be wrong to deny that that there is enough scum in Russia
who loathe Caucasians, Gypsies, Chinese, Jews and who are ready to
beat and even kill foreigners. But there is such a scum in every
society. They must be fought. And they are fought in fact! The human
rights activists said, “During the first half of 2005 there were 6
trials. As a result 21 extremists were sentenced to 4-19 years in
prison for committing grave crimes on the ground of national hatred.”
Those are the real figures.

Members of a pro-government youth group briefly clashed with opposition
activists in Azerbaijan yesterday, accusing them of co-operating with
Armenian agents.

Azerbaijan and Armenia fought a bloody six-year war over the disputed
ethnic Armenian enclave of Nagorno-Karabakh, over which Armenia now
has defacto control.

Tensions are high as the oil-rich country prepares for November
parliamentary elections.
